The firefighter had noticed that spoke was coming from the attic of this house at jessica way this morning so he ran through the door and started evacuating the nine people inside including three children. Shortly after onduty firefighters arrived and had the fire out in an hour but investigators say it started with an electrical problem in the attic and that that home had no working smoke detectors. Cities all around the bay area are gearing up for tomorrows 4th of July Fireworks celebration. But not everyone is looking forward to them. Reporter after four years of drought san joses East Foothills are a tinderbox and as we head into the july 4th weekend, firefighters and homeowners alike are hoping that an errant firework doesnt set these dry parched hillsides ablaze. One spark could start a fast moving grass fire and then extend into peoples homes. We have a lot of homes that are intertwined with our wildland here. Reporter rodriguez has lived in the East Foothills for nearly 50 years. She and her have cleared around their home but say thousands who flock to the area to watch and sometimes to set off fireworks always makes her anxious. Its very dry. Very, very dry. And people worry about that. All it takes is one firework. Reporter san joses fire and Police Departments as well as the Santa Clara CountySheriffs Office will have extra people on duty for the 4th of july weekend. Patrolling neighborhoods and handing out tickets to people using illegal fireworks hoping to snuff out potential problems before they spread. The plan is to cite people but most importantly to stop the behavior the unsafe behavior. Reporter now, the Santa Clara County board of supervisors has tried to put teeth behind its enforcement efforts passing a tough new ordinance that will cost you 350 for your first offense, 700 and 1,000 for a second and third. In san jose devin fehely, kpix 5. Well, crews in San Francisco are getting readied to light up the saturday night sky. 10,000 fireworks will be launched in the bay in the biggest show of the year. At pier 50, just south of at t park, crews loading up barges to set it in motion. Each firework set off by a computer signal and organizers say it will be a show like no other. Southern california drivers got an early 4th of july show after a truck packed with fireworks exploded on a freeway. Burnt to a crisp, flames still shooting out of the front, this truck was close to the california nevada border on i5 15 when it went up in flames today. Once the flames started so did the explosions on i15. The driver fled and hasnt been found. Unfortunately, across the nation Law Enforcement is on high alert. This is after the fbi issued a Terror Threat warning for this Holiday Weekend. In new york city, three Million People are expected to attend the 4th of July Fireworks show. Nypd is going to be closely monitoring 7,000 security cameras even while Officials Say there is no credible threat. They are not taking any chances. This may be potentially the most complex counterterrorism overlay for this event ever. Officials say isis has called on its followers to strike during ramadan, which ends in midjuly. Bay area airplanes stow away Marilyn Hartman was just released from jail in chicago after being arrested for trying to sneak past Airport Security there. Consumerwatch reporter julie watts says the puc taking some heat for these new rates. Reporter the puc says this is actually a fix, a more fair system. Low use households pay so little right now, they dont even pay enough to cover the cost of the energy that they do use. So high use households actually subsidize them. But critics say this new rate plan penalizes those who conserve, something we asked the puc president to address. For those people who are conserving the most they are going to see the most significant increase from this. What do you say to them . I dont think thats true. Reporter now, puc president michael [ indiscernible ] declined to provide evidence to the contrary so we posed the question a different way asking specifically about the lowest tier energy users. So youre currently in tier 1 or 12, are your bills going up . Are you going to go into a new tier if we have a hot summer . Again if you currently in tier 1 or 2, are your rates going to go up . It depends on the utility. And it depends upon whether or not you have to increase your energy use because of the heat. Im sorry. These reporter so stays the same, if all things did stay the same some people will start to pay their more fair share cost of operating the grid. Reporter he says he doesnt believe low rates drive Energy Efficiency anyway. But consumer advocates disagree argue, the current rate structure encourages people to conserve energy by saving them money. We think customers should be rewarred for saving energy, not punished, they should be rewarded. The majority of ratepayers were going to see an increase in their monthly bills, so that the highend users most of them will get a discount. Thats going to be the impact. Now, the Utility Reform Network there also criticized the puc for reviving this proposal Late Wednesday and voting on it today on a federal holiday when many are out of town. They say they havent had a chance to analyze the new structure but they expect a majority of customers will see their bills increase. Again, back to the low income user, this affects everyone but the low income users, its not like they can cut back their energy use. They are probably not using that much anyway because they cant afford it so they cant cut back any more than they are already doing. Bills will go up with a flat rate added to bills. Some are considering discounted rates for low income people but they say about 700,000 consumer advocates say about 700,000 of them had their power turned off last year because they couldnt afford the bills they have. Reporter mckenna had both legs amputated in a predawn hit andrun june 14 outside her sisters oakland home. She was grabbing a grocery bag with her legs hanging out of the car when another car smashed into her. I felt like i was dying. I was telling her, like, sister, my legs are theyre gone. My legs are cut off. This one was like twisted and this one the bone was out and it was just damaging. Reporter she called 911 herself. I just went to sleep. And i woke up that afternoon and they cant keep my legs. Reporter she went to the morgue to say goodbye. They let me move them around, see them and explained to me that, you know, which one had had worse and which one they tried to save. Reporter for three hours a day, the former starbucks barista goes to Occupational Therapy to help her get around in a wheelchair and physical therapy to strengthen her muscles. Her resilience and spirit is incredible. Reporter her inspiration, her two children aged 6 and 2. Lock as i can be a role model to my kids to see that, you know, im strong, mommys strong, so you guys can be strong together. Reporter next, she will be fitted with prosthetic legs. Baltimore police say the sticker is concerning and unacceptable. A Record Number of shark attacks in the atlantic this season has left many beach goers afraid to go in the water. This year alone there have been 23 reported shark attacks in u. S. Waters. In north carolina, there have been 7 attacks just the past three weeks. Thats the most in 80 years experts are baffled. Something strange is going on because the trend is normally zero or one attack ainn that area in a year. Some theories suggest that sea turtle migration, the lunar cycle, or warmer waters may be the cause. The National ParkService Warns beachgoers to stay close to the shore and swim in groups. Shark warnings meanwhile are posted along Santa Cruz County beaches this weekend. There have been several sight this is week including at least 10 sharks that were spotted off Seacliff State Beach on monday. So far, they havent bothered anybody. So far. So much for the cooling trend but the general direction is in the right direction which is to say, things will be calming down. Things will be settling out. We can see that all that subtropical moisture over the sierra is now just lifting up really up to the north and out of the bay area. And generally, we are looking for things to dry out with clearing skies.
