You can see the fog around the bay. This is all valley fog thats just kind of swirling around the valley locations, petaluma now down to a mile, napa. 4. This usually gives us a view of the cloud coverage but right now its really showing us the fog. Its widespread throughout the bay area. No one is getting a break now. Heres a look at the wind speeds. We are getting winds from the east in oakland and hayward so thats blowing some of the valley fog over to us. Then there is a north wind at half moon bay. Its very calm just three miles an hour so thats not enough to push the fog out. When you see light winds and fog, thats why its lingering and it will stay through about 11 a. M. Reporter this started five hours ago firefighters still on scene. You can see the destruction. Those are two apartment complexes burned to the crisp. Nothing left behind. But the good news is that the people inside, those families sleeping in the middle of the night got out. No one is unaccounted for. No fire related injuries. 16 people were displaced including five children and even some pets. Firefighters went into a three alarm fire and ambulances were all here in case they needed to transport somebody. Again, this is off rancho drive in the citys seven trees area. And this is an eightunit apartment complex. Firefighters were able to knock down the fire in about an hour so they quickly gained control of the fire but i can tell you, out here that firefighters are still here. They are Walking Around trying to figure out how this all started. It went from one story to the next. This community here in the middle of the night, i cab tell you that some people are still here in this apartment complexes were still sleeping but they are basically displaced at this point. Reporter rescue teams and cadaver dogs dig through knee deep mud looking for people who havent been seen in days. Authorities confirm at least 17 people were killed by the storm. Jonathan benitez, 10 years old. Kayleigh benitez, 3 years old. Martin cabrera munoz, 48 years old. Reporter a montecito resident lost two friends. Josie being one and rebecca reiskin and they their bodies were found down at the 101 from glen oaks, 192 so thats almost two miles. So its real sad, more so when you know these people. Reporter the areas where the victims were found remain under mandatory evacuation. The sheriff revised the number from 43 as missing then revised it to 8 and some are unaccounted for. These came after the thomas fire the largest in state history. Heavy rain triggered mudslides. The rain was felt across Southern California even in burbank where a mud flow pushed this car down the street. The two people inside were able to eventually gain control of the car and escaped without injury. But some californians fear there could be more storms like this in the future. Could it be 3, 4 more . If you look at the hills up here, everything is exposed. And i would ask people to prepare themselves for a winner of similar proportions if we continue to get rain like this. San franciscos police chief is proposing changes to the departments body camera policy. Anne makovec is live with more. Reporter the way it is an officer being investigated can view his own body camera footage as well as any other officers. But that could soon change when it comes to policy. Theres concern that studying multiple viewpoints could change an officers view of what happened and view his or her story. The San Francisco examiner reporting that the police chief is proposing that officers only be allowed to view their own body cam footage before speaking with investigators. The feeling is this protects the integrity of the investigation where officers will be able to view their own video camera and not be influenced by other angles or video camera footage. It should burn off by then though for San Francisco and this afternoon should be nice and sunny barely any clouds out there so thats why our temperatures are a little warmer. 62 for fremont, across the east bay temperatures in the low 60s so about 2 or 3 degrees warmer than yesterday. A dramatic scene this morning in san jose where a threealarm fire has displaced several people. Kpix 5s Jessica Flores joins us live from san jose where crews are still on the scene. Reporter that fastmoving fire raced through the south san jose apartment complex in the middle of the night shortly after midnight people inside fast asleep. And lets take a look at what were looking at out here. You can see a twostory apartment complex, in total four units destroyed. Theres really nothing left behind. Right now we have seen a couple of firefighters still on scene but for the most part, they are cleaned up here mopped up. Its a lot of debris left behind. In the middle of the night, firefighters bang on doors. They tried to get everyone to safety. Eventually evacuating 16 people including five children plus pets. We talked to some residents here who say the fire started first on the first floor and spread to the second floor. They were frightened trying to escape. I hear some noises and wake up, i walk out i saw fires and i tell them to get out and then when i get out here look back big fire coming out already like two seconds really fast. Reporter after this fire happened, red cross volunteers immediately came to the scene. They were there to help those 16 displaced people. Again, those 16 