Around moraga, you can see from donald drive to pinehurst road, it is pouring buckets at this hour. A little to the south we go, around piedmont as well, a downpour across 580. To the north we go around napa, live doppler street level. Highway 29. It is wet, downpouring to the west of the city of napa with pops of yellow on your screen. And down to the peninsula we go. Live doppler 7, starting to see the first drops, around redwood city, milpitas likely seeing a few drops within the hour. Live done louppler 7 showing mon developing offshore and this is all going to move onshore in the next hours. The bay bridge toll plaza, it is just coming down right now. The roads are wet and the morning commute is going to be wet. Look at the rainfall totals. Widespread, one to two and a half inches, and the Flooding Risk is still high in the burn areas in the north bay. Well go hour by hour and time out the rest of the storm where you live this that full accuweather forecast in a few minutes. All the rain expected in the next few days is a cause for concern in the north bay tonight. There is the issue of toxic runoff from the fire debris and into the streams and rivers, and now also we have new questions about drainage infrastructure. These are temporary plastic flood barriers that interlock to seal out stormwater during times of wet weather. It flooded garages and laundry rooms at the apartments around the corner and forced the puc to start looking for options like these plastic barriers. Law enforcement found Randall Saito. He had escaped from hawaii on sunday. He caught two flights and made his way toward San Joaquin County where deputies arrested him this morning. Now the governor of hawaii has. Authorities and the public should have been notified much, much sooner. Ive directed the attorney general to fully investigate this incident and take appropriate actions. State Health Officials say there was a break down in communication at the hospital. The staff involved have been relieved without pay. Vic lee has the latest developments now. Reporter Randall Saito escaped from the State Hospital near honolulu sunday. He chartered a flight to maui. He ended up at a motel 6 in stockton. Yesterday saito took a yellow cab on a shopping trip. Jill martin, owner of the company, did not want his face shown. So i automatically assume the worse. I call the sheriffs. Give them the information on my cab, which direction he was going. Today is the beginning of commercial dungeness crab season. And a lawsuit has been file the to protect whales from being entangled in crab gear. Lawyers say whales die slow, painful deaths after being tangled in crab gear and the number of whales affected is skyrocketing. The fish and wildlife has been sued for allowing those entanglements primarily by allowing crab traps to be placed in whale hotspots. Were incredibly lucky to share our waters with these amazing animals, but no one wants their crab dinners to come with a side of whale. Reporter 21 whales were found tangled in commercial crab gear last year. We reached out to fish and wildlife for reaction but the department does not comment on pending litigation. Were going to show you the southern half of the viewing area. San jose currently, a lot of cloud cover, just beginning to see first drops around palo alto fremont. So it is slowly sliding to the south and is going to continue the trek to the south over the next 1218 hours and bring heavy downpours, too, to san jose. Look whats developing offshore. Thats the trend with this storm system as it continues to traverse the bay area. Its going to continue to bring heavy rain offshore and move it inland. That is why were going to see heavy rainfall amounts. It is wet on the runways, and this area, tomorrow, likely going to have flight delays. If you have a flight from sfo tomorrow i would bet on having your flight delayed. A strong storm traversing through the Morning Hours on our thursday. One to two and a half inches of areawide rain. Well over an inch of a rain and downpours have erupted across much of the reason, from walnut creek to san leandro. Had a nice little downpour through antioch. A downpour approaching big bend. And 121. Eighth streit et. Its pushing onshore. Sonoma, expect downpours to come in around 10 00. Winds are whipping especially in the hills around 30 miles per hour. Mt. Tam ranks a storm three on the impact scale. Well have another update in about 15 minutes. Crews are out clearing st m drains and other prep work. We have more on what public works crews were up to today. Reporter the city of walnut creek spent the last two weeks finishing most but not all of its storm prep work. Thats why this huge vacuum truck was out today, clearing debris out of storm sewers. Crews have been out, cleaning out debris racks in all the waterways. In addition, weve been inspecting and cleaning all the catch basin inletles throughout the city. Reporter its to make sure the system can easily handle the runoff. That involves pulling the grates off, that theres no siltation so we have full capacity. Reporter two bad they dont have a public works crew to deal withstanding water that will be left in his back yard. It will probably be three, four, five inches. Reporter its part of why hes spending his day filling sandbags. I do four, five, six bags, its not that big of a hassle. The smarter thing would be to put better drainage in. Reporter the city has sent letters out to residents, asking them to be on the lookout for clogged drains and help clear them if they can. But tonight moores lawyer fighting back, saying moore was one of the judges in nelsons divorce case in 1999. There was contact. Judgment moore signed an order in that case. There are two members of congress, republican and democrat, right now, who serve, who have been subject to review or not have been subject to review, but have engaged in Sexual Harassment. Reporter this is what allegedly happened to one staffer dropping off research at a members home. The young staffer is a young woman. Wen there and was greeted with a member in a towel. It was a male. Who then invited her in. At that point, he decided to expose himself. She left and then she quit her job. Reporter tonight some lawmakers want names. Reporter currently victims go through 30 days of counseling, sign a nondisclosure agreement, undergo 30 days of mediation and a monthlong coolingoff period before filing any legal claim. Over the past 20 years, congress has settled 260 cases related to workplace violations, including harassment, costing american taxpayers more than 16 million. It is opaque. It is not transparent, and its really set up to protect the perpetrators. Reporter but a new bill would make counseling and mediation optional, allow anonymous complaints and eliminate those nondisclosure agreements. Now this new bileams to beef up transparency and accountability if a law maker settles a claim. They would be named publicly, and they would have to pay that settlement out of their own pocket.
