Reporter the house has passed the budget compromise that cleared the Senate Earlier this morning. This agreement accomplishes getting the resources that we need to rebuild our military. But also, this includes long delayed disaster funding for recovery from the hurricanes and wildfires, money to fight opioids, something that knows no partisan boundaries. Reporter at 2 a. M. Today, the Senate Approved a budget deal. But it was not in time to avoid a second Government Shutdown this year. That deadline was midnight. I object. Reporter late last night, republican senator rand paul repeatedly objected to calls for a vote before 1 a. M. Paul did so to protest what he calls runaway government spending. The hypocrisy is astounding. Every republican complained about president obamas deficits and yet now we have them out there bragging and pushing and doing everything they can to get their trillion dollar deficit through. Reporter fellow republican senator john cornyn who was trying to get the vote to the floor before midnight blamed paul for missing the deadline. The senator from kentucky by objecting to the unanimous consent request will effectively shut down the federal government for no real reason. The outcome will be exactly the same. Reporter the budget deal that passed, though, only funds the government for another six weeks meaning if lawmakers cant work out a longer term deal in that time, the government could face a third shutdown. Canadas Prime MinisterJustin Trudeau is waking up in San Francisco this morning ahead of a meeting with governor brown. Yesterday he held a series of meetings with the ceos of amgen and ebay along with amazons jeff bezos, urging them to bring their business north of the border. Trudeau is pitching canada as a good place to set up shop amid concerns that it may get harder for u. S. Firms to bring in foreign talent. Early in the day he visited salesforce to talk to marc benioff. We know that investing in canada is smart in this global economy. We have an educated Diverse Workforce that does incredibly great work. Trudeau will go to los angeles today after he meets with the governor. Financial experts are expecting another volatile day on wall street. The asian markets are down. Hong kongs hang seng is down nearly 1,000 pounds. The shanghai composite and nikkei in the red. Thats the second quadruple loss this week amid ongoing concerns about inflationing and Interest Rates but experts say dont panic. It could fall quite a lot but it will come up again. Theres no reason to believe that the underlying economy, that is the fundamentals, jobs, wages, Everything Else that people worry about, is in deep trouble. Many of the best performing stocks over the last year have struggled including technology companies, banks and healthcare. The dow is officially in correction territory. Eastnortheast winds in hayward right now at 8. So these just picked up a little for sustained winds. It looks like today calm winds but tomorrow we have a wind event to tell you about. So thats because this High Pressure system is weaken and a low to the north is going to dip down further towards california and thats whats going to bring us an increase of those offshore north northeast winds. So ill explain more about that coming up. All right. Going to be ponytail weather, right, neda . Right now, we are tracking a crash on 80. This is westbound right at cummings skyway. Taillights westbound. We have report of an accident that has two lanes blocked westbound just past cummings skyway starting to see some slowdowns though heading in the eastbound direction as you make your way across the carquinez bridge. So heads up if you are traveling in that direction. Also, a couple of problems along westbound 24, near 680, a stalled vehicle in the Center Divide and a crash blocking a lane westbound 24 at acalanes road. So still only an 11minute ride making your way from 680 over to 580. Its still very early. Hopefully, well have friday light conditions. Hats a check of your traffic; over to you. The white house admits it made mistakes in responding to accusations of Domestic Abuse scandal against the staff secretary rob porter, who is accused of abusing two ex wives. They detailed the allegations to the fbi during a routine back brown check so he could get a security clearance. The fbi informed white house officials in november about the allegations. Porters first wife accused him of kicking and punching her. His second wife said he dragged her out of a shower in a fit of rage. Both alleged verbal abuse, as well. We all could have done better in the last few days in dealing with this situation. White house chief of staff john kelly initially praised porter as a man of true integrity and honor. He later said he is shocked by the allegations. Jackie speier addressed the white house response to the allegation on cnn. Should chief of staff john kelly keep his job. Absolutely not absolutely not he doesnt get it. He really doesnt it. Porter resigned on wednesday. He denies all allegations. Four suspects are under arrest in connection with a deadly crime spree in the north bay. One suspect a woman is still on the run this morning. It all started with a pair of violent Home Invasions in santa rosa. And then the suspects took off for vallejo. Kpix 5s joe vazquez tells us that the crimes appear to be drugrelated. Reporter this was quite a dramatic day for Law Enforcement in multiple counties. Two shootings including a homicide, then a highspeed chase ended here in vallejo in a spectacular crash literally out of nowhere just we felt this tremendous impact. Reporter the van sped through red lights with police on its tail, eventually crashing into another car which caused a fire hydrant to become a geyser. There it goes. Reporter audra wilkes husband was hurt badly. She had had scrapes and bruises. The car spun around about three times. It felt like it would last forever. Reporter witnesses say