For the second time in less than a month 49ers linebacker Reuben Foster has been arrested. This was his mugshot from his homestate of alabama where he was arrested for marijuana possession, a misdemeanor. This time Los Gatos Police say they responded to a welfare check and disturbance call at a los gatos home at 9 15 this morning. Last foster, first reuben born in 1984. There should be at least two ar16 weapons. Reporter they arrested the 23. They arrested the 23year old without incident on suspicion of Domestic Violence and possession of an assault weapon. He had a diluted sample at the draft which is something the 49ers knew about before drafting him and something the general manager said he would keep a close eye on him. Reporter joe hughes said the team has said fosters character and passion for the sport and their strong support system would help him stay out of trouble. This latest arrest is building on a pattern for the 49ers. With the change of culture theyve gone through with the new head coach, new general manager trying to change this, but theyre bringing in players that are following along in a pattern that theyve been dealing with for the last six years. Reporter the 49ers released a statement tonight that says, the team takes matters of this nature seriously and are gathering all the pertinent information. Foster is facing a six game suspension from the nfl if hes formally charged with Domestic Violence. If there is a second charge, there will be a lifetime ban from the nfl. A dog that was new tonight a San Francisco man is under arrest accused of breaking into a car and throwing a dog that was inside off a building. Police say this 4yearold chihuahua was thrown off the seventh floor of a parking garage on stockton street. His owner found him on the ground. When officers arrived on scene, they found broken glass and a trail of blood. 35yearold wakeen best was later taken into custody. Best was booked into county jail on several felony charges including animal cruelty and burglary. New at 11 00 San Francisco police say a teen who assaulted an officer this week just got out of jail and went back on the attack. K. Investigators say. He knocked an officer to the grou 19yearold daunte oliver is wanted for robbery. Last week investigators say he knocked an officer to the ground during a chase in the tenderloin. Oliver has been seen hanging out around market police. If you see him, call police. A man has life threatening injuries tonight caused by winds in San Francisco. Strong gusts blew down fencing at a construction site at 23rd street and san jose avenue and hit two people walking by. Kpix5 joe vazquez is at the scene tonight. For months now it has been wrapped all the way around this condo complex under construction and then around 2 15 this afternoon some pedestrians were walking along this sidewalk when heavy wind gusts caused a portion of the fence to come crashing down. A gust of wind came. The whole fence started to wave and the back end of the fence was basically some plywood and two people actually got squished underneath it. Reporter julian stein saw the whole thing. The fence collapsed and a big piece of plywood behind it hit a man and woman walking down the sidewalk. Both were hurt. This is the part that hit him. Reporter angie avila took this video from across the street and said the man was more seriously injured. Ambulances rushed both of them to the hospital. He didnt know he was bleeding from the back of the head trying to get up. I told him to sit down and wait because, you know, not to get up. He put his hand on the back of his head and looked at his hand and was like wow, i didnt notice i was bleeding and he kind of started freaking out a little bit. Reporter workers took down much of the fencing here on the south side of the property this afternoon. The injured man is still in the hospital. Photos from a chp chopper show a carjacking suspect in a black truck speeding down highway 4. Then the trooper was over the standoff in an antioch driveway near Black Diamond middle school. On the ground officers with high powered weapons surrounded the block. They shot rubber bullets to break the trucks windows and sprayed tear gas to take the bloodied man into custody. Its scary. It was definitely scary being in the house and kind of just hearing the dogs go crazy and seeing the swarm of cops and when they asked us to evacuate, it was a nervous situation having to know there was literally guns and people on roofs with guns ready to shoot. Police say the suspect was wanted for several crimes. His name has not been released. No officers or neighbors were hurt. President trump will unveil a plan tomorrow to rebuilt the countrys infrastructure. The white house wants to set aside 1. 5 trillion for repairs and upgrades. 200billion would come from direct federal spending. State and local governments would cover the rest. As for the federal moment, 100 billion would be used as incentives to local governments. 