Point the speaker designate but one of two candidates who voted to certify the election, and that was a major factor in presenting him from being the next speaker of the house. Mike johnson voted to object to the election result and played a key role in election challenges to the legal system. He has been referred to as they were thrown out by judges before they could even get to that point. Johnson hasnt walked back any of his positions related to the 2020 election. He called it rigged. He was all over conservative media saying there was a lot of merit to the claims put out there by donald trump and associates despite little evidence to back up the claims. Democrats have a real problem with this and think it is a difficult position for him to take and attempt to be the man in the room negotiating deals with the president of the United States and the Senate Majority leader who others when there are a host of things that will require bipartisan report to get over the finish line. This is something republicans feel they move on from and not something democrats have moved on from. Last night he was pressed on this. A reporter attempted to ask him about his position and he laughed it off and said next question and a chorus of boos came from his republican colleagues behind him. Perhaps as soon as the News Conference that he is sworn in. I want to bring in eugene scott. Given the backdrop ryan laid out, talk through the opportunities here as we are at the end of 2023, about to head into a president ial ect here, a Campaign Year in 2024. Any chance for some of the bipartisanship you just mentioned with speaker johnson and down pennsylvania avenue, President Biden . Well, it does not sound like it if you listen to democrats. Already the Democratic Congressional committee referred to mike johnson as jim jordan and a sports coach. They believe he takes positions at the opposite spectrum of what democrats want. To your point earlier he is relatively new to the hill. He only has been in Congress Since 2017. Only started to take leadership positions since 2019. Republicans dont. That is in part why he is able to get over the finish line. I think what we are go to see in the next few weeks are opportunities for people to get to understand and to know who mike johnson is. And beyond the position positions that he has taken and beyond a position that he took that would be the biggest concern to democrats which is his decision to not certify the 2020 president ial election sending biden to the white house. What does the landscape look like eugene. And by that not just the government funding deadline and a potential for another government shut down as early as the middle of next month and beyond that, legislation and bills on the floor that affect peoples lives around the country. That is what all eyes are going to be on. Johnson is known for his socially conservative position. His hard right positions on abortion, lgbt issues, immigration. He is not known as a fiscal conservative. He was a lawyer for a christian right legal advocacy group. Many of the organizations that championed him since getting to congress have not been known for addressing Economic Issues related to budget and funding government programs. Talk about now what the landscape looks like over the next six months or so and the challenges that soon to be speaker johnson will have beyond what you walked through here. The Biggest Issue he will be confronted with is how to navigate the budget and now he is going to try to get through the difficult position of the conservative hardliners, not wanting to agree to the principles that were laid out in the debt ceiling agreement that Kevin Mccarthy negotiated back in june versus what some of the hardliners wanted in terms of steep budget cuts. That will have to start with a shortterm spending bill that allows them time to nosht this. You know, part of the reason we are in this position is because of Kevin Mccarthy negotiating the deal and being forced to get democratic support once you get over the finish line. The Budget Shutdown is an example of all of the other deals that are going to be forced to be cut if anything will be done. You look at the budget as one thing. We have a 105 supplemental package including funding for ukraine which is very controversial in the republican caucus, funding for israel which many support but do at any time want it tied to ukraine. Border security proposals that do not necessarily address the policies themselves. There is also funding for taiwan and other things. There will have to be give and take from both sides if the funding will get over the finish line. The posture of the republicans that toppled Kevin Mccarthy is that there is no room for negotiation. You get everything or you get nothing. So if mike johnson will have to decide early on what type of speaker he is going to be. Will he be the speaker getting into the room and negotiating the issues or get to a point where there are conservative wins in the packages. They might not get everything, but they are go to get something. Or will he be a hard line speak that says it is all of this or nothing and we could leaded to more of a stalemate. This is just the first step on a huge Mountain Mike johnson will be forced to climb because of the difficulties that lay in front of him and trying to navigate all of the factions will be difficult. That is an important point. As we are listening in to the next steps of the process of bringing in the soon to be House Speaker introducing mike johnson. You can see him walking down the aisle. He will shake hands and greet people in what is a significant moment for him. Steve scalise, the congressman that tried to become speaker a few weeks ago and did not have the votes and the top democrat in the house, hakeem jeffries. Mike johnson is a relative fresh face, if you will. Any sense of the relationship that the two might already have . Hi there. The two are not particularly close and dont have much of a relationship. We are still waiting on the initial reaction from the white house given the news is just breaking. But this all comes, as you know after weeks of the white house trying to paint the disarray on capital hill and that congress has been paralyzed with no speaker. The white house has been trying to paint it as republican chaos holding up. You know, the request that requires not just aid or is asking not just for aid for israel and the hamas war but the war in ukraine and domestic priority. Funding at the border. The house said all of that is put on hold. The president is