five people took off out of the van. We heard this bang, people jumped out like cockroaches running all over, police behind them. Reporter turns out the suspects were wanted for two robberies and a murder more than 40 miles away in santa rosa. 4 20 a. M. , investigators say masked men broke into a house on fulton road. One man was shot. An hour and a half later on malcolm lane a similar Home Invasion. Another man was shot. The second victim died. Deputies say the two Home Invasions are connected and are not random meaning the shooters knew the victims. They are both related to marijuana. What specifically regarding marijuana . We dont have all the details but it was marijuana related. Reporter in his video you can see a greenhouse behind a home and full grown marijuana plants. These guns were also stolen from the second home. The suspects got away until a Vallejo Police officer spotted the van later in the morning and the chase was on again through the streets of vallejo. Police made three arrests but a man and woman got away. All day s. W. A. T. Team officers searched door to door searching for the suspects, to no avail. In vallejo, joe vazquez, kpix 5. There was another Home Invasion on little foot place wednesday night. They held 7 people inside at gunpoint and demanded valuables and cash. Then things got violent. I was in the bedroom and i could see my wife screaming out loud and somebody was pointing a gun to her head and, um, and before i could i started i just screaming, dont shoot and somebody before i can finish the sentence, somebody else came and kick me on my head. Three of the victims had minor injuries. The intruders stole 8,000 worth of jewelry, cash and electronics. Time now 4 41. Authorities say the man was wanted by many Law Enforcement agencies. Officers say they found a gun at the scene. During the attempted arrest at least one officer fired his handgun and the suspect was struck and taken to the hospital. No officers were hurt in the shooting. The bay areas skyrocketing housing costs continue to drive out longtime residents. Len ramirez shows us we may have just hit a Tipping Point in the affordability crisis. Reporter carol spent 40 years living in san jose but today the retired engineers packing up and calling it quits, about to move to the volunteer state of tennessee. I really loved it here. But for the first time in a long time, more people are going than coming. And the number one spot in the nation for outward migration is now right here. Silicon valley has been a place thats growing. Thats changing. Reporter joint venture Silicon Valleys own study of the outmigration says workers are moving to sacramento, austin and portland and blame high housing costs at the top of the list. You cant even contemplate getting into the housing market. Not just low skilled workers but the tech elite having a hard time affording reasonable housing in Silicon Valley. Oakland, hayward, five to eightmileperhour winds and the winds still coming out of the northeast so still the offshore wind conditions and across the north bay, very calm. But all of that is going to change. In fact, this wind advisory just got issued for fairfield, suisun, sacramento, chico, redding, red bluff, this whole area is going to be under this wind advisory because of the strong winds. We are going to feel the winds as well but just not at the advisory criteria. Gusts 40 to 50 Miles Per Hour. This includes the north and east bay hills as far as wind gusts are concerned. It will be strong and winds will be sustained between 15 to 30 Miles Per Hour so whenever its dry and windy theres an increase in the fire danger so i want to show you the futurecast show you when its all going to start throughout the day today, should be calm. And then by tonight, 10 00 tonight, 11, 12mileperhour wind gusts across the north bay and then this is what were watching the winds are coming out of the northnortheast, that direction, thats what brings our humidity levels really down low so you will start to feel that breeze through napa through fairfield through saturday night. So by 10 a. M. Tomorrow through 10 p. M. Tomorrow, winds are going to intensify and anytime those north and east bay hills get those strong winds all that heat also comes down into the bay area. So our temperatures are expected to get slightly cooler tomorrow because this high is actually weakening and the trough to the north will drop south. So as that happens our temperatures will also move south but because of the offshore winds it will feel pretty warm out there still. High temperatures today, mid 70s for santa rosa and napa. 70 degrees for San Francisco. 72 in oakland. So temperatures pretty similar to yesterday. A few degrees cooler especially around the bay. This is where we should be our average conditions in the 60s. We are up to 18 degrees above average. Congratulations, concord, you broke another record yesterday. But you did it. Temperatures if you are traveling today on this friday, 77 in redding. It will be foggy in sacramento and temperatures in the 70s. Here is your sevenday forecast. So what were watching for is this weekend of course the wind event. And then monday, tuesday clouds are coming through, temperatures will drop even more. So expect some slowdowns. They are getting half billion dollars to build a new Medical Center where the Langley PorterPsychiatric Hospital is now. It will be the first new hospital on the site in 35 years. He reminded the crowd about his plan to build 25,000 new homes including 10,000 affordable units in the next five years. The lack of Affordable Housing afflicts our community at all levels of income from custodians to coders, from cooks to council members. Reporter so far, no one is seen as a contender to beat him. Not everyone is on his side. Thats democracy in a big city. Everyone has a First Amendment right to speak out. At the core of the concerns are the very concerns that i have.
