We are looking at kpix 5 high def doppler radar, which is active over the entire bay area from top to bottom all the way south of san jose and morgan hill. Hasnt let up for nearly a day. Thats you in sonoma county, where it has been pouring in all day. Napa, marin county, one of the hardest hit areas. Richmond, concord, martinez, the city of San Francisco. One of the wettest days in the citys history. Right now number 20 all time and the steady rainfall does move all the way down to san jose. Look at the past three hours. Its almost like nothing is changing. It just continues to see waves and waves of rainfall moving in. Im finally being able to see a break in the rainfall off camera there, but we will have at least two to three hours of heavy rainfall. Marin county, coming up on five inches of rain. In the santa cruz mountains, more than four inches of rain officially in San Francisco. Nearly three inches of rainfall. And more than two for fair field and union city. Weve had a soaking day of rain straight without a break. Our rain will rapidly decrease around 2 00 this morning. So two or three more hours, then well see it really taper down. Then we will only have scattered showers for the morning commute tomorrow. One of the wettest days we have seen in years is what were living in right now. Well talk about what happens next after the storm leaves coming up. All right, paul, thanks for that. In sonoma county, all eyes were on the burn zone. Heavy rain creates a serious risk for flooding and mud slides. Kpix 5 joe vazquez is in santa rosa tonight where a Flash Flood Watch is in effect overnight. Joe . Reporter and weve got a moderate rainfall here in the Mountain Grove section of santa rosa, ken. And it has been like this all day long. A serious concern for the areas scared by those october fires. Santa rosas burn zone has been getting soaked all day. And that has homeowners who are desperately trying to recover worried once again. It is a big concern for us because, you know, we have heard about sinkholes and everything, and we are getting quite a bit of rain. There is just not a lot of safety out there that can prevent it. Reporter the wildfires that burned down thousands of homes three months ago also destroyed much of the vegetation especially in the fountaingrove area. So we dont have the grasses, the brushes, the trees. A lot of kill out there. Its what keeps the ground stable. Reporter unstable ground can lead to problems like this. Today a hillside gave way at river road in guerneville 18 miles to the west. The rock slide was quickly cleared away. Nothing like that yet here in santa rosa, but officials are preparing for the worst. We have no reason to evacuate at this point in time, but we definitely have the plans in place and the resources in place in case it is required. Reporter santa rosa put up 30 signs around town and mailed out 3,000 notices to homeowners about highrisk areas. You may remember two months ago the city identified more than 30 underground storm drains that had melted away. Well those have since been fixed. Because there was not much rain last month, they were able to do some hydroseeding to get grass growing, which has begun to stabilize some of the hillside. City crews are on standby especially here in the fountaingrove area, liz, as this rain intensifies. So far no signs of letting up. All right, joe vazquez live in santa rosa for us tonight. The rain really has not let up tonight. Im not too far from the bear fire burn scars. Thats why officials are urging residents and drivers in this area to use extra caution. You can see rocks tumbling and mud oozing down the side of the mountain onto Redwood Lodge tonight after hours of steady rainfall missed santa cruz mountains. Today a storm comes after one of the driest decembers on record. We encourage people to always be ready to pack a bag. Be aware that they may have to leave in a moments notice or that they might not be able to get home due to road closures. Reporter tonight, lexington reservoir reached 27 capacity. The Valley District says there is room to capture runoff at their ten reservoirs. The staff is keeping an eye on hot spots prone to flooding this rainy season. Over in san jose, residents werent taking chances, so they picked up free sandbags. Felix king terrace flooded twice during last years monster storms. I cant sleep sometimes. Yeah because of that, you know, that it is some type of anxiety. Reporter last winter, the fierced storms washed out a 200 foot chunk of highway 35 and tons of earth that supported the roadbed near their road. Today caltrans announced they will reopen this section tomorrow morning. The 10 million project, which involved the retaining walls were considered an emergency repair. Time lapse video documented the work over the last ten months. A nearby section of highway 35, that was also damaged in last winters storm is expected to open tomorrow morning as well. Live in the santa cruz mountains, betty yu, kpix 5. Earlier tonight downtown San Francisco, a tree came down on a muni bus that happened shortly before 6 00 near pacific. The number 12 bus is blocked until firefighters were able to remove the tree. And now to the east bay where the problems on the roadways continue. Kpix 5 Christin Ayers is live in berkeley with the latest. Reporter yeah tim, the rain has been constant here in thes bay making for a real messy commute this evening. Now were starting to see damage from the wind. Reporter in berkeley tonight, store weather brought a tree crashing down on tunnel road. No one was hurt, but the Forest Service had to be called. Slick roads have First Responders scrambling on the highways. Weaving their way through traffic for an accident on eastbound 580 at the peak of rush hour. Rain water washed out this ramp to highway 24 this afternoon. Backing up storm drains and creating dangerous hydro hydroplaning conditions. High street was left saturated with about a foot of water. Other low lying streets near the coliseum were also covered. The National Weather service is warning we will see gusty winds overnight and possibly into the Early Morning especially in the hills. Reporting live in berkeley, Christin Ayers, kpix 5. We have a Traffic Alert in palo alto right now. We are just getting word two lanes on 101 northbound are closed for emergency road repairs. This is north of embarcadero road. So far no estimated time of it reopening. Well those storms have not had a huge impact on Power Outages so far. There are some outages to report here. The numbers from pg e. 128 in San Francisco. 