So we have a Flash Flood Watch and crews out here concerned about those sinkholes. The sinkhole already opened up in the area over the weekend and crews were working to prepare that 4foot sinkhole. They are looking for burned plastic pipe. They have identified 20 years and that damage underground is increasing the possibility of sinkholes, especially here in the Fountain Grove community. Also the rain caused ash to flow, and they are trying to filter out debris. The water is safe to drink but it could wash that drink into watersheds. City officials are warning residents in the Fountain Grove area be prepared to evacuate if there are any mudslides, flooding or sinkholes. Theres been a lot of uncertainty about this and i think this is obviously New Territory for everybody. Nobody has been through this before. This is a magnitude no one has ever seen before. County and city officials are asking residents to remain vigilant. If you see any evidence of debris flow or buckling roads, call 911. Now, that Flash Flood Watch from 4 p. M. To 3 a. M. Police in Northern California say 43yearold Kevin Janson Neal is no stranger to law enforcement. Authorities say he went on a shooting rampage in Tehama County near red bluff. He killed two neighbors who he had an ongoing feud with then he killed two more people driving around town, stole cars and opened fire on an Elementary School. The shooter literally took his vehicle and rammed their fence i remember at that time of the morning, whats happening . People are bringing their children to school. So i just cant say to you how monumental it was for the school to take the action they did. Neal eventually engaged officers who returned fire and killed him. Police recovered a rifle and two handguns. One student in the playground 6 yearold Alejandro Hernandez was shot in the chest and right foot. He is recovering at ucdavis this morning in fair condition. He is expected to be okay. In all, five people were killed including the gunman. Ten others were injured in the shooting. A man considered dangerous escaped a psychiatric ward in hawaii and made his way to Mineta International airport in san jose. A standoff. And weeks of crabs going unharvested. Now, this year, they have all agreed on a price of 3 a pound of fresh crab. Of course, the price you pay at the store or restaurant will depend on the retailer but the bottom line price is 3. A lot of fishermen are trying to get back before the storm comes in because its rough on smaller boats. 3 is a standard price. There is a little controversy this year. We are seeing heavier cells across the north bay through santa rosa across highway 101, interstate 80, as well. 505, as well. Just moved on 101 at los gatos and heading east, its winding down a bit. It was quick through there across the south bay. Oakland also saw a quick cell that just brought down a lot of rain heavy amount and then just now as you can see it there moving towards san ramon, berkeley also getting some decent amount of rain at this hour. Marina and sunset districts just saw rain. They are lighter showers through San Francisco but will pick up this afternoon. Its coming down heavy in petaluma, novato, so look at this all along that highway 101 stretch, its seeing decent amounts. This is going to impact roads the past hour slowing down in yountville and thats about a half inch of rain per hour in the area. So its going to bring some significant totals for the burn areas, which could be a problem with mudslides and debris flowing. [ sound of rain ] reporter we are in the Fountain Grove community and the rain is already coming down hard here and the ken is that the fire basically burned through that vegetation that would normally soak up a lot of the rainfall. Its causing a Flash Flood Warning as well as underground pipes that burned that could cause sinkholes. So there was already a sinkhole over the weekend that crews fixed a four foot sinkhole. They sent cameras underground looking for areas where theres damaged plastic drainage pipes saying that basically, that damage is causing a void underground that could cause the ground to collapse in more areas. Another concern is the rain could wash toxic ash into storm drains and eventually make its way into watersheds. Crews have been putting tubes of hay called wattles in front of storm drains to help filter out debris. They dont want it getting into the water supply. They are asking residents to also put down the hay wattles in front of their home. Here in Fountain Grove this community is on earning because they could be evacuated if there are is on edge because they would be evacuated if there are mudslides, flooding or more sinkholes. Insurers are left with a record bill of more than 3. 3 billion. That includes 19,000 insurance claims. The payout is expected to rise to at least 8 billion as more claims are processed. Nearly 9300 structures were damaged over 8500 destroyed. The wildfires broke out last month killing at least 43 people and injuring nearly 200 others. Well, you could tell in jessicas live shot there, that rain is coming down. Its picked up in the past hour so its coming down about a half inch per hour in santa rosa where jessica is. Lets show you hidef doppler. You can see it there in orange. The yellows, they are about a quarter inch per hour of rain coming down. And its basically hovering across the north bay as it has throughout the morning. But its really picked up in the past 30 minutes especially for that area. Yountville, napa, also about to see some heavy bands coming on through across highway 29, sonoma eased up a bit from orange to green. This is a onehour loop for hi def doppler going from green to yellow to oranges. Its picking up for the north bay further to the south also San Francisco. Its dying down in berkeley and oakland, a lot of wet weather towards walnut creek. We are going north of walnut creek. We are tracking this crash in concord, this is southbound 680 at 242. We are seeing the backup developing on 680, 242 and westbound 4 with delays. About 15 minutes from willow pass to 24. Tracking a couple of crashes on the eastshore freeway. Authorities say a gunman driving a stolen vehicle chose his targets at random and opened fire without provocation in a rural Northern California town just south of redding. Police say the shooting spree happened yesterday morning near the small town of red bluff. The nearest Police Station was 20 minutes away in corning. The suspect has been identified as 42yearold Kevin Janson Neal. This is a mugshot from his arrest in january. Authorities say there were seven separate crime scenes as neal randomly chose targets. One of them his neighbors roommate. The crazy thing is that the neighbor has been shooting a lot of bullets lately, hundreds of rounds, large magazines, and, you know, we just we made it away, this guy is crazy. And he has been threatening us. Neal was killed in a shootout with police. Officers recovered a rifle and two handguns from his vehicle. The new policy creates four categories for use of force incidents based on the danger each case poses. There will be more scrutiny in cases in which officers use more dangerous weapons or techniques to take a suspect into custody. New this morning, the berkeley Police Department will have to follow new rules the next time it wants to obtain military equipment from the federal government. Last night, city leaders passed a resolution restoring the City Councils power to review and approve any military hardware the department wants to acquire. The resolution will take effect immediately. Alabama Republican Senate candidate roy moore will not drop out of the race. Speaking overnight to supporters at a Baptist Church he touched on accusations that date back to when he was 30. So we have a flood watch in effect today through early tomorrow morning because of mudslides, debris flow all across the north bay. Those rain totals could be up to 2 inches for santa rosa. Healdsburg almost 2 inches along with calistoga, as well. A little less expected for napa but still thats a lot of rain in 24 hours. The burned out area doesnt have a lot of that vegetation that normally would soak up the rainfall. Also, crews are concerned about some burned underground piping that could cause more sinkholes, especially here in the Fountain Grove community. They have already had one sinkhole that crews have repaired over the weekend. Crews are also sending down cameras to look for any more burned plastic pipes. They say they have already found 20 years with possible damage that could possibly make more problems today and they are asking officials here in Fountain Grove if you see any of the buckling roads or you see any debris flow to call 911 right away. Crews are also laying down those hay tubes called wattles as they are trying to prevent any debris flow into waterways. And they dont want any of that toxic ash to get into the water supply.
