San bruno, san mateo, look at the strong amounts of rain coming down right off of interstate 280. So its going to be slick on all roads. The totals will go up throughout the morning. For the next couple of hours at least, things are not going to wind down. Later on this afternoon they will wind down. Well see most of this system move south so Santa Cruz Mountains will get a lot of rain today. Well continue to track this all morning long. Hopefully you will have plenty of time before you leave today. Whats happening on the roads . Definitely give yourself some extra time as you are heading out the door to work this morning. We are tracking a number of problems. 880, thats the hot spot right now heading in the northbound direction. Two lanes closed due to a crash near a street. Quite a bit of flooding in the roads. It looks like chp shut down two lanes because of all the standing water right near a street. You can see delays in both directions right now 20 minutes from decoto to 238. Emergency crews on the scene of 880 near the coliseum. Traffic moving in both directions here but a little north of here, we are tracking an accident and thats along northbound 880 just past 980. Below 45 miles an hour two lanes blocked so your approach towards the bay bridge is slow. If you would like to use 580, that is checking in problem free this time around. A big backup over at the bay bridge toll plaza. No metering lights just yet but you can see that rain just coming down and all of that water on the roadways slick and slippery conditions. Please be safe out there. The department of justice is cracking down on sanctuary cities here in the bay area and nationwide. Kpix 5s anne makovec is live in San Francisco with the departments latest warning to these cities. Anne. Reporter you can see the rain is really coming down here in San Francisco. So neda is correct about her forecast this morning. But yeah, San Francisco one of 29 cities and counties across the country that got this letter from attorney general Jeff Sessions. And it says in part, quote, jurisdictions that adopt so sanctuary policies also adopt a view that the protection of criminal aliens is more important than the protection of lawabiding citizens and of the rule of law. The cities of San Francisco, berkeley, fremont and watsonville as well as contra costa, monterey, santa clara and sonoma counties, are all among the jurisdictions to receive these sanctuary warning letters from the u. S. Department of justice. They got these letters yesterday. They say the department is concerned that the cities and counties policies may violate a federal law that bars local governments from preventing their employees from communicating with federal immigration agents. Theres a quote from San Francisco City Attorney Dennis Herrera in response saying the law is on our side. And we intend to beat back this threat just like all the others before it. And by all accounts, all of the city leaders here in San Francisco stand by that sanctuary city policy. Also of note, california just became a sanctuary state. So it looks like all of these jurisdictions are now in the crosshairs of the feds. Live in San Francisco, anne makevoc, kpix 5. A killer caught in california is now awaiting extradition to hawaii. The escapee was on the run for 72 hours before his capture in stockton. Law enforcement source telling kpix 5 that Randall Saito booked a roundtrip ticket to san jose after escaping a state Mental Hospital on hawaii on sunday. The man described as a violent psychopath used an alias to get on the plane, never took his return flight on monday. Investigators caught him yesterday morning in stockton. A cab driver picked him up to go to reno and recognized him as the wanted escapee. When he was surrounded by the police, the guy said, they got me. I am deeply concerned that such a dangerous person was able to escape from the Hawaii State Hospital and remain undetected for such a long period of time. Saito has relatives in stockton. He was ordered to the facility in hawaii after being acquitted of murdering a woman by reason of insanity. He is expected to be in front of a judge on friday. Mass murderer Charles Manson is in a bakersfield hospital and tmz reports he is in grave condition. Manson and his followers were behind a rash of killings about 50 years ago. They murdered nine people at four locations in 1969 including actress sharon tate in los angeles. The California Department of corrections is not commenting on the 83yearolds condition. Manson is serving several life sentences. He has been denied parole 12 times. A new investigation revealing university of california officials interfered with a state audit. Kpix 5s jackie ward joins us from the newsroom with more on the recent revelations. Reporter were expecting to learn more today about an investigation into the university of california president s office that the uc regents ordered