Downtown San Francisco. But most of it now bringing rain over the water. And then also this is interesting. We are seeing this slushy mix. The area of pink shows that its just cold enough in places like Mount Hamilton where the rain is turning to that slush. So take a look this morning at daylight. You may see a light dusting of snow. Heres where we are seeing some snowfall still on the nevada side of the mountains and then its now moving south. But we saw plenty of snowfall overnight also still high winds up there at the ski resorts and a winter storm warning ends at 4 p. M. But for downtown San Francisco, no fog in sight. Heres what our headlines look like. Sierra snow still falling and high surf and cold. Wave heights are impressive because of the storm thats coming through. Jackie ward reports from pacifica with monstrous waves. Reporter monstrous is a great word. They are amazing. Take a look at the waves in pacifica this morning. Its the same situation down the coast in santa cruz. The National Weather service is reporting this morning that a strong storm system over the eastern pacific is generating this large and dangerous, as well. Waves could get up to 18 to 22 feet in some areas. Extreme wave runup is expected with these waves with long lulls in between wave sets. That increases the risk of being swept into the ocean of course. You should expect a large and dangerous surf today. We spoke to some surfers yesterday who were downright giddy about the swelling conditions. The swell was forecasted for monday but the main bulk of this storm was forecasted for today. But as you can see, the rain held off a little bit and the swells definitely filling in. Its not peaked yet. It will peak tonight. Reporter the size of these waves is not something to mess around with though. And santa cruz starting early thursday and lasting all afternoon, rescue calls kept coming into Emergency Response offices at least 4 people were plucked from the ocean near Capitola Beach and brought safely back to Santa Cruz Harbor thankfully. So the National Weather service says its a very large swell that will continue through this afternoon. High surf warning remains in effect until 4 00 this afternoon. And neda says that once these waves reach about 13 to 15 feet, thats considered, quote, calm. But that wont happen until 10 00 tonight. In pacifica, jackie ward, kpix 5. The rain could make for a slick commute. Jaclyn is tracking the traffic. I had to use my windshield wipers this morning. You may experience some sprinkles on your windshield. We are tracking an accident. No word if its due to the slick roads but this is interstate 80. Highway 4. Our drive times weeks into the red. 47 minutes as you maker way to highway 4 as it crashes at richmond parkway. A fight erupted in the senate that now holds the power to avoid a Government Shutdown. Without a stopgap measure the government stops at midnight. Anne makovec with more. Reporter the house did its job and passed a shortterm spending measure to avoid a Government Shutdown and now this is all in the hands of the senate where things are getting bitter. Democrats continue to demand a deal on daca which would mean that theres more protections for Illegal Immigrants. But Senate Majority leader Mitch Mcconnell said he would not take up an immigration bill because it was still unclear what the president wants. The senate has until midnight to make a deal to avoid a shutdown and strike a deal on the plan to keep the government running through february 16th. Unlike in the house, though, republicans in the senate will need democrats to pass the measure. My democratic colleagues demand on illegal immigration at the behest of their far left base have crowded out all other important business, crowded it all out. The leader is looking to deflect blame but it just wont work. We all know what the problem is. Its complete disarray on the republican side. Reporter if there is a Government Shutdown, heres what is going to happen. National parks and museums will close. Passport and visa processing stops and if the shutdown lasts more than a few weeks, it could delay tax return processing but essential services would stay the same. That means checks will still go out for Social Security and food stamps. Air Traffic Controllers and tsa agents will still be on the job at the airports. And military personnel will be working. President trump tweeted this morning and weak borders. Shutdown coming . We need more republican victories in 2018 senator Kamala Harris tweeted we must find a bipartisan agreement to fund the government, protect dreamers, fund the childre alth insurance program, munity health centers. The white house and republica o come to the table. Also on the table a stopgap measure. Would provide funding f just four or five da erve as a hard, final deadline. Also on the table right now, a shorter stopgap measure that would provide funding for a few days and then serve as a hard final deadline. A Southern California couple is pleading not guilty to charges they starved, abused and held captive 12 of their 13 children. David and Louise Turpin are facing 37 felony counts of torture, false imprisonment and child abuse. Prosecutors say that the children were