Tomorrow is a significant day in the fight for the Warriors Arena in San Francisco. Later we are talking transgender rights. Its gone a long way after legalization of samesex marriages in the united states. The income tax big thing for lbgt advocates, transgender rights. Well talk about the politics. We will also talk about big tobacco and how it is pushing back in sacramento. That will be interesting. There is lots to talk about. Bryan hackny is here with our weather forecast. It is an odd day. Weve got subtropical moisture coming up from way down south. We have fired up the doppler because remnants of what was a hurricane are over the bay area and the only cell we can pick up here is between liver more and tracy. We are starting the day with readings mostly in 60s but every camera we show you including one on Golden Gate Bridge is showing the subtropical moisture from the south. That introduces a chance of showers as we head out the door. The numbers will be in mid 60s. First lets get the latest. Investigators famed a person of interest in the deaths of five people whose bodies were found in a home in modesto yesterday. Police are looking for 30 year old Martin Martinez of modesto. Two adults and three children were found dead yesterday afternoon. It is no the clear how they died. Their deaths though are being investigated as homicides. Police have not said how martinez is connected. They believe he is armed and dangerous. A 5th man died yesterday from the attack on the military recruiting station in tennessee. The family of Randall Smith he managed to give his wife a thumbs up sign after surgery yesterday but died a short time later. He was 24 years old. Interstate 15 in San Bernadino reopened after a wildfire closed the roadway. It tore across the interstate yesterday setting dozens of cars on fire. Sorry that was friday. There was another fire near wright wood lit up the sky last night and destroyed 200 acres and forced hundreds of campers to evacuate. Wild weather wreaked havoc in Southern California with hikers caught on a steep beach and heavy lanes turned the hill rains turned the hillside into a slip side. An unusual protest to save a grove of trees. A group of environmentalists gathered with plans to strip naked to save hundreds of eucalyptus trees. The city plans to clear cut them to protect the area from fire. Activists insist eucalyptus are fire resistant and cutting them down will make the area more vulnerable. That is a look at your top stories. Tomorrow is the last day to weigh in on the proposed Warriors Arena. Its part of the projects Environmental Impact report. Opponents worry how game nights could change the neighborhood with complaints from parking and traffic disruption and disrupting emergency services. The Public Comment period ends tomorrow. This seemed like it was a done deal for sometime. There are a lot of opponents coming out of the woodwork. There are, but there is a lot of force behind this. Big labor is behind it. The restaurants is behind it. The mayor is behind it and the board of supervisors. Even if it does cause traffic jams some say it will be worth it. You have a chance to speak your mind tomorrow. You might want to show up. The difficulty is that we are talking Public Safety issue when there are concerns about the hospital nearby and the Police Department is there. This isnt your normal neighborhood complaints of people dont want it in their backyard. This is a Public Safety issue. You do have complaints that dont want it in the backyard. Only in this case the neighbor is a hospital. Thats true. It concerns a lot more people when it is a hospital. Speaking of that neighborhood, giants are optimistic they will hit a home run in november election. We are talking about the Mission Rock Development the giants are proposing. It will come up for a vote and would transform the area south of at t park, a plan called for 1500 homes, new plans for office and retail space. Lawn Development Project is your biggest source of opposition in the community itself. Thats our biggest source of support. We have done polling. Believe it or not the closer you are to the project the more you are inclined to party it because you see the amenities that will come online. The giants and city reached a deal. 40 of units will be available to low and middle income families. Tomorrow is also your last chance to weigh in on a proposal to drastically change the Richmond San Rafael bridge. We are talking about adding a bike path and a new lane. Now the plan includes a concrete barrier system on the upper deck for the bicycle path. On the lower deck the shoulder would be converted to a new commuter lane, a 74 million project fully funded with Bay Area Toll Authority funds and supported by bay areas savvyist lobbyist bicycle groups. Its part of the quality of life that we like in the bay area. Getting bike paths back on our major transportation facilities is a good thing to do. Oddly enough there is a bike lane on the freeway leading to the bridge but it doesnt go anywhere, something we have seen with bike lanes and other bridges. Thats right. If they do this, you would be able to ride your