to analyze how the office may have interfered with the state audit on the systems finances. The chronicle says investigators found that officials instructed uc campuses not to, quote, air dirty laundry to the state auditor. They also discovered that two advisers in the uc president s office directed this interference. In may we spoke to a state auditor. The office of the president is not doing a good job. Reporter six months ago the uc president Janet Napolitano apologized for creating the wrong impression. She is quoted in the Sacramento Bee saying, she believes her office did things appropriately but it is clear they could have handled this better. The audit found that Janet Napolitanos office failed to disclose 175 million in reserve funds, paid its staff generously and relied on weak budget practices. In the newsroom, jackie ward, kpix 5. So we understand that today is the last day of a threeday meeting of the board of regents. Do we know what they will be discussing in terms of this investigation . Reporter according to an agenda item they will be taking undisclosed personnel action and adopting new policies related to this investigation. Last week the chronicle said the chief of staff and his deputy resigned to pursue other opportunities. At least three more women have come forward to accuse Alabama Senate candidate roy moore of misconduct. One told her story to an alabama news agency. Two others told the Washington Post that more frequently visited an alabama mall to harass young women who worked there. The new claims follow accusations the former judge groped a 14yearold and had inappropriate interactions with three other women back in the 1970s. Many prominent republicans are calling for moore to end his bid for the senate. President trump has refused to take a public stance on the issue. Should roy moore resign, mr. President . Moore is defiant. He denies all allegations, maintains and innocence and rejects calls to drop out of the race. The house is expected to pass its tax plan later today. The Corporate Tax cut is permanent. Helping the rich get richer, corporations get bigger, while the middle class is left stuck in neutral. According to the Nonpartisan Congressional Budget Office eliminating that mandate would result in 13 million more people without health insurance. Chp has been running some traffic breaks. They have two lanes closed on that portion of 101 as you are making your way to the connector ramp due to flooding in the roads. Crews are working on clearing the drains. This is causing quite the backup as you make your way into San Francisco. You can see speeds drop below 10 miles an hour and its backing up towards the 280 interchange there. So give yourself extra time. Its going to be a tough ride getting into work this morning. That earlier crash along 280 near cesar chavez is cleared but still quite a bit of water in the road. Over at 101 right near sfo, we have had three separate crashes just along the 101 stretch and now a new one just coming in south of there in burlingame right near poplar so be careful. We are its not blocking any lanes in burlingame but the san mateo bridge, you can see quite a bit of water even in our camera lens there making it very difficult to see. It will be difficult to see. You need to reduce your speed as you are heading into work this morning. Hats a check of your traffic; over to you. This earlymorning hour this is when the rain is most intense. We got a lot of overnight rain across the north bay and now its moving closer in towards the south. So 101, 580, highway 1 are going to face a lot of the ponding on the roads and those windshield wipers will certainly need to be used today. Hopefully yours are working just fine. But these are areas where we are getting about a half inch of rain per hour. And its not necessarily moving quickly off of there, either. Our hidef doppler seeing it kind of stay put across bayview district, San Francisco, so we are seeing strong, strong rain coming down. Daly city is a little bit lighter but still thats about a. 25 per hour. Brisbane also most likely going to get more intense for the next hour or so because we are getting a lot of the moisture right off of the water and so the coast is first in line. Palo alto look at this, it just picked up. This was in the green earlier. Now in the orange and the reds, the reds about threequarters of an inch per hour of rain. So its really coming down strong there right now. Portola valley, as well. And so its not leaving the south bay. Its going to get more intense as we look at the hidef doppler throughout the Morning Hours well start to see a lot of this move towards the south bay, towards Santa Cruz Mountains. Santa cruz mountains could get still about three inches of rain from this storm system. We saw three inches in places like venado across the north bay and now its going to continue to move south. But you can see it here all this moisture from the coast is still work its way towards the bay area. So thats what were going to continue to see this morning. Lets go to the north bay and show you some of the areas where the fires were burning, where the burn scars are out there. Yountville, st. Helena, look like its dying down a little bit so thats good news. Overnight there was a lot of intense rain coming down there. And some of those totals look like this for the north bay. Over three inches for venado. Santa rosa almost 2. Angwin 2. Atlas peak 1. 