Back over to you guys. San jose police are investigating the shooting of a suspected robber by a Security Guard at a downtown drug store. It happened just before 8 30 last night at the walgreens store on south first and east santa clara streets. Officers were called to the scene and arrived to find a man suffering from at least one gunshot wound. He is hospitalized with life threatening injuries. And there were several witnesses that do say they witnessed the security shoot him and that the security was attacked by the suspect. The s. J. P. D. Says the Security Guard is cooperating with the investigation. The shooting shut down santa clara street between market and send second streets for a couple of hours last night. The San Francisco Police Officer who was the target of a criminal investigation killed himself after a traffic stop. Sources say that the officer was suspected of having sex with a minor in las vegas. Yesterday Afternoon Police stopped the officer in the hilltop mall parking lot in richmond near j. C. Penney. The responding officer heard a gunshot, called for help. San Francisco Police did not identify the officer, but said that he was a nineyear veteran with the force. Kpix5 confirmed that the car is registered to antonio cabbingtaniian, the Contra Costa County District Attorneys Office has opened an investigation. Investigators say the amtrak train that derailed in Washington State was going more than 80 miles an hour moments before the deadly accident. Thats well over the speed limit of 30 miles per hour. The crash happened around 8 00 yesterday morning in dupont, 40 miles south of seattle. Chris martinez is at the scene. Work at the site itself is going to remain all evening. Reporter at least three people were killed monday when amtrak train number 501 derailed outside of dupoint, washington. 13 out of the 14 cars left the track, with some flying off an overpass and down onto busy interstate 5. Fortunately no motorists were killed. Something like this where train cars are precariously dangling over a freeway, thats something we do tabletops on and everybody comes in and goes, oh, usually thats not going to happen. Well, here we are. Reporter the train left bound for portland, oregon. Emergency, we are on the ground. Reporter radio calls from the crew captured the moments following the derailment. Is everybody okay . Im still figuring that out. We got cars everywhere and down onto the highway. Reporter five crew members were aboard the train, along with 80 passengers. When i stepped out, i didnt really realize i was standing on another train car. Reporter the train was making the inaugural run of a new express line between portland and seattle. Some local officials had recently voiced concerns about whether the tracks here could handle commuter trains going 80 miles an hour. I just grabbed onto the chair in front of me for dear life. My laptop went flying, phone went flying. Reporter investigators from the National Transportation safety board are now on the scene collecting evidence. It could be weeks, even months before theyll be able to say what caused the derailment. The ntsb has a team of about 20 investigators assigned to this crash, and one of their priorities will be finding the trains data recorder. That will help answer some of their questions, including how fast the train was traveling. In dupont, washington, im chris martinez, kpix5. San franciscos medical examiner now confirms that mayor ed lee died of a heart attack. Lee died last week at 65 years old after collapsing at a Safeway Grocery store. He became mayor of San Francisco in 2011 and won election to the office twice. A public memorial was held for him on sunday. Lee had a Family History of heart problems. His father was just 49 when he had a fatal heart attack. Some candidates are already showing interest in running for mayor of San Francisco. Angela alioto announced yesterday she has taken out papers to run in a special election next june. Shes the former member of the board of supervisors whose father was a former mayor of San Francisco. She ran for the office once before back in 2003. So far there is only one other confirmed candidate, state senator mark leno, acting mayor london breed is also those considering a run. No delays as you head on over towards 680 and 242, southbound 242 getting a little slow as you are transitioning onto 680 there and southbound 680 dealing with some delays. We have speeds dipping down to right around 45 miles per hour. This is all due to some road work that clans clans has set up. They that caltrans has set up. Three lanes closed between monument boulevard and red gair. They should have had all that wrapped up by 4 00 this morning, but it looks like its still out there. We will continue to monitor that and let you know when those lanes clear up. In the meantime, give yourself a few extra minutes heading out the door. A full freeway closure in effect until 5 00 a. M. This is highway 13 at broadway terrace. Theres a detour set up in place for drivers. You just exit that broadway terrace and youre allowed to get right back onto the freeway. Just a heads up if you are making your way through oakland this morning. And your oakland approach towards the bay bridge, this is 580 just past highway 24 moving right at the limit. Both chambers of congress are expected to vote on the tax reform bill today and send it to the president for final approval. Heres some of whats included in the final bill. The Corporate Tax rate will decrease from 35 all the way down to 21 . The standard deduction will increase to 12,000 for individuals and 24,000 for couples. Much of that will be offset by the elimination of the personal exemption. Homeowners with new mortgages can only deduct interest on the first 750,000, down from 1 million. The Child Tax Credit will increase from 1,000 to 2,000, and the individual healthcare mandate