Just hours after the announcement. My hope is that as a result of this, they can spend some time working on improving their Safety Measures because we want to welcome this technology, but we want to do so responsibly and safely. Reporter according to this order of suspension, the action is linked to an october 2nd accident on fifth and market when a pedestrian was hit by a car with a driver and thrown into the path of a cruise taxi. The dmv found the cruise car stopped after hitting the pedestrian but then later attempted to pull over, dragging the pedestrian several feet. Investigators also accuse the company of misleading investigators by not disclosing the full video of the accident, saying footage of the subsequent movement of the av, autonomous vehicle, to perform a pullover maneuver was not shown to the department, and cruise did not disclose any Additional Movement of the vehicle had occurred after the initial stop of the vehicle. Cruise issued a Statement Today saying, shortly after the incident, our team proactively shared the information with the california dmv, cpuc, and nhtsa, including the full video. We have stayed in close contact with regulators to answer their questions. Cruise had an estimated 150 driverless taxis operating in the city during daytime. People we talked with today told us the suspension did not surprise them. I think thats the step they need to take. We cant just have them plowing through the city, you know, unrestrained. We need them to investigate why cruise cars are stopping in the middle of the street and are blocking traffic and preventing emergency vehicles from getting where they need to go. Reporter this Delivery Driver says the driverless cruise cars have made her job harder. I have encountered them just stopped in the middle of the road at least once a day. Reporter she believes the suspension will make San Francisco streets a little safer. We did see some cruise cars on the streets in San Francisco today but thats because the dmv will still allow the company to test their technology as long as there is a driver in the car. In San Francisco, marianne favro, nbc bay area news. Our Senior Investigative reporter bigad shaban has covered the twists and turns involving cruise Driverless Cars extensively. So magic mushrooms is what prosecutors say an offduty pilot told them he took before he attempted to shut down the engines of an sfobound plane in midflight. Court documents claim that the pilot from Pleasant Hill admitted to both the drugs and the attempt. Nbc bay areas velena jones has more from inside the courtroom as Joseph Emerson was formally charged today. She joins us now live from sfo. Velena. Reporter well, tonight we know because of those Court Documents that that security scare turned struggle inside the cockpit lasted about 90 seconds. The big question in all of this has been, what prompted that offduty pilot that friends describe as friendly, familyoriented, and a rule follower, to try to shut off those engines with more than 80 people on board . And tonight it appears the suspect is admitting to all of it and giving a reason why. Today Joseph Emerson, dressed in blue, made his first appearance in a portland courtroom. He pled not guilty to 167 charges, including 83 counts of attempted murder. According to federal Court Documents, emerson admits to trying to turn off the planes engine after telling the pilots he was, quote, not okay. Well, its really sad news. I never would imagine. Reporter emerson was riding as a passenger in the cockpits third seat. Court documents go on to say the Pleasant Hill resident told police he thought he was, quote, dreaming and wanted to wake up. Investigators say he admitted to taking psychedelic mushrooms, something he claims hes never done before. They say emerson explained he was dealing with depression, had not slept in 40 hours, and thought he was having a nervous breakdown. I hope he gets the help he needs. I want him to have the medical and the psychological help that he needs, and i want that for the family too. I want them to have the support. Im hoping that all those charges, those horrible charges, go away because he clearly was not in his right mind at the time. Reporter the official incident report shows the offduty pilot was then sent to the back of the plane where he reportedly told a Flight Attendant, quote, you need to cuff me right now, or its going to be bad. Once restrained, investigators claim he tried to grab the emergency exit door handle before a Flight Attendant stopped him. Passenger aubrey gavelo saw emerson walk to the back of the plane. I made eye contact with him. It was one of those soulchilling like dead in the eyes. Reporter former president of nri flying club here in the east bay told us today offcamera that emerson was a chief Flight Instructor and former Safety Officer for the club at one time. Yee also believes Court Records that appear to show emerson admitting to wrongdoing show his true character. He was lucid enough to realize that things were going wrong in his head, and he could express himself and get people to take care of him. So that shows what kind of a good person he really is. Reporter alaska claims that emerson completed all of his faa medical certificates, and they were never denied or revoked. He is expected to be back in court in november. Reporting live from sfo, velena jones, nbc bay area news. A destructive scene in oakland when a car crashed into a building with what appeared to be a couple of bullet holes through the rear window. Our skyranger was over the scene. This happened at the intersection of 65th avenue and international boulevard. The car plowed through a chicken wing restaurant. At 10 45, oakland officers responded to reports of a shooting nearby. We cant say for certain that the shooting caused the crash, but it does appear the car had visible bullet holes. So far, opd has only confirmed that nobody was injured. Oakland is trying to take action to stop car breakins with a new Pilot Program that involves the people of oakland. Today police announced the department is setting up two social media accounts, one on instagram and one on x. Opd is asking people to share photos and information in real time when they see a burglary happening. Were going to have staff monitoring the platforms, and theyll be able to relay the intelligence or the information to our surveillance teams that were going to have in the city. And we really, really are counting on the community to help us with this. The Program Comes as Oakland Police say there has been an uptick in car breakins in the last two years, carried out in large part by organized groups and gangs. That uptick, they say,s that had a Ripple Effect on businesses in oakland and on neighbors feeling safe. Now to the crisis in the east. It comes as President Biden says aid is not reaching those who desperately need it quickly enough. Alice barr has more from capitol hill. Reporter new images of two released hostages show the elderly israeli women being transferred from hamas custody to israeli forces. The 85yearold says she was treated relatively well in captivity after going through hell. My