Government shutdown. Senate lawmakers reached a bipartisan budget deal today to fund the government for six more weeks and raise federal budget caps for two years. It would add hundreds of billions of dollars to military and domestic programs. Kpix5s joe vasquez shows us representative pelosi is threatening to oppose that deal unless republicans allow a vote on the dreamers. Nancy pelosi clearly has strong feelings about wanting to force a decision on daca. How strong . She went on a kind of filibuster today, no food only water talking for eight solid hours. Im voicing some of the concerns today largely through the voices and the stories of our dreamers. In her marathon speech nancy pelosi read aloud letters from dreamers. Immigrants wondering how long theyll be able to stay here after the president pulled the plug on their program. I arrived when i was five in the United States. I grew up american. I grew up speaking english. I grew up calling the United States home. This is my country, this is my family, i am here to stay. It turned out to be a record breaking performance. A longest speech by anyone in the u. S. House of representatives. Let us thank and acknowledge the dreamers for their courage, their optimism, their inspiration to make america more american. After eight hours she wound her speech down to a standing ovation. But nothing has changed. Daca recipients are still in limbo with their deadline just three weeks away. One of the many dreamers she mentioned was a young man named jose from heyward that wants to be a police officer. Democrats and republicans are still trying to negotiate a deal to keep some of the dreamers in the country. Something 87 of americans would like to see. New numbers out tonight show that the california governors race is neck and neck. Its a virtual tie between top democratic candidates. A high number of voters are undecided. And tonight past infidelities are coming back to complicate the race. In a recent Forum Republican candidates brought up what they called a character stain. Newsome who was the mayor of San Francisco at the time admitted to the affair more than a decade ago breaking his silence to kpix5. The fact is i made a decision that was a bad decision. I made a choice that was a choice that hurt people that i cared about. And thats something that i am coming to grips with. Its something i cant do over. And its something for the rest of my life ill regret. The republicans also targeted newsomes democratic rival calling out the end of his 20year marriage after an affair with a reporter. Two bay area giants duking it out in a San Francisco federal courtroom. On the line more than 1 billion and another hit to ubers reputation. Kpix5s maria medina is in mt. View tonight with the technology tug of war. A Silicon Valley drama unfolding in a San Francisco courtroom. This is google against uber for our futures. Former uber ceo is the star witness in the trial thats expected to shape the selfdriving car industry. Google claims one of its former engineers stole the companys selfdriving secrets before he left, then took them to uber. They are just fighting over some small little dispute about intellectual property. Theyre talking about a major industry that is about to change the world as we know it. The ceo of joint venture Silicon Valley. He said google and uber are in a race to lead the selfdriving car industry. Its incredibly profitable. If this turns out to be a going business then those in this space stand to make millions and billions of dollars. Its no wonder theyre taking this very seriously. Googles attorneys painted him as greedy to the courtroom. Remember his fight with an uber driver that became viral before he left the company. But uber argues it did nothing wrong that it only used technology thats common knowledge. It will be up to a jury to decide. It all really comes down to what particular information did they use and should they have realized that the engineer from google had obtained in violation of the law. If uber loses it could cost the company more than a billion dollars. The trial is expected to continue through next week. Tonight a massive rescue response to a reported plane crash. It turned out to be a false alarm. Chopper5 captured dozens of emergency vehicles in castro valley. They were looking for a crash scene but never found one. The Alameda County sheriff says some type of experimental aircraft landed in the hills then took off again. But the mystery is causing a stir online tonight. The sheriff tweeted quote contrary to social media reports we dont think it was a uso or the tesla roadster orbiting the galaxy. Bart about to start a big crack down on fare chiefs. Theyre planning on using portable ticket readers to check whether riders have paid. But bart says it didnt like how the machines were working so they sent them back. Bart says they expect to be on track to begin the crackdown sometime next week. A turf war in east oakland tonight. Its one of the last places where artists can actually afford to live here these days. Now some of them tell kristen aires theyre being pushed out. Not be techies or start ups, but