So far, there is no word on a possible motive or what the relationship was between the suspect and the victim. One person is being treated for moderate injuries after a threevehicle crash in marin county. According to the california highway patrol, the rear end crash happened yesterday near the marin county fire station. Both lanes of the road were blocked. 21 candidates vying for the president ial nomination spent the weekend in South Carolina, one of the first states to hold primary elections next year. Speeches were yesterday in columbia. U. S. Senator Kamala Harris was at the event as was the other candidate from california. With so many candidates and limited time, each speech was limited to just seven minutes. And meanwhile, the democratic challengers are now getting ready to face off in miami, florida, for the first debates of the 2020 president ial campaign. And this morning, were learning that a skydiving plane that crashed in hawaii was involved in a midair accident three years ago in california. In 2016, the airplane stalled three times and spun repeatedly. And for their safety, 14 sky divers had to jump earlier than planned. An investigation into that incident blamed pilot error. Meanwhile, new cell phone video shows the fire and wreckage moments after the plane crashed on the north shore on friday. It killed 11 people. Among those killed were a army veteran and a skydiving instructor. His wife said he died doing what he loved. An investigation is underway to figure out what went wrong. And b. A. R. T. Is considering a plan to add a shuttle to take homeless passengers to a shelter at the end of the night. This is in response to a growing number of Homeless People who ride the train until the end of the line. Homeless people get off the train and sleep at the station or wander to nearby store fronts until the Train Service starts up a few hours later. If approved, they would be shuttled to the nearest shelter. They already shutd l to shelters from other stations. And new concerns this morning after a fire ripped through a business in Alameda County. Firefighters are worried the building on east 14th street could collapse. The fire damaged an upholstery store. A restaurant and a Clothing Store were also damaged. They wont let us go inside the building at all. Anything we need, we have to write it down and they have to find it for us. We cant get in there. Why a senator says vaccinations are a must. Plus, what once was a shortage is now back in a strong way. Why king salmon is in abundance this season. Good morning. To vaccinate or not to vaccinate. Should it be a voluntary choice on parents parts . Or should it be mandatory for the greater good of all. This is a state senator who is the coauthor of the bill intended to sort of close the loopholes on the previous bills. Vaccin. S that required and instead, oup a about how shod gno comments he wasnt comfortable with the overregulation and a bill going back through the process again. We need to get our kids vaccinated. The fact that have a resurgence of measles, a disease we had basically defeated and eliminated and its coming back and people are getting sick and some people will die. Theres a tiny percentage of people who cant be vaccinated and kids under the age of one. When parents dont vaccinate the children, those people are at a huge risk. We have to get the kids vaccinated. What youre talking about is children that have an immune system that cant take a vaccination. They are at risk. Yeah. So. The idea is to get everybody else vaccinated so the risk of these children dying or being seriously ill is less. Thats the point. At vaccions are a health risk. And theres absolutely no scientific basis for that. There was a quack doctor in england who put out thisie that vaccines cause autism. Its been debunked, but theres created a movement. Parents are scared and that causes a resurgence of the diseases. It brings into question the idea of the individual rights of whether you choose or how you chuz to handle your life and body versus community rights. If you are putting kids in the Public Schools where they can make other kids sick and potentially kill them, we can say you have to vaccinate the kids. They are safe and effective and a benefit to Public Health. We dont want to backslide. Okay. As the bill was going through, the governor turned around and said im not comfortable with it. So this bill, a few years cc kids unless you have to theres a medical reason not to. We started seeing a small number of very unethical doctors who started selling fraudulent medical exceptions. It requires a sign off from the department of Public Health to say this kid has a legitimate medical exemption. But the governor changed that. No, im not comfortable with that. Now, a doctor has to do it five times, right . Right. Second thing is if a school is 95 vaccinated right now, right, under this compromise, then you dont have to be vaccinated. Right. Are we stepping forward or papering it over and saying weve done something . To be clear, i did not agree with the governors statements. I strongly disagreed with what the governor said. He is the governor and the bill does not get enacted without his signature. So you have to take it seriously. This bill i physi is giving five or more medical exemptions in a year, that triggers oversight from the department of publihore the mills, that. For schools with less than 95 vaccination rates, the threshold for herd immunity, then there will be oversight. This is a positive and strong bill. And i think it will make positive change. Anybody think of calling the governor outs of it and saying no, were going with this . You know, im a fan of the governor. I disagreed with him on this. Sometimes you got to work with the governor. And again, this wasnt the ideal result, but this is a very strong bill for Public Health. Well, its interesting. A strong bill, the question