Reporter oaklands Homeless Population has soared up 25 in the last two years and camps overflowing with tents and tarps have cropped up all over the city. There have been fires sparked by people trying to keep warm. At first the city tried bulldozing the encampment, but last year Council Member lynnette mcelhany did something unexpected. We are being very creative in our partnership. Reporter she backed a program that equipped some camps with portapotties, hand washing statements and trash pickup. Now oakland will expand that program. Were trying to be innovative and trying new things. What we have done has not worked. Reporter last night Oakland City Council green lighted three safe havens at this locations in oakland. Tents will give way to tough sheds with electricity, Running Water and showers. There will be security and staff on hand to help the homeless find jobs, get healthcare and eventually move into permanent housing.
