Chief meteorologist paul deanno is tracking our next round of wild weather heading our way, paul. Talking about more low elevation snow this week. It stays dry for about 24 more hours when showers begin to move into the bay area. Snow levels drop thursday and friday, mount diablo and Mount Hamilton have a Good Opportunity of seeing snowfall later this week. Let us focus on this. That is lake tahoe and the sierra because this will be the biggest snowmaker we have had so far in winter. Snowfall totals with the winter storm warning already in effect widespread snow totals in the sierra of 3 feet to 5 feet, up to 60 inches of snow by saturday morning. The highest peaks 9, 10, 11,000 feet could see 84 inches of snow. Heres the kicker. Even the foothills as low as 1,500 to 2,000 feet, they could get 2 feet of snow hacking it the biggest foothill storm we have seen in the sierra in seven years. Well talk about how much rain to expect around here coming up. The developing story now in the east bay, a shelter in place has now been lifted in pittsburg, but crews are still looking into reports of a strong chemical odor in the air. The area around the Bnsf Railroad tracks on north parkside drive had to be shut down this afternoon. There were reports of a strong vapor coming from two train tank cars. Kpix5 reporter mary lee is live at the scene in pittsburg with the latest from emergency officials. Reporter thats right. We just spoke to contra costa fire officials and they say the strong smell is not a health risk to the community which is why they lifted the shelter in place order. Chopper 5 was over the scene earlier today as hazmat crews investigated that leak. This started when workers were doing regular Maintenance Work moving and classifying the railcars and smelled strong fumes and immediately called hazmat. Officials were able to pinpoint the small leak to one specific railcar. That car is empty, but it did hold sodium sulfide which is corrosive and when it mixes with air it makes that noxious smell. It is at extremely low levels and mixing out quickly in the air. Back out live hazmat crews are still on the scene. The rail company is working now to cap that leak. More breaking news, another hazmat situation unfolding near the Nations Capital, 11 people on a military base got sick after a letter containing an unknown substance was opened up. This happened inside a building at joint base meyer in northern virginia. Three people had to be taken to the hospital. The building has been evacuated. Hazmat crews are now examining that letter. A new state report confirms emergency officials in santa rosa could have done more to alert residents the night the wine country wildfires erupted but didnt. When it comes to what didnt happen, were specifically referring to the Emergency Alert system. Not one person received the alert. What the hell are we doing here . Reporter its the kind of candor rarely seen in public officials, but exactly what the death of 25 Sonoma County residents and loss of 6,500 homes deserves supervisors say. I dont understand how these decisions were made in term of what to use and what not to use and where the accountability is. It should go up the chain of command. Reporter today fire officials made the first presentation of the after action report from octobers deadly fires. In it the office of Emergency Services dissected the countys response highlighting shortcomings and showing a lack of preparation among local emergency managers. This is a mandatory evacuation. Reporter especially when it came to notifying the public. Its inexcusable that what we felt was needed for the situation was absolutely not appropriate and horribly insufficient. Reporter the report suggests the county create and update an alert plan including when to use the now infamous wireless Emergency Alert system that never got activated on the night the fire broke out. It also says Sonoma County should develop prescripted messages and templates for disasters and practice deploying them, but when it comes to standard messaging, supervisors were on the same page when they said the stay needs to take its own advice. There were probably 13 or 14 counties that were affected by floods, mudslides, fires. How many billions of dollars is it going to take to rebuild our communities and theres no consolidated policy procedure manual from the state of california . That needs to change. Reporter the board of supervisors has vowed to take this to the state level to governor jerry brown to discuss. Now theres also going to be another after action report on the local level and supervisors say they expect that to be equally scathing. Federal prosecutors say 21year old Bernard Augustine wrote an email before he left explaining his decision to join and potentially die for the group. Reporter here at the dmv offices in santa clara the departments relatively new automated queuing system is fine now, but this morning it went down an hour or so forcing the clerks to do it the Old Fashioned way, shout the customers names out loud. It turns out santa clara was not alone. 15 offices across the state had outages this morning. The dmv said the problem was intermittent and that it did not affect the processing of transactions, which is on a completely separate system. The new queuing system has been rolled out to 40 offices out of 170 statewide, but todays outage raised concerns especially since the department began issuing the new real id which you have to apply for in person which increases foot traffic and wait times at already crowded offices. The Agency Issued a statement about todays outage saying, our staff has been man youllly handling this while our has been manually handling this while our i. T. Is fixing the issue. At los gatos the old queuing system has been down since friday. People with no appointments had to wait more than four hours. Things happen, try to make the best of it. Reporter emily rubush was told to wait five hours and after today she does not have a lot of confidence the dmv can reduce wait times for the real id. They cant handle their daily load it seems. Either ill leave the state by then or be flying on a passport. The dmv just provided a more detailed explanation saying the problems were caused by a high number of attempts to access the central data business all at the same time. Were told its being addressed and performance should improve. Other bay area headlines, two people are in custody in connection witt a double homicide in the San Mateo Community of broadmoor. 21yearold Vanessa Gilroy and 21yearold Michael Garcia salem were shot and killed saturday night. Investigators say a Cash Register at punchline San Francisco somehow caught fire around 9 30 a. M. No one was hurt. The 759 jobs include food service workers, bartenders, suite attendants and supervisors for current Vendor Center plate. No reason was given for the change, but in a statement the 49ers said, we expect our guests to receive a best in class experience every time they visit levis stadium and we know food and Beverage Operations are a crucial element of that vision. Even the foothills as low as 1,500 feet in elevation may get up to 2 feet of snow. The next storm is in the gulf of alaska. This time as compared to the past five or six storms this will tap into tropical moisture. Well see widespread rainfall around here, more than just a few showers. Lets time it out with futurecast. Tomorrow morning youll notice an increase in cloud cover, especially redwood city east to livermore and points north. Santa clara valley gets a little early sunshine. By tomorrow evening light rain for the north bay. Look at thursday morning the not only will be it very wet for the morning commute, its also going to be windy. If you add everything up, likely a minimum of 1 inch of rain for the east bay, 1 inch for the city and San Mateo County and upwards of 2 inches for the bay.
