Reporter and as detectives work to figure out how many crimes the young suspects actually committed over the weekend, chief garcia is speaking out about his frustration over the juvenile justice system. These crimes committed by an adult, the same causes and same facts we had, the individuals would still be incarcerated. So there is, there seems to be a double standard. Reporter San Jose Police say the 11yearold and three female teens are accused of punching a woman and stealing her car on communication hill friday night. Police say the 11yearold was the one behind the wheel during the high speed chase with officers. A few hours later, Police Arrested six teens who carjacked the victim at gunpoint before they led police on a chase. The last arrest happened saturday night. A 17yearold who had stolen a car on thanksgiving. And police say theyre looking in to whether the group is behind other armed robberies and crimes. Were still working on it. And in fact, there could be other victims. I vbt seen spike havent seen spikes and arrestses in quite some time, its startling reporter a huge increase in minors committing robberies, burglaries, and stealing vehicles. And enough is enough. The answer is not just lock them up and throw away the key and not give them a choice in life. But at the same time, we need to hold the ones that are committing adult, Violent Crimes accountable. Theyve gone up quickly, an empty lot owned by pg and e transformed in a matter of days in to an experimental shelter unlike any other in the bay area. It is exciting to see the structures going up. Reporter it tough sheds for now, about 20 of them. Built for a Homeless Population that has spiked in the last two years by nearly 25 . 40 people will move in here starting next week. Lets be clear. This is not a permanent solution. This is a right now intervention. Reporter mayor says theres a longterm plan and state and local funding to build Affordable Housing for the homeless in the coming years. But she had to do something in the meantime. This is something that we are trying, we cannot do nothing. We have to try different strategies to see what works. Theyll have a bed, theyll have two offices on site with a case manager, a site manager, security. American has 15,000 pilots, more than 1,000 of those pilots who are on reserve. Reporter and those reserved pilots by contract must work when called. Today American Airlines issued this tweet saying were planning on flying this Holiday Season and expect to avoid any cancellations. Theres a risk that not all flights that are scheduled will operate but if your employer went to you and said hey, would you like to make 150 extra, i think youre going to have a lot of people looking at that and saying thats pretty compelling. Reporter investigating construction failures such as those occurring at the kb community on communication hill. They tap the tiles with a piece of metal and listen with trained ears, they can tell if a tile is firmly attached or is in danger of falling. Several tiles at one home were so loose, workers peeled them off so they wouldnt fall on someone. The investigators marked the bad tiles with chalk. There are so many marks on some homes, it looks like a graffiti tagger went wild. On another home, the tiles are marked with a simple question mark. The place is just falling apart, everything is wrong. Reporter which could summarize michael clarks feelings about how his home was built. Somebody was not watching what was going on. Somebodys got to be responsible for the end product. The ball was rolling but it wasnt done right on everything. Reporter kpix first learned that heavy ceramic tiles were falling off the sides of brand new homes in early october. Kb homes initial response was to warn homeowners not to stand underneath their homes. Now nearly two months later, experts are doing inspections. Sources tell us that every home with tile about 70 overall will need to be fixed. Many homes will need complete tile doovers. A kb spokesperson would not agree to an interview but sent this statement following through on our commitment to rectify the exterior tile concerns, kb home hired a third party expert to identify tiles for replacement. We are working to finish these inspections quickly so we can promptly implement the consultants recommendation. Off camera, a kb executive told that homeowners were happy with their purchase. But as tile experts continued to listen what the walls were saying, one homeowner just wishes the company would listen to him. I dont know. Am i happy . Go around and talk to the neighbors, i dont think theyre happy.
