The police chief who was fired by the city of oakland and who is suing that same city, is announcing his candidacy for city council. Nbc bay areas bob redell joins us live from outside Oakland City Hall, where chief Lauren Armstrong just filed his paperwork. Bob, why does the former police chief want this job . Well, laura marcus, a former police chief, leronne armstrong, he was born and raised in oakland. Hes raised his own family here. He says he loves the city, but the city he loves, he says, is spiraling downward. And he wants to do something to fix it. This was the scene moments ago inside city hall, behind me, inside the City Clerks Office where armstrong filed the paperwork necessary to announce his candidacy for the oakland city council. At large position. Now, armstrong didnt give us specifics on what he would do to solve the citys biggest problems. But he says the three biggest issues facing oakland a budget deficit, homelessness and crime, which he says has risen since he was fired by oakland mayor shengtao as the police chief of this city. That firing took place back in february of 2023. The mayor says because of alleged misconduct in the Police Department when he was chief earlier this year, armstrong sued the city for wrongful termination. He claims he was fired by the mayor in retaliation for his speaking out about alleged misconduct by the federal monitor overseeing the oakland Police Department. Hed be coming in with an adversarial relationship with the mayor. Youd want to repair that, i assume, since youd be on our city council and shed be your leader of the council. How would you repair that . I dont consider it adversarial. You know, i consider that she made a decision. Obviously, i felt like it was not the right decision, and ive taken legal stands as a result of that. But throughout my entire time, i have not criticized the mayor. I have not been critical publicly about the mayor. Im here to do a job and serve the public, and thats why i continue to say we have to get beyond the petty going back and forth. Its about the people we need to focus on. The people of oakland and try to Bring Solutions that improve the city of oakland. What a beautiful city to see. Struggling to the degree it is right now. And if i can bring anything to the city that helps make it better, then thats what im willing to do. The mayor has said she fired armstrong because she had lost confidence in the police chief after he and the department failed to properly investigate and discipline a sergeant who was involved in a hit and run with his patrol car and who, in a separate incident, fired his Service Weapon inside an elevator at police headquarters, which are a few blocks rossmoor out here at city hall. I did reach out to the Mayors Office this morning to get her reaction to armstrong announcing his candidacy. Have not yet received a response. This is where the city of oakland plans to sell its stake in the property of the same group trying to redevelop that area. Now, later this morning, mayor shengtao will lay out the deal made with the american, the African American sports and entertainment group. This is a local group of investors. The chronicle is reporting that the city will actually receive a minimum 105 million payment. Alameda county has already sold its 50 stake in the coliseum to the oakland as, the team so far not issuing a comment. Well, the Governors Office is out with new data. This is in the Crime Fighting boost the chp is providing east bay cities, primarily in oakland since february, added enforcement has led to 355 arrests, sting operations have helped recover more than 700 stolen vehicles and at least 46 firearms. Some of the crimes committed by those arrested include stolen property, car theft and drug trafficking. Happening now jury selection is underway at San Franciscos hall of justice for the state case against the man accused of attacking Nancy Pelosis husband. It comes days after david depape received a 30 year federal sentence. Nbc bay areas Ginger Conejero saab joins us live in San Francisco this morning. Ginger sounds like theres still actually a lot more to play out in both of these cases. Thats right, laura, and that jury selection in the state case is happening as we speak. There are 120 potential jurors in the pool for this trial. Now. No cameras are allowed in the courtroom today or even in the hallways in the hall of justice, which is somewhere that we normally are able to have cameras. But today, no cameras are allowed to shoot to protect any potential jurors and their identities. Now, mr. Depape was in court or is in court today. Hes wearing a simple blue button down and not the orange jumpsuit that we usually have seen him wear in court in the past. He is also facing new charges. The courts website, reflecting a motion to amend information. The District Attorneys Office confirms mr. Depape is now facing eight charges, including kidnaping and dissuading a witness. Now, the defense on their end has also filed a motion to dismiss counts on double jeopardy grounds after depapes conviction and 30 year sentence in his federal case. That sentence was handed down last friday, but not long after prosecutors filed this motion requesting to reopen sentencing to give depape the opportunity to speak for himself, which he was not given an opportunity to do. So last friday, the Court Granted the governments motion and set today as the deadline for a response from depape, the judge has also reopened sentencing and set a hearing for next tuesday, may 28th. The defense has also submitted their appeal to the judgment and sentence in the federal case. Now all of this happening as the state case moves forward, depape faces multiple charges, including those that i just mentioned kidnaping and dissuading a