bike from the bay lija all the way to marin county. Part of the deal is you are putting a bike lane on one and increasing traffic lanes on the other. There is a trade off because theyre having traffic back ups in marin county crossing one way. You give to one group and to another and it sort of works out. Public comment on that ends tomorrow. Road flares left behind by maintenance crews caused two fires on the eastern span of the bay bridge. One was monday night and the other around noon on wednesday near the same spot. The flare ignited black rubber that forms a seal that plays an Important Role in protecting the bridges expansion joints. It covers the joint and its a rubber like material that protects the joint from any sort of debris or even chloride that can wear and do damage unnecessarily to it. In mondays fire, six feet of the seal burned. Then about three feet in the most recent fire. Cal trans is going to fix the damage. Theyre not saying what Maintenance Work was being done or how many flares are left behind. Flares are obviously used on a roadway. Who didnt think this through . I cant help but chuckle. You talk about the bay bridge. Of course it happened there. And igniting. The bay bridge is as transportation said the project from hell. Now its repeating itself. Going up in flames. All right. San jose police are going to begin testing body worn cameras in the field. Some critics are saying it wont work because officers wont always have to keep the cameras are. When theyre on, the benefits however are obvious. Its not going to be a complaint saying he was rude, used Excessive Force verses my version of events and what i document. There is going to be one story that will be captured on this camera. A spokesperson for Police Department says the policy is clear. The cameras should be on for example during traffic stops or when the officer thinks somebody may be committing a crime or even during more routine interactions with the public if the person is getting upset or combative. Thats going to be interesting. Advocates say they want to see it in case the police do anything improper. The flip side is a number of Police Departments are grappling with this issue. Will those videos be available to the media . Will they be available to the public . Will your traffic stop where you might have gotten lippe with a policeman wind up on youtube . Guess you shouldnt get lippe with a policeman. It is going to be a holy week for local politicians. Jerry brown, ed lee are on their way to the vatican in rome discussing Climate Change and Human Trafficking with pope francis and leaders from the united nations. This is a few weeks after the pope jumped in front of the Climate Change debate calling it the biggest challenge humans face and saying impacts are most felt by world core. We think a lot of catholics in the bay area would like him to discuss the archbishop in San Francisco who has been openly i am not sure that topic will come up. There is a pretty tight agenda. Thats true. Here is Something Else that could come up. The question of gays and gays rights. Right. Thats something that the archbishop in San Francisco has been speaking negatively about which a lot of people are concerned about. We will be coming up with that in a little bit. Yeah. From dont ask, dont tell to being openly transgender in the military. We will ask state senator mark leno whats next. Welcome back. Transgender troops could soon serve openly in u. S. Military. The defense secretary ash carter sets the current ban is outdated and says anyone willing to serve the country should be allowed to do so. Carter ordered a six month stud to look into impacts of lifting the ban. Right now about 15,000 transgender troops are serving in secret. Joining us now is state senator mark leno who has been a champion for gay and transgender rights as long as you have been in office. Correct me if i am wrong, when you started it was in the days of dont ask, dont tell, no gay marriage. Did you ever think you would see this . We have made progress as mentioned. The department of defense is looking at allowing Transgender Americans to serve honorably in the military. Wouldnt it be nice if we just look at someones qualifications and whether theyre able to serve, not any other characteristics. That is a pretty big jump. Under clinton regime you couldnt bring up the fact of gays in the military. Its gone from that to transgender. Its being done by department of defense. Nobody is putting pressure on them, right . Right. Though i can tell you those in the Transgender Community with regard to healthcare, housing, education, employment make my life as openly gay man look like a walk in the park on a warm day. Why . The challenges. Unemployment is above 50 . To get housing, education, employment, all the barriers are still there. Then there is the danger factor of just walking down the street. Another factor on transgender issue is transgender youth. We were dealing with that in the last couple years. At what age do you decide who is a boy and who is a girl and how to handle it in schools . This is a fascinating subject matter. I dont think we understand what