Reporter thats right. Mayor ed lee is the third mayor of San Francisco to die while in office. People today here in city hall were surprised and heartbroken and unsure of what happens next. I ask for your patience and i ask for your support and i ask for your prayers. London breed, put into the spotlight, the first African American woman mayor in San Franciscos history. She gave her first so speech today stressing shes a native san franciscan and grew up in public housing, like mayor ed lee. As somebody who grew up there and spent most of my life there, mayor ed lee, very similar situation, we bonded over that. Reporter it was the City Attorney who laid out the rules for what is ahead. There will be an election june 52018 where, uhm, the next mayor will be chosen to fulfill the unexpired term of mayor ed lee and that term will end january 8, 2020. Reporter between now and june 5, the board of supervisors can vote to appoint an interim mayor, but they dont have to. Should they choose not to take any action, mayor breed will be the acting mayor and the president of the board of supervisors. Reporter now, to be clear, right now london breed is the supervisor for district five, the president of the board of supervisors and shes the mayor and already were hearing some grumbling from people saying, nobody can do all three of those jobs well for six months until that election day in june. I think there is going to be an effort at the board of supervisors to vote for someone, if for no other reason, to break up the two power centers, the board president and the mayor and keep them from being in the hands of one person for six whole months. Allen. The city, how do i put this, has never been lacking ambitious people who would love to be the next mayor. Certainly you are marrying names tonight . Reporter so, right now this was such a shock that i dont think anybody has their ducks in a row such that they could make a play to take over the mayors position. But we did hear that theres some feelers being put out for certain members of the board of supervisors to see if they would be willing to vote for mayor breed to stay in office until june, if that were to happen, she would resign from the board of supervisors and open up that spot. But, of course shes a political moderate and her politics are similar to that of mayor ed lee. On the other hand, we have progressive to the other end, and, for them, this he may be a big opportunity to put one of their own into mayors office. That would put them in the interesting position of opposing or voting against the first African American woman to hold this office, so a lot of factors at play here and debts that need to be settled. For today most of the people i talked to are just so tired, theyve been up since 1 00 or 2 00 and have not slept at all, some of them, and now were looking at soft inquiries. The real activity on this level will be happening in the coming weeks because people have to file their papers by january to run for that june election. We have to know something very soon. Allen . He was the head of Human Rights Commission in the 1990s and then the citys public works director and a city administrator. Lee won election to a full term as mayor in 2011 and was reelected in 2015. Former San Francisco mayor willie brown says lee was uniquely qualified for the job. He had really been tested in every category. I recall when i introduced him as the new mayor, i reminded everybody he had literally been the best qualified person ever to hold the job. Despite that he lived modestly with his wife and two daughters in the citys glen park neighborhood. The first job he listed on his twitter profile were husband and father. He assumed office during the recession, a pure democratic expected to hold Office Temporarily but as kpix explains, lee would serve nearly seven years in office presiding over changes that would reshape San Francisco. We tend to forget but when mayor ed lee was appointed in 2011, he faced tremendous challenges in this city. The mayor, the city and county of San Francisco [cheeringapplause] maybe thats the first thing one should say about his tenure as mayor of San Francisco, the city he leaves behind but with many respects, strikingly different than the one he inherited. The first thing were doing is taking care of a lot of vacancies that have been there for many decades. Reporter it started by solving the very problem that was problem for every recent mayor, revitalizing the market with the massive tax break aimed at luring tech giant like twitter. Definitely i want 10 more companies to locate here. Reporter it was just the beginning of tremendous success that would come with tremendous costs. The citys Technology Boom brought jobs and profits along with a wave of other things. [cheeringapplause] reporter mayor ed lee would preside over an explosion of wealth and the explosion of outrage, and critics pointing to his reserved friendly style as being detached from the citys growing pangs. Too many people that came across as he didnt promote enough and thats what people want something from politicians. Reporter tony, the Senior Adviser to mayor ed lee and another San Francisco mayor. This door is wide open now. Its going to happen. Reporter the contrast in styles for itself. It wasnt about flash and, uhm, my it was about substance. Reporter if you want a mayor furious about ubers impact on city traffic, this was about as much anger as you would get. You want to work with mayor ed lee right now because if you dont, then well have to make some decisions about de declutterring the streets. Reporter a time of profound change in San Francisco. I agree, uhm, he wasnt a man to jump up and down or a man to take victory laps but he was a man of action. He rebuilt the