Heres a look at evacuation orders now for Santa Cruz County. Several Evacuation Centers are open. This man, 54yearold marlin coy, of Boulder Creek is now behind bars for allegedly looting an evacuated home. Police say he stole 15,000 worth of jewelry from the property and a mountain bike. Now to the wine country wildfires where firefighters have stopped the forward progress of all of the wildfires in the area. Here are the latest numbers. Tubbs fire 91 . Atlas fire 83 . Nuns fire 80 . Sonoma county authorities report that one additional death from the fires brings the total to 42. About 58 people are still listed as missing in napa and sonoma counties. More than 6,000 people have been allowed to return home. Governor brown is issuing an executive order to speed up recovery in areas devastated by the fire. President trump said despite the tweet, the Trump Administration says that the president has no plans to visit california. The next phase of wildfire recovery includes a cleanup of toxic waste. Kpix 5s Jessica Flores is live in santa rosa where one of two Community Meetings will be held today. Jessica. Reporter good morning. Thats right. Sonoma county wants residents to get back in their homes but the major problem right now is the cleanup. They dont want residents sifting through the debris and doing major cleanup because removing all that ash and kind of disturbing it could actually release harmful chemicals into the air and that could make people sick. So they are asking residents to kind of follow along with the state and federal plans. They have a plan to remove the toxic materials from thousands of fire scorched project. If people do largescale debris removal on their own, it could disqualify residents from Financial Assistance from fema. The government will remove materials like batteries, paint, solvents, electronic waste and any material that contains asbestos. There can be chemicals and asbestos and lead plus plastic particles all of that within that debris. So we are very concerned about people rummaging kind of through that and disturbing it and then getting it to be airborne an inhaling that. The county will hold two meetings today to discuss what residents need to know to get involved in this cleanup process. And also what they need to know to get back into their communities. One at 1 p. M. At sonoma veterans memorial. The second at 6 p. M. At santa rosa high school. And the county will also be discussing Housing Options for the thousands of people who lost their homes in these devastating fires. Reporting live, im Jessica Flores, kpix 5. We are now joined on the phone by scott alonso for more on the Recovery Efforts in Sonoma County. Good morning, scott. Good morning, thanks for having me. There will be meetings today. Tell us what you expect from these meetings. Well, we are expecting a large crowd at each at each town hall meeting. And were encouraging the public to attend and hear from state, federal and local experts on debris removal and the process in place to help residents manage their properties safely after this terrible tragedy. So we want folks to know were working with you to make it happen. It can take time working with state and federal partners but we have experts that are coming from all over the state to assist with this debris and toxic ash removal. Scott, we often see some of these residents who have had their houses destroyed by fires walking through sifting through some of the material. Whats the message that you want to send to them . Should they not be going through that material to find some of their things that theyve lost . I think we want to proceed with caution. There are Public Health risks that are very real as a result of these fires. You know, even the fumes are very toxic for food safety purposes. So theres that aspect of it. You know when you return home. The other aspect like you said is your getting back to your property and you want to look for your things. We totally understand that. Small scale sifting or small scale moving around, thats okay. But take the necessary precautions and be safe. Were really concerned about trying to move large amounts of debris or ash. That is not safe. That could be very hazardous. You cannot take those materials to the landfill. So please dont try to do that. Dont dispose of it on other lands. Work with us. We want to help. Because if you, um, work with the state, there will be financial compensation for homeowners for these costs that will come down the line and it will take some time but we have a comprehensive cleanup plan and licensed contractors to safely remove these materials that will protect you and your family. This obviously is going to be a huge and long effort as this Recovery Process gets under way. What about, you know, when this fire broke out and in the last week, some of that shock has kind of worn off, maybe even some of the grief and residents are saying, okay, whats our longterm plan . Any ideas on that . Well, i think its about figuring out, you know, what folks need and how we can help them recover. There are multiple services out there for residents not only on the debris removal side but getting permits to rebuild, thats a huge question. Were encouraging people impacted to register for fema Disaster Assistance on their website. Or they can go in person to our local