Reporter these rules have been in the works actually for almost 10 years, but obviously taking on new urgency with californias continued wildfire threat. The exact cause of the wine country wildfires in october has not yet been determined, but there are reports of downed pg e power lines in the area where they broke out and there is no question on downed power lines and tinder dry conditions. The new rules just approved by the state Public Utilities commission will create a detailed map of the most dangerous fire prone areas in the state. There tree branches will have to be kept farther from power lines and newly installed lines will have to be spaced farther apart. Priority will be given to power line repairs and those repairs must be finished within six months. State regulators first began considering these rules after a series of devastating wildfires in Southern California in 2007. They were tied to power lines arcing and falling. Weve come a long way, but i have to say i think we have a lot more to do to protect the lives and property of california. Reporter in response to the new rules, pg e sent out a statement saying, we absolutely agree with and support the goal to reduce the wildfires while addressing the potential impact of proposed regulations on our customers. Thats the new message coming from the state today. Now stores that sell cell phones in berkeley issued this same warning more than a year ago. Now the state is jumping on board. We recognize that there are a lot of people in the general public that have some concerns about their cell phones and whether their cell phone is safe to use. Reporter this is a big first for the California Department of Public Health. Its releasing guidelines about harmful cell phone radiation and how you can avoid it. When you sleep, you keep the cell phone at least arms length from your body and also not carrying your cell phone in your pocket, having it either in your purse or not carrying it with you. Reporter the Research Suggests cell phones could increase our risks for brain cancer and tumors, low sperm count, headaches, impaired memory, hearing and sleep. Currently we arent doing a good job in regulating the radiation from these devices. In fact, were doing an abysmal job. Reporter dr. Joel moskowitz of uc berkeley said this is a long time coming. Hes partially responsible for bringing this information to light. He sued the department of Public Health for refusing to release information about the dangers of cell phone radiation back in 2009. He won. People are being injured and harmed by the delay in having this information accessible to them. Reporter the question remains does this release mean the state now believes cell phones are dangerous . Not at all. Our position is that the science is evolving. Reporter the state said that one of the biggest reasons why it close to release these numbers now is because release these warnings now, excuse me, is because new numbers show cell phone use higher than ever. 95 of americans use cell phones regularly and most kids are getting cell phones by age 10. The season is a complete bust, but there is a buzz regarding the San Francisco 49ers this weekend because their new quarterback, jimmy garoppolo, will make his first home start. It turns out 9ers tickets were selling for as low as or even lower than the 17 price weve seen online for their last home game. We did a check this afternoon and the cheapest seat out there for sundays game is 36 bucks. So theyre on the way up. No one is predicting a packed house, but those ticket prices may be a hopeful sign for the team. And this reminder, you can watch the 9ers take on the Tennessee Titans right here on kpix5.
