Originally an 8. 2. The usgs then downgraded to 7. 9. There have been at least seven aftershocks of a magnitude 4. 2 or higher. [ siren ] reporter that is the sound of a tsunami Warning Siren going off in alaska, to warn people of the danger. You can see this video of cars lining up to evacuate the town of kodiak. That was when it was a warning there. Then it was downgraded to an advisory, which was canceled about an hour ago. [ siren ] okay. Were leaving base now. Yeah. Theyre sounding the alarms now. [ siren ] [ phone ringing ] hello . Why are you crying . What . Dont be scared. Were heading to [ inaudible ] brook dont, hon. Theres nothing to be scared of. We just had to get out of the house because were right on the water. Reporter yeah. Thats one of many families, jarred from their beds in the middle of the night, near kodiak, alaska, with that warning. And of course, we did have a watch here. Here was the tweet sent out by the San Francisco department of emergency management, overnight, telling people who live within three blocks of the Pacific Coast, or five blocks of the bay, to prepare to evacuate. But again, let me be clear. The danger is over. And back out here live, you can see the waves, relatively normal here at the pacifica pier as we have been watching the conditions all morning long. One of the main things that you should watch for is when the water suddenly starts receding. And that indicates that it could come back with a vengeance. A powerful wave tsunami that does not appear to be happening, at least here in pacifica. Where i am live. Lets go live to neda, though. She has been keeping an eye on the more scientific terms behind this tsunami scare this morning. Neda . Yes. Thank you very much, anne. Good morning. And i do want to show you the area where naearthquake occurred. There have been several aftershocks as anne was talking about. And the good news is, there was an advisory for alaska, kodiak, but that has been lifted. And you can see the areas in the yellow circles. Thats where the aftershocks have been occurring. Ever since the 7. 9 magnitude one. Have been happening in that same location. So thats a concern for folks up in alaska. And when a magnitude of 7. 9 happens, theres always the concern of tsunamis and the watches pretty much are automatically in effect because of the size of the earthquake. Not necessarily because there is a tsunami threat. But heres what happens. This map kind of gives an idea of that ripple effect. When you see that earthquake now right there, where that star is, there is pretty much a ripple attack that occurs. Three hours later, they expect it to hit the canadau. S. Border there. So woo may see a change in sea level. But right now, looks like its not going to be a big one. And that, of course, is why that watch has been expired and canceled and not a concern anymore. So there is no immediate threat. But the ripples may continue to happen right along the coastline. So coming up, well have more around our local forecast. Patchy fog out there this morning. And you can see hi to the bay bridge toll plaza fighter. We are tracking slowdowns, headed along southbound 880. This is in oakland, due to an accident. And its right near high street. So do be careful. We are starting to see that backup, stretched toward broadway. Blocking one lane. And our travel times are building even further south. Well have more on your 880 ride, coming up. But im going to send it back over to michelle. Thank you. The federal government resumes operations this morning. After a dispute over immigration led to a three of day shutdown. Late last night, President Trump signed congresss short term measure to fund the government through february 8ath february 8th. Senate democrats reluctantly agreed to the plan. After Mitch Mcconnell be agreed to the deal. Talks can get going again. Whether they bear fruit is up to all of us. To all the dreamers who are watching today, dont give up. Reporter as part of the spending bill, government workers who still had to report for duty during the shutdown, will get back pay for those hours. The Trump Administration is imposing a tariff on solar panels. Solar city, a subsidiary of tesla. She has more on the tariff causing concerns in the industry. Reporter republicans are saying this is one of trumps steps to put American Companies like tesla and many others at the very top. But american experts are afraid, this is going to hurt jobs and also the industry overall. Now, these new tariffs look like this. Theyll start at 30 in the first year. Then decrease gradually to 15 in year 4 before phasing out. Now, the main target in this is china. While california is known for Companies Like tesla. Among others in the city, china is the Worlds Largest manufacturer of solar products. And the president says he wants he wants to protect the american industry. But the Solar Industries said in a press release. It could cause loss of thousands of jobs. Or cause the delays. Now, part of that holds true for a company out of san jose. The ceo of sun power told the San Francisco chronicle, they plan to manufacture in china. These new tariffs will hurt their business. Others are afraid this will drive down the competition. Because Companies Wont want to import those panels. But what that could potentially do is drive up the potential of solar panels. Former governor Arnold Schwarzenegger is blasting President Trumps move to increase offshore drilling. In a tweet, he wrote, quote, dont touch california if you want to drill. Do it at maralago. President trumps executive order seeks to undo a plan that blocked new drilling leases off california and alaska through 2022. The president said his order will make American Energy secure. Right now, several people are missing, after a drilling rig exploded in eastern oklahoma. The incident happened at a natural gas well site, 100 miles southeast of tulsa yesterday afternoon. More than a dozen workers managed to escape unharmed. A standoff in san jose has come to an end, after a suspect was holed up at a hotel room. It all unfolded in south san jose, near the 101, 85 connector. Police went to arrest the man on several felony warrants. As they arrived, he barricaded himself inside a secondfloor room. And a s. W. A. T. Team successfully took him into custody early this morning. New details in a deadly policeinvolved shooting in San Francisco. The city has reached a settlement in federal court with the parents of amal car perezlopez. Police shot and killed him in the district. The lawsuit claimed Police Used Excessive force against him. The case drew scrutiny. Details are not being made