speaking now at a News Conference with the australian Prime Minister ahead of a steak dinner tonight. Earlier today we were told by a senior white house official that there had been an invitation extended to republican leadership. Patrick mchenry and Steve Scalise but both declined the invitation to the state dinner. It is unclear which you know, who would have been the speaker of the house and attended the state dinner in that place. We are awaiting an initial statement. We could hear from the president shortly as he is expected to take questions in the News Conference with the australian Prime Minister. Gabe, thank you. Let me go back now to the hill. I feel compelled to say this is not how it typically goes. This is not how the process might work at the beginning of a new session or new term of congress. Normally the speaker , know what is going to happen. It is a process with a predetermined outcome. That has been far from the case of what we saw over the last three weeks here. This is ceremonial. Everything about it has been substantial. It is important to point out that there are no guarantees here. The notion vacate which led to the removal of Kevin Mccarthy as speaker is still in place. If mike johnson does something, he could easily be thrown out of office yet again. He is going to have at least some sort of a honeymoon, but we dont know how long it will last. Do we know his relationship with hakeem jeffries, the democratic leader we are watching right now . He doesnt really have that much of a relationship with him. Not much of a reason for johnson and jeffries to interact. This will be one of the relationships he is forced to cultivate early on. President biden at the white house and a new speaker of the house now set to be sworn in. Much more to come here on nbc news on our streaming channel, nbc news now online and nbc news with the breaking news, you saw it, the United States has a new speaker of the house, a man second in line for presidency, mike johnson of louisiana. Good morning to you. Im marcus washington. Im laura garcia. Republican lawmakers did something they havent done in weeks. They unified behind a single candidate. Scott mcgrew, it took a while. Thats the surprise is the unity. As recently as last night, there were by our count more than three dozen republicans opposed to electing johnson. But as the count went on this morning, it broke down between two names, democrats voting for hakeem jeffries, of course, and republicans unifying with votes only for mike johnson. Because there are more republicans than democrats, johnson wins. But it hasnt been that simple. In the past, in past votes, some republicans would breakaway, vote for somebody else in their party. Thats why weve gone weeks without a speaker. Not this time. Heres republican lawmaker Elise Stefanik before the vote. House republicans and Speaker Mike Johnson will never give up. Today is the day we get this done. May god bless our next speaker, mike johnson. May god bless the United States of america. And i yield back. And she was right. What do we know about johnson . Hes relatively new to congress, his fourth term. Hes never been the chairman of my committee, vocally antiabortion, antigay marriage. He promised his fellow lawmakers a, quote, new form of government. Lets take a live look at the house chambers. That is hakeem jeffries. He is speaking before they officially swear in johnson. Johnson also an instrumental part of contesting the 2020 president ial election, refusing to certify bidens win as well. So, we are talking about unity being very surprising, and also the candidate. He is very conservative, even for some republicans. Okay. Took us some time to get here, but now we can actually move things along. They have a lot on their plate. Congress can move forward. The house couldnt do anything until it had a speaker. Now his hard work begins. Obviously support for israel, support for ukraine, which, by the way, he opposes, and then, you know, funding the government, moving beyond, you know, the continuing resolution, which expires very soon. You know, hes going to take this oath of office, and then hes got to get to work immediately. Today. Exactly, because there are things going on right now. We mentioned the middle east. Want to turn to that now. President biden spoke moments ago about israels going to war with hamas with the australian Prime Minister. He says the u. S. Is working to get hostages back from hamas while also getting aid into gaza. He also says he aims to make sure hamas can no longer terrorize israel. His vision for that is a twostate solution. About making sure theres real hope in the region for a better future, about the need, i mean this sincerely, the need to work for a greater integration for israel, while insisting that the aspirations of Palestinian People will be part, will be part of that future as well. After addressing the war, biden turned to thank the australian Prime Minister for their partnership. In the meantime, a stark image is coming into life putting into perspective the ongoing hostage situation. Blindfolded teddy bears holding pictures of children held captive were placed in Central Square in tel aviv. Some of those children being held as hostages are as young as 9 months old. Israels military says the number of people taken hostage by hamas and gaza during the attack had been updated to 222 people. Four hostages have been released. Meteorologist kari hall has been tracking every step of this storm. Kari, downgraded now, so where is it centered . It is continuing to move through southern mexico, but this storm is being ripped to shreds by the mountains that are producing some of the heavier rainfall that were seeing from this storm. But it just developed so quickly yesterday, going from a Tropical Storm to a category 5 in less than 12 hours. That was the reason why a lot of people didnt get a chance to evacuate. But now, as we look at these latest frames of this, it is basically a lot of clouds, some breezy winds, but the rain continues to dissipate. But this still was very powerful as it made landfall and is now producing wind speeds at 60 Miles Per Hour as it moves to the northnorthwest at 10 Miles Per Hour. So, we are going to continue to see this weakening throughout the day, most likely not even a Tropical Storm by later on this evening. What we are seeing with storms like this with Climate Change is that theres just so much more Energy Available with warmer Ocean Temperatures as well as warmer air temperatures. We see these storms intensify very rapidly, and