Thank you. Were glad youre back in studio. Thank you. Now were covering another hurricane, in fact Hurricane Irma is smashing tiny islands in the Eastern Caribbean with 185mileperhour winds. Early video shows just part of the destruction. The category 5 storm made its first landfall overnight on the island of barbuda. A government message from nearby antigua ended with the words may god protect us all. Irma is the most powerful atlantic hurricane ever measured outside the caribbean or the gulf of mexico. Its expected to pound the Virgin Islands, puerto rico, the Dominican Republic and haiti during the next 48 hours. Those islands could see more than a foot of rain and storm surges up to 20 feet high. Our correspondents are in the caribbean and florida where irma is expected by sunday. We begin with Tony Dokoupil in san juan, puerto rico, which is bracing for landfall in just a few hours. Tony, good morning. Reporter good morning. That wall of clouds behind me is the first sign of irma here in puerto rico. The winds are already starting to pick up. Later today, within hours, the eye of the storm is expected to be about 50 miles off of this coast battering the capital of puerto rico. Hotels are folding up their operations. Stores in town are boarded up or stripped clean of supplies. This hotel is using fly wood and sandbags, anything to keep the water out. And the governor warns that this storm could be more dangerous than Hurricane Harvey. Irma slammed the northern Leeward Islands overnight, including antigua, barbuda and st. Martin, bringing powerful winds and coastal flooding. President trump has declared a state of emergency in puerto rico, and forecasters say the island hasnt seen a storm the size of irma since 1928 when hurricane felipe killed 3,000 people. This time the governor preemptively opened dozens of shelters. I can tell you for the 3. 4 million residents of this island, the big concern as the rain starts to fall here is toppled power lines and buildings. The head of the islands Power Company warned that when irma comes through here, dark spots could exist on the island for between a week and six months, norah. Wow, thats difficult. Tony tod Tony Dokoupil, thanks so much. Hurricane irma is expected to make a sharp turn over the weekend. Hurricane wilma is the last storm to hit head on back in 2005. That category 3 hurricane killed 23 people. It caused around 20 billion in damage in the u. S. Irma is threatening all of the state, including the lowlying florida keys. Those islands could be swamped by a catastrophic storm surge. Man well bojorquez is in key largo where thousands of people will soon be leaving. Manu manuel, good morning. Reporter good morning. A mandatory evacuation for tourists here in the florida keys went into effect this morning. An Evacuation Order for residents will go into effect tonight at 7 00. And possibly complicating matters here, this, highway 1, is the only way off the islands. For the florida keys, if you are going to create the worst case scenario, thats what were now looking at. Reporter as Hurricane Irma sets its sights on south florida, officials in the keys are sounding the alarm. Were emphatically telling people you must evacuate. You cannot afford to stay on an island with a category 5 hurricane coming at you. Reporter many people are listening, boarding up their homes and businesses, filling up their gas tanks, and getting out of town. We all have to understand that this is serious and we cannot take chances. Reporter Florida Governor rick scott also issued several urgent warnings. Do not ignore Evacuation Orders. Remember, we can rebuild your home but we can not rebuild your life. Reporter storm surge is especially a concern in the keys, which are on average about six feet above sea level. The surge during Hurricane Irma has potential to be more than nine feet high. We could be looking at wave heights that would literally put the ocean over the islands. Reporter Elizabeth Prieto lives in the keys an is evacuating for the first time in 51 years. Ive been through george, been through andrew, within through wilma, but im not staying for irma. No, not happening. Reporter Key West International airport will close tonight, so commercial flights have been cancelled until further notice. Anyone who has decided to ride out the storm here in the keys, well, officials are saying youll be on your own. No storm shelters will be open anywhere in monroe county. That means dont mess with that. The newest projections show that all of florida and large areas of georgia and South Carolina will see at least tropical stormforce winds. Miamis mayor is expected to order evacuations in the city as early as today. Mark strassmann is in miami beach right on the Atlantic Coast with the latest there. Reporter good morning. This is shaping up as one of those once in a generation storms that has everyones attention here along miamis water. What could be the most powerful hurricane to hit miami since the devastation of andrew 25 years ago. Many shelves in stores are bare or picked over across miamidade and broward county. Theres been a stampede for food, water and plywood. Lines ring some gas stations, others are sold out. City officials have also warned people to leave buildings that are near the two dozen construction cranes around the city of miami. Those cranes are designed to withstand winds only up to 145 Miles Per Hour before they could collapse. Irma is stronger than that. Families in miami beach were given up to ten sandbags to protect their homes. The city has also installed extra pumps and generators for possible storm surge, but these are areas in many cases that regularly flood. Of course this could be an epic storm surge here. The mayor here also warns people that those generators and pumps will not work during a hurricane, so all in all this is shaping up as a red alert for florida and Florida Governor rick scott has called up all 7,000 members of his National Guard to report for work on friday. Its a perfectly formed system. Take a look at it right there. It made landfall in barbuda. The big change now, the models are saying its pushing a little bit more to the east. So the talk has been is it a east coast of florida or west coast of florida storm. You know what, it almost doesnt make a difference. Ive superimposed the entire state of florida onto the storm. It basically fits inside of the periphery of this. Its an