62 customers out on the peninsula. 42 in the south bay. 49 in the north bay and sonoma county. 39 customers still without power in the east bay. The rain caused some issues at sfo today with 383 delays across the board. In all 59 flights were canceled. 30 arrivals and 29 departures. Despite last years wet winter, one part of california is still sinking from years of droughts. Kpix 5 has learned a million acres of farmland are at risk. That story in just a few minutes. Well some new video just in from santa rosa shows a raging secondalarm fire. This one broke out just before 6 00 p. M. Flames shot high into the sky, but firefighters say their Quick Response and the rain kept it from spreading to neighboring homes and brush. Everyone got out safely. No word yet on how it got started. And new tonight, a San Francisco Police Officer under arrest for sexual assault. Internal affairs started investigating 30yearold Justin Mccall back in september. This afternoon mccall was booked on charges he sexually assaulted someone who was unconscious and intoxicated. Mccall is a fouryear veteran of the force, and he has been suspended without pay. Police now have three suspects in custody in a shooting and an attempted burglary in fremont. Early yesterday morning, a man walked out of his home on summit drive and saw four people breaking into his car. He tried to stop them and called out to a house mate for help. The suspect then pulled out a gun and shot them both. Last night police made three arrests. One suspect is still on the run. Both wounded men are expected to be okay. Well it is really an epidemic in San Francisco. Car breakins, they were up 26 last year alone. Tonight, kpix 5 Katie Nielsen reports that police have a new strategy to keep you from becoming a victim. Reporter a family from utah parked their car to take pictures at the popular tourist spot, lombard street. It only took a few minutes for a thief to come up, case the car, and break the window to steal a purse. One of the most frustrating things for me when im Walking Around the city, driving around, i look on the ground and i see pebbles of glass. I know what that means, you all know what it means. Reporter on average it happens 85 times every day. In 2016 the city saw more than 25,000 smash and grabs. That number jumped to more than 30,000 in 2017. It doesnt happen in other cities and it shouldnt be happening in San Francisco. Reporter now the city is doubling down, and will station property crimes coordinators at each police station. It takes coordination to make this happen. That is going to be their job. Reporter the extra officers sole job will be to prevent and investigate breakins. Police say organized crime rings are responsible for the spike in thefts. Many of them are from the city. Some of them are, many of them arent. We have to work with the other departments and the other cities to make sure we are all on the same page. Reporter but it also takes help from drivers. Police say dont tempt the bad guys by leaving valuables like this or this or this in the car. It is very humbling when you have this issue and you cant fix it. Tonight nearly 200,000 salvadorans are at risk in the u. S. Are at risk of deportation. They received temporary status after a 2001 earthquake in el salvador that killed more than a thousand people. But now the Trump Administration says its ending those special protections. They have until september of next year to leave the u. S. According to the sacramento bee, the decision could force 50,000 salvadorans out of california. With a mix of boos and cheers, a greeted President Trump in georgia this evening as he took the field at Mercedes Benz stadium in atlanta before the College Football championship game. James damores Attorney Says google was viciously intoll rapt of him. Damore was fired after writing an infamous memo last july. His lawyer says he wrote it after attending a diversity Training Session and they encouraged to offer feedback. He wrote in his memo, differences and distributions of traits between men and women may in part explain why we dont have 50 representation of women in tech and leadership. Damore also suggested women may just prefer other jobs. It is kind of the lord of the flies mentality there where a person can be singled out and then group shamed, bullied, and fired. That is what happened with james. They are not a human being. The lawsuit seeks class action status. Tonight, google told us that it is looking forward to defending itself against the lawsuit. Now tonight some top investors are calling out apple. They are asking the tech giant to take some action on iphone addiction among children and teens. California state teacher retirement system and partners own about 2 billion in apple stock. In an open letter posted online, the shareholders noted studies regarding the harmful affects of iphone addiction. As a solution they urged apple to change up their software. Add Parental Controls on phones. So far tonight theres been no response from apple. Back to storm watch. Its been pouring basically all day and night in San Francisco. But that did not stop people from taking a stroll along the embarcadero. In