Officer Andrew Camilleri was killed just before midnight on Christmas Eve as he was patrolling for dangerous drivers on interstate 880 in hayward. He was 33 years old, a father of three. Minutes ago hundreds of chp officers from all over the bay area and around the state gathered outside the chp academy in West Sacramento to pay tribute to the officer. Its unfortunate that his life was taken. His passion was going out doing the job, arresting dui drivers. And he is taken from us by what appears to be a dui driver. The suspect was drunk and stoned. Kpix 5s Katie Nielsen reporting that thats leading to a new campaign to crack down on duis. Katie. Reporter drive high, get a dui. That was the message this morning from the chp and office of traffic safety. This morning, at the state capital in sacramento, the agency held a press conference to talk about the dangers of driving while intoxicated, alcohol or marijuana. Right now there are no set guidelines to determine marijuana intoxication and starting january 1st, Recreational Marijuana use is legal in california. Officers say there is no excuse for driving while impaired. No matter who you are, no matter what you call it, weed, pot, or how you consume it, edibles, dabs, wax, and no matter why you consume it you should never drive high. The message today, dui doesnt just mean booze. Reporter Recreational Marijuana will be treated similarly to alcohol where it will be illegal for drivers or passengers to get high inside of a car. There is a growing memorial of flowers and candles here at the chp office in hayward. The chp Golden State Division has set up a fund to help officer camilleris family. And this new dui crackdown comes as cities around the state are getting ready for recreational pot becoming legal on january 1st. All marijuana businesses will need a local permit in order to apply for a state license. San francisco will not allow sales on new years day but more than 40 city stores could start selling adult use pot on january 6th if they meet local and state requirements. New at noon, Pittsburg Police are looking for a mail thief. Police have released surveillance images of suspect and a vehicle used in these crimes. They believe that this person has stolen mail and several packages from different neighborhoods. Call police if you recognize him. A thief ransacked an Electronics Store sunday afternoon at pink java media on camino ramon. That thief spent about 20 minutes inside and it wasnt until yesterday evening that an employee noticed a door had been forced open. Workers say about 30,000 of gear is missing including computers and Video Editing equipments. Many bay area taxpayers will lose a benefit. Under the new law signed by our president , many homeowners will no longer be able to claim their local property taxes as a deduction starting in 2018. In anticipation of that, many californians are rushing to take advantage of the tax break thats expiring. I know were going to get it in this year and we can write it off but not sure about next year. If you are in a 25 tax category and you deduct 10,000 of real estate taxes, then thats going to save you 2,500 on taxes. But prepaying property taxes is not right for everyone especially if your itemized deductions are less than the new standard deduction of 24,000 for married couples. This vacation he has been active on the links and twitter predicting the repeal of the individual mandate for obamacare will prompt republicans and democrats to come together to create a new Healthcare Plan. President Trumps Campaign on a promise to repeal the Affordable Care act, i think this is an attempt to signal to his voters that he has done so. Reporter the individual mandate imposed a fine on those who do not sign up for health insurance. Without that penalty, the Congressional Budget Office proj about 13 million more people will not buy insurance by 2027. Cbs news and slate political analyst are skeptical about republicans and democrats coming together on a new Healthcare Plan in the new year. The Republican Party is not committed to universal insurance, not committed to expanding coverage the way the democrats are. The promises are going to ring hollow given that there isnt a Republican Coalition that exists that wants to expand health insurance. And its just taking advantage of people. Reporter wolfe is an attorney, so she got busy starting a website called kill resort fees to educate others and she found she is not the only one who says they were blindsided by fees. This customer says, we got killed on undisclosed resort fees. Another very disappointed, 25 a day urban facility fee. I was charged this with no explanation of the benefits. Others say the service they are yeting for socalled resort they are getting for socalled resort fees dont add up, including beach chairs, and there was no beach or pool. Another guest said, if you charge 29 for complements try recreation activities, then they arent complementary. Now district of columbia attorney general carl racine is leading an investigation along with attorneys general in 47 states into a dozen major hotel chains. What these lodgings companies do is they hook the wouldbe buyer with a lower rate and then spring the Additional Charge on them. Reporter we found this Las Vegas Hotel charging a room rate of 26dollars with a resort fee of 36. This San Francisco hotel adds a 20 urban facility fee. And this hotel in arizona listed its resort fee of 50 underneath taxes. Whats illegal about it is that it misleads consumers as to what the actual price of a hotel room is. Reporter Even Properties with a certain famous name make money off resort fees. We found three trump hotels in florida and las vegas charge resort fees of 35, 20 and 24 for a potential 66,000 in charges per day. The American Hotel and lodging association told us the Hotel Industry provides guests full disclosure for mandatory resort fees charged up front and says the hotels want to provide consumers with the best value by grouping amenity fees into one cost following the ftcs guidance but in january this year, the ftc found charging resort fees separately without physical disclosing the total hotel price likely harms consumers. Racine says the ftc was s thei investigation at least he said until the Trump Administration came in. The ftc in a way has gone dark. And i think that to be honest, that has given some confidence to the Hospitality Industry. Perhaps they are going to be able to wait out or otherwise evade the efforts of the 47 states because the ftc is no longer our partner. Reporter youre saying the ftc has backed off . Yes. Reporter backed off, he claims, during a crucial time in negotiations with the hotel chains. We were heading towards what i thought would be a pretty fair settlement, um really . Yes. The election hit, and then all of a sudden, you know, the Hospitality Industry sort of dug in, um, against our position. Reporter we asked the ftc about racines allegations. Officials there responded with a statement saying the agency was never a coplaintiff with the attorneys general but has worked with the industry and state ags to try to improve disclosures about resort fees. Incoming flights are delayed about an hour because of all that fog. But anywhere thats gray or white essentially over the water in those areas, thats where were seeing fog with reduced visibility. But earlier this morning in the north bay, it was down to almost zero in petaluma. But as you can see now, thats cleared up. Everything is warming up. This High Pressure system is what we have to thank for the dry weather. This kicks off heads our way throughout the afternoon but it should be nice and sunny after that fog clears.