public at this time. Lawmakers from the bay area are rolling out new protections for undocumented immigrants. The Trump Administration has signaled that it wants to go after california, when it comes to these immigration raids because california is the heart of this sanctuary city movement. And now officially a sanctuary state. Now, cities like berkeley where i am, are bracing for potentially sweeping immigration raids. They have threatened to deport, roughly 15,000 people over the coming weeks and months. Sanctuary cities like berkeley are warning employers that they have rights. And that lawyer limitations on what i. C. E. Agents can do. Under a new state law, employers cant let immigration averages raid. Without a warrant. And could face fines if they let them voluntarily conduct without a raid. There are two new laws which establish california as a sanctuary state. Giving them 72 hour. And prohibit raids on private property without a warrant. We cannot stop i. C. E. Enforcement. If i. C. E. Decides that its going to really come in force, they will. But at least well know what rights we have pushed back. Reporter over in San Francisco, two city supervisors have introduced legislation to defend immigrants, targeted by i. C. E. It would provide funds for Legal Defense and outreach programs. San francisco leaders are expected to vote on a proposal that would allow pot shot owners to smoke on site. It would allow cannabis smoking indoors. Would cost 1200. Currently, it is allowed at eight medical marijuana dispensaries in San Francisco. Bugetting pushback from the department of health, which is urging leaders nomore indoor smoking. A mcdonalds is now the site to be for the Affordable Housing act. It was the last thing she and mayor ed lee had discussed before he passed. Police have been called to this mcdonalds 1,000 times in just the last three years. The city is expected to buy the property for just 15. 5 million. The full board will have to authorize the purchase deal during todays meeting. This week, the city is voting on a measure that would raise tolls. It could go before the bay area voters in june. The measure calls for a 1 increase on all bay area bridges, except the golden gate area. That would be followed by subsequent in 2022 and 2025. The final cost would then be 8, except for the bay bridge, where it would increase to 9 during peak commute hours. Use it every day. Use it every day. So yeah. That would be kind of pricey. But we are seeing delays on the east shore freeway, as well as just south of 880, dealing with an earlier accident. Now has two lanes blocked. And you can see that backup starts way observe 980. Its about a 30minute ride, to get from the maze to high street there. Things are starting to clear up for this portion along 880 in san lorenzo. Seeing massive delays. We had an accident near highway 84. And that has been cleared. Still in the red, 30minute travel times from 238 down towards dakota road there. But we are starting to see some improvement. And that earlier crash on 101 has now cleared the road. That is a look at your traffic. Lets check in with neda now on the forecast. Fog is out there. And were starting to see. Kind of working its way around the Golden Gate Bridge now. Impacting a little bit of that view. As it goes in and out of the bay. What happens with this tsunami. When an earthquake hits, there is an underwater earthquake. And it does send several waves out, ripple directions f to that point of earthquake. You can kind of see this graphic. How it gives an idea of how it would hit our coastline. As it ripples through, we could still see our sea level rising. I was looking for sea level changes near alaska. Its only gone up between. 4 and. 7 feet with that initial tsunami threat. Right now, the watch has been canceled. All that means, sea levels may still rise a little bit. If we do get the larger waves, theyll hit right around now. And we are right between now and high and low tide. Low tide is this morning. Its a good idea to be prepared. Something like this happens. Just have an emergency kit ready. You may be asked to move to higher elevation. Higher ground. Michelle and kenny . Neda, thank you. Between thou and june now and june. London breed has been acting as mayor since lee passed last month. Some say we should have a new interim mayor, one with no stake in the june election. They would need six supervisors vote. And no supervisor can vote for him or herself. Congress now has 16 days to reach a budget deal. Or we may go through all of this again. Its really not a deal of any kind. They didnt get any promises on an outcome. The house will take up immigration legislation. Its probably a deal friday night they could have struck before they began. It is important to remember that they caved on a deadline. They did not cave on the policy. Meaning the democrats have said, no budget without an agreement on daca recipients. There is no budget yet. What theyve done is pushed this off until february 8th. Democrats can play this card all over again. So essentially, this was an awful lot of screaming and yelling and preparation for almost nothing. Yeah. A lot of name calling back and forth, between the republicans and democrats. All right. So will this have any lasting political consequences . Democrats were pretty convinced that republicans will be blamed, controlling the house and senate and presidency for this. Republicans made a very effective countargument. Dem counterarguments. Dem we dont know how these things turn out. In 1995, there was a shutdown. Bill clinton was hungry. They had to send an intern because the white house was furloughed. That intern was monica lewinsky. Democrats, at the same time, have never suggested legislation that would in and way, allow people unscreened into this country. Dont actually focus on panels, but rather other parts of solar technology. They say this could hurt their bottom line if they have to import the panels themselves. And chopper 5, headed out there to give us a backup. That crash is in the southbound direction of 880, right at hide street. Two lanes remain closed. Chp does not anticipate those lanes reopening until about 7 30. Another 45 minutes or so. And that backup stretches well beyond 980 at this time. The other problem is, were tracking a crash in the northbound direction. And that is right at that 66. So weve got delays, heading both north and southbound, 880. In through oakland. You will need to give yourself plenty of extra time. And you may just want to use 580. Thats in the green, moving right at the limit. But do expect major delays heading in through oakland.
