The rain is coming in tomorrow, but we are going to see the clouds coming in, gusty winds and temperatures will start to get cooler. We will start to see the temperatures improving. Rain and hall in tomorrows forecast. That continues into thursday as well. For the weekend, it will be calmer and the skies will gradually clear. Here is a look at the storm system that is arriving and that leading edge of clouds not really having a lot of moisture with it. But we will see clouds and some gusty winds as it moves closer to the bay area. Our hour by hour outlook shows the first wave of rain coming in by sunshine. By midmorning were starting to see some of it taper off. Notice the different colors here we have in the east bay. That is snow that will be falling on mt hamilton and the north bay mountains moving in tomorrow morning and spotty activity as we head into thursday evening as well as friday. So well talk more about this, all the changes ahead of the gusty winds and the impacts we will see leading into the weekend coming up in a few minutes. Both are reporting that the as today are meeting in sacramento about the possibility of the team playing at the Sutter Health park while their new stadium is built in las vegas, so that will be starting next fall season. Sutter health is a aaa home of the Sacramento River cats, but the move would cost the as 67 million in annual broadcast revenue if they were to go to sacramento. Also, Sutter Health is a smaller stadium than where the as currently play. As you can see, the as cant even fill that right now. Attendance at the coliseum has been horrible as as fans stay away from the team because they are upset about their impending move to las vegas. The as lease in the coliseum expires at the end of this ball season. Construction of their new 1. 5 billion stadium is supposed to be completed on the las vegas strip. This is a live look in oakland. Yesterday the as met with the city of oakland to negotiate a new lease extension there, but it does not appear those talks were productive. The as told us they were far apart on the terms needed to agree to an extension. The city of oakland is asking for 97 million in rent over five years. That would be the extension. The as could leave after three, but we still have to pay that 97 million. The as countered with 17 million for two seasons. Now, we have reached out to the as and the city of sacramento about todays reported meeting. The city of sacramento had no comment. But we believe todays meeting in sacramento was planned before yesterdays meeting in oakland. So, in other words, regardless of what was going to happen yesterday in oakland, this meeting in sacramento was still on for today. Reporting live, bob redell, nbc bay area news. Developing now, rescue efforts continue in taiwan, following a devastating and powerful earthquake. This is the most powerful earth walk to hit the island in a quarter century. Emergency workers are fanning out across taiwan, but there have been dozens of aftershocks they have been dealing with. You can see on your screen that amber alert for her whereabouts is now canceled. 3 15 this morning, the chp announced that she was found safe. Investigators say a 22yearold abducted her at 76th avenue in oakland around 7 00 last night. At the time of the amber alert, rivas was considered armed and dangerous. The chp has not revealed how the situation came to an end. New at 11 00, Oakland Police are investigating an overnight shooting near lake merit just after 1 00 this morning. Officers were called out to the scene. But when they got there, there were no victims. They didnt see any evidence of a shooting. However, shortly after, a gunshot victim arrived at a nearby hospital. The hospital notified police. The victim is expected to be okay. But so far no one is under arrest. Today marks day two of the nurses strike in the south bay. This is impacting three hospitals. Thats valley medical center, oconnor and saint luis regional in gilroy. The county Hospital System is chronically understaffed. Now, the county disputes those claims saying nurses would only be assigned to sites where they are trained. Theyre also paid more when they cover a shift at an alternate site. The two sides expect to go back to the bargaining table after the strike ends. A new bill aims to give oversight on selfdriving cars. California lawmakers will present the bill next week at the state capitol. Advocates say these cars pose a safety concern. Autonomous vehicles have been criticized for traffic violations, blocking traffic as well as getting in the way of emergency responders. Right now, local Law Enforcement is unable to ticket these cars for violations. State senator dave corteza says this bill would change that. Giving them the opportunity to pass ordinary local laws around speed limits and dropoff zones and accountability, what does it mean if if an Autonomous Vehicle is parked inappropriately blocking a driveway or Something Like that, who gets a ticket for that, who pays for that . Shares in tesla continue to fall this midday, a day after the Company Announced it made fewer cars and delivered fewer cars to customers than it hoped. Why tesla tripped up. Yeah, tripped up at a time other Car Manufacturers said they were doing just fine. I will get to that in a second. But