People Living among the four different units. Its unclear how many people lived in each unit but we are told that the evacuees include several children and pets. Reporting live here in south san jose, im Jessica Flores, kpix 5. [ pause ] [ no microphone ] a desperate search is on for potential mudslide survivors. The slides in the area of montecito have killed 17 people and 43 are unaccounted for. An estimated 64 homes are destroyed and 446 others damaged. Members of the National Guards 129th rescue wing have returned to Moffett Field after helping rescue victims in Santa Barbara county. One says the scene was devastating the thick wet mud made it difficult for them to land but despite the challenges, he and five others in the unit were able to save three people. They were thankful to be out when they could but you could see they were more worried about whats behind them. The 129th rescue wing is credited with saving more than 1100 lives in the last four decades. The devastation that you see is incredible. Just really hard to see all those pictures and videos. Yeah. Yeah. Those rescue crews are heroes. Thats for sure. What california is seeing right now is High Pressure which is a problem this morning but for the weekend its going to be very nice. All that High Pressure means clear skies out there. Thats what were seeing. But unfortunately, because of those clear skies, it is causing fog. So basically our temperatures are the same as the dew points and thats why our live view of the embarcadero, the bay bridge, looks like this. Yes, its all socked in. We are seeing a lot of thick foggy out there all morning long so you will hear us talk about this because of course its going to impact the friday morning drive this morning. Visibility is very low especially at places like half moon bay. A half mile now. It was at zero about 10 minutes ago so not much improvement. 8mile visibility for livermore. Mountain view, san jose, also seeing that fog. Oakland airport and sfo now at 6mile visibility so flights this morning may be impacted. Napa, fairfield down to a half mile. So its all about valley fog, Central Valley dealing with it, as well. Heres why we have a foggy friday. The clear skies, we have the surface moisture so the rain that came monday, tuesday, its still out there on the ground and that moisture is whats basically pretty much like the condensation is what were seeing, um, all across the valleys. And we dont have any winds out there to push it out. So when we have calm winds and clear skies, it brings fog. Well have a sunny day later. Your forecast we are going to see the sun but well have to wait. The futurecast also showing all the fog as it moves its way through the valley spots. You can see it kind of snaking around those valley locations through 8 a. M. It may start to burn off a little bit for some spots and by 9 00, you should be sitting pretty. But the Central Valley of course will still be seeing it until 11 a. M. We are tracking a major accident right now that has all lanes blocked along northbound 280. This is right near trousdale. So for drivers heading out of san mateo and trying to get up towards 380, all lanes are blocked as you drive through hillsboro. This is due to a car that went off the road there and slammed into a tree. Now, it looks like chp also has one southbound lane closed. Speeds slower, traffic using the right shoulder. But when you funnel all lanes down to just a shoulder, its going to be a slow ride. I would highly recommend using 101 as your alternate this morning if you are leaving now. 101 is in the green moving at the limit especially heading over to sfo. We are seeing delays starting to build even in the southbound direction even with just one lane closed. Heavy fog in that area. Be careful. Hats a chec k of your traffic; over to you. State lawmakers have killed a plan to allow expanded rent control measures in california. The proposal would have repealed the law banning cities from imposing rent control on properties built after 1995. The bill came up one vote short of clearing the Assembly Housing committee yesterday. Affordable housing advocates are now Gathering Signatures for a possible ballot measure. The struggle is hard. You have to, like, really, really work to even get a one bedroom apartment. Some people in some places are sharing rent. Even their kids have to probably work. Landlords say that rent control is well intentioned but misguided and can result in fewer new homes being built. Voters may still have a say if the measure makes the ballot. We were tracking a crash that had all lanes closed in the northbound direction. Approaching trousdale. It may have just cleared. There may be flashing lights in the area, emergency crews and a tow truck. We saw that pull up on the scene. Now were tracking another accident along 101. This is keeping your ride slow approaching highway 92. Traffic backs up not quite to hillsdale yet but we are seeing the delays starting to build in those reduced speeds so our travel times just jumped into the yellow as far as northbound 101 from woodside up to sfo. If you have a flight to catch, be prepared. Theres going to be a slow ride on 280 and 101 northbound. Closer to 101 on 92 you will be tapping on the brakes especially for those trying to transition onto northbound 101. And look at all that fog out there at the bay bridge toll plaza.