which was part of the Affordable Care act is now eliminated. The bill has no support from democrats and theyre criticizing a last minute deduction benefiting those with real estate income, like President Trump and former holdout senator bob corker. Republican lawmakers are downplague the significance of the late change. Picking out one piece in a 1,000page bill and saying, well, this is going to benefit somebody, i just think takes the whole bill out of context. In a statement senator corker said that he had, quote, no knowledge of the pass through provision in question. House gop leaders plan to hold a floor vote this afternoon and the senate will vote later in the day. Kpix5 has learned San Francisco is facing legal action over its struggling taxi industry, specifically taxi medallions. For years they were sold for a fortune burks thats all changed. Wilson walker explains the problem its causing for the city. Reporter 25 year 25 years ive done this job. Ive always complied with the rules and regulations. Im just trying to earn an honest living. Reporter take a ride with taxi cab driver chris french and youll hear an increasingly familiar story. I went ahead and bought a medallion. Like i said, it just keeps getting worse. Reporter yes, we are talking about taxi medallions. I finally bought my medallion at 23,000. Reporter something drivers in the city have wrestled over since the 70s. Ive got three sons i thought i was going to leave it to. Reporter thats because those medallions were the only way to drive a cab in the city. There were a restricted that literally drove the demand for taxis and the medallions themselves, so they were long considered a license to make money. Some drivers spending 10 10, 15, 20 years on a waiting list just for a chance to buy one. There i am. Reporter Flash Forward to the late 2000s when San Francisco faced a problem, a shortage of cabs ond the street and a 50 million budget shortfall at the smta really the only direction i received from the powers that be at the time were to sell medallions. Reporter christine highashi one time the head of the taxi program now retired, she was asked to restructure the Medallion Program in 2008. I think San Francisco was looking at the new york medallion system and seeing there was a tremendous revenue opportunity that they were not taking advantage of at the time. Reporter and that was the idea, turn demand for medallions into a money maker for the city, but 250,000 a pop, thats a house in a normal real estate market, so the city needed a lending partner to issue medallion loans, and they found one just two blocks away from city hall. San francisco federal credit union is doing the financing. 1,000 a month, i made the payment, i have 1,500 left over for myself and that seemed like a good deal, so i went for it. Reporter initially drivers bought medallions. The city made millions of dollars in transfer fees and the credit union was collecting interest on those loans. [ horn honking ] reporter only Something Else was happening at the very same moment. Mover or fly wheel or lips or mustache. Reporter just as the city finalized the taxi Medallion Program, ride sharing was disrupting and on its way to crippling the taxi industry. [ horn honking ] reporter now in cabs across San Francisco, medallions have turned into Something Like a troubled mortgage. So im giving up. Itll be enough maybe i can keep up with my loan payments and hold onto the medallion until they can sell it. Reporter last time the city sold a medallion . April of 2016. What its worth, you know, its really questionable. If there is not a line of people willing to pay 250,000 for a medallion, does the system work . Clearly not. Reporter but theres an even larger problem brewing tonight, the Credit Unions medallion portfolio. Ive heard an anecdotally that some people who bought medallions are literally walking away from their loans. Reporter in fact, kpix5 has learned that the San Francisco federal credit union has now foreclosed on 70 medallion loans. The credit union has also filed a legal claim against San Francisco as stakeholders increasingly blame the city for a medallion market that fell apart when tens of thousands of nonmedallioned cars were allowed to hit city streets. The city should give us our money back. The taxi drivers told us at that time, why arent you enforcing the laws against these illegal market participants. Reporter do you feel like the city undercut you . Yeah. I feel like they stabbed me in the back. Reporter now, this is a second complaint filed against the city, this one from the medallion buyers alliance. Now, back to the credit union, they say theyre sitting on 125 million of, quote, impaired loans. The city has hired a consultant to try to sort all this out, but tonight no answers as to who is going to clean this mess up and who is responsible for that medallion debt. In San Francisco, wilson walker, kpix5. Time now 4 42. After dozens of freeway shootings in the east bay in recent years, a major attempt is under way to put them to a stop. Plus a Northern California burglar does his best santa claus imitation. But things dont quite work out the way he had hoped. A new danger is emerging for Police Responding to side shows. The california Highway Patrol helicopter was called to this oakland side show on saturday. Someone in the crowd shine ago green laser right at the pilot. Its illegal, of course, and is dangerous. Whoever did it could face numerous state and federal charges if theyre caught. At least five people were arrested and 11 cars were towed on saturday. Gunfire on bay area freeways is a growing concern and kpix5s joe vazquez reports the city of pittsburgh is taking action to try rand stop it. Reporter and stop it. Reporter for over a decade, video cameras have been hovering over many of the city streets and thats precisely why the Pittsburgh Police chief says