Well, in just three days, california will join eight other states and the dcis dc to make Recreational Marijuana legal. You wont be able to get it and light up at the first of the year. Its up to each individual city to decide whether to allow the dispensaries and how to regulate them. The city of San Francisco is allowing the shops but sales wont start until the 6th almost a week after its legal. The majority of dispensaries allowed to sell to Recreational Users are existing medical marijuana shops that applied for the new state license. In san jose, buddys cannabis was one of the first stores in california to get that license. They will be able to start selling on january 1st. Our store is going to open an hour earlier than usual. We are going to have sales throughout the place and, um, we are expecting, um, mild chaos. Reporter with the new regulations also comes some new rules. To buy Recreational Marijuana, you must be over the age of 21 and have a valid state id. You can only buy one ounce of marijuana at a time or eight grams of concentrate. Now, it will still be illegal to use marijuana in public or while driving or riding in a car. Recently the california Highway Patrol reminded drivers about the dangers of driving impaired with a new slogan, get high, get a dui. Officers say they are going to treat stoned driving the same way as drunk driving. The man accused of plotting a Christmas Day attack at pier 39 in San Francisco will remain in custody. Everitt jamesons father had no comment after his sons detention hearing. The judge ordered jameson to remain in Fresno County jail. According to the fbi, jameson told undercover agent that he chose pier 39 as a target because he had been there before and it was a place where he could do a lot of damage. Jameson allegedly told undercover agents he was prepared to die. At least 12 people are dead among them a 1yearold, four others are in the hospital after a fire broke out inside a bronx, new york city, apartment building. At least a dozen people escaped safely. Reporter the flames are out but at sunup firefighters were still on the scene of a deadly Apartment Fire in the bronx. People trapped. We are getting a baby in there. Also apartment 6, people trapped. Reporter the flames were reported at the fivestory building around 7 p. M. Last night. Based on the loss of life, it quickly became one of the most devastating fires in new york city history. This is the worst fire tragedy we have seen in this city in at least a quarter century. Reporter fire Officials Say it started on the first floor and quickly spread to all five floors of the nearly 100year old building. Windows on some of the top floors were smashed and blackened. Firefighters responded within three minutes. They immediately extended their ladders to help residents on every floor. Witnesses say, though, even before help arrived, people inside were scrambling to climb down. They started to get everything out. People were on the fire escape already trying to get down on their own. Thats how fast this was. Kids, you know, screaming, help, help, help. Its sad. Its real sad. Reporter complicating the rescue efforts more than 150 firefighters who responded, the weather. The temperature at the time was in the low teens Single Digits with the wind chill. Investigators still trying to determine the cause of the fire and how it spread so quickly in a building mostly made of brick. A deadly fire started at a mumbai rooftop restaurant overnight killing 14 people and leaving over 21 injured. That fire started on the fifth floor of the restaurant and witnesses say it engulfed the structure within about a half hour. Police say most of the victims were women who were attending a party. No word on what caused the fire. We are getting a better picture moments after an amtrak train derailed in washington state. Newly released 911 calls provided a vivid account on what happened in the deadly crash. 911, what is the location of your emergency . Im not sure. Benicia Police Say Three women shoplifted from a rite aid and employees found them stealing sinus medication an baby formula. They were arrested at a nearby cvs. Also arrested a suspect in a string of fires in contra costa county. Police say 37yearold Jose Luis Gomez set fires at a flower shop and three churches. All those fires were in the a street area earlier this month. Investigators say gomez is a transient and may be responsible for other fires, as well. A tahoe area ski resort agreed to pay a fine for putting asphalt into a creek. The state of californias fining kirkwood about 750,000. Thats after investigators found that up to 1800 cubic yards of asphalt went into a creek, streams and wetlands. Kirkwood had used recycled asphalt grindings to cover parking lots but when its snow removal crews cleared the lots that material went into the waterways. The resort has agreed to the fine without admitting liability. This winter, frigid temperatures are dangerous for people and pets in cold climates, pets can go into shock from hypothermia. Veterinarians recommend limiting walks in the cold weather. Dressing dogs in coats and maybe booties. And if your pet sleeps outside, experts say giving them a shelter with the right material is key. Reporter a young dead female whale sits in the port of long beach near pier t. When i heard about it, i thought it was really sad. I know that whales live a long time and they are a beautiful species. To think this is a juvenile female, its just gone, i just was really it was a little heartbreaking. Reporter its still unclear how it died. We dont see any visible wounds. Reporter this whale researcher with the Natural History museum is part of a team trying to figure out what happened. The most likely if it was a vessel strike and the whale was alive at the time, most likely, it got hit by the bow of the ship and pushed in on whats called a bow and the ship might not know aside from a drop in vessel speed that it had a whale on the bow. Reporter she says its really the only way a whale would end up here. We have never had a fin whale in the harbor as far as no. The only ones in the harbor have been dead brought in on ships. Reporter she says the whale was less than a year old and no longer traveling with its mother. If there is a vessel strike, we see it with these young newly weaned whales. Newly on their own. Reporter a necropsy will be performed to find out exactly what happened. Its a tragedy. It really is that was amy johnson reporting. The whale will be taken to a private beach area today for the necropsy. Once thats complete, the whale will be towed to sea. It is the time of year again that floats will wow crowds at mondays rose parade. They are starting to come to life. An army of volunteers is building, painting and decorating these