The unions have threatened to sue by tomorrow if they could not reach an agreement over measure b pension reform passed by voters. The longrunning pension battle has led to massive retirements from both the police and fire departments. Ill begin by thanking the over 1600 hard working Police Officers and firefighters who continue to serve our residents day in and day out. With honor and courage. They have ignored the buzz of the naysayers who tell them they should chase dollars in other cities. The agreement marks the culmination of more than three years of bitter fighting over this. San jose police will begin testing body cams but there are concerns that the protocols developed for the use of the cameras arent transparent enough. Vic lee has more. Body cameras will certainly shine a lot of light on the good work that our Police Officers do every day. Reporter but there are questions of transparency. And that Community Groups were not consulted in writing the policies. One concern, officers can turn off cameras if they decide theres no further investigative value in continuing. Todays smokey fire broke out in an expansion joint on the new eastern span around noon forcing the closure of two eastd lanes for about an hour. Its the same joint that caught fire monday night. Caltrans says somehow flares left on the pavement by a road crew ignited and caught the joint on fire. This is a highly unusual set of circumstances. It covers the joint, and its a rubberlike material that protects the joint from any sort of debris. The fire was put out within minutes after charring about three feet of material. Caltrans isnt saying yet who exactly left the flares behind or how they ignited. Highway 84 in livermore is expected to reopen any minute now after a deadly crash between a big rig and three other vehicles. The big rig slapmmed into the other cars from behind at vineyard avenue. Investigators say the big rig driver approached traffic that was slowing and was just not able to stop in time. A man in one of the cars died at the scene. The big rig driver and two other people were taken to the hospital. A family friend of the man accused in a kidnapping Vallejo Police called a hoax says he cant believe his friend is accused. Matthew muller is in jail. Federal agents believe he kidnapped Denise Hoskins in march. They recovered sheets, drones, mattress pad and a video camera from his locker. An affidavit says all of the items were used in a kidnapping. Muller is a former marine and a harvard educated lawyer and the allegations are stunning to longterm friends. Totally out of character. He convinced his own girlfriend and his neighbors at this complex that he had an incredible military record. He said he had worked in the service and he was currently employed by the coast guard. Records i obtained under the freedom of information act showed lyman spent six years with the Army National guard reserves as a mechanic no active duty. His friends says that lyman convinced them of a special background. And they were buying containers from the port of oakland, refurbishing them and selling them back to the army at triple the price. There are tough new rules for lawns in california. The States Water Commission approved a new rule requiring that only drought tolerant plants can be used for new homes and businesses. It applies to all new detached homes in the state. Governor brown ordered the landscaping restrictions back in april. Homebuilders say they will adapt to the new changes. The drought is hitting one community especially hard. The town of strathmore has banned all outdoor watering, and the people there are also being asked to cut water use by 25 elsewhere.
