In sacramento today lawmakers are reviewing a package of bills to address the overprescription and abuse of prescription drugs like opioids. One idea is limiting the prescriptions to no more than three days. The bill would require doctors to justify treatment in a patients medical record. On the national level, President Trump declared an opioid emergency but critics say not much has changed, saying he not put more money or resources into fighting the problem. Today the Alameda City Council is expected to decide whether to buy more license plate readers for police. The city has the special cameras installed on four cruisers. The Police Department says the devices have already made a positive impact and now the police chief wants 500,000 for 13 stationary cameras. Critics fear federal authorities could use the cameras to catch undocumented immigrants. The city says that wont happen. The manufacturer recently signed a contract to provide vehicle location data to ice agents. A new app called cal train mobile offers oneway, day pass and zone upgrade tickets. This Morning Police are investigating management approximately deadly shootings in the south bay. Three people were killed overnight at two different locations. Reporter this happened in the Early Morning hours and is impacting traffic. This is an active investigation behind me, a few blocks of key street here blocked off. Investigators confirm a person was found dead here near the california car wash. They are calling this a Homicide Investigation but so far they have not given any details about the circumstances surrounding this shooting. They have pointed out that there are security cameras at the car wash, which will hopefully give them an idea of what happened here. They say theres a second active scene related to this investigation. Thats surrounding the vehicle at 9th and humboldt, a block away from here. They are questioning multiple people affiliated with that vehicle. Back live, investigators are around the car wash here. We have a few blocks of key street blocked off and we are waiting on san josi police to give us more details. Of course well keep you updated throughout the morning. President trump has until friday to decide whether the public will see a second memo on the investigation into russian interference in the 2016 election. Last night the House Intelligence Committee voted to release the democratic response to the republican memo, accusing the department of justice and the fbi of abusing their surveillance power. The memo says they believe the fbi probe led by special Counsel Robert Mueller are inching closer to the trump administration. There is a rising sense of panic in the white house as well as on the hill. The memo accused the fbi of political bias when requesting warrants to spy on President Trumps aide carter paige. Any time we get the north or northeast wind, it will cause drier air out there. So looking at the futurecast, youll notice more of the breeze throughout napa and fairfield by 8 00 this morning. Then it will stay strong through 10 00 a. M. , looking at 10 00 a. M. Here, napa with 22mileanhour gusts. Then by noon, things should calm down . By 9 00 tonight, those winds are going to pick back up. We are in the 40s and 50s for the most part, 50 degrees in San Francisco, 49 in san josi. We are the 101 northbound. You can see delays starting to build, blocking one lane at 13th. Traffic is backed up to 680 at this point, below 10 miles an hour. Over to the san mateo bridge toll plaza, theres an accident blocking at least one lane. No major delays but we are seeing slowdowns. 880 is slow in both directions approaching highway 92. After that accident, traffic is flowing at the limit westbound to 101. This is 880 in oakland, tracking a crash in the northbound direction on the right side of the screen there. Its a little further to the north, and you can see the backup at the top left corner of the screen there. This is involving a rollover crash and at least one lane is blocked. Looks like its right at 23rd, and traffic is backed up beyond high street at this point. Thats likely to slow down many commuters this morning. East shore freeway, accident eastbound near gilman. We dont have any delays from that accident. Over at the bay bridge toll plaza, we have a full house. Youre in good company in that direction, in the yellow with 16 minutes there into San Francisco. Thats a check of your traffic. We are hearing from a man who risked his own safety to help people involved in a crash involving a dump truck in santa rosa. It happened yesterday when ten cars collided. Six burst into flames, and there was a huge column of smoke filling the sky. Several people were taken to the hospital and three sustained serious injuries. One man jumped out of his car to help save people that were trapped. Honk, honk, honk, and i look, and theres a truck coming down. Its a red light so im like, probably lost brakes. I didnt think much of it, then half a second behind me, boom. Nobody died. Feels good. Investigators say its too soon to tell what caused the crash. Today the board of supervisors is discussing an urban farm animal ordinance. It could have regulations for goats, chickens and rabbits in residential zones. A maximum of 20 animals would be allowed on a 1,000 square foot lot. Youll want to avoid 880 heading through oakland right now. The crash is at 23rd and the backup is close to 238. So give yourself plenty of extra time heading in that direction. You can take 580 for your alternate, and its moving right at the limit. I80, east shore freeway near carlson, the headlights moving westbound there. We are getting crowded along that stretch, 17 minutes on down toward the maze. The bay toll plaza lights are on and the traffic is backed up well into the food foot of the maze. 880, southbound we had an accident at the san mateo bridge toll plaza. That just cleared with speeds 35 miles an hour there, still sluggish in the westbound direction. We just jumped into the yellow there, 20 minutes over to 101. The eastbound side is still moving at the limit in the green. Down to the south bay, getting very busy. Northbound 101 at 13th, that backup is stretching well beyond 680, getting closer to highway 85 there. 43 minutes there and youre definitely going to have to leave the house early. Dont be running late this morning because its busy on the roadways. Thats a check of your traffic. And it could be windy as well. Live look at the golden gate bridge, things running pretty smoothly. We have the Higher Elevations noticing the winds picking up a little bit more. Look at the humidity levels, fairfield much lower than napa. Well notice humidity levels dropping throughout the day because of the wind direction today. That offshore wind will dry things up and by 9 00 this morning, well have stronger winds across napa and the north hills. The windy conditions will last throughout the day today and late tonight before things calm down. We have this ridge of High Pressure off the coast, and thats sending the wind coming in from the north. Those wind streamlines are closer together, a sign of winds picking up. Satellite and radar, another view of whats out there. Basically across the great basin, there are some stormy conditions. Thats not impacting us other than the winds picking up. Temperatures are slightly coolerred to compared to yesterday. So we are looking at low to mid 70s and across the east bay, temperatures in the 70s. Around the bay we are going to be right around 71 degrees, San Francisco 73, to the north temperatures in the mid to upper 70s, even 80 possible for windsor today. We are still under this ridge of High Pressure until friday. Then well see this system in the north dropping down, and that will send our temperatures down even more. So youll notice that by this weekend, temperatures going from the 70s through friday to the 60s for the weekend. Saturday we have the storms coming through the great basin area and well start to see snow in places like Salt Lake City and colorado. Thats going to bring temperatures down in the 60s for the weekend, and monday were in the 60s. Thats a look at your forecast. Time now 5 49.