causes something diagnosed as gender dysphoria, when there is disconnect between your birth gender and how you feel about yourself, who you are. We saw Caitlyn Jenner saying i am a woman. Before the transgender, bruce jenner was everything we thought about what is a successful masculine male. He is telling us his whole life and now she tells us her whom life she was a woman. It seems like a marketing thing. Most transgenders dont have that kind of glory. Completely true but i dont believe Caitlyn Jenner is doing this for publicity reasons. This is who she is and tells her story quite honestly. I want to move onto another topic. There has been Movement Regarding e cigarettes. You had a bill that wanted to make that treated like tobacco. It got through senate. Usual Democratic Republican Party lines. It did have a republican vote. Thats news there. Then we go to the state assembly and it winds up in front of a democratic committee. Tobacco puts into campaign contributions, 38,000 to Committee Chairmen and it died in committee. Big tobacco is back in sacramento. We should be frightened. This e Cigarette Market is the Fastest Growing segment and it is among middle and High School Students who have never smoked. What does tobacco get from making e cigarettes as long as it is not a tobacco product theyre unregulated, untaxed and can advertise a Safe Delivery system of their toxic addictive nicotine and its not tobacco. By one word definition of whether it is tobacco or not. It means everything. Billions in profits, millions in taxes. And the entire market is shifting to e cigarettes as we speak. Ten years from now, over 75 of the market will be owned by big tobacco and they expected majority of sales to be from e cigarettes, not traditional Tobacco Products soon. This bill made it to committee where it died. It is alive again. It is resurrected . We have reintroduced the bill along with other bills. We will convene a special session on the issue of health deemed by the governor. In august and september well be dealing with a number of bills. This is back and we intend to get it to his desk. I thought there was a special department with syntaxes, whether alcohol or tobacco. It will be special Session Committee that deals with it and it goes from there to the floor. It should be interesting. Money talks. Thanks for joining us. We have some weather going on . A chance of showers . Wait until you see this. Start with the Golden Gate Bridge, there are a few clouds but a nice start to your sunday. We are beginning with balmy temperatures, a little bit on the humid side. It is 66 in concord, santa rosa at 59. This doesnt look terribly impressive. The only cell is between liver more and tracy, a little bit by fremont as well. Look in monterrey, thunderstorms unwinding over Carmel Valley right to the big sir shoreline and to santa cruz a complex of thunderstorms and every bolt you see is a recorded lightning strike. The skies are lit up over monterrey early this sunday and all the activity is marching north. Low pressure abeam mexico is sending moisture to the bay area. Look at the line of thunderstorms thats pushing up from the south. That could move into the bay area later in the day. Here is what we are expecting. Low pressure thats offshore, High Pressure over Desert Southwest combined to steer the moisture toward the bay area. Thunderstorms are possible, and this chance lingers into tomorrow. We get a chance today, a chance on monday. Then tuesday we go to partly cloudy skies and temperatures begin to cool down the latter half of the week. In the meantime, we can have shocking weather around the bay area. Well update this for you in a few minutes. A womans death in San Francisco leads to tough questions on capitol hill. At issue is the sanctuary city policy that it took Serena Williams years to master the two handed backhand. But only one shot to master the chase mobile app. Technology designed for you. So you can easily master the way you bank. One day a rider made a decision. The decision to ride on and save money. He decided to save money by switching his motorcycle insurance to geico. Theres no shame in saving money. Ride on, ride proud. Geico motorcycle great rates for great rides. The deadly shooting on pier 14 debated in washington, dc. A House Committee voted to block sanctuary cities like San Francisco from receiving certain federal grants. This comes in the wake of the shooting death of kate steinly. Her alleged killer is an immigrant with a long criminal record who had been in the country illegally. Republicans are talking about requiring to detain Illegal Immigrants convicted of crimes. Eric, you knew the family. You know the family. Kates murder is heart breaking and its shaken my soul. I grew up playing soccer with brad, her younger brother. We went to school together. I have been in contact with brad and i have called a left a message with her parents. In government, our job is to protect the public. I am sorry that in this case we didnt do that. We let the family down. We let kate down. We had a policy in place that i believe a simple phone call could have prevented this monster from going