gang members have been choosing to shoot each other on the freeways. Individuals know its difficult to do shooting on city streets. We have cameras all over the area. So what we found is that gang members will target other gang members and they will specifically follow them and wait until they get on the freeway and then shoot at them. Reporter Officials Say thats about to change. The Pittsburgh City Council Voted to host a Regional Security program. As a person, as a citizen, someone that lives and drives on interstate 80, im going to drive on that freeway a lot more [ inaudible ] reporter the new freeway Security Network project as its called will run along highway 4 through pittsburgh and then along interstate 80 up to richmond. The new socalled pan, tilt, zoom cameras can record traffic going by, read license plates of passing cars and listen for gunfire with special microphones. The shot spotter once shots are fired on the freeway will activate the tilt zoom cameras and turn them in the direction of the gunfire. And then an alert will go to our task force commander. The task force thats investigating the freeway shootings. And hell be able to log into that camera system through a smart device. So well have eyes on the freeway basically in realtime. Reporter clearly the new system will help investigations. But officials also hope they will keep the gunman from opening fire on the freeways in the first place. In pittsburgh, joe vazquez, kpix5. A man faces one count of burglary after getting stuck in the chimney of a business in sacramento county. It happened last week in citrus heights. Police say jesse barube was able to reach his phone and call 911 for help. Firefighters had to use special equipment to extri indicate him. Investigators extricate him. Well, thats moving out of the area, and these clouds that were lined up behind it are starting to move in. Theyll be moving in this afternoon. This low pressure system which is lined up right behind that is whats going to bring rain a little bit later this week. And, actually, not that far ahead. Taking a look at our futurecast right now, nice and clear, beautiful. Thats whats making things a little bit chillier this morning. These clouds are going to start to move in, especially in the afternoon hours. Its going to get more thick, and then overnight into the early wednesday Morning Hours these showers are going to develop. Theyre moving from the north to the south. And look at that, they move through pretty quickly because by wednesday morning there might be a few scattered showers for your commute. But for the most part its going to be out of the way, not dropping a whole lot of rain. And then by wednesday afternoon or evening, its going to be nice, clear and sunny, a little bit breezy on the back end of that. How much rain are we talking about . Not a whole lot, just a few hundredths of an inch because its going to be moving pretty fast through the area. Although rain here means snow in the sierra. This is right at college, and traffic is moving along just fine along this stretch. But that accident is northbound 101 right at bicentennial way. Its on the off ramp. Its a car that struck a tree, so its not blocking any lanes, but speeds are reduced just a bit, and it looks like theyre waiting for a tow truck to arrive. So once that gets there, they may have to block one of those lanes on the off ramp there, but your ride on 101 should not be impacted. Heres a live look over at the Richmond San Rafael bridge, over the toll plaza. Speeds in the green, headlights moving westbound no delays as you make your way over to 101. Report of an accident, and this is right in the maze. This is northbound 880 just before youre approaching the 580 there, and you can see speeds remain in the green. Well keep a close eye on that. And were taking a look at your ride as youre making your way towards the maze there. Just a few cars backing up in those cash lanes, nothing major at this point. The bay areas International Airports say that theyve only been mildly affected by problems caused by a weekend power outage in atlanta. An 11hour power failure caused havoc on sunday at Hartsfield Jackson Atlanta International airport. Yesterday the airport struggleed to play catchup. Airlines had to cancel an additional 400 flights. Among the problems, a lot of unclaimed luggage. And Georgia Power believes that a switch gear failed, sparking an underground fire that took out backup systems and substations that power the airport. Meanwhile, many passengers are still scrambling to rearrange flights. They just told me that the earliest they could get me out of here would be the 21st. Yeah, the 21st. And i wouldnt get to my destination until the 22nd. Wow aviation experts predict that the Ripple Effect could continue through the week because there are few open seats on flights with christmas just days away. San franciscos aquatic park cove is still closed this morning. Thats after two swimmers were bitten by a sea lion or harbor seal last week. The cove is expected to reopen wednesday, but when we stopped by yesterday, swimmers were already back in the water. San ramone police have arrested four suspects in connection with a driveby shooting rampage using flare guns. The four suspects are 15 and 16 years old. Police say the flare guns were stolen from a nearby walmart store. Surveillance video captured the suspects driving around firing at homes. Some had broken glass, while others had burn marks. A few parked cars were also targeted. Its really scary. This doesnt happen around here. First it went through the glass in the front room. Would it do serious damage . Absolutely. If somebody got hit in the face or eye, i mean, its a fire, its used for emergencies, it burns at a high intensity heat. Police say Surveillance Video and the citizens view Camera Registry Program helped them track down the suspects.
