Theyre locked up until an immigration judge hears their case. With the current backlog, that could take months, and if they appeal, even years. There was a Chilling Effect on parole and bond. Reporter as a result she says theyre languishing longer and longer behind bars. We asked ices tom giles about that. Nothing has really changed. The parole requirements are still the same. Reporter and they can issue bonds without approval from a judge, but the agency doesnt keep a tally. Longer stays mean for money for the private company because ice bays an average of 125 a day per each detained person. Most of them here do work. Again, its voluntary, but they take pride in it. Reporter taxpayers are footing the bill, but largely kept in the dark about how their money is being used. Thats because privately run facilities dont have to comply with public records laws. For instance during the Hunger Strike in june, julio said they were pepper sprayed and beaten. They beat me in the knees, stomach, elbows. They treated us like animals. They doused us with hot water. That made the pain from the pepper spray ten times worse. Reporter tom giles denied the charges. The staff is here for the safety and security of them. No one was beaten in this particular incident or physically harmed during this, you know alleged Hunger Strike. Reporter but detainees told us theres Security Camera video of the violence. If they say were lying, why not release the video . Reporter ice says a review of the incident including the Security Camera footage found all proper policies and procedures were followed, but when we asked to see the video, they told us it belongs to the private company. Theyre strictly money making machines that depend on incarcerating immigrants. They dont care what their case is or who they are, so theyre just dumping everybody together.