out on the streets. So you believe that the city of San Francisco screwed up . I think the sanctuary city policy was put in place to protect victims. It was also a policy that protected refugees. In this case i dont think its the policy. I think it was a lack of communication between the Sheriffs Office and ice happen. Do you think there should be changes in the policy . Yes, i think there should be changes to be sure this never happens again. What changes . I think first we should not pervert this policy to say it allows or protects multi felons. In this case, it did. It shouldnt. I was a prosecutor for seven years and saw first hand what a broken immigration system can look like. I would have victims of crimes i would subpoena to court, a taco truck robbery victim often, i would subpoena them to court to hold their robbers accountable and i would find they were removed and never committed a crime. The victim had been deported. Then i would find that in many cases violent criminals were being released back into the street. We have a broken immigration system and a sanctuary city policy should not be a shield for a felon. We can have a sanctuary city policy that protects victims of crime. What would that look like . What changes need to be made . There are several proposals being debated in the house. The Sheriffs Office should be able to alert ice that they have a felon. They already are able to. They could have picked up the phone but they didnt. Should there be repercussions for the fact that they didnt . They will have to answer for that. They should be able to alert ice if they have a Domestic Violence defendant in their custody who is a misdemeanor convicted. They can, but theyre not. They need to. Should they be punished for not . They should be held to account. What should that look like . There is talk about withholding federal funds from sanctuary cities. At some point common sense has to prevail. You can have a sanctuary city that protects law abiding undocumented immigrants but still makes sure that violent individuals or repeat offenders are gone and theyre not here in our community where they can kill people, a young person like kate who had her life ahead of her. Lets talk more about the tough situation the family is in, you knowing the family. First they didnt want to get into the politics of it. Theyre mourning their daughter and suddenly theyre getting phone calls from lobbyists. Whats going on with them . I think this family has handled this in absolutely the best way possible. You have a president ial candidate, a buffoon like donald trump invoking their daughters death to score political points. You have fox news using it to carry the agenda. They wanted to only talk about kates legacy. Also her brother told me we have to make sure this never happens again. I think he is right. We have to find a way he has acknowledged this understand that we have undocumented immigrants who want to follow the law. If you are here and you are not following the law, you gotta be first gone. So we will likely see the steinly name attached . You will have to ask the family. I just believe that as lawmakers we are charged with protecting the community. I am sorry that we let kate down in this case. The test will be do we learn from this and make hurtto breathe that never happens again. Sure that never happens again. A plan to bring millions of tons of coal to the bay area. Its been flying under the radar until now. Well show you how oakland takes action. The safest driver of the future . It may not be human. What the new a hand pressed burger, melted cheddar with crispy hash browns and an egg your way. The thing now thats a burg explosion groans you want that to go again sweetie . The thing burger. Welcome to dennys. Fantastic 4, only in theaters. Welcome back to kpix5. Its 8 00 on sunday morning. I am phil matier. Ii am anne makovec. We have a lot to talk about in the next half hour. We will look at a plan to bring millions of tons of coal into the bay area. Its been kept under wraps and opposition is starting to form. There are protests planned this week as Oakland City Council tries to figure out what to do. The clock is ticking on the raiders. Havent we heard that before . We have also heard of brown is the new green. With this season, we will be taking brown and figuring out regulations to put more gray in the picture. When talking about the raiders we need to tell you we have kris dobbins live in studio. Tomorrow is the deadline in the fight for the stadium. Possibly the move to los angeles as well. Lots coming up. Lets check our weather forecast. Its a little wild out there. This is my headline. We are looking way out in the distance to the high clouds coming up, tropical skies over the bay area including over the Golden Gate Bridge. Weve got mostly cloudy skies. From the coastline to the sierra there are thunderstorms erupting over california and some are headed this way. We are starting the day with readings in the 60s. Look at this doppler and it doesnt look like much, a tiny cell around fremont between bridges but look in the monterrey bay area, santa cruz offshore, monterrey, offshore