The controversy over who was responsible for the murder suspects release is growing more inflammatory. Reporter the federal bureau of Land Management confirms that gun did belong to one of its agents. And while theories about how it ended up in the killers hands run rampant, the man accused of pulling the trigger sits here in the San Francisco jail his bond set at 5 million. The gun used in the murder of 32yearold kate steinle was recovered in the bay near pier 14 where she was shot while walking with her father a week ago. Forensics traced the serial number to a federal agent. It had been stolen from the agents car during a street burglary in downtown San Francisco. The suspect in kates murder Juan Francisco sanchez says he found the gun on the pier wrapped in a shirt and that it went off accidentally in his hand. He pleaded not guilty to murder. We can confirm that mr. Sanchez did not know kate steinle and he had no reason to want her to be harmed in any way. Reporter but he is an illegal immigrant who was deported five times and the Sheriffs Department let him out on the street instead of notifying federal immigration authorities, who wanted to deport him again. He is an illegal alien. Reporter the head of the San Francisco Police Officers association knows that term is incendiary but uses it to refer to sanchez. He was not here trying to find a pathway to citizenship in this country. Reporter martin says he supports the idea of San Francisco sanctuary city policy which prohibits Police Officers from accessing peoples immigration status but says ignoring i. C. E. Detainer requests goes too far. Its almost impossible to have anyone referred to i. C. E. If in fact they are a violent convicted criminal. Somebody needs to be held responsible for this failed policy which led to the death of kate steinle. Reporter that murder suspect Juan Francisco sanchez is due back in court on july 27. Her brother brad said kate had a special soul, a kind and giving heart, the most contagious laugh i have ever heard and smile i have ever seen. The bay areas Biggest Airline grounded for hours this morning and it wasnt just here. United planes can fly all across the country. Kpix 5s kiet do with a look at what happened. Reporter at the bay areas bussiest airport at the busiest airline, here we go again. Massive flights delayed again nationwide starting at 5 a. M. Pt. That had a Ripple Effect at sfo where united customers were delayed for hours. Everybody is out here sacrificing. I guess well get through it. Reporter 4800 flights couldnt take off for an hour and a half as united scrambled to fix a Network Connectivity issue, socalled. The same reason was cited in a similar grounding of united flights on june 2. Back at sfo, the wait at Customer Service was two hours. The flight was canceled so now you have to find a flight to get to dublin somehow. Reporter you think that will happen . I dont know. Well see. United is waiving the 200 change fee for customers rebooking their flights both online and in person. The United Airlines computer glitch wasnt the only one today. The New York Stock Exchange shut down because of a technical issue. Trading was stopped at 9 30 this morning for hours. And the floor pretty empty for the middle day. Reporter were still looking at frozen computers at the New York Stock Exchange but we are being told by the nyse that trading could resume in about 5 minutes from now which will leave it about 50 minutes of trading before the closing bell. We still dont know the reason behind the halt in trading other than that it was some sort of Technical Glitch which the nyse has been trying to fix now for 3. 5 hours. Now, there has still been trading taking place because the nasdaq was unaffected by the outage and its stocks were up. This brings back memories from two years ago when the nasdaq had to halt trading for hours because of a Technical Glitch itself. Effect stock market has reacted poorly but it was already down significantly on the day. Lets look at the big board. Numbers seriously into the red mainly because of worries over chinas stock market plunge. We have the dow down 240 points, nasdaq down 86 and the s p down 32. But the nyse says trading should resume in just a few minutes from now. Well see how it goes the rest of the way. Jason, i dont suppose theres a chance they would extend the trading day . No. It will close at 1 00 our time. And its critical that they start trading soon because theres going to be a big backlog of orders that they have to process. The wall street journal also had a tough start today. People tried to access the websites homepage got this message. Oops, something did not respond fast enough. Thats all we know. The journal says the error is also because of unknown technical problems. Today commuters were at a standstill because of two accidents at the same time on the bay bridge. One problem was a vehicle fire near the metering lights. Chopper 5 shows traffic backed up for miles behind a separate collision that happened behind the entrance on to the bay bridge from Treasure Island involving three vehicles. Passengers had