Assistance Centers in santa rosa or sonoma. And we have seen thousands of people already at these local Assistance Centers. So were here to help you. The state and federal agencies are here to help you. And so we want to work with you. I think during these challenging times, you know, there are longterm effects. There are traumatic effects on your Emotional Wellbeing and so we want to make sure that you know that there are also Mental Health Services Available for you and your family. So were here to help. Were in here for the long haul. We are part of the community. And we cant do without you. Well be with you during this process. Its going to be here and right now were already starting to see that moisture in the air so its not as dry. No more north winds. We are getting a nice ocean breeze and thats really going to help those firefighters tremendously. Heres a look right now. We can see the clouds covering parts of the top of the bay bridge. We are seeing high clouds so its not the low marine layer thats going to impact visibility but we are seeing it move further east because we have a pretty good strong onshore flow out there. So cloud cover also keeping our temperatures a little warmer serving as a blanket out there this morning. 54 livermore. 56 oakland. Concord 58. We have had mornings in the 40s. So thats not the case today. And you can see it on our satelliteradar. Look how far east the clouds are moving. Past livermore, concord and fairfield. A car stalled blocking a lane on westbound 4 near willow pass and you can see that backup stretches into antioch 33 minutes from loveridge over to 680. 80 at highway 4 is getting backed up along the eastshore freeway. President trump is refuting claims that he was disrespectful during a phone call to the family of a fallen soldier. All cascade fire victims can also sign up for a debris clean up program set up with both state and federal assistance. Months after a Flood Disaster in san jose, the Water District is working to reduce the risk of future flooding. Tonight, officials plan to discuss what to do ahead of the winter storm season. Last februarys massive coyote creek flood forced thousands of people out of their homes. In the recent week, volunteers have been working to remove trash and debris thats clogging the waterway. Bart is working to reduce noise. The Transit Agency says in a blog post that its new wheel toride innovation will help curb the issue. Bart adds that by 2019, about 13 of its legacy fleet will be equipped with new wheels that are designed to be quieter. It plans to spend the next couple of years working on grinding the track rails at night. This is in order to produce a better surface that will have less interaction with the trains. Reporter the weather has been working in firefighters favor overnight for that so thats good news. Cool temperatures here low winds relatively high humidity. So hopefully well have some updated numbers on containment this morning. But this fire broke out late monday night and is raging. It started when a building caught fire near bear canyon road and deer creek road in Boulder Creek. Its burned 300 acres. Its 15 contained. Four homes have burned. It is burning in steep, rugged terrain. Very dangerous for firefighters. In fact, seven have been injured trying to fight this bear fire including burn injuries and broken bones. 150 homes under evacuation orders right now in the communities of las cumbres, deer creek and along bear creek road. Evacuations centers are set up at Lakeside Elementary School in los gatos and the zayante fire station in felton. Now, air operations have been huge to firefighters. By that we mean of course, helicopters dropping water, flames dropping fire retardant. They had to put that operation on hold yesterday because somebody was flying a drone around the fire zone. Now, we have a big rig that has broken down and it was blocking one of those lanes. It looks like crews are now blocking two of those lanes. So give yourself some extra time through there. Reports of a new accident southbound 880 at thornton avenue looks like an overturned vehicle not causing a backup just yet. But we are sewing southbound 880 slowdowns. Back to you. San Francisco Police officers involved in a fatal shoot having being cleared and will not face charges. Investigators say that officers opened fire on Jessica Williams when she tried to drive away in a stolen car. The shooting happened last may. Shortly afterwards, the former police chief greg suhr resigned from the department. It came at a tomb of protests over Police Shootings including the death of mario woods in the Bayview District in 2015. San Francisco Police have arrested a man accused in a hit andrun that left a Police Officer with critical injuries. Authorities say the suspect struck the officer who was riding a bicycle on turk street by franklin. Then they say he sped away eventually abandoning the car near the panhandle. The officer was rushed to the hospital. Many of his colleagues are struggling with the news. This is a tough day for the San Francisco Police Department and city and county of San Francisco. I just spoke with some of the officers from the affected station, and everyone right now is having a tough time with this and so i ask the public to keep the officer in their prayers. Assistant chief Toney Chaplin says