malnourished, chained to beds and prevented from showering for more than once a year. The charges do not include the couples youngest child who is 2. This is severe emotional physical abuse. Their bail was set at 12 million each. When the attorneys were asked about their planned defense they wouldnt say, saying that it will be a challenge. A new video shows an oil refinery in california up in flames. This was the scene at the Kern Oil Refinery in bakersfield overnight. Its not clear what was burning inside the cooling tower or what started it. No injuries. Three people unaccounted for after mudslides killed 20 people in Santa Barbara county. More than 100 homes were destroyed in and around montecito when rain washed out hillsides that were damaged by last months thomas wildfire. One expert says that the mudslide was so large it changed the elevation in some neighborhoods by up to 6 feet. This morning, relief for victims after the devastating wine country wildfires. Under pressure from the state insurance commissioner, Many Insurance Companies have agreed to make additional payments for personal property loss. 34 insurers responded to the request saying they would pay at least 50 or more on claims for personal property losses without an itemized list. 10 carriers didnt agree to make policies or would pay less. A new study from san jose state and ucberkeley researchers found people can spread the flu just from breathing not just coughing or sneezing. How many in the bay area . Eight. Whats different . We are gathering with intention that its more than just showing tomorrow on saturday to take action to get ready for 2018. Last year, a lot of it was, um, protesting against our president and the election. This year, you know, we have a lot of campaigns starting, the metoo movement. Will that be a theme. Definitely. I think that the march gave women the strength to be able to stand up and come forward and yes, we will be focusing on metoo and times up and issues that effect womens rights. How many people are expected . Its hard to say. We are expecting, you know, close to the same crowds as last year. Its not how many people show up. We could have huge crowds but if everybody walk away and doesnt do anything, it was worthless. We are looking for people who will do something. I know something that i saw last year in just covering some of the marches is that its not just for women to be out there. We invite all our allies. Do you want to continue this every year . I dont know. If we need to, we will. And so its about organizing. Its about organizing in your community. Its a jumping off point for the 2018 elections. We want people to register to vote, get engaged, Civic Engagement and to like i said organize locally and give people the power and how to do that and lift up the voices of the women in our communities that are already doing that. Further south towards mammoth, as well. The surf is big because of the storm that came through. We saw big waves yesterday. We are seeing them again today. They can be dangerous. I wouldnt want to get in personally. Neda told me about 5 a. M. These waves were peaking at 15 to 18 feet. Thats nothing compared to mavericks with 20 to 24foot waves right now. They are powerful and dangerous. A high surf warning is in effect including santa cruz. So that means waters are very treacherous and battering waves will pound the shoreline up and down the coast all day long. This will result in deadly rip currents. Already there have been several rescues along the coast because the action going on in the ocean right now. And officials are continuing to urge people to stay out of the water because of all the high risks involved. I got swept probably a mile, mile and a half down the beach before i decided to turn around and try to make it back up to capitola. Less surfers, its fun. Reporter a strong system is causing the ocean to churn a westerly, as well. Waves will be calm when they are about 15 feet. That will be about 10 p. M. In pacifica, jackie ward, kpix 5. Jaclyn dunn is tracking the roads. Its slow out there. Especially for drivers along interstate 80. Now, we have been tracking this accident an accident at richmond parkway and backups from the crash. I have good news and bad news. All of those lanes have been cleared. We are still seeing the residual delays beyond the stretch. A slow ride, heres a live look at interstate 80 at cummings skyway where the slowdowns start to be affect drivers. We are tracking an hour commute from highway 4 to the maze towards the bay bridge toll plaza. We are also tracking a new crash westbound 80 at American Canyon so those heading into vallejo you will experience some slowdowns if you are planning on using highway 37 thats a little over 30 minutes making your way between 80 and 101. 