6. St. Helena 1. 84. Lake tahoe 1. 65. In the higher elevations, also seeing some snow at this hour. So it is cool enough there for some of the areas for that rain to turn into snow at the top of the mountains. This winter storm morning is in effect until early friday morning, two to four feet expected above 7500 feet elevation so the tops of the sierra. 6 to 12 inches at lake level, below lake level 6 inches. So you will see snow level dropping through tomorrow morning. Well see driving conditions very dangerous if you are heading towards the sierra at all. But today,this morning, driving conditions dangerous all across Northern California with the rain thats just not quite letting up just yet. Scattered showers in your forecast later on this afternoon. Clearing up for your friday and saturday. Temperatures will be cooling off a bit. Theres a cold front right behind this system. So keep that in mind. Im michelle griego. Good morning. Im kenny choi. Stormy weather causing new concerns in areas already changed forever by the wine country wildfires. Jessica flores joins us live from santa rosas Fountain Grove area with the latest. Jessica. Reporter good morning. Right now, theres a steady flow of rain right now. But earlier, overnight it pounded the area. Thats why crews are really concerned about possible mudslides, flooding and even sinkholes. Now, there was a flood watch but its over. This has been the first big test for the region devastated by the wildfires. For weeks now crews have been putting down sandbags and straw bags called wattles to contain runoff and to stabilize hillsides. Officials are worried the rain could wash toxic ash into storm drains and the water supply so they are using the wattles to filter out debris. Melted underground pipe has led to one sinkhole in the Fountain Grove community. More than a dozen crews have been sending cameras through storm drains identifying 23 damaged areas. We are preparing for the worst and hoping for the best. That being said, we know that we have the risk in the hillside. We have the compromised infrastructure. Our storm drain system as well as the damage that was done by the fire itself. Reporter napa counties has also been preparing for the rainy season. They are giving out sandbags at their fire stations. Now, fire officials here in Sonoma County and santa rosa have been going door to door specifically in the Fountain Grove communities passing out flyers letting folks know about the risk of mudslides, sinkholes and flooding. They are not really worried about widespread evacuations. They say if there are going to be any evacuations, it would be to a specific area. Reporting live in santa rosa, im Jessica Flores, kpix 5. Northern california firefighters who battled the wine country wildfires will undergo tests to determine if they were exposed to high levels of toxins. The San Francisco Firefighters Cancer Prevention Foundation is committing 100,000 to the Research Project led by uc berkeley. 175 firefighters will take part. Researchers will look for evidence of heavy metals, chemicals and pollutants from blood and urine samples. Firefighters who battle wildfires usually wear less cumbersome gear so they have less personal protection like facemasks to keep out toxins. Thats why were worried because here you have a fire where almost 8,000 structures burned to the ground all of the elements of those structures becoming airborne. These guys are up there for 10 days breathing that air. The Firefighters Foundation expects to get results back in april or may of next year. Neda is keeping an eye on the rainfall totals in that area. The north bay got a lot of it overnight. The storm is now close near San Francisco as it heads south. Lets show you the totals for the north bay it is easing up across the north bay. I want to show you more intense rain at this hour. Its moving to fairfield, napa, still seeing a good amount of rain there. American canyon, though, getting the brunt of this right along highway 29 there. Lets move out closer to lagunitas, san rafael. This area really saw intense rain over the past 10 minutes. You can see where its all heading now moving further out east. But, of course, theres more on its way. Right off of the coastline and San Francisco, downtown seeing intense rain. Has been for hours. Its been coming down pretty good for the past 30, 40 minutes over there. Bayview