first the tesla numbers. They delivered 386,000 new cars to customers in the first quarter. That sounds like a lot. And it is. But compare that to the previous quarter when tesla managed to hit almost 100,000 more cars delivered. There are a lot of factors, from high Interest Rates to a lack of fresh updates on the tesla look. Theyre mostly all the time they have been in years. The always colorfully dressed dan ives spared no punches saying the numbers for tesla were a disaster. He said, we view this as a seminal moment for the tesla story for musk to either turn this around and reverse the black eye 1q performance. Otherwise, some darker days could be ahead. There is some talk about the slump in the interest of electric cars. But ford and toyota are also turning in their quarterly numbers. And they dont seem to have the same problem. Sales of their electric cars jumped more than 80 last quarter. The car company has been cutting prices, reducing the sticker on its ford mach e. Drivers can use the tesla recharge stations with ford. Developing now, a destructive storm system continues to sweep across the country leaving a wake of destruction of tornadoes and causing flooding from the ohio valley down to the southeast. Reporter states of emergency declared in West Virginia and here in kentucky where three confirmed tornadoes worked through this state alone. One of them reportedly touching down in lagrange. You can see the power of that storm on display. Looking at that house, huge parts of the roof ripped off and the front corner ripped off and tossed largely just across the street into this neighbors front lawn. You can see these massive boards, some of them with nails sticking up through them. Parts of the roof as well. Cleanup crews down the street in this neighborhood taping off parts of another home as they sift through the rubble there. We are seeing widespread reports of damage and also Power Outages with close to a quarter of a million americans across six states without power. The Silver Lining in all of this, a lot of officials pointing to reports of minor injuries, but thankfully nothing worse than that. The report still coming in of damage across these states as this system moves east. We have millions of americans acontract a huge swath of the country cleaning up again after this latest round of severe spring weather. Maggie vespa, nbc news, la grange, kentucky. Kari hall joins us now. Those images have got to be hard to see. You have family in kentucky. Yeah, right outside louisville where that tornado touched down. Family is okay. Everyone is doing well. But theyre trying to clean up and it is still storming off and on. Take a look of the storm system moving through the back edge of the storm system is now rolling through with some waves of rain. But we have seen the threat of Severe Weather now shifting off towards the east, affecting the midatlantic coach. Thats what we will be watching as we go throughout the day. Still some tornado watches in effect for parts of virginia as we continue to monitor this storm system. We also have a storm system coming in, packing a bunch with the wind, not so much the rain. But we are going to see those winds picking up as we go through the afternoon. Temperaturewise it is much cooler compared to yesterday. As we take a look at the north bay, we are only in the low 50s. We will see temperatures coming up a few more degrees. This is a big shift from the weather we had yesterday where there were widespread 70s and even a few low 80s. Today in the south bay, we will see a high of 68 degrees. 62 in dublin and mid60s for much of the north bay with San Francisco in the upper 50s today. And tomorrow even cooler. Thats where the rain begins. We will see clouds, off and on showers and even some snow on our bay area mountains. We dont improve much on friday. Were going a big snap back to winter for a little while. And looking at the rain coming in tomorrow morning, that starts out during the morning commute and off and on showers throughout the day. It will not be raining all day long, but at any point we could see a quick passing shower and a thunderstorm moving in with this next system that will be coming through the bay area. It may also bring in some small hail with those thunderstorms and our bay area mountains are looking at 1 to 3 inches of snow. Thats mount hamilton, possibility mount diablo. And the sierra will see about 6 to 12 inches of snow, which is not all that unusual for the sierra to get some snowfall. There will be more coming in this weekend. As we get another shot of some cool air dropping in on sunday while most of the bay area will see spotty showers. After that, temperatures warm up, and were going to have a nice little rebound in those temperatures. So were still on a roller coaster here. Take a look at brentwood. Going from a high of only 54 degrees tomorrow to a weekend with 60s. And then we have 70s and even 80s ahead for next week. So we are going to be seeing things changing day by day. And tomorrow is when the rain arrives with some gusty winds and possibly some thunderstorms. Looking quieter for the weekend. Although, there may be some spotty showers, we are going to see things clearing out for the most part and our partial eclipse on monday looks clear for the bay area.
