In just a few hours, the fcc is expected to roll back rules on Net Neutrality at a meeting in washington. As kpix 5s jackie ward explains, the rules keen Internet Service providers from prioritizing one web company over another. Reporter the days of equal websites may be numbered if the fcc does what its expected to do and votes on getting rid of Net Neutrality. Its the set of rules that was established under the Obama Administration that prevents so called speed traps on the internet. For months, protests have popped up against the rollback across the bay area and dozens of Internet Companies asked the fcc to keep the rules in place but the fcc chairman ajit pai told cbs news in the spring the internet thrived before the Obama Administration rules and these rules stifle investment. Because those regulations are so prescriptive, Many Companies big and small have told us that they are holding back on investments in their internet networks. Internet Service Providers say there are no plans to block or restrict content on the internet. But critics are wary. 18 attorneys general have called on the fcc to postpone the vote. His opponent, though, republican roy moore, is still not backing down from his claim that the result is far from final. The battle rages on. This race, we have not received the final count to include military and provisional ballots. This has been a very close race and we are waiting certification by the secretary of state. When the president of the united states, who endorsed roy moore, calls me to congratulate me, i think he feels like its pretty cleancut. Do the right thing, roy. Its time that we heal. Reporter yesterday, President Trump not only acknowledged the loss but also moores polarizing effect on the gop. Wish we would have gotten the state. A lot of republicans feel very differently. They are very happy the way it turned out but i would have as a leader of the party, i would have liked to have had the seat. Even if an automatic vote recount is not triggered, moore can still ask for one. In that case, his campaign would have to cover the costs. Democratic nature is senator Bob Hertzberg of los angeles is facing new allegations this morning. Several female colleagues, um, claim that he inappropriately hugged them. They say that it made them feel uncomfortable. A spokesman for the state senator says he hugs people as a means of connection. The allegations come as the California Legislature struggles with repeated claims of Sexual Misconduct that already promised two Assembly Democrats to resign. In just a few hours, two men charged in connection with oaklands deadly ghost ship warehouse fire will be back in court. Tenants Derick Almena and max harris face 36 counts of involuntary manslaughter, one count each for each person killed in the fire. The judge is deciding if there is enough evidence for a trial. A Fire Department official testified that investigators never determined the cause of the fire. However, she thinks it was caused by some type of an electrical problem. Right now, Hayward Police are searching for two people wanted in connection to a homicide. The Department Just released this sketch of a man and a woman. The deadly shooting happened in front of the Islander Motel last week. A 47yearold man died it the scene. If you recognize either of these suspects, call police. Now to the wine country wildfires. Hundreds of Sonoma County victims who lost their homes in the october fire say they are underinsured. Many will now likely have to pay tens to hundreds of thousands of dollars out of pocket as they process their claims. In Sonoma County policies holders have filed 5,000 Residential Property claims resulting in almost 7 billion in damages according to the state insurance department. There were nearly 5,000 homes destroyed. Today state regulators will consider tougher safety rules for power lines. This comes in the wake of octobers wine country wildfires and the wildfires currently burning in Southern California. Kpix 5s anne makovec has more. She is live in San Francisco outside the California PublicUtilities Commission. Anne. Reporter these kind of rules carry a lot more weight right now. A lot of gravity since the purpose here is to try to prevent the next devastating wildfire. The proposed rules being considered today by state regulators, tree branches would have to be kept farther away from power lines and newly installed lines would have to be spaced farther apart. Priority would be given to power line repairs needed in high risk fire zones before making repairs in areas less at risk. And those repairs would have to be finished within 6 months in extreme fire zones. State regulators first began considering these rules after a series of devastating wildfires down in Southern California. In 2007, ten years ago, they were tied to power lines arcing and falling. Similar to whats been reported in the wine country wildfires here in october. No official cause of those fires has yet been determined. Now, earlier this month, cpuc regulators made a new rule based on Power Companies basically telling the Power Company down in san diego that it cannot charge its customers for those wildfires for the damage caused to the power lines because the utility was found at fault. So that also sets another precedent for pg e. Live in San Francisco, anne makevoc, kpix 5. Right now, part of snake road in oakland is closed. Thats due to damage caused by a fire that burned down two homes monday. The fire also damaged an additional six homes nearby. It started at a house under construction, when dry winds and hillsides spread flames quickly. Its not known when the road will reopen. Problems from the oroville dam crisis last winter resulted in 1. 