He killed four people. The shooting spree happened near the small town of red bluff south of redding. The nearest Police Station was 20 minutes away in corning. The suspect has been identified as 43yearold kevin neal. This is a mugshot from his arrest in january. Authorities say neal went on a 45minute shooting rampage including at the rancho tehama elementary school. Several children were shot and wounded, not killed. Teachers initiated a lockdown that saved lives. I remember at the time of the morning, whats happening . People are bringing their children to school. I just cant say to you how monumental it was for the school to take the action they did. Police recovered a semi automatic rifle and two handguns from a stolen vehicle neal has been driving. He was killed after two officers engaged him in a shootout. At least 10 people were hospitalized after the shooting spree. Authorities say the gunman had a violent history and an earlier dispute with a neighbor may have sparked the violence. The search is on for a man described as dangerous who escaped from a Psychiatric Hospital in hawaii and went to san jose by plane. Jackie ward has the latest. Reporter sources say that he was in stockton on monday but authorities have not confirmed that and we dont know anything about where he was yesterday. At their meetings last night, the majority of supervisors said they have made significant progress while supervisor meleia cohen passionately urged colleagues to keep crafting a framework until its right. Police halt a gunmans deadly rampage through a rural Northern California town when they rammed his vehicle and exchanged shots in a fierce gun battle the shooting spree happened yesterday near the small town of red bluff south of redding in tehama county. Officers responded from the nearest Police Station in corning, which was 20 minutes away. Deputies say that this gunman, 43yearold Kevin Janson Neal is no stranger to law enforcement. This is a mugshot from an arrest in january. Authorities say that there were 7 separate crime scenes yesterday as neal randomly chose his targets. One of them, his neighbors roommate. Crazy thing is, is that the neighbor has been shooting a lot of bullets lately, hundreds of rounds, large magazines, and you know, we just we made it away that this guy is crazy and he has been threatening us. New this morning, Berkeley City Council will have a say in what kind of military equipment the Police Department can obtain from the department of defense. Last night, city leaders passed a resolution restoring the City Councils power to review and approve any military hardware the department wants to acquire. Reporter were hearing from sources that Randall Saito was in the area on monday. 59yearold saito was somehow able to escape hawaii State Hospital on sunday. He made his way by charter plane to maui then boarded a flight to mineta san jose. In 1799, saito admitted to killing Sandra Yamashiro by shooting her in the face and then and stabbing her. He was acquitted based on mental illness. Two years ago, prosecutors fought against allowing him to be released from the hospital or taking trips off grounds. The Hawaii AttorneyGenerals Office is charging him with felony escape and a bench warrant is issued for his arrest for half million dollars. Honolulu police say he is extremely dangerous. Jackie ward, kpix 5. Theres a new lawsuit against producer Harvey Weinstein. He and his Movie Company are being sued by an anonymous actress for Sexual Battery and assault incidents that allegedly took place in 2015 and 2016. The complaint was filed yesterday in los angeles. The unnamed actress also accusing the Weinstein Company of negligence claiming that it knew about weinsteins misconduct towards women. More than 50 have alleged they were harassed or assaulted by the producer. Weinstein has denied all allegations. The San Jose City council has voted to reject a proposal aimed at strengthening rent control. The plan would have tied rent increases in about 45,000 apartments to inflation. Currently the maximum is 5 each year for those units. Building owners say they need to increase rent to upgrade their properties but tenants advocates said apartments are unaffordable. The final vote against the measure was 65. Areas of the sonoma and napa counties torched by the wine country wildfires are under a Flash Flood Watch with the arrival of rain today. Reporter michelle, we are in the Fountain GroveCommunity One of many here in santa rosa ravaged by that fire and that fire burned underground pipe. It also burned a lot of vegetation and thats whats causing that flash flood warning. Also its causing concerns about sinkholes in the area. One already opened up over the weekend and crews spent the weekend trying to prepare that fourfoot sinkhole in Fountain Grove. People should be prepared to evacuate against if the rain causes more problems today. Crews are working to locate underground damage caused by the pipes burned underground. They are putting cameras down storm drains, check miles of plastic drainage pipes. They have already identified 20 areas of burned pipe. That damage creating a void underground that could lead to collapsed streets. Another concern is the rain could wash toxic ash into storm drains and eventually make its way into watersheds. Crews have been putting tubes of hay called wattles in front of storm drains to help filter out debris. Officials are asking homeowners to install them around their homes to prevent debris flow. We are concerned about sinkholes as well as in areas where that could cause or contribute to landslides or flooding. So we are trying to assess that and where we have immediate issues taking action. Reporter now, right now Officials Say the damage underground is contained to areas under streets, so far no homes are in jeopardy. It has a 2,000 price tag and a Nordstrom Department store bar code on it. The same person approached our crew with the same story. An appraisal revealed that the ring was worth much less. This stone is not real. Its cubic zirconia so its worthless. A layperson wouldnt know. They could be fooled by this. Nordstrom had no comment about the man using his branding and an Oakland Police spokesman was not familiar with the scam. Good news for those who have crab on their thanksgiving menu. I had to use my wipers a couple of times on the way in. A lot of people will have to do that this morning. So leave with an umbrella in hand and hopefully your windshield wipers work just fine because rain is coming down, heaviest to the north bay, south bay likely not going to see much showers this morning. But santa rosa you see it here right on highway 101, and rohnert park still getting a good amount of rain coming down. So about a half inch of rain per hour expected for a lot of the north bay hills. The areas where those fires have burned are certainly a concern today and tomorrow with this storm system. American canyon seeing a decent amounted of rain with vallejo a cell that just moved through heading further east but theres another one next in line so its on the way again. And further to the south we go, daly city seeing some good amount of rain along highway 1. South San Francisco also going to get some of the heavier raindrops there. But as i said, to the south, los gatos, you might see a little bit of rain coming through, san jose staying dry this morning. And fremont also staying dry this morning. Lets go to those higher elevations. Snow levels are already starting to drop a little bit this morning. It went from rain to slush to now some snow across highway 89, highway 50 there, so if you are heading towards the east towards the sierra, keep this in mind.