creations that will glide through pasadena. Its difficult work but its worth it, they say. On the day of the parade, im going to be, like, that was my window most of the volunteers come back every year. The rose parade gets under way at 8 a. M. We saw about a 17 to 20minute ride as you head from this area all the way into San Francisco. Now we are down to about 12 minutes. So it is improving. Thats good news. Right now the metering lights do remain on but that probably will change within the next couple of minutes. All right. If you plan to take the eastshore freeway this morning, youre in luck. Traffic is moving nicely. Westbound extra volume but were not seeing delays. Stop and go conditions as a result. If you are traveling at least from the carquinez bridge to the maze, give yourself 18 minutes to make the drive time. We did have a bit of a snag on 101. Its clearing, north 101 right at 680. Its out every lanes. Its on the connector to 680. Its cleared. Chp says nothing on scene so traffic should be moving nicely through the south bay and thats reflected on our drive times here. No delays or trouble spots. Real quick we just got word of an accident on 680 near treat. Over to the right shoulder, everything in the green though so traffic still moving despite having activity there on the side. This High Pressure system right here is whats keeping things nice and dry but this low Pressure Center and that low pressure system those are lining up behind it to make changes in your forecast. Sunday and 5 a. M. Monday. You can check out their websites for the full schedules. New evidence that the crackdown on car breakins in San Francisco is not working. In fact it appears to be getting worse breakins have jumped 26 this year despite the Police Chiefs focus on prevention. New numbers from sfpd show is that car burglaries are up 30 since august to more than 2800 in october. Police say those rising numbers dont necessarily mean the chiefs plan is failing. Between october and november the auto burglaries actually trended down by 11 . We are hammering at this as as best as we can. And, um, its too soon to say whether this is a successful program. Starting next week, police are going to launches a psa reminding drivers not to leave anything in the car to make them a target. A bay area chef is leaving his businesses temporarily amid allegations of Sexual Misconduct. Charlie hallowell runs three oakland eateries. 17 women have accused him of sexual harassment. Yesterday he met with staff at one of his restaurants penrose where he reportedly apologized. Customers are torn about whether to support his businesses. I dont think that the servers, the hostesses, the other cooks should be punished for the discussions of one person. But i do think he should step down. s woman myself, i wouldnt dare want as a woman myself i wouldnt dare want to come to a restaurant where i know the owner was, you know, doing those type of things to women like that. A woman in fresno is going to be starting the new year with a new baby it was quite the special delivery. Reporter Bailey Miller says she gave birth at a supermarket. Reporter customers usually go here to shop for groceries but one woman brought home a brandnew baby boy. The customer gave birth in the middle of the store on tuesday night and all the employees rushing in to help. I was just praying goad that the baby would be okay. Reporter you can see the customer here in the market Surveillance Footage clinging to one. Tables and then falling to the ground. I started to hear her, like, screaming and throwing stuff out. Reporter owner of the store and employees were trying to call 911. But they soon realized they were the ones that would be delivering the baby. We run this way me and the butcher and then i seen the baby coming out then i tell them [ indiscernible ] bring me some [ indiscernible ] reporter she cut the cord and the butcher took off his apron to catch the baby. I was hoping i was doing the right thing. Reporter she stayed on the phone with the 911 operator asking questions making sure the child was healthy. In the end, fire crews and medics arrived and sepulveda says she is just thankful she was there at the right time. It was a miracle no doctors, nobody knew what to do but the instincts were there. Warmer for the rest of the week this morning in the east bay, 38 degrees in concord. 33 degrees in the north bay in santa rosa. San francisco sitting at 49 degrees. Oakland still relatively warm also at 48 degrees. There are parts of the east bay fog and haze off the delta concord a half mile visibility but the worst were seeing for visibility is in the north bay all this fog coming off through the petaluma gap so santa rosa you have about threetenths of a mile, petaluma you have about a mile and a half visibility this morning. This High Pressure system is sitting here right on top of us keeping our temperatures nice and warm today. But this low Pressure Center and that low Pressure Center are lined up getting ready to move in and make changes in our forecast. Couple of things to remember for the day. We have some sun and high clouds after that patchy fog burns off. Then for the Holiday Weekend its going to be dry with some cooler temperatures but seasonal. And then the start of 2018 theres clouds moving in and also a chance of rain. There is a spare the air alert in effect for today, tomorrow and sunday. So no woodburning because of the air quality at the moment. Those of how have issues with respiration or respiratory issues, there is bad air in the north bay. High temperatures will be close to 70 but not quite there in the south bay cooler along the coast. In the east bay 63 in antioch. 62 in vallejo. The kickoff to 2018 is going to be a bright one of the thats because the first supermoon of 2018 happens on new years day. It happens when the moon is at its closest point to earth. Californias largest recorded wildfire is still burning but its close to being put out. That thomas fire is now 91 contained. It burned more than 280,000 acres in ventura and Santa Barbara counties. Its destroyed more than 1,000 buildings. And an unusual fire season this winter is one reason why dozens of cal fire stations are deciding now to stay open year round. Typically, fire stations like this one in san joses Almaden Valley close during the winter months when the threat of wildfires is not really very great. To buy Recreational Marijuana, you must be over the age of 21 and have a valid state id. You can only buy one ounce of marijuana at a time or eight grams of concentrate. Now, it will still be illegal to use marijuana in public or while driving or riding in a car. Recently the california Highway Patrol reminded drivers about the dangers of driving impaired with a new slogan, get high, get a dui.