witness. Also attempted murder, assault with a Deadly Weapon, elder abuse, among others. Legal expert Stephen Clark breaks down what the focus in the state trial may be. The big argument in state court is, was this attempted murder or assault with a Deadly Weapon . How the jury now in state court will look at the case involving mr. Depape when they know hes already serving a significant federal sentence . Will be interesting to see, because this is a very high profile case, and those jurors coming to judge him in state court will be mindful of this sentence. Yeah. So, laura, a lot still in motion here. The state case continues. Well continue this weekend into next week where they will argue the motion for the dismissal of some some of the charges in the state case, the federal case reopening for sentencing, will wait to see if depape makes a statement in that case as well. And of course, our team of reporters, our Sergio Quintana is there in the courtroom and well have more updates on our evening newscast, but definitely something to continue to watch out for laura completely, as its all just played out here. This is where a large number of dead sea pups. Seal pups are washing ashore. Nbc bay areas kris sanchez joins us now with more on what scientists think is happening. Pupping season starts next month, but sadly, hundreds of sea lion pups washed ashore on an island along the central coast, appearing to have been born too soon. This drone shot here, taken over ano nuevo island, and these arrows represent those little dead sea lion pups. There are nearly 300 of them. So for reference, in an average year, scientists count about 700 pups born and maybe 1 or 2 miscarried. Not the hundreds were seeing right now. A researchers from uc santa cruz are studying the carcasses to try to figure out the cause, whether Something Like pesticides or the avian flu could be to blame. But they also say its possible that theres just not enough food for what is now a booming sea lion population. The scientists tracked the sea lions via satellite and find theyre going as far south as Baja California to feed. My best guess, and its a guess, is that food availability is down. California sea lion populations are at a historic high so that theres theyre already at a point where theyre pretty much maxed out. Now, since early may, theres been a spike in sea lions at pier 39 in San Francisco. And at that point, biologists told us that theyre here for the anchovies. There were more than a thousand, the most weve seen in 15 years. So the hope is that this is a circle of life moment and not something more serious at play. Back to you. Well, memorial day weekend is nearly approaching. And you know what . It marks the unofficial start of summer. And as more people head to the beach and pools, its really a good time to have the conversation. As may is National Water safety month and data shows 90 of drownings happen in front of an adult and a child can drown in less than 30s. We spoke with three time olympic Gold Medalist and former competitive swimmer rowdy gaines about how parents can make sure that their kids are staying safe while in and around water. The number one cause of death in children ages 1 to 4 is drowning. Number two, in that 5 to 14 age group. But the good news is we found the cure. And the cure literally is taking swimming lessons. If a child takes those formal swimming lessons, it reduces that risk of drowning by 88. So a lot of my messaging this summer as we head into this busy summer is put your child in swimming lessons, and he also gives some other tips for you. He says avoid buying your child a blue swimsuit. Bright colors are easily to spot when theyre in the water, and try not to go swimming without a lifeguard. Also, never dive in. Well, were looking at the rest of the day, temperatures trending into the upper 70s for the south bay. And then just as we hit around sunset, temperatures will start to drop quickly. Its also going to be windy today, so hold on to your hat or your gown or whatever youre wearing, because in San Francisco and along the coastline, were going to see those gusts kicking up to about 30 to 40mph. And all of the cooler temperatures and the high winds that we are seeing is a result of that cool ocean breeze thats getting stronger and will continue over the next couple of days, even in the valleys. Were looking at some gusty winds into this evening. Our High Temperature today will reach 80. In los gatos, 78 in downtown san jose. But these numbers are slightly lower compared to yesterday in antioch. We were in the upper 80s, but today were expecting 83 degrees 78 in livermore and 80 in danville, while oakland will see a high of 75. Today will be in the upper 60s for san mateo and 75 for redwood city and downtown San Francisco. Up to 67 degrees for the north bay. Expect santa rosa to reach 82 degrees, while nevada will see a high of 77. As we get into our holiday weekend, were going to see several storm systems moving across the pacific northwest. Here in the bay area, were just getting the cooler air coming down, a lot more clouds and fog, and were going to have that very typical may gray and june gloom type pattern, where theres a lot of coastal fog and a breezy wind and that also will be transported to the inland areas and spots like walnut creek will see a big drop in temperatures for saturday. Also more clouds. So take a look at our trend. Well be in the low 80s today. Upper 70s tomorrow, and then only 72 on friday. But that will be the coolest day. Saturday will most likely be wearing long sleeves or jackets all throughout the day, and then dropping down to the mid 40s. As we approach memorial day. It does get slightly warmer, while San Francisco will see High Temperatures all weekend long only in the upper 50s.