only minor injuries. No word on the cause of the crash. As for the vehicle fire that also caused a slowdown, it happened shortly after that crash. Crews had the fire out within a few minutes. No one was hurt. No word on how the car caught fire. Developing now, a hotly divided debate in South Carolina as the house decides whether to take down the Confederate Flag from capitol grounds. Don champion has the latest. Reporter house lawmakers in South Carolina are debating today whether the time has come to remove the Confederate Flag from the grounds of the state capital. The state Senate Overwhelmingly passed the bill earlier this week. Conservatives in the 124member house of representatives are expected to offer amendments hoping to retain some symbol of the confederacy on the grounds of the capital. I think theres Serious Problems with the senate bill. Reporter as debate starts, protestors are gathered outside of the statehouse. Fact is that it is offensive to some people and so because this is a communal area it needs to be welcoming to everyone. Reporter debate over the flag was revived after nine people were killed during bible study in charleston last month. The accused shooter appeared in Photos Holding the Confederate Flag. If the house makes amendments the senate will have to agree to the changes and they will have to settle the differences in committee. The metropolitan Transportation Committee will maintain them for at least 10 years. Ac transit is thinking of buying some doubledecker buses after test drives. Each doubledecker bus can carry 80 people compared 32 for the agencys standard buses. If the double deckers are bought, they would mainly be used between oakland and San Francisco. Each of them would cost about 880,000 compared to about 500,000 for a new standard bus. State water regulators are considering raising water prices to encourage people to cut back on water use. Governor jerry brown has ordered water rates that maximize conservation. The water control board is meeting to figure out how to do that. Twothirds of Water Districts are already using some form of tiered water pricing. Actor tom selleck is being accused of stealing truckloads of water a lawsuit claims he stole from a public hydrant bringing it to his ranch in southern california. Thats right there. Several lightning bolts to the south. They are associated with the same subtropical moisture that well experiencing over the next several hours. Theres a little hint of some sunshine in san jose. Otherwise its mostly cloudy and 65 degrees. Its in the low 70s in concord, clayton and walnut creek. So we have a chance of showers and thunderstorms beginning tonight through thursday night. And possibly even early friday morning. The best chances of a thunderstorm would be in the highest elevations in the bay area. And dry lightning is a big factor. Thats with no precipitation, no moisture, just cloudto ground lightning that could possibly spark a fire. So well watch it very carefully. The anchor of the low pressure is off the coast of San Francisco. And this is all that beautiful wraparound moisture associated with it. In fact, the greater lake tahoe area has been picking up thunderstorms for the past several days. So lets see whats in our futurecast. Ill move away so you can see the clouds dance around the bay area. Here we are at 9 00 tonight a little bit of light precipitation offshore. And then as we go forward into our thursday, a hitandmiss scattered light rain shower around the central bay during the morning commute. Clouds retreat overnight thursday into friday. But lots of activity all around us. So sometimes you can pick up one of those stray thunderstorms moving in from the sierra through the Central Valley into the eastern portion of the bay area. Thunderstorms still developing around that high sierra where Flash Flood Watch is in effect until the late evening hours tonight. Sunset at 8 34. By the time it makes an appearance tomorrow you notice a little more muggies. But the temperatures are cooler. 60 today in pacifica. Mid to high 60s around the central bay. 70s around the peninsula. And also in the inland areas where we can finally turn off our airconditioners throw open the windows, temperatures going up to about the low 80s in the warmest locations around gilroy. So again tonights when we start to see that chance of a shower or isolated thunderstorm. Best bet would be tomorrow morning for scattered showers. Tomorrow afternoon for the thunderstorm activity. And then early friday morning, otherwise dry and summery by early next week. Last night was the first time i didnt have to have air conditioning overnight in the south bay. Reporter she says skypeing, watching youtube videos, uploading videos and pictures, and Live Streaming eats up the most data. But this bill is still extreme. 45 gigs is a lot. Reporter when we brought the case to verizon they credited them for extra data. They wouldnt say what happened but dave says they told him it was [ indiscernible ] could be apps running in the background. They have an app now that tracks their usage so it doesnt happen again.