thunderstorms reported at this hour. It is heading north. Well have the complete forecast in a few minutes. First lets get the latest. Investigators say they have located a person of it in the death of five people in modesto. Police have been looking for this man, 30 year old Martin Martinez. They say he has been located. Two adults and three children were found dead yesterday afternoon. It hasnt been clear yet how they died but the deaths are being investigated as homicides. Police have not said how martinez is connected to the victims. He was located though within the last few hours by police in san jose. A 5th map died yesterday from the attack man died yesterday from the attack in chattanooga tennessee. Randall smith was shot thursday during the attack. He had managed to give his wife a thumbs up sign after having surgery yesterday but died a short time later. He was 24 years old. Interstate satisfy in San Bernadino county opened after a wildfire closed the roadway. It tore across the interstate on friday setting dozens of cars on fire. Another fire near wright wood lit up the sky last night. It had destroyed two Hundred Acres and forced campers to evacuate. Wet wild weather wreaked havoc as well with hikers stuck. Lightning forced the closure of beaches between l. A. And san diego. An unusual protest to save a group of trees. A group of environmentalists gathered with plans to strip naked yesterday to save hundreds of eucalyptus trees. The city plans to clear cut them to protect the area from fire. Act Vincent Lecavaliers insist activists insist theyre fire resistant and cutting them down will make the area more vulnerable. We have learned that the public will get a chance to weigh in on what in now has been a hushhush plan to bring millions of tons of coal into the area. We first reported on this deal earlier this month and caught up with the developer who stands to make a lot of money on this. You are approaching me on the street. Ambush journalism. We have been trying to interview him for weeks about plans to bring 300 million tons of coal by rail to utah to an expert hub in west oakland. In december 2013, he denied coal would be part of the project saying in a news letter that a approximate you are ported plan purported plan to develop this is untrue. What happened . I stick by my comments. You will not be bringing coal through oakland. I am the developer of the oak land global project. At the time the statements were made our focus was building a multi commodity terminal. The company we were working with had plans for iron core. Now theyre working with a new run by jerry bridges who he says is calling the shots. Bridges told us two weeks ago. When coal moves through oakland, it will be a very positive thing. One councilman tells us this is a project through and through. My belief is he does have control over that. He gets to choose who he hires or who he contracts with to be the operator and manager of the private facility. Cant you take some responsibility for whether thats going to happen or not . Again, i am taking responsibility for delivering the project. Thats my focus. Isnt that sherking responsibility for the product . I dont think so. He insists the deal with the city allows him to import and export whatever he wants. The councilman says hold on a minute. Nobody expected coal to come through town. The public needs to have their say. The Development Agreement does have provisions in there. It is clear in writing about the city retaining rights to enact safe and healthy regulations. Council has a right to do this. There is public desire, a lot of misinformation. We want to have a public hearing to get the facts straight. We should mention this is a private development on city owned land. That Public Meeting they were talking about is scheduled for september 21. Another bay area city wants a cap on rising rents to keep people from being priced out of their homes. Tuesday the city of richmond is set to take a vote on rent control, something shot down in santa rosa last month but the council is considering less drastic options like fast tracking housing projects and changing Affordable Housing requirements. Politicians who support this say the time to fix the problem is now. If it doesnt happen, landlords will jackup rents out of fear that theyll be regulated more than they might be. The vote in richmond is happening at the City Council Meeting tuesday night. Another touchy issue. We have seen this in a number of bay area cities including San Francisco and now into the surrounding areas. How do you control the cost . You have people that move farther from the city. It is crazy everywhere. The flip side on the debate is if you implement rent controls then do landlords have incentive to keep things up . Berkeley has had ups and downs, San Francisco as well. People are having problems. The judge is considering the fate of five embryos. The would be mother wants them implanted. Her exhusband wants them destroyed. Lee is 46 years old. When she was first married five years ago she and her husband underwent fertility and signed an agreement saying if they divorced the embryos would be