district also seeing that intensity along with daly city. Its easing up a little bit for daly city but still thats going to cause some lowlying ponding, some flooding going on because of the amount of rain in that short amount of time. Moving further south Mountain View just saw areas of the yellow and orange but now its moved further out east. Its calming down just a little bit for sunnyvale as well but palo alto, east palo alto, still getting a lot of that intensity at this hour. And its been coming down there for 30 minutes. Cupertino also getting a lot of rain. Blue hills, saratoga, look at all this. Its really going its going to continue to do this for the next couple of hours at least until about 10, 11 a. M. For most of San Francisco, the south bay. And then a lot of this is going to move to the Santa Cruz Mountains. So we may see up to 3 inches for the Santa Cruz Mountains later on this afternoon. But for the next couple of hours, this morning commute is where its going to be the most intense. Of course, jaclyn has been tracking it all morning long. Were tracking delays and we have some lane closures. Well begin at the bay bridge toll plaza, where were used to seeing delays over in this area. But you can see its a little bit busier this morning and a little slower. Lots of water on the roads. The metering lights are on, traffic backed up on the bay bridge well beyond the maze. Your ride along the eastshore freeway is getting slow as well all the way from richmond over to the toll plaza there. 21minute ride from highway from highway 4 to the maze. Over in San Francisco, heres 101 approaching the 80 interchange. You can see emergency crews on the scene. They have shut down the two left lanes. They are pushing all the traffic to the right lanes. This is due to those flooded roads. And we had a couple of accidents there already this morning. So they are working on draining that water. Caltrans crews are out there in the southbound direction heavy as well making your way through that stretch. You will need to give yourself extra time heading into work this morning. Hats a check of your traffic; over to you. The man who killed five people and injured 10 others in a small Northern California community started his violent rampage by killing his wife. Police say Kevin Janson Neal shot his wife and hid her body under the floorboards of their home on monday. The next day, neal shot and killed a neighbor. He then stole a pickup truck and went on a 25minute shooting spree through town seemingly selecting his targets at random. Neal attempted to enter classrooms at an Elementary School but couldnt get in. The County School superintendent says students frequently practice lockdown drills and that probably saved lives. The reason that im standing here today and im able to speak to you without breaking down and crying is because of the heroic efforts of our school staff. Neal was shot and killed by police. He was banned from owning guns as part of a protective order filed by the neighbor he shot tuesday. The guns he used during the rampage were homemade. A new crackdown on sanctuary cities here in the bay area and nationwide. Kpix 5s anne makovec is live in San Francisco and tells us the city just received a warning letter from the feds. Anne. Reporter yeah. Some threats from the feds when it comes to money directed here in San Francisco and actually much of the bay area. 29 cities and counties across the united states. And this money is through federal grants called burn grants. They are federal justice grants. So the attorney general Jeff Sessions sent out a statement saying in part basically urge, the 29 jurisdictions to reconsider their policies that quote undermine the safety of their residents. Sanctuary policies forbid local Law Enforcement from cooperating with federal immigration agents when it comes to the status of undocumented immigrants. Among the targeted cities with this letter, San Francisco, berkeley, fremont and watsonville. Among the counties, contra costa, monterey, santa clara and sonoma counties. And as these jurisdictions dig in on their policies of protecting undocumented immigrants since the election, the administration continues to campaign against them. Our goal is to make every community safer, especially the most vulnerable. Reporter in response to this latest threat, San Francisco City Attorney Dennis Herrera said, the law is on our side and we intend to beat back this threat just like all the others before it. And, of course, california just became a sanctuary state recently, as well. So no word on whether or not the state is getting threatened when it comes to federal money. Some folks in piedmont are trying to stop a plan to build cell phone towers near their homes and schools voicing opinions at city hall. [ screaming ] no cell towers nine cell phone towers have been proposed. Three have been approved and five have been turned down. Monday