We are waiting to learn more about the standoff on i80 in emeryville that ended with Police Shooting and killing the suspect. Police say that the suspect was wanted in connection with a 2015 homicide. Officers chased him on 80 from richmond to emeryville and thats where a standoff lasted for hours shutting down both directions of 80 and snarling traffic for miles. The suspect was killed during an exchange of gunfire with police. No one else was injured. The suspects name hasnt been released. The eightpage blueprint was released yesterday calling for slashing the Corporate Tax freight 35 to 20 . It also simplifies the tax code by reducing the seven income tax brackets to three brackets. 12 , 25 and 35 . The top rate on the wealthiest comes down, and the bottom rate on working class families goes up. What kind of plan is this . Republicans say that doubling the standard deduction and boosting the Child Tax Credit will lower working class taxes. Now, analysts warn that the plan could reduce government revenue by 2 trillion or more over 10 years. The president s proposal also eliminates the current state and local deductions. Thats bad news for people in california who itemize. It is unclear how much the plan would cost or if congress will pass it. Today state education official will meet to discuss how to incorporate lgbt curriculum at all levels. But the new textbooks do include homosexual and transgender history like lgbt figures and samesex marriage. Critics say the material unlawfully redefines marriage. The law simply says that lgbt heroes are supposed to be introduced into the curriculum. But under the guise of that now what they are trying to do is do teach a new view of gender. Turning to taxes republican lawmakers have released an overview of a tax proposal that would reduce both corporate and personal tax rates. While the plan is the starting point in the process, cbs News Business analyst Jill Schlesinger is here to discuss how the changes might impact you. So jill, what does the president want to do with individual taxes . Reporter the plan would reduce the number of tax brackets from 7 to 3. So the new brackets would be 12 , 25 and 35 . There is also a possibility of adding a fourth to the highest payors. The current top rate is 39. 6. The lowest is 10 . Now, missing in this announcement, a breakdown of income levels to which the new rates apply. Kind of hard to figure out how it impacts you without knowing that. The plan calls for increasing the standard deduction. The current standard deduction is 6,350 for individuals. It would go up to 12,000. And to 24,000 for joint filers. That could make the process a lot easier come april. Now, the plan would also look to raise the Child Tax Credit which is currently 1,000 up to an unspecified amount. It would create 500 tax credit for elderly, not children. It would retain deductions for mortgage interest and charitable contributions but Pay Attention to this one, california it would eliminate the state and local tax deduction. That hurts those in high tax areas. California, new york, new jersey, the plan would also abolish the alternative minimum tax and the estate tax. Jill, a lot of ceos focusing on this. Corporate taxes. Whats the proposal there . Reporter well, it would slash the top rates from 35 to 20 . But just to be clear, very few Companies Pay that 35 rate because of all the loopholes. But i think everyone will be happy about that. There is some discussion about repatriation of offshore cash, no detail on that. A new tax rate would actually be created and it would apply to passthrough corporations like an S Corporation or a llc. A 25 tax bracket would be the top level for those owners. Now, remember, those owners currently pay taxes at their individual rates. So if you are at 39. 6, and you drop down to 25 , that is a huge win. About 95 of businesses in the u. S. Are structured as pass throughs. They generate a majority of the governments Corporate Tax revenue. This is the beginning of the process. We have a lot of sausage making ahead of us.