by cannabis. For painter Arthur Monroe this is where it all began. There was nothing here but the open space. No walls, nothing. I said ill take it. It was the 1907s. The brooklyn native walked into what was then an empty cannery in east oakland and saw the makings of an artists haven. Weve always had artist studios in new york so why cant we have them in california. He got the cannerys owner on board and lobbied city council next. His son says arthur created a legacy. It is a place now a community the widest range of artists across the board. Whether youre a musician, painter, writer, sculptor, activist. There are all walks of life, over 30 plus artists now reside here. Artists like rebecca firestone, an artist, dancer, writer, and painter. Its like your workshop. You have to have a workshop. But her workshop and the sense of community here is suddenly at risk. Public records show a few months ago a Cannabis Company in denver called green sage bought the cannery. Rebecca met one of the owners in the parking lot. I said what are your intentions for this building. He said were going to convert it to commercial. The plan the tenants say is to convert the entire building into a massive marijuana growing facility. I said will the residents be allowed to stay, he said no. Dont worry its not going to happen right away just eventually. So no answer at green sage. I actually just got a text message from the managing director whose name is ken greer that says i cant speak at this time. All that ken has told me so far is that he confirmed there was a purchase. He would not talk about what the plans were for the cannery. In fact he said i have no comment on any of this and he said he only answered the phone because he thought i was an investor. But theyre carpet grabbers from colorado that are coming in, swooping up real estate left and right, and bulldozing and they just do not care. The purchase has set up unexpected tension between artists and cannabis entrepreneurs in cannabis green zone where marijuana can be cultivated legally. The cannery is right in the middle of it. But green sage isnt the only Cannabis Company that has displaced artists. A man lost his art studio on the ground floor of the cannery last year when harbor side medical briefly owned it. Anyone with a commercial lease on the ground floor got served a notice. This time the Cannery Community is not going without a fight. The city of oakland should step in to help mediate this issue and help us collectively find a solution. I would like them to find a way to make a profit without displacing people. If you have somebody coming in from out of town break break break even if no one in your home smokes, Secondhand Smoke can be closer than you think. Secondhand smoke from a neighbors apartment can enter your home through air vents, through light fixtures and even through cracks in the walls and the floors. Secondhand smoke is toxic. Especially to children. Protect your family. Visit tobaccofreeca. Com. Worker of forcing him to become her sex slave. And is sex scandal at san quentin state prison. A male inmate accuses a female worker of forcing him to become his sex slave. And the jury believes it. Its a narrative weve all heard before in hollywood, politics, and the workplace. A person of power accused of taking advantage of someone under their authority. But this time it happened at a state prison. Behind the walls of san quentin in a ring where inmates receive vocational training. In his handwritten complaint the convicted murder says back in 2010 for a three month period the prison employee coerced him into being her sex slave. It included coerced acts of sexual intercourse. His lawyers say the instructor in the prisons janitorial Training Program promised him favors for sex. Sex they say took place here in her office at the prison. She used her position of power as well as quid pro quo offers of favorable treatment and promises to get him an attorney and get him out of jail. When he tried to break it off, she retaliated firing him from his job at her clerk and accusing him of disciplinary violations that landed him in solitary confinement for nine months. It was a humiliating experience he felt powerless and alone and he felt there was no one he could talk to about this. A federal jury filed in his favor awarding him 65 thousand dollars in damages. When he got the verdict he could not have looked happier. Hes now working at Napa State Hospital and his attorneys say the lesson is clear. All people have the right to be free from sexual abuse. That includes women, that includes men, and that doesnt change just because somebody is incarcerated. Its not clear who will pay the 65 thousand dollars award. The department of corrections say they take all Sexual Harassment complaints seriously. Tonight authorities are looking for the thief ha broke into the dmv in oakland and caused major flooding. Take a look at the mess left behind the chp says someone climbed on to the roof and stole 50 dollars worth of copper from the airconditioning unit. The roof flooded causing tense of thousands of dollars in damages. The dmv office will be closed until next week. A new look tonight of what a major earthquake could do to the bay area. Lynn ramirez reports. Were talking two hundred thousand homes destroyed and thats just for starters. Reporter one of the prettiest neighborhoods was anything but that after the quake in 1989 when dozens of homes were lost and neighbors forced to evacuate. There was several houses that were knocked offme of them didne foundations. Bob ray and his house survived the quake. But many of his neighbors werent so lucky. Then the county came by and tagged the houses that werent safe to live in. So there were several of those. Now a new report says what happened would be a tiny fraction of the devastation to occur if a worst case 7. 