is whether its safe afterwards. And well have to see that in time. The time is up for now for this interview. So lets take a look at the weather andin here. No problem on that front today if you like a lot of sunshine and temperatures anywhere from 8 to 14 degrees abovav not a heat wave. But it is going to be warm. Just think back to yesterday. Theres plenty of sunlight heating the dome at city hall. Look above it and there is a low cloud coming over. Some of the marine layer and the low fog working into the city. This tells you there is plenty of sunshine to the east. All that light hitting the tower. Above it, theres clearly low clouds coming in. You cant see the golden gate bridge. The low clouds have completely obscured the bridge. At the top of the Sales Force Tower again, we use it to look east, theres not a cloud overthe bay bridge. What you do see is theofd thatn spot High Pressure. A big dome of High Pressure pushing down and trapping the humidity and the pollution. Thats the sign of a warmup. Sinking air pushing everything down to the ground and that helps warm everything up. Thats one way to spot the weather on your own out there. Were in the mid 50s now and going to 73 for the daytime high. Thats 8 degrees above average for the city. Yes, some clouds near the coast. It wont last long. That will burn back and be another very sunny day across much of the bay area. The coast might hang on to a few low clouds. The temperatures inland, 94. New this morning, two people are dead after a crash in San Francisco. The twocar collision happened at about 1 15 a. M. At third street and paul avenue. One man was pronounced dead at the scene and a woman was brought to the hospital and died. At this point, the police will not confirm any other details. And also new, officials at cluster fest speaking out after a highly anticipated comedy show left a lot of people not laughing. Last night, lines were out the door to see john mulaney at the bill graham auditorium. Some people waited four hours and still didnt get inside. I spent 150. I expected to get in everywhere. I thought i was buying a ticket to all of the events. I have had to wait in line the entire time. I have not seen a single act. I have been in line four and a half hours. Dozens of friends and loved ones packed a mosque in south San Francisco yesterday to remember him. He emigrated to the u. S. From yemen 12 years ago. His body was found on monday night on skyline boulevard. A friend says a strange man called his cab company the night before saying he wanted to leave his bmw along skyline boulevard. The family members believe that he and the other victim were lured to the area by their killer. The victims were murdered just 24 hours apart. A 26yearold has now been charged with the murders. A motive is unclear. This morning, authorities searching for a pair of burglary suspects. Hills bore police say the two men broke in a home friday night. At first, the suspect knocks on the door and waits around and another man joins him. The men broke a window. Its unclear exactly what they took. If you recognize the suspects, police want to hear from you. A vigil later today for a Police Officer in sacramento killed in the line of duty. This comes as police now say the officer who was ambushed by a gunman during a Domestic Violence incident had no chance of surviving her wounds. Police released this body camera video of the initial shots fired at officers. Officer Tara Osullivan was hit by rifle blasts and died. Five officers were at the scene when the first shots were fired. The officers were essentially ambushed by the suspect. And the result was him murdering one of our communitys Police Officers. Photos released by the police show the weapons used against the arsons, including two assault rifles, one shotgun. And one hand gun. And they released a photo of the barricaded door to the home. The suspect was using security cameras outside of the home to watch the officers movements. Police disabled the cameras when they made the rescue of the officer using an armored vehicle. The vigil is at 8 00 at Sacramento State university. And turning now to campaign 2020. Contenders competing for the democratic president ial nomination have spent the weekend in South Carolina. Thats one of the first states to hold primary elections next year. The former Vice President joe biden was among those who spoke at the partys state convention in columbia. Among the topics, climate change. Doubling the offshore wind energy by 2030, providing 400 billion in the next ten Years Research and innovation. Twice as much as we spent going to the moon. Each of the speeches was limited to seven wins. And meanwhile, biden is still dealing with some bash lack for highlighting relationships with southern segregationist. And whether it was just a miscalculation or intended to invoke a reaction in sensitive willy brown types. Im glad you said that. My next step was this was a deliberate effort to demonstrate to a collection of people, in my opinion, by biden hes not subject to the progressive stuff. You think that was the message . Yes, i do. Hes doubled down on it. Why would you take on cory booker . You know, hes like 18th out of 22. Why would you bother . Yeah, booker then said, you owe anapology. And now theres the apology war happening. When a white guy like biden says to a black guy like booker, you owe my the apology, every black in america is standing with booker. And biden is hold b steady. Is that good enough . Or does he need to show hes continuing to grow . To win the general, he needs the support. To win the president ial nomination, he knee needs to get enough of the delegates. They go to the pleuralty winner. You dont need to win my majority vote every primary or even most of them to get the nomination. Joins us is scott weiner from San Francisco who the n the coming week will join the fellow lawmakers to grapple with