thousanding authority rebuilt the Housing Authority, doing an achievement no other mayor in the u. S. Has been able to accomplish. Mayor ed lees political opponents, dropping character of him and sometimes villa play down. Reporter the workers watched todays event, evident on the faces of stunned supervisors who adjourned their meeting in the late mayors honor, a sense of shock and grief in a city hall that has experienced plenty of both. He has earned our affection because he was one of the sweetest men any of us have ever known and he will be truly missed. Now, sorting out what makes a political legacy, that takes time and thats something you can argue about for ages, but mayor ed lee spent most of his adult working in city hall and the men and women there today very much thought of him as a civil servant, one of their own, if you will. Thats just the kind of generous, giving, thoughtful person that mayor ed lee was. When we talk about legacy, a lot of times what were talking about is the times, as well as the person in office. For mayor ed lee, the times of his administration will be characterized by tech, traffic and tents, the tents of the homeless that have exploded in San Francisco as a result of the economic boom that has brought millions of dollars here has become an eyesore but it became a signature in a negative way for the city now. Its classic and not happening just in San Francisco, but all up and down the west coast, but nonetheless, its hard to take images like this at the same time when we have such an explosion of relevantth in San Francisco resulting in a high rise boom, the likes of which we have not seen since world war ii. The entire face of the city was transformed for better or worse, and the new San Francisco goes to the sky. Unfortunately a lot of people are priced outside in the process but as we look at the Sales Force Tower that is not the San Francisco that mayor ed lee entered city hall some 30 years ago as a whistle blower lawyer. A lot of things you point out were his Biggest Challenges but he had big accomplishments, too. He d. Looking ahead he took things on a down and made an up. The 49ers went to santa clara and ed lee got a new home for the warriors, mission bay, a great undertaking, redoing the south part of the city, and however, theres challenges, too, woods, the shooting of the African American man in the bay view, the video of it, even though he was holding a knife, set off a trigger of black lives matter protest in San Francisco, led to the resignation of the police chief. Its legacy. Yes, theres the goods, yes, theres the challenges, and as wilson pointed out, time will tell, but these are some of the stamps of the time. Ed lee would item you today theres a lot more he wanted to do. He was not done. Thats right. But in this town getting that done is often a challenge and one that we are quick to criticize. The first Asian American mayor in San Francisco, too. A big deal for the Asian American community. The last mayor to die in office was george muskoanne, and harvey milk, and Dianne Feinstein was appointed after making the announcement to the media. Workers built threestory platforms around a new house, the first of 70 homes in the neighborhood to get an exterior doover. Its going to be a lot of work here. Theyre going to start tearing stuff down and people wont be happy. Look at all the trucks and stuff here. These homes are done but theyre not. Reporter kpix 5 learned in early october heavy tiles used as siding began falling off homes creating a hazard, after the reporting, they hired a tile expert to check the tiles on every home. The experts found tiles poorly attached, all of them almost needed to be replaced. Home managers would not agreed to be interviewed but said, following through on the commitment to rectify the exterior tile concerns we are moving to thoroughly implement the consultants recommendations. But at a Homeowners Association meeting last night, one new owner said he regretted buying here. I hate to say it, but its one of the worst decisions i ever made. I wish i rented an apartment. The time and money and stress. Reporter he said tiles were one of many problems with his new Million Dollar house. They say they will be using a new mortar compound to reattach the tiles on the homes and the work will take several months to complete. In san jose, kpix 5. New at 6 00, the tiny Homes Project for the homeless is getting another chance in san jose following backlash from some Community Members. Kpix 5s maria medina is live outside city hall with what councilmembers have decided. Reporter veronica, a short while ago city councilmembers voted to move forward with a tiny home project, 40 homes, at least three different sites. The question, where will they go . Everybody needs the help. Everybody out here needs a little bit of help, everybody. Reporter for the last cup of years kimberly lived in a trailer with her husband near the airport. You have a lot of people sleeping intents. Reporter her trailer is feet from more than 120 sites being considered by city lead tears build a small Home Community for the homeless. Its going to help some, not a whole bunch, but it will help some of them. I dont think theres any Silver Bullet or one solution. Reporter 99 city own properties as potential sites, but some residents rallied against welcoming them in the neighborhoods. The City Housing Department added nearly two dozens other properties to the list farther from schools and neighborhoods and are focused on narrowing down the best sites. Were going to be looking at a proposed scoring matrix to help select and score sites so were looking at environmental factors and proximity to neighborhoods. I have strong opposition to the tiny homes proposed. Reporter while city