8 quake hit on the San Andreas Fault on the peninsula. Were experiencing about 70 thousand households displaced. By comparison estimates of the number of homes destroyed during Hurricane Harvey ranged from 30 thousand to 40 thousands. We dont actually have experience in the country of displacement among this magnitude. So we dont know where people would go. They blame the bay areas ageing Housing Stock as a major factor. Much of it was built prior to building codes that include seismic triggers. Are you prepared for an earthquake . He retro fitted his century old home. And his neighbor who also road out the earthquake now has earthquake insurance. What else can you do, you cant prepare for it like a tornado. Im from the midwest so you can go to the basement when you know theres a tornado, theres not much you can do. Theyre also reminding people another large quake in the bay area is almost inevitable. Theres almost now a 6. 7 chance for a quake in the next ten years. Just down the coast a simmering light show is wowing spectators. The waves are glowing thanks to a massive algae bloom. A thick curtain of fog fell on the big sur coast wednesday afternoon obscuring a nightly light show. The right combination of conditions came together where it just created this spectacle of bioluminescen. Over the past month its drawn crowds of sight seers, scientists, and amateur photographers to the coast. I think its something we all have to come see in person. Its really beautiful you dont see it everyday. Especially around here. When the creatures are here in great numbers as they are now the ocean at night is painted in hues of neon blue and green. In some cases its for mating, find a suitable mate. In a lot of cases its to scare off a predator. The Sea Creatures responsible for these nocturnal displays typically dont produce light during the day. And you wouldnt be able to see it anyway because it would be overpowered by the suns rays. But he says to enjoy the display while it lasts because conditions can change quickly scattering or killing the microscopic creatures that produce a show as fleeting as it is beautiful. Its not continuously happening. In this case they have to be stimulated. So youll see light in breaking waves when the water is splashing on shore, a dolphin or boat swimming through will simulate them to make a flash of light. These microscopic creatures are pretty much always here but its only when theyre in great numbers and great concentrations that youre able to see these kind of bioluminesence at night. If conditions change or a storm comes through it could scatter these creatures and you would not get the same effect each night as we have for the last month or so. Appreciate it when its here. Pretty cool. And weve seen that fog down towards devon it is working its way towards the golden gate. And that gets us to the forecast tomorrow morning were fogged in at the golden gate. More heat. San jose 76 record high. San francisco 71 and that would be a record warm february. It would also be a record warm may. This february has been so warm it would break records three months from now. I dont think were going to keep up this pace. But thats as crazy as how above average we have been. We will break the records from may with what we just did the past week. Livermore 43, some fog around the tri valley. San jose tonight 46. San francisco 51. The bigger issue is the complete lack of rainfall that we have had and will continue to have for the next several days. Because the storm track has been displaced to our north. Talk to any of your friends back east theyve got the storm track, theyve got the cold weather. We just have this big ridge of High Pressure which will move a little bit this weekend but unfortunately in the only direction that will not promote rainfall its going to retreat to the west. Tomorrow sunshine aside from that coastal fog. In the evening clear skies, we roll through friday more of the same. Its not really going to be a change in the amount of cloud cover its going to be a change in temperature this weekend. Two fronts are going to slide through. Showers may get as close as the sierra on sunday. But for us a drop in temperatures. Well have highs in the 60s on friday. Look at the average highs 50s, were still 5 to 10 above average even when we cool down. Campbell 76 tomorrow. Fremont 74. 73 in walnut creek. Discovery bay mid70s. Berkeley tomorrow 71.
