Our top stories are those rescue operations are under way in Southern California after torrential rain and the storm and mud slide have killed 15 people. More than 20 people are unaccounted for. You can see the front wall was just ripped right off and other homes of all of this happening in the middle of the night while people were sound asleep. Reporter the devastation staggering. Torrential rainfall in the community on tuesday quickly turned into a major highway into a river and an entire neighborhoods into a disaster zone. This is not landscaping. This was the stuff that was coming down off the mountains. The only words i can think of to describe what it looked like was it looked like a world war one battlefield. Emergency responders say within three hours, they received more than 600 calls for help. Female stuck in the mud. Elderly stuck. Reporter coast guard video captures the dramatic rescue of the entire family including a newborn baby. Crew pulled this team from the rubble. Firefighters used search dogs to find other victims. Look how deep the mud is. Oprah winfrey charged through the mud in her backyard and also post ting this video of a helicopter flying over head. This is absolutely devastation. Reporter just last month, many of these same homeowners were forced to evacuate as the largest fire, the thomas fire stripped hillside of vegetations, leaving them vulnerable to the mud slide. When i saw the vevacuation, thought i cannot evacuate again. I didnt think it would be this bad. Reporter only 10 or 15 living in the evacuation zone complied. They watched from the second floor as a wall of water slammed into their home. The kitchen gets ripped away and the living room start to go and great, next is right below me. There is a real fear that we wont make it through the night. Take a look at all the browns on the wall. Thats the mud level. It was about five feet high. We work through the night and happy to say that we did get to some folks who were trapped in homes but otherwise, safe. As of this morning, how many people do you believe are trapped . We dont know how many additional people are trapped. We know there are some. We are still making our way into certain areas of monitticello a determining in anyone else is still alive. Did they just not take this threat seriously . There were some people who did refuse to evacuate and chose to stay in their homes but there were many that did evacuate the area and we are safe as a result of that. It is been a onetwo punch for your department, first the fires and now the devastating mud slides. Do you think people were prepared or expected it would be this bad with the mud slides . I think most people are shocked at the extend of the damage and how big the impact was to the area. Certainly although we knew that this was coming and it was just you could not help but be amazed that the intensity of the storms and the results of the mud slides of the water that cascaded down the hill. At the Board Meeting monday night hargrave had expressed frustration with the plan to give the superintendent a raise upwards of 35,000. A superintendent in position of leadership getting any type of raise a Deputy Marshal stepped in to escort her out. Moments later she was heard screaming in the hall. Superintendent jerome puyau is not bringing charges. Hes been making around 110,000 a year. According to two board members, with the new contract that was approved monday, he could earn 38,000 more. In 2016 the average louisiana teachers salary was around 49,000. Board member Laura Labeouf said teachers in the district havent had a raise in a decade and called the treatment of hargrave disgusting. What happened here today, the way females are treated in vermillion parish, i have never the board president Anthony Fontana is defending the city marshals earths. I think he acted properly. The industry prosecutor said the marshal was a School Resource officer employed by the school board and not associated with the city of abbiville. The aclu says theyre investigating the incident. It buried homes and roads in an area scorched by the thomas fire last month. Mudslides are common after a wildfire because the trees and vej station that held the soil in place burned in the fire. The heavy rain loosens the soil and it begins sliding downhill. As the flow picks up speed, it also collects rocks and trees and pushes them at up to 20 Miles Per Hour. The debris damages and destroys homes while the mud begins to harden. Once that happens, search and rescue efforts become very difficult. More than 50 people had to be rescued by helicopters including a family of five. While the rain has stopped and the weather is clear, there are still many people who are unaccounted for and the search continues. Thank you, carter. This morning our ongoing series, issues that matter, takes up the immigration debate that affects millions of people in the u. S. A federal judge last night blocked the Trump Administrations plan to phase out the daca program that protected young people brought to the u. S. Illegally as children. Earlier President Trump negotiated with ledgislators frm both parties for nearly an hour with cameras rolling. He indicated he is willing to reverse his position on daca but he wants increased Border Security measures. In an exchange with democratic senator Dianne Feinstein the president said this could happen in multiple stages. That brought a response from kevin mccarty. What about a clean daca bill with a commitment that we go into a comprehensive Immigration Reform procedure . Were going to do daca and we can start immediately on phase two, which would be comprehensive. Mr. President , you need to be clear though. I think what