destroyed. Lee has battled Breast Cancer and treatment left her infertile. Now the judge is deciding if lees right to pro create outweighs the initial agreement. Really since invitro has been around it was inevitable that you would have situations this people hadnt anticipated. Both sides testified last week. The judge is set to decide within the next few weeks. I was in the courtroom last week when this was going on. It is such an emotional issue. The exwife in this case was just sobbing about her dreams of motherhood and this devastating cancer she went through. There are a lot of emotional issues that will need to be passioned from the legal questions. A lot of ethical questions. This technology has brought us things you never thought we would be discussing. This could set a new national precedent. Well see. The judge has a few weeks to make her decision. Google says one of the self driving cars was in an accident. For the first time the passengers were injured. Three employees suffered minor whiplash. Google says one of the suvs was rear ended at an intersection in mountain view. The other driver was at fault. Google says its cars have never caused a crash in self driving mode. This is the 14th accident in six years of testing. Over time consumers will become much more at ease with the concept of the car driving itself. According to the dmv, eight car makers or Tech Companies are testing 77 driver less cars on california roads. A computer probably drives better than a lot of people i see on the roads these days. We will let it go with that. Cal is deep sixing the deep fryer. Popular foods are off the menu at campus cafe like fried chicken, french fries, fried anything as a matter of fact. While popular with students, i think it was a duty of mine and our department to move towards better menus. You can walk a little ways and get a nice nonhealthy meal down the street at the burger joint. Theyre going to introduce burritos made with fresh ingredients. Fried food options are available in cals dining halls and during late night hours. I think thats a good idea. One of the first things a lot of people learn in college is best cure for a hangover is fried foods. I am sure there will be plenty available two steps off of campus. Ready with open comes. There are hundreds of reasons to snack on it. East bay leaders have to submit a written plan to raiders and investors about keeping the team in oakland. Developers have come up with a proposal for colosseum city. So far the raiders refuse to comment on the plan. Nfl is threatening to let raiders return to Southern California if a stadium deal is not reached this year. Joining us now is Chris Dobbins from colosseum authority, one of the people that will or will not put this letter out tomorrow. I think theyre going to make a pitch to keep the team. We know how important the teams are. We have lost the raiders before. Theyre the center piece of the big project. I think were moving forward. We gotta be honest. Raider owner mark davis hasnt signed on to the plan and weve got a developer who doesnt have the money for the plan unless raiders agree to sell 20 and the public throws in a lot of money. On a scale of one to ten the ons are steep odds are steep against it. Most important, we have the hand. The deal was theoretically that mark davis is going to sell 20 . I think raiders are looking to see what city county will offer. The marry said she doesnt want money in a physical stadium but all the surrounding infrastructure is what the city and county can contribute. Deep in your remarks you said we are waiting to see what could happen. How much of the whole plan, the thing on the screen now, a new baseball park, is treading water until carson down in Los Angeles Area decides whether or not theyre going to build for the raiders . I think the ball is in our court. I think the carson project is waiting to see what will happen in oakland. The teams are still here. We have the land and have done the Environmental Impact report. Its on us. The team says they want to stay here. Right now the team is the raiders. He doesnt have the money to build the stadium. He doesnt. Okay. So he doesnt have the money to build the stadium. Say he stays here and doesnt have the money to build the stadium and it is said i am supposed to get a ballpark. I have the money for the ballpark. Davis says but i want my stadium but i dont have the money. What situation is that . You have the land and the transportation hub. This is the best spot for both teams. This is no the a situation of as verses raiders verses warriors. There is enough land for all the teams. It might be enough land for the teams to build but is there enough money . Its what mr. Kephart is saying. I think maybe mr. Wolf is looking to see what happens with raiders deal and vice versa. Have you thought of selling the raiders a piece of land and saying do what you want to do, sell the as a piece of land and saying do what you want to do and hold on to the arena . The county of alameda owns some. There are three political enemies. Thats one of your challenges. Most are saying we would rather deal with one entity rather than three