101 seeing the crowds develop near 580. This afternoon, a bay area deputy accused of orchestrating the violent beating of an inmate in a local jail will be in court. Joseph bailey has been charged with a felony stemming from an incident last october. Investigators say that bailey was angry the aan inmate for mouthing off to him angry at an inmate for mouthing off to him so he allegedly allowed a group of inmates to beat up the victim. Bailey is a threeyear veteran. The alameda Sheriffs Office claims the assault is an isolated incident. An east bay father is putting the blame on sheriffs deputies for a crash that killed his 4yearold daughter. Jesus cardozas other daughter who is 2 is on life support. They were hit by a suspect who police say was driving a stolen truck. Contra costa county sheriffs deputies were chasing the suspect on highway 4 in antioch but they didnt activate their emergency lights until after the suspect exited the freeway. Thats when they say the suspect sped up, ran a red light and hit the familys truck. The suspect is in jail identified as 23yearold noe saucedo of pittsburg. He is facing a number of charges including murder. President trump is scheduled to depart washington and head to his florida home later today. He is planning to spend the weekend at maralargo for the one Year Anniversary of his inauguration as he speeds up plans to moves the u. S. Embassy to jerusalem. It will be opened in 2019. That decision of course has angered many palestinians and sparked several protests. The House Intelligence Committee is delaying hope hicks interview on the russia investigation. Steve bannon refused to answer anything about the transition and his time as president trumps chief strategist. His attorney said he had been instructed by the white house not to over concerns it could breach executive privilege. A new bill in the state assembly would give more time for people to file Sexual Harassment complains. Currently the law gives workers a year to file a state claim. This would expand it to three years. We allow a longer statute of limitations for fenderbenders than we do for people to file claims of serious Sexual Harassment and of discrimination. Critics say that giving the victims more time to complain can increase an employers liability. Researchers say spreading the flu is a lot easier than previously believed. The e commercial firm is going to raise the monthly rate from 10. 99 to 12. 99, 18 increase and over the course of a full year those members would pay 156. Now, the annual prime membership fee of 99 is not changing. So amazon obviously hoping that the monthly members will see that as a better deal over the course of a year and go for the annual membership. Prime video, that stays the same at 8. 99 a month. Meanwhile, the student prime membership goes up from 5. 49 up one dollar a month. The International Energy agency says the u. S. Could become the worlds Top Oil Producer in 2018. The San Rafael City Council voted in favor of the citys pilot medical marijuana Licensing Program. Under the program the city will consider applications to grant four licenses for medical cannabis delivery. Eight for medical cannabis products manufacturing, and 4 licenses for a medical cannabis testing lab. For now, no Licensing Program is being offered for recreational marijuana, nor medical pot dipses. Bart is getting ready to debut its fleet of the the agency says new trains could hit the tracks later today. First the agency planned to launch it in 2016. But then it faced a series of setbacks. Now the state Public Utilities commission has given bart the green light for the new fleet to start carrying passengers. New petition has been launched in response to a proposal that would raise bridge tolls. Some worry it could make the bay area even more unaffordable for people struggling to make ends meet. If the measure gets approval from the Toll Authority next week, it could go before bay area voters in june. The measure calls for a 1 increase on all bay area bridges except the Golden Gate Bridge starting in 2019. That would be followed by subsequent one dollar increases in 2022 and 2025. Final cost on toll bridges would then be 8 except for the bay bridge. Its a logical more expensive where it would increase to 9 during peak commute hours. We already have the highest gas in the bay area. Its already the highest rent. Thats the reality here in the bay area. And then the tolls are going up. He doesnt cross the bay bridge very often. You dont cross the bay bridge, either. I do, too. I go out of town a lot. But, yeah, michelle is going to have to cross. I know. Thats a big expense. Whoo okay. Well, lets get to interstate 80 where we are tracking a big backup and those folks trying to make their way towards the bay bridge. This is interstate 80 near cummings skyway. We had an earlier accident and traffic starts to back up along this stretch. You can see our travel times in the red just 40minute ride from highway 4 from the carquinez bridge to the maze. We have a new crash right at el portal. So if you want to try to avoid all of these delays and head on over to the Richmond San Rafael bridge, thats in the green heading across the span but we are starting to see more people join that ride. They need 60 votes in the United States senate. They dont have 60 votes so they have to negotiate. They not negotiated. If there is a Government Shutdown heres what well see. National parks and museums will close. Passport and visa processing stops. And if a shutdown lasts more than a few weeks it could delay tax return processing. But essential Services Stay the same. That means checks will still go out for Social Security and food stamps.