senator feinstein is asking here, when we talk about daca we dont want to be back two years later. You have to have security as the secretary would tell you. I think thats what shes saying. No, i think she is saying something different. Mr. President. I think youre saying daca without security. What i approve will be very much reliant on what the people in this room come to me with. I have great confidence in the people. If they come to me with things that im not in love with, im going to do it because i respect them. Senator James Langford of oklahoma was in that meeting. He is a member of the Senate Homeland security meeting. Senator langford, good morning. Good morning. Many times when we talk to senators we say take us inside the room, but we got to see it all. You were there. So my question for you though is based on what we saw, how likely do you think a bipartisan deal on daca is . I think it has been very likely all along. The president in september came out and said, i want to be able to have a legislative solution for daca. I want to also do Border Security, do chain migration, and he added later the visa lottery when it became a big issue. Those four issues he has hammered on over and over again. Theres been meetings in a bipartisan way for about three months now to try to be able to work through the process to figure out what that is. Then you saw a larger gathering of it yesterday at the white house. But it sound i think it is very likely. It sounded like senator feinstein got the president to sign off on a clean bill. You would have to be there for the whole context of the whole meeting. The whole meeting was about two hours. The press was in there about the first 50 minutes of it. There was a lot of back and forth. The president laid out at the beginning, when he talks about doing daca it includes Border Security and chain migration and those things, and he wants to limit it and then do a second. I think senator feinstein misunderstood it and said lets only do daca, and he said thats what im talking about knowing the four things he laid out aspirins president ials. Was there a net increase in clarity on the president s position and where things are going . It seems kind of muddy. I think there was real clarity in it. In fact, at the very end Kevin Mccarthy came back, cameras were out at that point, to be able to go around the table with 20 some odd people, both house and Senate Republicans and democrats and said, these are the four areas, were not doing visa areas and other areas that complicate a lot the immigration conversation. Deal with the daca and try to deal with a permanent answer for what is happening for the daca students, then also deal with Border Security. Were still trying to dephone the parametedephone define the parameters of what that means. Obviously chain migration has been a big issue. If you have about a million people, lets say, 800,000, whatever it may be, that is going to effect families so we have to deal with chain migration. We have to figure out what it means for the future. You say Border Security is up for debate. Isnt that the key and crux of the issue, which is democrats dont want a wallace a condition for taking care of these daca kids . It has been. It is an interesting debate. In 2006 there was wide bipartisan support for what was called the secure fence act. At that time 650 miles of fencing was added to the southern border. It was not a partisan issue at that point. It has become a partisan issue. I think the president tried to provide greater clarity that i hadnt heard him say before when he said out loud in front of the group with the media there, im not talking about a wall from sea to shining sea. This is not a 2,000 mile wall. There are certain sections of the border that need a ul what and we need to do that. Other areas we need technology, other areas we need additional manpower and, quite frankly, there are loopholes in the law we have to fix. Thats part of the Border Security. If someone can get across the border and use loopholes in the law to stay here, that becomes an issue as well. All of those things are there. It is not a 2,000 mile wall. I dont think that was ever his intent but he was clear about it yesterday. Okay. Because he seems to say, senator, Different Things at different times. Thats correct. Do you think daca can pass i do think it will pass. Without the border wall . It is not a matter of without the border wall. There will be sections of the border wall that will be there. It is a part of Border Security. It will not be a complete border wall for the 2,000 miles. It will be targeted to specific areas. Do you think it was helpful or hurtful to have the cameras there . It seemed to expose a lot of contradiction and conflict within the room. You know, i think thats entirely appropriate to tell you the truth. It was interesting. I dont know that i i have not been around this town very long, but it was interesting to be able to have cameras in that meeting that long. As some of the press pool was leaving, one of the folks in the press pool turned and looked at me and said, that was unprecedented, we never have this kind of access to the a meeting in the white house we had yesterday, because they were in there for the majority of the egg moo. I think it is interesting for people to see the give and take, provide the clarity. It is one of the things i have said over and over about immigration. If you dont define the scope of what you are talking about, you will never get on to the next issue of trying to define that. It is exceptionally important for the daca students and families around the country and, quite frankly, for all of us dealing with Border Security we get it right.