the officer has been with the sfpd for four years. Just weeks after a man opened fire on a crowd at a las vegas music festival, a republican candidate running in the georgia Gubernatorial Race took to twitter this week to announce he is giving away a bump stock the device added to a semiautomatic weapon to make it simulate fully automatic. He set it up on his website. Its his way to oppose for laws against bump stocks. No law would have stopped the rampage in las vegas. He passed all background checks and had no mental illness. Lawmakers are now pushing for a ban on bump stocks which he used to modify his guns into rapid fire. California attorney general javier buy Xavier Becerra wants to fight cutting healthcare subsidies. What we should focus on is president , congress other state leaders to figure out how to get every american insured. Not make it worse for millions more. On twitter, President Trump vowed to stop massive subsidy payments to democrats pet insurance companies. But more than 6 million americans benefit from cost sharing subsidies. So wall street journal reports that the watch series 3 lost its cell connection in china. Analysts say that chinese authorities have likely cut the connection due to security concerns. As a result, apple shares this morning are down by 2 . Ebay delivered betterthan expected earnings for the 3rd quarter, but its guidance for the year was light. And as a result, shares of ebay are down 4 this morning. Good news on the jobs front. The Labor Department says that initial jobless claims fell 22,000 to 222,000. Thats the lowest level since march of 1973. Employers around the country having a tough time finding talented workers right now. Thats something that popped up in the feds beige book this week. The California Highspeed Rail Authority is expected to award a consultancy contract later today. The winner of the contract would provide the Railroad Authority with an operating perspective to ensure that the high speed line will be attractive to passengers while minimizing operating and maintenance costs. The contract is worth up to 30 million for the first phase. So high speed is what you want on the roads. The keyword is want. Probably not going to get it. Not in the bay area. Not today. But lets talk about this rain and this cold front of the it is right now bringing a lot of rain down for washington, oregon, and it will dip down and does have that cool air with it. Once we get through the morning hours, well basically have high clouds this morning. And then by about 4, 5 p. M. , the north bay will see this. 7 to 9 p. M. Most of the north bay hills will have a good amount of rain possibly a quarter inch or more. Then across San Francisco by 10, 11 to midnight, widespread rain arrives with showers all over the bay area. Heres the amounts we might get a few hundredths for places like San Francisco. Luckily, the winds are low. The temperatures are cool. And the humidity is high. So hopefully firefighters can make some progress today. This fire broke out on monday night when a building caught fire near bear canyon road and deer creek road in Boulder Creek. It has burned 300 acres and is 15 contained. Four homes have burned. This fire is burning in steep, rugged terrain. 7 firefighters have been injured trying to fight it including burn injuries and broken bones. Very steep terrain, very loose footing, very dangerous Hazardous Conditions for firefighters. Reporter 150 homes are under evacuation orders there in the communities of las cumbres, deer creek and along bear creek road. Air operations, helicopters dropping water and fire retardant, were on hold yesterday because of a drone in the area. So a reminder that that is illegal. Also, one possible looter was arrested yesterday as well after stealing 15,000 in jewelry and a mountain bike. Right now live in Boulder Creek, anne makevoc, kpix 5. Now to wine country where firefighters are stopped the forward progress of all of the wildfires in the area. Heres a quick recap of the numbers. The tubbs fire is now 91 contained. The atlas fire up to 83 . Nuns fire 80 . Sonoma county authorities report an additional death from the fires. That brings the total to 42 now. About 58 people are still listed and sonoma counties. More than 6,000 people have been allowed to return home. Pg e reports that power has been restored to 99 of its customers. Kpix 5s Jessica Flores explains cleaning up toxic waste now a major concern in the areas. Reporter good morning. We are here in the coffey park neighborhood and this area devastated by the wildfires, debris all around. But the county is concerned about people doing major debris removal because sifting through those ashes can release fumes into the air that can be harmful and make people sick and they are saying that if you do private largescale cleanup that could disqualify you from getting Financial Assistance from fema. Federal and state agencies will oversee the cleanup plan. They will identify licensed contractors to remove toxic materials. This includes batteries, paint, solvents, flammable liquids, electronic waste and any materials that contain asbestos. Now, there will be two meetings today in the county, one at 1 p. M. At sonoma veterans memorial. The second at 6 p. M. At santa rosa high school. This is where residents can learn about the cleanup process.