leaders say they will hear concerned Community Members who dont want them near them. Theres also a growing memorial on the steps of city hall. People have been stopping by all day leaving flowers and candles and cards. Mayor ed lee made history as the citys first Asian American mayor. Jackie ward continues our coverage with the mark he made from the Asian American community to his own backyard. Reporter long before he was San Franciscos first Asian American mayor but sporting his trademark mustache mayor ed lee was an activist attorney here at the asian law caucus he started in 1976 as a law clerk and worked up to managing attorney by the time he left in 1989. The executive director of the alc says even back then he was fighting for better Housing Options in San Francisco. He led the first strike in china town for low income tenants against the San FranciscoHousing Authority and filed a case on behalf of female asian firefighters who wanted to become firefighters but were dealing with discrimination. Reporter for decades lee called glen park his home. Some of the local vendors here said it was not unusual to see him going around the area running errands like everybody else and that gained their respect. The town that mayor ed lee sat was across the board, just a really good and healthy one. I really appreciated his representation of all the different parts of the city. Reporter leo parker said he delivered his packaging for 30something years but hell never forget when he personally went down to the ups facility after the shooting there to check on him. As far as im concerned hes always a great deal and kind and thoughtful. When he came down to pauper son them personally ask if i was okay, i have a lot of respect for him. Reporter he was always smiling. When the buddies didnt believe he was the personalups driver, he told the story. He laughed about it. Reporter thats how glen park is wering their neighbor, as the regular guy who really cared for his home and the people who live in it. Earlier this afternoon, mayor ed lees body was escorted by several members of the San Francisco police department, from San Franciscos medical Examiners Office to here at duggans mortuary here in daly city. Kpix 5. He was appointed mayor by the board of supervisors in january 200011 after gavin newsom left to gum lieutenant governor. Heres video of him and his wife the night he won his first election back in 11. Mayor ed lee was truly a family man. In fact, the first two job titles he lists are husband and father. He is survived by his wife and two daughters. The giants tweeted their condolences, as well. He was a true san franciscan who devoted his life to serving our great city and to supporting those most in need. He always claimed he was the giants number one fan. The warriors also tweeting, we are stunned and saddened by the news of his death this morning and the Lasting Impact he leaves on the city is a timeless tribute to his incredible leadership and vision. Hes, you know, the reason, the political reason that well be opening the center in 2018. Without his invitation to return the warriors to San Francisco and his dedication to doing all the things that had to happen to make ate reality, it would not have happened. The coowner of San Franciscos cafe is stepping away amid allegations of Sexual Harassment. According to the new york times, 10 women have accused ken friedman of Sexual Misconduct at his restaurants new york, including unwanted kissing, groping and other sexual advances. He took over the cafe in north beach back in 2013. In the wake of the investigations, he has apologized but said, quote, some incidents were not as described. Hes taking an indefinite leave of absence. The newest bay area councilman is about to take his seat and make history. Reporter the marin county town here was established in 1883 and ever since, every Single Person elected to lead the city has shared somethings in common, they have all been white, but dont look now, because theres a new sheriff in town, or at least a new councilman. You are making history tonight. Apparently i am. I was not aware of that when i decided to run. Brian moved to the town because he thought it we an ideal place to raise his daughter and when he saw nobody on the town cun sill has School Aged Kids he felt compelled to run. People ask me, you know, will you be the first African American on council . I said, i have no idea. I have never took the time to go to the library. Reporter by winning the election, brian didnt just make the towns history, he became the first black person to be elected to any Municipal Office in all of marin county. That came as an awkward surprise to many in this proudly progressive area. I actually was shocked. Ive lived here five years only so i didnt realize that. When i read it the other day on the feed, i was like, even better. Hopefully hes paving the way for that to not even be a story in a couple of years. Prosecutors want him to reveal the location of the body which was never found. Scary night and early mourning in the oakland hills. Residents were forced to evacuate after a fire broke out. It started at midnight on snake road at a site where two homes were under construction, 30 mph winds fanned the flames. Some people say their neighbors woke them up banging on their doors yelling at them to get out. I grabbed my cat, got the heck out of there. A rain of fire covering us across, down the hill, and it was, you know, terrifying. The homes under construction were destroyed. The cause of the fire is under investigation. Several other homes were damaged. We have not seen any rain for a while . A long time, basically zero for the month of december. Good job, firefighters, for minimizing the damage there and not having that spread.
