Sir, i want to remind you theres no we are on a ride along with santa cruzs chief park Ranger Victor albers to hear the results of a year long Law Enforcement experiment. Last fall after a man was killed in the levee, the city ofisntia cruz began a crackdown, santa cruz began a crackdown along pathaways up and down the river to take back the area. Its been a year of mixed results and lessons learned. First off, the winter historic rainfall caused vegetation to grow more than 15 feet high. Santa cruz ranger. That provided lots of cover for encampments. Cutting down the brush has been key to reducing the number of squatters. The city tripled the number of rangers to 13 and bought more equipment like atvs to help them cover more ground and increased presence work. He we didnt find anybody we didnt find anybody in the levee today though there was evidence. You cant be for the most part, the homeless are following the new rules and staying out of the levee which seen here is to the left of the tree line, but that means they are now showing up in nearby parks. We are not winning anything. This isnt like a battle they are going to win. This is just a maintenance situation where we are keeping it from growing into an epidemic. Assistant city manager compiled the most recent crime stats and shows a slight dip for service and citations issued along the river walk. With homeless pushed out of the levees into the parks, its a wash. Who would say this big what do you say to people who say this experiment was a failure . Its a fair question to ask. We found it reinvigorating a spot that some felt had long been ignored. They will maintain the surge. After the president s visit, the governor of puerto rico announced the death toll now stands at 34 People Killed by the storm. A bay area city is fighting to keep its only emergency room open. Sutter health wants to close it in berkeley because it doesnt meet standards and consolidate services in oakland. Kpix 5 is in berkeley where the city council is meeting right now to talk about ways to save it. Jackie . The meeting got under way just about a half hour ago and they are talking about the possibility of this closure because if it they did close it, it would leave berkeley without an emergency room. For those who live here, that is unsettling. They need to stay open for the people that live around here. Florence williams says all her sisters doctors are at the hospital in berkeley and she is worried about wal happen when the citys what will happen when the citys only hospital closes and consolidate services in oakland. Some elderly cant go to the doctor and have to call 911 or transport or other services they have to use and it takes forever to get them to the hospital. The campus in berkeley says it is closing this emergency room by the year 2030 because of seismic regulations and thats not great news for a state that already has a shortage of Emergency Rooms. The American College of Emergency Care says california has less than seven Emergency Rooms per one million people. Thats the lowest in the country. According to an investigation by the los angeles times, 30 have closed since 1998. The city of berkeley has its own Community Health commission and they are doing what they can to keep it open. Personally, i know that since it is the only Public Hospital and emergency room that is within berkeley, the move to oakland will increase the wait times and the time between a traumatic emergency event and access to care. [ applause ] to help prevent other hospitals from closing, state senator interoffice toed a bill that could introduced a bill that could save nonprofit hospitals like it. She said the attorney general to approve the sale for nonprofit hospitals, it would approve the closure of Emergency Rooms. Those against her bill believes it should be left to individual communities. Sutter health owns it and they said their new facility in oakland will be even bigger and be able to accommodate all of its patients. They also say the emergency room will be quite a bit larger than the one in berkeley. Kpix 5. Changing californias land Mark Property tax law. The push to make it easier for people to move without breaking the bank. Properties. By prop 13. It new at 6 00, a push to help long time homeowners trapped in their properties by proposition 13 its based on the original Purchase Price rather than current value. Some people who want to downsize cant afford to. Melissa . Thats right. We may envy people who have low property tax bills, but some say they are stuck in their houses now because moving to a new home means a new, much longer tax bill. The California Realtors Association wants to makes it easier for people to move without breaking the bank and they are going to the voters. Weve been here for 40 years. My children have an opportunity to create a lot of memories here. They had parties, proms, weddings. When Paula Marshall and her husband, bob, bought their home in san brunno in 1980, it was the Perfect Place to raise a family with six bedrooms and three bathrooms, the house had plenty of space for their four children. Those children grew up. Bob passed away. At 80 years old, paula has trouble keeping up such a big house. Im still capable of it, but its getting a bit more and more difficult. Shed like to move to be closer to her kids in san matteo, but theres a problem. If i was to live next to my next door to my son and daughter, i would have to pay 10 times the amount of taxes i pay here now. She pays less than 2,000 a year if property taxes, but her house is now worth about 1. 5 million. If she sells it and buys a new house closer to her kids for 1. 5 million, her new property taxes would be about 19,000 a year or as she said 10 times more what they are now. So, she stays in her big house and its one less home for another family and paula is not alone. Were going to be a community of all old people. Young families cant live in this area. They are going to have to commute or not have families. I cant move out. The California Association of realtors has proposed three new ballot measures to allow people like paula to move. The details vary, but all three proposals would allow people to sell their old homes and take their low tax bill with them to a new home. One Group Opposed to this idea is a california county. Lower property tax bills meanless money for the county where the new home now sits. We agree in some instances there are opportunities for gains, but there are also opportunities for losses for counties, schools, special districts and cities. We dont take that lightly. Now that California Association of realtors tells us they are polling those three choices and they will pick one ballot measure for the voters to consider in november 2018. Kpix 5.