thats definitely what we are going to be talking about as we look at the analysis of hurricane otis. Kris, youve been monitoring social media, looking at the impact across the area. So interesting to see that image you showed, that giant glob of energy then really being ripped apart as it goes over the mountains there in southern mexico. It looks really bad on the maps on the ground. The reality also catastrophic. This is a web cam at the holiday inn resort. This is about 150 miles up the coast of acapulco, which really did bear the brunt of the storm. You see people out trying to enjoy the day. But this is video from acapulco proper from this morning where stores were sandbagged to protect against floodwaters, and the streets in the wharf were at this point mostly dry, the beaches much calmer than they were during the dark overnight hours. These are the dark overnight hours posted overnight. One man in this video said he couldnt go anywhere to shelter because of the strong winds. Those winds just battering those palm trees. Inside the hotel, you see people taking shelter inside a ballroom. In the hospital, theres a covid wing there, folks sheltering in the hallways. It just happens do fast. Now, the category 5 quickly lost steam, as kari said. It went from Tropical Storm to category 5 hurricane, back to Tropical Storm in just a 24hour span. But in many areas like this, when the damage is already done, there is still risk of flooding and landslides, and the resort towns of acapulco and others can weather the storms because they have better construction. However, there are a lot of little villages in between the two that dont have the same kind of construction. So, this is the same area that was hit by a category 5 back in 1997. Hundreds of people were killed. Hundreds of people were injured by flooding and also mudslides. We have not gotten any reports of that at this point. You know, hopefully it will remain that way. And we think about, too, like, since 1997, there is a whole generation of now grownups who have never even seen anything like this. I think theyre going to be the ones really documenting this and letting us knows what happening. Even the people who have seen it before, not like this. Yeah. This is the strangest hurricane ive ever seen, kind of in and out in 24 hours. And people are back on the beach. Thank you both. Whos ready far little baseball talk this morning . Me. Right . I know its not until next spring theyll hit the field, but it is official, the San Francisco giants now have a new manager. And just within the last hour, bob melvin is formally introduced by the team. Nbc bay areas Ginger Conejero saab is live at oracle park sporting her orange and black. Fans have been abuzz about this since yesterday, hopefully getting a win. Reporter that is correct. I am in orange and black because i, too, am excitedhat this means for giants baseball. Leaders of the Giants Organization expressing their excitement in this new chapter as they introduce the 39th manager of the San Francisco giants. Youre looking at him right behind me. That is bob melvin. He is still in his giants jersey and his cap. He is taking questions now from the press because the press conference wrapped up not too long ago. He was joined on stage by chairman of the board of directors greg johnson and president of baseball operations. They welcomed melvin back to the bay area. He is a native bay area native to the bay area, i should say, and he said he knows exactly the importance of giants baseball to fans and to people here in the bay area. Now, both leaders from the organization saying they couldnt think of any other person they would want for his position. He said its their relationship that comes second to what bob melvin is going to bring to this organization. Bob melvin says this is a dream come true for him. You know, i grew up around here, as everybody knows, an absolute crazy bay area sports fan, you know, whether it was cal and stanford, whether it was the 49ers and the raiders, the giants and the as, the warriors, i was into it all. And, you know, i was walking over here today thinking, talk about full circle, and, you know, for me, this isnt even something as a kid you could even dream of, to be able to not only play here, manage here, go to cal, manage the as, its not something you even dream about. Reporter well, that dream is a reality now, as bob melvin put on his giants jersey for the first time in front of the press today. As mentioned, he was joined by members of the Giants Organization, both expressing their excitement and support for him in the upcoming seasons, his contract extending to 2026. Melvin, as he spoke about, was chasm we are the giants for three seasons in the late 80s. He believes the bay area, born in palo alto, grew up on the peninsula, he went to Menlo Atherton high school, and has also managed several teams before san diego. He managed the as, as i mentioned, for 11 seasonings, and thats where he worked with members of the organization. He will fill the void of gabe kapler, released from his duties with three games left in the season. Melvin was on the opposite dugout for his final game in San Francisco. Things are still quite exciting here. You can still see you can still see bob melvin talking to the press. You can also see other leaders of the Giants Organization, larry behr. Anthony flores is here, and he will break everything down for the evening newscast, so watch out for that story later on. For now, seems like its a new chapter for the orange and black. Well be watching. Back to you guys. Most definitely. Well be waiting for spng. Ri a lot going on, but we do want to check our forecast. We have a cold front coming through today. It will turn mostly cloudy for the afternoon. Our temperatures head for about 70 degrees and cooler the next few days. Well feel the difference in the Morning Hours with lows in the mid40s. That continues into the weekend. Next week feeling also very falllike. Halloween is tuesday, and were looking at overnight temperatures in the mid40s, highs in the 70s inland, and San Francisco will have a slight chance of rain on friday, but the weekend looks sunny and only in the mid60s. So, for halloween celebrations, the costumes need to have a little extra a little something. Something cute. Like a bear cub. Right now on california live. It is selfdefense, latino style. Today were learning about the history and the weaponry and the techniques behind the National Martial art of the philippines known as extreme. Are you ready. And then forget the painful