enormous beast. Its about 400 by 400 miles wide. Where does it go, though . We talked about it pushing a little further to the east. This is the latest from the National Hurricane center. Holding on to its cat 5 status as it goes through the islands. Now, sometime we think maybe saturday it starts to make that turn to the north and possibly going over the florida keys, possibly into florida but its going to affect both coasts either way. Lets take a look at what the wind field looks like. This is the european model and Everybody Loves this model. Take a look at how this progresses. It looks like it wants to go over the florida keys, inland with hurricaneforce winds around the orange area here, right on the miami beach coast. Well, the president has pledged to make the tax code as simple as possible, but its really unclear what thats going to look like. Congress will have to decide if they can deliver on promised tax cuts to both big top earners and middle class families. Now, in order to do this and reform the tax code, the white house is going to need broad support, including from democrats, and thats why the president is bringing north dakota senator Heidi Heitkamp with him on air force one today. White house Officials Say she is the first democrat to join his tax reform push. The white house is targeting states like north dakota and missouri before that in order to sell the tax package, because mr. Trump won those states in 2016 and the sitting senators there are vulnerable, facing tough reelection battles next year. White house officials do concede now that they are unlikely to deliver on a promised Corporate Tax rate cut from 35 down to as low as 15 . After the failure to repeal and replace obamacare, all of this has gotten much more difficult. White house officials, norah, they do say on this issue the president will remain personally engaged on a weekly basis. Margaret, thank you so much. Republican senator tom cotton of arkansas joins us now from capitol hill. Senator, good morning. Good morning. I want to talk about daca. Of course i know you have a bill to address that. Are you willing to grant those 800,000 children legal status, and what needs to be done to achieve that . Well, first i want to say that President Trump took the right step yesterday. President obamas executive order was illegal. He said he didnt have the authority before he issued it. He said when he did issue it it was temporary. But that said, President Trump is trying to deal with the situation in the most orderly way possible. He cant defend that order in court but he wants congress to take action and ive talked to him and ive said that im happy to help try to forge some kind of compromise. If were going to give legal status, though, to these young people in their 20s and 30s who are here through no fault of their own, we have to recognize thats going to have negative consequences. Its going to open up a whole new category of people who could get legal status, namely their parents, who violated the law by bringing them here, and its going to encourage other people to bring their children across the border in the future, which is a very dangerous thing to do. So my legislation would stop unlimited family chain migration, addressing the first problem, and enhanced enforcement measures would address the second ploroblem. It doesnt try to boil the ocean or solve every problem but solves the problem in front of us. Do you have any indication that President Trump supports your bill or that the Senate Majority leader supports your bill . President trump and i along with senator purdue, my cosponsor, had an event last month at the white house where we introduced the bill. President trump also cited our legislation rescinding president obamas unlawful order so he strongly supports it. Ive discussed with senator mcconnell my efforts to try to help solve the immediate problem in front of us but mitigate the harms of taking that action. Congress has tried to pass big sweeping immigration bill three times in the last 11 years. Its failed every time. Its time that we take a different, incremental, common sense approach. Which leads me to my question. Its heart breaking looking at the Daca Recipients who are really frightened. Theyre terrified. Theyre marching in the streets. They really are in legal limbo. So how confident are you that this Time Congress can get this done knowing whats at stake . Well, again, if we address the specific problem in front of us, im confident that we can. Part of the problem has been that democrats for many years have not wanted to take this incremental measured step because they wanted to try to tie up legal status for these six to 800,000 senator, that leads us right back to where we started. The democrats blame the republicans, the republicans blame the democrats. I know youve had conversations with your colleagues. Have there been real hearttoheart conversations about what were going to do to make sure that this time we get it done. Forget about the past, we now have to look to the future. Well, actually theres plenty of blame to go around to both parties on this and failures three times over the last 11 years. No, ive had conversations with my democratic colleagues. You really cant dispute just as a logical matter if we give legal status to these people in their 20s and 30s that it is going to encourage more illegal immigration and open up legal status for the very people who violated the law. So we should have an open and commonsense discussion and try to solve those problems. My legislation does that. And say employment verification to make sure that Business Owners arent hiring Illegal Immigrants will help address that as well. Those are all details we can negotiate if we focus on this specific problem, not everything under the sun when it comes to immigration. Senator tom cotton, thank you very much for your time. Any time we have major events like this we conduct exhaustive after action reports, not only just internal efforts to understand what we did right versus what we could have done better but we work with our local partners. A lot of people have no idea how complex and busy this agency is. Part of my role is to explain it. You guys mentioned the wildfires going on. Were actively engaged providing support to many of the wildfires taking place around the country. Were actually reassessing our Staffing Levels at our disasters across the country.
