[ applause ] i would now like to introduce Hayward PoliceSergeant Phil devine gracia, who will deliver the eulogy for scott. Scott paul lunger was born to paul and alice lunger on 13 march 1967 at st. Rose hospital. 8 pounds, 3 ounces, 20 inches, and as you heard from dad, big ears. They moved from tennyson road in hayward and bought a house with three bedrooms in dublin. Scottie shared his bedroom with his older brothers, mike and todd. Shelly got her own bedroom because she was the only girl. Like you heard earlier from dad, before he could even walk, he scooted around everywhere so thats why dad called him scooter. Between the ages of 5 and 10, scottie played baseball, basketball and football. Thats stuff he did even into adulthood. Got anything for us there, tony . They often went camping and fishing and thats something they also did for life. Dad and the boys built a trailer by hand, specifically for camping. That trailer is now in idaho at shellys place. Scottie got his love of horses from his grandparents, tom and sally tate. They had a ranch on Second Street in the hayward hills and scottie roped and rode even into adulthood also. Look at that hair its awesome. If you keep your jeans long enough, they will come back into style, too. When scottie was about eight, dad said he met a Police Officer who rudely interrupted him and mike as they were lighting fireworks on july 4 next to a dry hill in dublin. But the officer was very caring and loving and took him home to dad and said i already chewed him out, you dont really need to punish them anymore. That made a big impression on scott. Dad said from then on he wanted to be a Police Officer. From the ages of 15 to 20, scott drove a brown vw rabbit with a hole in the floor board that looked just like the flintstones. He attended high school at Dublin High School and played football. Oh, yeah, you gotta see that photo. [ laughter ] look at that hair again scottie briefly attended chico, but he came back home and he started work at Amador Valley athletic club, also known as avac to you folks in the know. He met christey and they got married and started a family. Ashton was born in 1993 and sarah lynn was born in 1996. Mom jeans, awesome. Following his brother and his fathers examples, scott entered the trade, becoming a proud member of ibew local 595. Dad made sure to refer to him as a wireman, not just a electrician. They referred to themselves as wiremen. He was a journeyman, a foreman and a general foreman. He was a clamper, scottie told me they had to join because they needed a designated driver. Thats what his job was. The lungers were a young and growing family that often competed with each other. Look at that family. Scottie didnt give up on his dream of being a Police Officer. He was a reserve deputy for Contra Costa County for two years and did it for free. He worked the mounted patrol and worked the streets in lafayette, a contract city. After two years of reserves, scott was hired fulltime by the cocoa county sheriffs department. He attended the Alameda CountySheriffs Academy in dublin, was a member of the class 109. [ applause ] he worked in the contra costa jail but was soon brainwashed by mikes neighbors, scott poller and darin and forced to come to hayward pd. [ laughter ] in 2001, he became a Hayward Police officer. His badge number as a Police Officer was 314, 314, penal code for indecent exposure. [ laughter ] as you heard, he was a Field Training officer and served in the gang unit. He was soon promoted to sergeant and later ran both of those units. He was a member of the special Response Unit and became a team leader. In 2013, he became a part of the lives of trevor, ethan, and jen and their family. Fast forward to last week. On tuesday morning, i have a faulty light switch in front of my house and i wanted to fix it so that i could turn on the lights, put a bluelight on there for upcoming memorial stuff. So i texted scottie and then i felt really guilty because i realized that he worked that night. I texted him, hey, scottie, call me, im about to fry myself and youre going to feel really guilty if i die. He called me as soon as he woke up and walked me through fixing the light switch so i could have a blue light if i needed one. Later on tuesday, he finished dinner with his partner, sergeant jim javier. They both worked mids. Scottie said that he had to go to the station to write evaluations on new officers, asked jimmy if he could take over the street. That lasted about as long as he got to mission boulevard when he saw something shiny. Squirrel that thing that he saw was a motorcycle that had no plates and after a brief nonpursuit [ laughter ] the motorcycle crashed. The bad guy couldnt run away because his leg was broken, the motorcycle was stolen and he was a parolee at large. So much for riding evals. Scottie went to the station, wrote that report quickly, finished it up. And as youve heard, for most that would be good. Thats a good nights work. Not for scottie. A few hours later, wednesday, 22 july 2015 at exactly 03 14 hours, 314, he saw a vehicle driving erratically, a threat to his flock. He went to investigate and in doing so he gave his life. He died doing what the sheep dog is supposed to do. He died protecting his flock. One of scotties favorite movies is end of watch. He was really excited when we got a pirated, bootleg copy and watched the opening speech. This is scottie and this is most of us. I am the police. Im here to arrest you because you have broken the law. I did not write the law. I may even disagree with the law, but i will enforce it. If you run away, i will chase you. If you fight me, i will fight back. If you shoot at me, i will shoot back. By law, i am unable to walk away. I am a consequence. I am the unpaid bill. I am fate with a badge and a gun. Behind my badge is a heart like yours. I bleed. I think, i love. And yes, i can be killed. And although i am but one man, i have thousands of brothers and sisters who are the same as me. They will lay down their lives for me and i for them. We stand watch together, a thin blueline protecting the prey from the predator, the good from the bad, the sheep from the wolf.