20billion would go toward projects of national significance, another 50 billion set aside as grants for rural areas. The exact amounts for each state would depend on the miles of rural roads and the states population levels. The white house is signaling tonight that it could release the democratic memo if the appropriate changes are made. The document is a rebuttal to a recent republican memo made public last week. The lawyers have said that it contains sources and methods that could be very compromising. So they want to make sure that is cured before its released to the public. A plane crash on russia here was caught on camera. A passenger jet went down in a fiery explosion near moscow killing everybody aboard. The passenger plane was carrying 65 passengers and five crew members when it disappeared from radar a few minutes after takeoff from moscow. A closed circuit camera caught the moment when the crash happen. The video shows a fiery explosion in the distance. Flight radar shows a rapid descent before the signal disappeared. Its not clear why the plane lost altitude so quickly. Investigators are considering a number of causes tonight including bad weather and pilot error. We have new details on the Small Plane Crash in california. Four relatives were on board and were all killed this morning in mountains north of los angeles. The plane appeared to break in half after going down near agua dolce. The parent, tom hastings, spent years the pilot, tom hastings, spent years building the plane in the 1990s. His son remembers his fathers dedication. We worked on it for an hour or so here and there. He always made sure family came first. Ive been able to see the beginning of an idea and what it took over 30 years or his whole life to accomplish. Hastings was killed along with his daughter, soninlaw and granddaughter. The ntsb will arrive tomorrow to begin an investigation. Three people were killed. Four are in the hospital tonight after crashing in a helicopter in the grand canyon. High winds, rugged terrain complicated rescue efforts and heres the video of the aftermath. Reporter moments after the crash witnesses rushed to help. Ted fugimoto, a wedding photographer, captured video of the helicopter on fire. The accident happened 73 miles east of las vegas in a remote area known as grand canyon west. It was pretty bad. Its amazing how they survived. These two ladies, you know, are lucky to be alive. Reporter the helicopter belongs to Papillon Airways. Theyve been around more than 50 years and boast on their website more than 600,000 customers per year. This is the first major crash with papillon we know of since the 2001 incident we were involved with. Reporter attorney gary rob specializes in these kind of accidents. He sued papillon in 2001 after another Helicopter Crash claimed six lives. The helicopter industry is evolving and were thinking that safety is more and more of an emphasis, whereas in the past revenue seemed to really be of paramount importance. Reporter in a statement Papillon Airways sends their condolences and says they are fully cooperating with the investigation. Rough terrain and Severe Weather conditions made rescue efforts difficult. It took crews more than eight hours to recover the victims. Four out of the seven on board survived and are being treated at a hospital in las vegas. All six passengers on board including the three that were killed were tourists from the united kingdom. The Hualapai Police department is working closely with the consulates office to help all the affected families. Ntsb and faa investigators are here at the grand canyon to help with the investigation. New at 11 00 a mess tonight in stanislaus county, crews cleaning up wreckage hours after a Freight Train derailed. Look at the aftermath. The train was headed from stockton to barstow last night when it derailed. At least 30 cars were damaged. Tonight crews have their hands full clearing away all of that debris. Theyll start clearing the cars so that we can resume operation through that area, but before we can resume operation we have to make any necessary repairs to the track and to the signal equipment. E is under invesitgation. No Hazardous Materials were spilled in the derailment and no one was hurt. The cause is under investigation. At the swanzy people in vallejo woke up to find dirty water coming out of their faucets, a malfunction at the swansea reservoir made a swampy mess. More than 1,000 homes were impacted. Reporter it started sometime overnight due to a problem with the pump at the reservoir. The city said the water was always safe, but some residents we talked with said they werent taking any chances. It was really thick brown. It was gross. Reporter this isnt the water vallejo residents expected to see coming from their taps first thing this morning. The water was actually dark. It was like got a muddy flow to it. Reporter this man and his family didnt know what was wrong with their water. We thought the pipes were maybe bad. Reporter the city said there was a problem with the sensor at the nearby swansea reservoir. Its supposed to alert the department when the reservoir is low and stop the pumps, but that didnt happen and the pumps kept running. It was starting to pull sediment that rests at the bottom of the reservoir. Reporter the sediment is a mix of minerals and dirt. The city says its not dangerous. Because its all closed and its all drinking water, it still meets quality standards. So we will continue to test to insure thats the status. Reporter water crews spent the morning flushing the water lines which meant opening up dozens of fire hydrants in impacted neighborhoods trying to clear the brown dirt filled water out of the system. It only took a few hours for residents to start seeing a difference. Looks like it cleared, starting to clear up. Must have taken care of the problem, not like it was this morning. Looks like we can take a shower now. Reporter the Water Department says all of their lines are clear now. Theyre recommending residents flush their lines as well. To do that, turn on the cold water taps. Let them run until the water looks clear again. If that doesnt happen in about five minutes or so, turn off the taps and call the Water Department.
