You cant see any backups, on this stretch. Looks like we are now back in the green from this crash that they moved all of that activity over to the shoulder. But this is involving a rollover crash. Reporter santa rosas burn zone has been getting soaked. And that has people worried once again. Its a big concern because we have heard about sink holes and everything. And were getting quite a bit of rain. And theres just not a lot of safety out there to kind of prevent it. Reporter the wildfires that burned down thousands of homes three months ago, also destroyed vegetation, especially in the fountainville area. A lot of kill out there. Its what keeps the ground stable. Reporter unstable ground can lead to problems like this. At hillside gateway. 18 miles to the west. The rock slide was quickly cleared away. Nothing like that in santa rosa. But officials are preparing for the worst. We had no reason to evacuate at this time. But we definitely had the plans in place and the resources in the event it was required. Reporter santa rosa officials have alerted residents to take preventive measures. They put up 30 signs and mailed out homeowners notices to high risk areas. You may remember, the city identified storm drain risks. And because there was not much rain last month, they were able to do some hydroseeding to get grass growing, which has begun to stabilize the hillside. Effects from the storm has not been as bad as feared in the santa cruz mountains. More now from kpix5s betty yu. You can see rocks tumbling, and rocks oozing, after hourless of steady rainfall in the santa cruz mountains. We encourage people to always be ready to pack a bag, be aware that they may have to leave in a moments notice, or that they might not be able to get home due to closures. Reporter lexington reservoir reached 20 capacity. The santa clara Water District said there is room to catch water runoff at its reservoirs. In downtown San Francisco, a tree came down on this muni bus, happened yesterday near pacific. The number 12 bus was blocked until firefighters were able to remove that tree. Slick roads had first responders, scrambling on the highways, weaving their way through traffic, for an accident on eastbound 580 at the peak of rush hour. Rain water washed out this ramp to highway 24, backing up storm drains and creating dangerous hydroplaning conditions. The storm also flooded city streets in east oakland. If your commute takes you that direction, you most likely still have sleek roads out there. None of this dried up since yesterday. Because we definitely got dealt with a significant amount in 24 hours. Tiburon, light rain. San francisco seeing rain moments ago. And all of that seems to have moved further west towards oakland. And to the north, sausalito area, highway 101 there. Again, some rain. Most of it we see here. The heavy, heavy rain here has moved further east, past fairfield and vacaville. But moments ago, it was right over vacaville. Inter7880 was get interstate 80 was getting a good amount of rain. Same with oakley. But yes, its winding down. Concord, youre getting a break. So im sure a lot of people are relieved to see that its not going to be as intense. To the south, though, union city, still seeing rain. Same with freementd area, very light there. Flames shot high into the sky. But firefighters say their Quick Response and the rain kept it from spreading to Neighborhood Homes and brush. Everyone got out safely. No word yet on how it started. A San FranciscoPolice Officer has been arrested for sexual assault. Internal affairs started investigating 30yearold Justin Mccall in september. Mccall was booked on charges that he sexually assaulted someone who was unconscious and intoxicated. Mccall is a fouryear veteran of the force and is now suspended without pay. Early on sunday morning, a man walked out of his home on summit drive and saw four people breaking into his car, according to authorities. One of the most frustrating things for me is when im walking around, driving around, looking on the ground, and i see a couple of blasts because i know what that means and you all know what it means. On average, it happens 85 times every day. In 2016, the city saw more than 25,000 smashandgrabs. That number jumps to more than 30,000 in 2017. It doesnt happen in other cities and shouldnt be happening in San Francisco. Reporter now, the city will station property crimes coordinators at each police station. It takes coordination to make this happen. Thats going to be their job. Reporter the extra officers soulsole job will be to investigate breakins. Many of them arent from the city. Some of them are, many arent. We have to work with the other departments and the other cities to make sure weve all on the same phage. But it also takes help from drivers. And those who embrace it. The future is for the unafraid. All because of you drought lately, but this morning, a reminder that it still haunts us. Havent heard too much about the drought lately. But this morning, a reminder, it still haunts us. Despite last years record winter, one part of california is still sinking. Wilson walker shows us, one of the states most important canals