entities. Aside from the fact that nobody has the money and there are three authorities overseeing something that probably should be one, it is as clear as mud. I dont know about clear as mud. The land is still there. I agree with you. Theyre business guys. Theyre going to try to get the best deal they can. What are you going to do if all three say its not like they want to stay here because the warriors want to move to San Francisco, as would like to move to san jose. But they cant. Raiders would like to move to los angeles but they cant. Right. You wind up with three teams that cant move. They want to stay in oakland. Thats the best place. It will be 2000 jobs. Every time i come we talk about the same thing. Its not just oakland. Its broader east bay. There is political capital. There is economic liability. And the image. Right. Look at what having Golden State Warriors did this past year with the city of oakland. Great scenes with live from oakland. The parade was phenomenal. It was a beautiful day. Its great. East bay sports and all three teams, can support all three teams. The raiders sold out the last three teams. Why not just let them play where they are . Right. That would be a great option. Were the last stadium in the country where both teams play in the same facility. The raiders want a separate facility. As want a separate facility. Life in modern day sports. Modern day sports. How much are the teams worth . Clippers sold for 2 billion. Think they might have enough money to do it themselves . I admire your efforts. I think they want to stay here and we can support them. Lets look at the weather. What does darrell have to say about all this . He should problem will i weigh in. We have a look at the Golden Gate Bridge on this early sunday morning. Oh what an interesting day and what an interesting monday it is going to be. Temperatures are starting with mostly mild readings with 69 at livermore, 67 for concord. Concord will top out near 90 today. That doesnt look line much. There are a few hints that tropical moisture is beginning to move in to the bay area. Look at whats happening over monterrey right now. Thunderstorms formed offshore. They had a huge electrical storm at 7 00 over the National Weather Services Office at monterrey and it is because of the subtropical moisture coming from mexico. We are talking about thunderstorms that cause the power to be knocked out to about 10,000 people in the south land. Its all coming in this direction. There is rain reported. It is slowly moving north. From the coast to the sierra, thunderstorms today. Its all happening because what was hurricane dolores, the moisture from the hurricane is being ushered north between a high over Desert Southwest and low pressure system offshore. It will be humid. Well have more clouds today, and the possibility of showers especially in the south bay today later. To sum it all up, we will be looking forward to the high clouds, humid, warming up a little bit today, and a distinct possibility for Thunder Showers especially in the south bay. Forecast averages are actually close to where we usually are. 79 santa rarer are a, increasing clouds in the south bay and maybe a shower or thundershower. In the east bay, a possibility as well with near 90 a high. The chance of a shower and thundershower lingers into monday. 84 at kenfield. By clear lake we are looking at 90. Extended forecast calls for shocking weather or the possibility of it today and tomorrow. Well dry out tuesday and the latter half of the week. In the meantime, state champion i tuned. It looks like we might get a little bit wet. Thats the weather. As for whats next in its an unusual distinction but this weekend San Francisco honored a person for having the ugliest yard in the city. Out of nearly 80 entries this i cant remember was declare yard was declared the worst. The contest was more than an ugly pageant. This is the way of driving home a message about landscaping during the drought. The winner will get their yard landscaped for free with native plants that are drought resistant. We want to make sure that even as we are trying to landscape and make our neighborhood more esthetically pleasing that we are doing so in a responsible way. Cities all over are helping people convert yards to more sustainable landscaping. If you live in San Francisco district theyll help cover the cost of breaking up the concrete, something to cash in on. The drought is changing the landscape of california. Kpix5s Mike Sugerman with rules that could limit lawns to just a fraction they are now. This is old california. This is the new one. This is where drip irrigation starts. It hasnt been a good time to be in the grass business. Now there are actual laws about it. Our standard front yards are drought resistant plans. We dont use any turf. Builder City Ventures has been ahead of the game but the California Water Commission Approved new rules for new building. Virtually no grass allowed in commercial developments. At most, 25 of a new home. We have had a very positive response. Adam lubo had sold most of the houses in the New Alexandria neighborhood of hercules. No lawns here.