one of the biggest problems in the state, the future of wild fire safety and wild fire costs. The governor Just Announced a plan that basically says esh is going to share in this one way or the other. And it likely means rates go up. The idea is to deal with situations like this. What are the various forces at play in sacramento trying to come up with a solution for who pays and who pays Going Forward . Yeah. And this is critically important for the state. Itso say exactly what hes proposing. We want to make sure number one, we continue to have reliable electric service. We dont want the utilities going bankrupt. Right. And we want to make sure the rate payers are not having all the costs dumped on them and the shareholders with being held accountable. And if we go through the process, the victims are being made whole and we are making the necessary reforms to our system so that safety is a top priority. And so that we are modernizing the system and not just going back to the way we did it 30, 40 years ago. We have to modernize the power system in california. So in that short little sumup, you brought in some of the biggest, i guess we can call them special interest groups. We have the utilities, the electrical workers unions that work for the utilities. Theyre in favor of the safety measures. That means more work and its good for the system as well. And then while you paying off fe damages done without the rate payers having to pay it all, the California PublicUtilities Commission would say to safety the lines we have to raise the rates to pay for it. This is going to cost. It will cost. Thats one of the biggest issues about who is paying for it. Ultimately, there are always going to be costs that we all bear given the bredth of the problem. We want to minimize the impact on the rate payers. They have this old model of a centralized monopoly utility system. The classic pg e. We need to make it easier for people to have solar and other kinds of clean energy soha to ct more and more of the transmissions wires, which are expensive and cause wild fires. One of the issues is whether we should be building, whether the power lines should be going, continue to go to wooded areas as we expand out more and more. Should people if theyre going to choose to live in the areas, should they pay more . Well, these wild fires raise a lot of issues about Development Patterns and where we should be putting the housing. Because in the last 30 years, almost half of the new housing is in wild fire zones. Would you say that again . Since 1990, in the last about 30 years, about 45 of californias new housing has gone in wild fire zones. Were deliberately moving in the areas that we know arent safe. That relates to another issue, we want more density in the bay area and l. A. And have more apartment wlg buildings so we dont push the housing in wild fire areas. Some People Choose to live there. Other people are pushed out. We dont build enough housing in places like San Francisco and San Mateo County and people have no choice but to live further and further away. That is going to bring in Going Forward an entirely new set of special interests. This thing, whats the do you think we can come up with a solution . No. We absolutely can. Let me rephrase that. We can. Will we come up with a solution . Of course we will. Is issues tie together. Housing, wild fires, climate change, the electric grid, the water system and the costs. All tied together. A litany of all the things we have grid lock on. And were going to make a move . Im an optimist. You are. All right. I want you to stick around. We have to talk about another very important issue thats in front of lawmakers right now and thats the vaccination bill. Youre the coauthor of that. I am. And the governors remark on that and the compromise. Right now, a step back from well, i dont know. Well find out if there is a fire danger out there and take a look at the weather. Lets go. Thats going to last for the next few hour and up to two hours at most. The story is how sunny and warm well be. Look at the layer of haze. You can spot the High Pressure. We dont have a marine layer in the area. We have a little bit of humidity in the atmosphere and it can help you spot whats going on. That big area of High Pressure is pushing the ground and squashed everything near the surface. And the inversion is there. That is the line with the air down here trapped by the lid. Thats what it looks like through warmups. You can spot it in the morning and spot it at sunset and spot it on the map. Look at the numbersment back to the mid 90s inland. 94 in concord. At the coast, well be at 71 for the high. That covers sunday. And there are todays numbers. I want to talk about this week. And were going to do the comparison. Heres the temperature drop coming our way. And the numbers, just doing the math on how much cooler well be by the middle of the week. Concord, 16 degrees cooler than today. Santa rosa, 13 degrees cooler. 15 degrees cooler in san jose. If you want to spot how, other than at that inversion layer, you want to see it on the satellite and you cant see the reason were warm or why well cool down. Not on the regular satellite or the water vapor. Lets switch from the satellite and show you the winds. A big area of High Pressure off the coast. Watch what happens from now the wednesday and the bulls eye goes away. And instead, the streamlines coming on shore. Thats the on shore flow and how we cool down and drop the numbers as much as 15 degrees other the next few days. You can see that here in the sevenday forecast. Of and also in missouri, new video shows celebrations that briefly turned to screams after a hot air balloon came barrelling in the middle of a crowd. It happened yesterday during a hot air Balloon Festival part of the citys bicentennial celebration. The video is a little difficult to watch, but no one was seriously injured.