2 billion in claims. And according to a new report in the sacramento bee, the state of california has not paid any of it. The claims include shops and restaurants that lost business and farms that were flooded. Most claims argue the state is responsible because it ignored warning signs about the condition of the dams spillway. The crisis was caused by a large fracture in the dams main Flood Control spillway during heavy rain in february. Major budget cuts coming to oakland schools. Ill have the details coming up. Parents, teachers, school principals, students, upset over 9 million in budget cuts. The vote came down after a really long meeting last night that stretched late into the night around 10 30 p. M. When that vote came down. A room was packed with those people protesting these cuts. They chanted boos to the midyear cuts and after about 5 hours the school board voted 6 1 could cut 9 million. 5million cut from the central office. 4million cut from school sites. This comes after years of overspending and lax budget oversight. The superintendent says they need the cuts to keep the directly afloat financially but the union says these cuts are excessive. They do have to cut know toward make the 1. 2 reserve. Thats a legal requirement. And they probably have to add more for special ed. Funds and transportation because we know those go overbudget. Thats what were talking about 5 or 6 million is all, not nine. Reporter according to the proposal, 32 District Office jobs will be cut but the cuts are not going to affect counselors, nurses or custodians. Teachers say they are already suffering with old books and inadequate supplies. And this budget cut means that those the money that will go to supplies and books will be cut further. But the ordinance just passed by the city council will prohibit other cannabis Business Activities and outdoor home cultivation. Indoor cultivation of up to 6 plants will be allowed. This new year, all santa clara vta riders can expect to see some changes starting on january 1st. The vta will be implementing new fares and expanded hours of services. According to the vta, their new fare policy will change adult fare from 2 to 2. 25 per ride. Youth fares will drop 75 . People are not sensitive enough to their insulin and so they may be on insulin, they may also be treated with pills, and they may certainly, and must, eat healthy and be active. Its a key component of treating type2 diabetes. How do you know if you even have it . If you are urinating a lot, if you are losing a rapid amount of weight, if you are getting some infections that dont heal. The issue is, not everybody experiences those symptoms, and those who do, may not necessarily think its something that they have to get checked out, or that they certainly think are related to diabetes. And what are the risk factors . That is something you really should be paying attention to for type2 diabetes. The risk factors are if youre over the age of 45, if you are not as physically active, youre not getting enough physical activity. To look into a county jail in richmond. The sfgate reports that several federal detainees at the west Contra Costa County jail have complained that they dont have proper access to bathrooms. She wrote to the acting director of i. C. E. Saying, conditions are so deplorable that detainees are requesting deportation over fighting to stay in the united states. I. C. E. Officials did not respond to the request for comment. The state of california will email some recreational pot licenses to businesses before the new year. Prop 64 which legalized the sale of marijuana for Recreational Use required the state to give licenses by the january 1st but because the date is a state holiday, the bureau originally planned to begin sending them out on january 2nd. That has changed. President trump is inching closer to securing a major legislative victory on tax reform. House and Senate Republicans reached an agreement in principle on a final tax package which they aim to vote on by next week. The newest bill slashes the Corporate Tax rate to 21 from 35 . It lowers the top individual tax rate to 37 which is about 2 down. It allows deductions also for state and local income or property taxes up to 10,000. And mortgage interest deductions on loans up to 750,000. The plan also repeals the obama penalties for those who dont buy Health Insurance. It may result in some americans without coverage. Now were just days away. I hope dish hope, you know, i hope, from keeping that promise. And the president says he wants congress to send him that new bill before christmas. Surfing the web might not be as smooth in the near future. As kpix 5s jackie ward reports, the fcc is set to vote on Net Neutrality today. Jackie. Reporter if this passes, which is very likely, some websites might have limited access while others may be slow. Net neutrality rules were set up in 2015 and ensured that Internet Service providers treat all websites the same with equal access and speed. That meant things Like Companies like comcast and verizon would not be allowed to slow down netflix or charge spotify more in order to stream faster than pandora. The fcc says eliminating Net Neutrality would boost the economy and stop the internet from being micromanage by the federal government. It would give internet providers too much power over content, according to crit yikes if some of these companies are paying a premium to get faster services, some of those costs might get passed down to you so you might pay more for Video Services. Companies all own significant businesses that offer Video Services to you. So the fear here is that these Companies Might prioritize their own Video Services over rivals. Reporter Washington State is taking matters into their own hands by becoming the first state to protect Net Neutrality. Governor jay inslee is calling this issue as critical as freedom of speech while this is expected to pass along party lines, members from both parties have called for a delay of the vote so the repeal can be investigated. Officials say the shots hit the bulletproof vests. The officers are okay. What led up to the shooting unknown at this time. But there is a man barricaded inside a home at the scene. Today marks five years since the shooting at Sandy Hook Elementary School that left 20 students and 6 adults dead. On december 14th, 2012, adam lanza walked into the school in newtown, connecticut, and shot. He killed his mother, a school employee, then killed himself. The Newtown Community plans to create a permanent memorial to remember those killed that day. Vigils are being held across the country to honor lives lost to gun violence. 