is failing. During the drought between 2012 and 2015, the San Joaquin Valley was subsiding at the fastest rate in the world. Reporter this was where it was discovered around elnido, a town most famous for its elevation than population. Agriculture has been pumped deeper into the ground, causing the valley floor to sink by dozens of feet. I had to add length onto these pipes because i couldnt open the door anymore. Reporter canal skirts, things buckled. And the homes started sprouting cracks. But the hope is that last years winter might deliver some help. As the distance gets closer, theres subsidence. As the distance gets further, there is uplift. Reporter last year did make a difference. Some of the snow melt did reach the ground water. And that pushes the valley floor back up. Yeah. A little bit. A little bit. Couple inches maybe. Something like. That. Reporter its an incredible idea that this big chunk of the valley is rising and falling, sort of like its drawing a breath every year. But while our historic winter managed to pause, subside and tier a little bit, one part of california simply will not stop sinking. And were running into canal capacity problems, associated with subsidence as well. Reporter with the friant Water District, where that other pocket of subsidence is turning into a crisis. Reporter the friant current canal, runs from the friant dam to the river. It is gravity fed. Falls at a rate of about 6 inches a mile. Reporter along the way, it irrigates one million acres of farm land and serves as backup water supply for the community that saw wells run dry during the height of the drought. But this critical, gravityfed system is collapsing. Reporter and with subsidence, theres a section of the canal, about a 25mile section of the canal that has dropped down in elevation. Reporter to be precise, its dropping by as much as 1 inch a month. Thats very rapid. An inch a month is very, very rapid subsidence. Every time it goes down, it decreases our capacity. We estimate that it is about 60 of the designed full capacity canal. Reporter this design is about 40 capacity. Making matters worse, a portion of this is designated for ground water recharge. But those deliver deliveries are now at risk. And any solution would easily cost hundreds of millions of dollars. One winter is not going to get us out of trouble. Reporter and that is the brutal lesson of last winter. Even record precipitation cant bail us out of our subsidence problem. And how we expect to have a recordbreaking record. We can expect drought in the near 40. Reporter in the San Joaquin Valley, wilson walker, kpix5. Time now, 4 46. We have a lot of rain. Definitely got a lot of recordbreaking rain. San francisco, over 3 inches of rain. All of the rain is now moved out east and it is winding down. I want to zoom into some of those areas that you may be seeing that rain this morning. This is to the south. Looks like were getting a little bit of rain right there in carpenter and dresser. Union city is winding down. Very light drizzle. But most of it is going to continue further east. Towards 680, you may start to see more rain drops out there. Then brentwood, byron, liverton. Drying up. But places like tracy, getting more of that. Stockton, sacramento, theyre getting rid of that as predicted. But most is moving east of fairfield, vacaville. And just a few scattered showers still right around the bay. So there may be a little light shower activity in vallejo. Novato, you may start to see a little bit. Lagonitas now, taking a little bit on highway 1. Where does this put us . When we compare to normal. When we should get from january 1 until now. Usually in San Francisco, were about an inch. A little over an inch. We got 3. 2 inches of rain. So this since january 1st. Oakland, 2. 6. And normally, we should be at 1. 6. San jose, 1. 59. Normally, were less than an inch for san jose. So we put those well above normal for this time of year. Also want to talk about what came down across the north bay. We had the Flash Flood Watch in effect. That has since expired. That one, say said there is they said there senotrouble is no trouble with that. So that is good news. Saint helena, over 3 inches. Peta lume a2 1 2. Napa, yountville, 2 inches. It was a significant amount in about 24 hours. Came down quick. San francisco, look at this. Over 3 inches. Mill valley, over 4. And today, again, its scattered showers in the forecast. But thats about it. Temperaturewise, were going to feel a difference. Its a bit warm out there today, this morning. But our highs are going to stay right where we are, pretty much, for right now. So our temperatures are not going to rise move this afternoon. In fact, well get some cooler air coming in. San jose may actually see the temperatures drop by the afternoon rise. Here is a look at visibility. We are seeing patchy fog out there. Right now, at sfo, not bad. Petaluma, down to 4 mile visibility. Also a little fog in San Francisco early this morning. Wind speeds, we got some wind gusts last night. For higher elevations. But north winds coming in at sfo at 8. East northeast in berkeley at 8 as well. So it is a bit calmer out there.