the city council is expected to decide on the final tower. A week before the kickoff to the Holiday Season, which retailers are likely to do well and which ones might fizzle out . Cbs News Business analyst Jill Schlesinger joins us now. University of california president Janet Napolitano is facing some new questions amid a revealing independent investigation. Kpix 5s jackie ward reports it found that officials in her office interfered with a state audit. Reporter the uc system has been making headlines for months primarily because of the way it manages its finances. Today we hope to get a deeper look into that. According to the chronicle, the independent investigation by former state Court Justice moreno finds that two former top executives in the office directly intervened, hoping to paint a more favorable picture of the systems financial situation. Those executives have since resigned. Earlier this year, the regents met and discussed the audit but no one seemed upset with president Janet Napolitano. Your drive time in the yellow. 28 minutes from university on down to oakland road there. Now, well take it to another Traffic Alert that we are tracking. This is northbound 280 right at serramonte. Three lanes closed. This is an overturned vehicle and this quickly backed up traffic all the way down to 380. 380 and 101, thats been a mess all morning long. We have had a number of crashes right near sfo and you can see its still yellow on our sensors there even though those accidents are in the clearing stages. Flooding roads, we have had two lanes closed if you are heading into San Francisco northbound 101 and then that connector ramp to the central freeway remains shut down. You can see that you will green right here thats because theres no cars using the central 101 freeway at this point while caltrans crews are out there working on clearing the drains so we wont have so much standing water. So do anticipate a slow ride heading in or out of San Francisco. Hats a check of your traffic; over to you. The San Francisco getting a lot of rain at this hour. Heres city hall. You can see the water there thats just forming ponds all across the area. We are going to see that throughout the morning because the rain is not letting up for a few hours. This is more of an overnight, earlymorning system that we are facing now. Napa getting about a quarter inch of rain an hour there right along 29. Yountville has eased up there. But certainly saw a lot of rain overnight across the north bay. Totals range from one to three inches, more than three inches for that area and right now, mill valley valley, tiburon seeing more rain. This area around 101 and highway 1 has seen intense rainfall along with San Francisco as we showed new that live shot. So its been about the past hour where the rain is picking up throughout the city. Further south its going to continue to intensify. Burlingame has calmed down a little bit. Sunnyvale, rain totals there picked up over the past hour. Barely anything overnight and now its starting to get more intense along with cupertino, as well. Scotts valley, Boulder Creek seems to be stronger. Los gatos looks to be calming down. But most of this system is going to head further south. So right now, a lot of the moisture is coming in off the ocean. Its that atmospheric river, thats what its called, and its going to continue to bring moisture into from the water to the land and then this entire system will get pushed further south. So thats why were expecting the south bay to get more of the rain and Santa Cruz Mountains will get a lot more of it later on today. Some of the rain totals look like this so far. San franciscos number will increase in the next halfhour. Sunnyvale. 35, also getting more rain throughout the morning so they will get increased numbers, as well. Heres a look at your futurecast taking you hour by hour. By 7 00 this morning, it should calm down a little bit for San Francisco. But redwood city, san jose, the south bay, going to see more of this rain picking up. By 8 00 it will continue throughout the south bay. By 9 00, now it will come in more off of the ocean and we are going to see more of that intensity, 9 00, 10 00, the east bay, livermore could get more of the stronger rain that were experiencing right now in the city. And then by 11 a. M. , Santa Cruz Mountains, thats where they are going to get the most of it. And its going to hang out there throughout the afternoon and then well see just some scattered showers barely anything for the afternoon commute. So its really this morning where its going to be the most intense, the most dangerous out there on the roads, temperatures down into the low 60s for our area so a few degrees below average. Pleasanton police are looking for thieves who stormed a Jewelry Store at stoneridge mall. Surveillance video showing them walking into this Diamond Ring Company wearing hoodies and masks.