6yearold daniel was one of the children who died in the shooting. His father recently went to a vigil held in connecticut. I miss him every day and will for the rest of my life. Congress hasnt passed major Gun Legislation since the shooting at sandy hook. There have been 210 state laws enacted to strengthen gun control since then. A conduct state lawmaker is dead of suicide days after he was accused of sexually assaulting a 17yearold in 2013. The body of don johnson a republican state representative was found on a road with a gunshot wound to the head. The Mountain ViewCity Council Approved a huge redevelopment right off highway 101 around the site of googles headquarters. The plan calls for nearly 10,000 new homes and apartments and more than 3 million square feet of office space. Developers want to create a dense citylike atmosphere with pedestrianfriendly parks, shops and restaurants. It would be available to everyone, not just google employees. More public hearings on the plan are expected before developers could come up with a timeline for the various projects. Muni testing is under way at the new salesforce transit center. They are testing coaches at the new hub on mission and first streets. The new transbay terminal will collect a number of bay area and state Transportation Systems eventually that will include muni, ac transit, samtrans, greyhound and the states future highspeed rail. Whats going on on the roads . A good day to get mass transit i guess every day is a good day for that. Yes, definitely. Right now and especially because mass transit is running with no delays. We are tracking speeds in the yellow and red right now if you are heading through oakland. Take a look at the backup. This is along southbound 880 just between 23rd and 29th. Caltrans has been out there since overnight. They had a couple of lanes closed. They were supposed to have all that wrapped up before 6 00. And then they have had to push it to 7 00 and that backup stretches beyond 980 so as soon as you head off to the bay bridge and getting on the connector ramp, you will start tapping the brakes. Its going to take a little over 40 minutes to go from broadway down towards the coliseum there. So do give yourself some extra time. If you want to use 580, thats moving at the limit. 880 south of 238, traffic is in the red but its moving this morning. So were not seeing the biggest crowds as typical. Over at the san mateo bridge, we went to the red from hayward to foster city. No accidents. 30minute ride. Nasa Research Suggests the Sierra Nevada mountains get a little higher during years of drought. Researchers use gps satellite data. They measured a rise in the height of the sierra by about 1 inch from 2011 to 2015 during the drought. The ground actually sank by about a half inch when more wet weather returns. The earth floated up a little higher as it became lighter because it has less water in it over the sierras and then it became heavier again and sunk back down a bit. The Research Suggests that solid earth is capable of storing more water than previously believed. Thats interesting. I want to talk about how dry it is out there. Because yes, we are waiting patiently for some rain, some maybe not so patient because it feels extremely dry. A glimpse of what the whole state and basically the great basin is seeing. Well have rain in about a week. Heres a view from the mount vaca camera. Clear skies and dry air in the forecast again. Spare the air alert in effect also yet again. No use of fireplaces because theres a lot of particulate matter expected across the north bay and coast so that chance of rain is going to arrive next week. Here we are dealing with Cool Conditions across much of the north bay but in the 30s. Below freezing in rohnert park and santa rosa now dealing with visibility down to 1. 7 miles because of the cooler air patch and fog. We are not seeing much wind at the moment. Overnight some areas with strong wind gusts. Some of the Higher Elevations around the hills would see winds pick up but now you can see nice calm conditions out there. Intense winds friday night into saturday. Were expected to get this northnortheast wind to come through. Thats another dry offshore wind that will pick up friday to saturday which also increases the fire danger. And its because of this trough dipping down from the pacific northwest. So the fire weather concerns including gusts up to 55 Miles Per Hour for the Higher Elevations north and east bay hills included. Santa cruz mountains also, sustained winds about 20 to 30 Miles Per Hour and humidity levels less than 30 . We can still have low humidity levels but they will get even lower. Our high temperatures today look like this afternoon sunshine because of the High Pressure ridge. Look what its doing. This Atmospheric River where all the moisture is closer to the equator is actually getting sent to alaska bringing them all kinds of moisture and rain from the tropics so we are not seeing any of that. Theres a chance this weekend we could see those storms drop down near the californiaoregon border but thats also again why were going to see an increase in winds. Our chance of rain wont be arriving until next week on wednesday. Thats a look at your forecast. Among those rules, tree branches would have to be kept farther from power lines and newly installed lines would have to be spaced farther apart. Priority would be given to power line repairs needed in high risk fire zones and would have to be finished within six months. State regulators first began considering these rules after a series of devastating fires in Southern California ten years ago in 2007. They were tied to power lines arcing and falling similar to whats been reported in the wine country wildfires here in october, although no official cause of those fires is yet determined.
