20 minutes. Thats ridiculous. Reporter kalb is talking about complaints similar to what the Investigative Unit has reported on from people like allen liang. I was placed on hold for maybe 10 or 15 minutes. Reporter and keshia henderson, who says she couldnt even get through. I couldnt get through. Its a busy single and it hangs you up. I want the city to analyze this. Reporter according to this resolution kalb introduced, the city administrator has until no later than december to produce an actionable report. So why now . State data shows oaklands average 911 answering time has been among the worst in california since at least 2018. Oakland is currently on notice with the state for its long 911 times. How did it get this bad . And did oakland officials allow it . Well, it wasnt like it was bad every day or every month. It was like you hear occasional stories of longer hold time. But then it gets better. Ive never been aware of it being this bad. Ive never heard the stories that ive been hearing the past several months. One thing that happened in the past couple of years that im really baffle about is we used to have what we called continuous recruitment, continually recruiting more and more 911 dispatchers. I was told some time in the past several years that was taken away. Reporter both Councilmember Kalb took this issue up with opd administration at a recent city council meeting. I was dumbfounded to hear that a period of time we were not doing continuous recruitment. Reporter opd Deputy Director confirmed Human Resources took down a dispatcher position by mistake for about a month this year, but then cal pressed her on what happened during the pandemic. I know about the recruitment being taken down for about a month in april. I cant speak to what occurred in 2021,er 2020. Reporter we reached out to police and the city administrators office. A city spokesperson said theyre on schedule to respond to kalbs resolution, answers that Community Members say are long overdue. So just a half hour ago, a city spokesperson sent me another statement saying although dispatcher recruitment did not appear to be continuous publicly before this year, recruiting was continuous behind the scenes, the city says. The city also says its now actively hiring and wants people to apply. With the Investigative Unit, candice nguyen, nbc bay area news. Thank you. The periodic pig fest, as in wild pigs feasting on neighborhood lawns and fields. In a story youll see only on nbc bay area, robert handa explains that the problem is literally growing. Reporter it is a pretty frightening situation, and it was that way when we first did the story. Only now the problem does seem to be getting bigger because the wild pigs are getting bigger. This pack of roaming pigs is one of the jarring images we showed you when we first reported on the fears of the Holiday Lakes association in morgan hill near anderson reservoir. But now since residents have not been able to get rid of the pigs, new video shows theyve gotten bigger and more assertive. So the large ones are probably anywhere from 300 to 500 pounds. And theyre usually in a sound or a group of pigs that then has a bunch of little babies. And now the little baby, even though are 100 to 200 pounds. And theyre much more prevalent. I cant believe that theyre not really afraid of anything. Usually theyll hide or Something Like that. You can scare them off. But they only run a couple feet. They have chase them out of the yard. Reporter state fish and wildlife has not been responsive. But they say the Water District should help since they believe the problem started when the district drained the reservoir. We think trapping in the lake bed is certainly possible. Or exclusionary fencing. Reporter the association is collecting comments to be part of an Environmental Impact report on the dam project being submitted by the district to the state november 1st. The draining has affected the environment with all these pigs around. So wed like to have valley water, who we believe is directly Response Form this address it. And if not, we go to other agencies. Reporter at this point the Water District is encouraging residents to file comments for the eir report under the problem of invasive species. But the agency remains adamant the wild pigs are a state responsibility, not the Water Districts or the countys. In morgan hill, robert handa, nbc bay area news. Well, the lack of housing is a big issue in the bay area, and so are the lack of the big delays in San Francisco. Building in the city takes longer than in any other california city, according to a state investigates into the housing crisis. The state created a housing plan to help reduce homelessness across california. Each city is required to build a certain amount of homes to cut down on the shortage. In order to reach that goal, San Francisco must add about 10,000 Housing Units each year through 2031. But the city has only built 4,000 homes over the last five years. California housing officials spent a year investigating San Franciscos approval process. They found it takes the city ten months longer to approve a Housing Project than any other city in the state. And once a project is approved, it takes nearly two years for San Francisco to issue a building permit. Governor newsom called it an important step to address the housing issues in San Francisco. We talk a lot about how much home sales have slowed around the bay area, largely because of the high Mortgage Rates. While the value of your home hasnt changed, the slowdown in home sales is impacting many kids who attend public schools. Our business and tech reporter scott budman shows us how. Reporter the math is a bit complicated, but here goes. Even though the value of your home is going up, the fact that most are not buying or selling homes is hurting santa claras bottom line. Property transfers or changes of ownership are way down thats county assessor larry stone pointing out the county makes money when we sell homes or commercial real estate. Both of those markets have dried up, meaning the county is pulling in less tax revenue by an estimated 4. 7 bulds. Billion. If i was going to define it, maybe identical it a symptom of inflation. Reporter inflation that caused Mortgage Rates to shoot up above 8 , slowing the Housing Market to a crawl, hurting county coffers and the programs that rely on that money. Who gets hurt . Primarily schools. 50 goes through k through 12 or community colleges. Reporter tax revenue that will be sorely missed. Lunch programs, all the cost of the food is going to go up, and they could be possibly passing along the cost of that to parents. If you want to engage in the lunch program. What about the pencils, the pens, the paper, all of that. Im sure all of that has increased in price. Reporter its also worth mentioning that we had a big slowdown in sales in 2008. But this time its different. Homeowners are not losing value. The value of the house is still high. But because the number of sales is so low, its ultimately the county thats losing out.