a Traffic Alert to tell you and a Traffic Alert to tell you about this one in alameda. Tomorrow morning around 7 00, crews will be repairing traffic signals. Well you havent heard too much about the drought lately, but tonight a reminder that it still haunts us despite last years record winter. One part of california is still sinking. Wilson walker shows us one of the states most important canals is now failing. During the drought between 2012 and 2016, the San Joaquin Valley was subsiding at the fastest rate in the world. Reporter this is where valley subsidence was discovered. A town that is known for its population because agricultures demand for water here has sent pumps ever deeper into the ground, causing the valley floor to sink by dozens of feet. They had to add some length onto these pipes because they couldnt open the doors anymore. Reporter canal skirts buckled, bridges failed, and homes started sprouting cracks. But the hope is that last years big winter might deliver some help. As the distance gets closer, there is subsidence. As the distance gets further, there is uplift. Reporter in this immediate area, last winter made some difference. Some of the rain and snow melt reached the ground water. And that pressurized the aquifer, pushing the valley floor back up. Yeah, a little bit. A little bit. You know, a couple inches maybe. Something like that. Reporter its an incredible idea that this big chunk of the valley is rising and falling sort of like it is drawing a breath every year. But while our historic winter managed to pause subsidence here a little bit, one part of california simply will not stop sinking. And were running into some canal capacity problems associated with subsidence as well. Doug deflitch is the chief district. The other pocket of subsidence is turning into a crisis. The canal runs 152 miles from the dam to the current river. The 452 miles is gravity fed. It falls at a rate of about six inches a mile. Reporter along the way it irrigates one million acres of farmland and serves as a backup water supply for the low income communities that saw wells run dry during the height of the drought. But this critical gravityfed system is collapsing. With subsidence, there is a section of the canal, about a 25mile section of the canal that has dropped down in elevation. Reporter to be precise, its dropping by as much as one inch a month. Yeah that, is very rapid. An inch a month is very, very rapid in subsidence. Every time it goes down, it decreases our capacity to move water down below that point. We estimate those decreases are about 60 of the design. Reporter so this canal is at about 40 capacity. Making matters worse, a portion of this water is designated for ground water recharge. Those deliveries are now at risk. Any solution will easily cause hundreds of millions of dollars. Reporter one winter is not going to get us out of trouble. Reporter that is the brutal lesson of last winter. Even record precipitation cant bail us out of our subsidence problem. How often can we expect to have a recordbreaking winter . If it is anything like the last ten years, we can expect drought in the near future. Reporter in the San Joaquin Valley, wilson walker, kpix 5. Oh your immediate forecast right now is for almost record rainfalls in San Francisco at least for one day. It is still pouring, it has been since a little after midnight. This morning going on 24 straight hours, i think well get there. Its pouring in oakland. It is pouring in marin county, up i80, into richmond, out to highway 4. South of hayward, pouring, south of sfo, pouring. Well zoom out, look at the entire north bay. A quarter of an inch to half an inch per hour all the way to clearlake and to the east of vacaville, past sacramento to auburn, and all the way south of santa cruz. But here is the clearing line. Look west of santa cruz. That lack of rainfall, thats whats working north. By 2 00 in the morning, the steady rain is finished, but man has it been pouring all day long in the top ten wettest calendar day ever in San Francisco history. Snowing in the sierras, but you have to go up way high about 7,000 feet to have that rain change to snow. Above that mark anywhere from 1218 inches of total snowfall. Look at the rain. Same shot i showed you with 6 00, hasnt let up for 5. 5 hours. Livermore, 54 currently. San jose 60. Concord 54, santa rosa, 54, and oakland 57. Lows tonight stay mild, tropical air. Fremont 54, santa rosa, 53, pacifica, 53. How can we go 55 days with less than one inch of rain . And then in one day we triple that number. It is just so strange. Well, we were not tapping into the tropics. Now we have both in one day. A strong storm coming out of the gulf of alaska, which will cause major flooding problems. They will have twice the amount of rain. We are tapping into the tropical moisture, which has been pouring in. Since the storm has been moving north to south, that focus of the heaviest rainfall has been sitting over the bay area for about one half of one day. If it was just moving west and east, that would be moving out. We do see the clearing line begin to move up to San Francisco by 2 00 in the morning. Only some scattered showers for the morning rush tomorrow. Scattered showers lasting in the south bay until 3 00. Clearing skies by tomorrow evening. Itll be much drier. Steady rain is wrapping up with scattered showers continuing into the afternoon. Its not completely dry. We will be completely dry for the rest of the week, wednesday all the way through the weekend. So just like the rain pours for 24 straight hours, then it will be gone for at least five days. Highs around 60 tomorrow. Concord, san jose 60. San francisco 67 degrees. Scattered showers mainly tomorrow morning and then as if it never happened. Five straight dry days, then some light showers are possible next week. We are a boom or bust economy.