mom is telling the horrific story. Shes saying that many, many people, a swarm of people came through the fence. Reporter their appearance like a mirage for the more than 200 families still waiting for word of their loved ones kidnapped by hamas. Two more were murdered in the october 7th terror attacks. She traveled from los angeles to israel and attended the funerals, complete with a military procession. I wonder if you feel of two worlds or how this has maybe reshaped some of your views and your feelings. As terrible as it is to be here right now and as exhausting and sad, there are also moments of such beauty in how people have gotten together. Reporter amid urgent hostage negotiations, secretary of state Antony Blinken at the u. N. Security council calling for the first time for a pause in israels aerial bombardment of the gaza strip to get hostages and Palestinian Civilians to safety and let humanitarian aid in. The humanitarian pauses must be considered for these purposes. Reporter President Biden saying today food, water, and medicine are not getting into gaza quickly enough amid desperate shortages of supplies and a medical system on the brink of collapse. A spokesperson for the National Security council today clarified secretary blinkens comments calling for a humanitarian pause, saying that is not the same thing as pushing for a full ceasefire, which the Biden Administration thinks would right now only benefit hamas. From capitol hill, alice barr, nbc news. We have continuing coverage of the israelhamas war on our home page, nbcbayarea. Com. In Alameda County, recall efforts continue against District Attorney pamela price. But today county supervisors are considering new rules that would affect recall elections just like that one. People working to get price out of office held a rally today in oakland. Many of them are crime victims. They say price is soft on crime and has more compassion for criminals than victims. Rally organizers also say it would be unfair for the county to change the recall rules now. We dont want everybody locked up, so that is just not the truth. We just want to see justice. We want them to be held accountable for their crimes. In order to do that, we have to have a fair process. A report written by county counsel says new recall rules are necessary to align the countys laws with the state laws and eliminate procedures to ensure lawful, competent, and timely recalls. Supervisors are considering the measure at tonights meeting. Still ahead, as we hope to escape fire season without a major fire sparking, a new tool is being used in the east bay that helps the environment while reducing the risks. And a beloved School Librarian is starting to see the effects of a disease that will one day leave him unable to walk. The Ambitious Goals he hopes to achieve before that, and how hes helping others in the process. Our bay area proud segment is next. Im chief meteorologist jeff ranieri. We are tracking some rainfall off to the north. Ill have some updated shower chance, also the colder temperatures and even some wind coming our way. Every detail in spite of the little bit of rain we got recently, we are still in peak fire season. The east Bay Regional Parks district has an innovative tool to help with fire management. This is the scene at Chabot Regional Park this morning. You see all those dead trees. They could become fuel if a fire broke out. So the parks district would normally pick up and ship the dead trees to sacramento for processing. Now it can manage it onsite with that big yellow machine you see called a carbonator. It incinerates logs and turns them into material called biochar. The Park District says it is using the biochar to manage erosion. Farmers use it to increase crop yields while using less water. There is a danger in always waiting for someday to do what youve always wanted to do. Thats the lesson an east bay School Librarian is teaching all of us. Its also a lesson he got not from a book but from his own life. This mans life has had its share of plot twists, like just how he became the primary librarian at harvey green elementary school. He was a parent volunteer when the former librarian suggested he apply for an assistant position. So she sent me a link to apply, and i did. But she sent me the wrong link. I accidentally became the permanent librarian. Reporter but there is one other big change in juns life recently that was sadly not a complete surprise. A few years ago, he noticed an unsteadiness when walking. It is something called ataxia, a disease his father had and something jun always knew he had a 50 chance of contracting. Ataxia is a disease that affects ser even rum, and ser even rum is shrinking. Its an important part of coordinating. Reporter it means jun is walking with a cane now but will eventually need a wheelchair. Hes not sure when that will be, so hes setting out to do some things he always wanted to do while he still can. He signed up for the Honolulu Marathon this december, and next year hopes to fulfill a lifelong dream of climbing mount fuji. Many people say, i want to do this someday. And if you say someday, someday is always in the future. Youre never going to do it. So decide when you want to do it. Then you can plan. And so my message is dont say someday and start doing it. Reporter but this isnt all just for himself. Jun has a son who, like he did, must live with the possibility of ataxia. Jun wants to use his adventures to raise money for a cure so his son wont ever have to face what his father did. But even if he does, his son will see an example of how to make the most of whatever life throws at you. I mentioned that jun is trying to raise money through all this because he wants Money Research for a cure. So he set up a gofundme and i sent a link to it on my facebook. He is so beloved in that community where hes a librarian. Within a day he reached that goal. Such an inspiring story because you get that diagnosis, and you know whats coming, and just to be able to overcome that and still kind of do what you want to do. Yeah, its an interesting diagnosis and one we talked a lot about because sometimes you get a diagnosis and youre like, im going to beat this thing. Jun knows hes not going to beat it. He knows exactly what the pro progression. Tough but inspiring. Lets talk about the weather. So nice to be outside. Really whatever you had on the list today, weather was not getting in your way across the bay area. I want to show you more of that down here across san jose, where we do have that blue sky right now. If youre headed out tonight, you might need a light jacket here in a couple of hours. But all in all, pretty comfortable. 77 degrees right now in san jose. Some 60s on the way later on tonight and mostly clear skies. Even though we have mostly clear skies this evening, we are tracking two different systems this week that are going to be just off to the north. Now, with these, i still dont see any major chances of rainfall for us because, again, the storm track is going to stay just off to the north with some of that heavier rainfall. Now, its frustrating because look at how impressive this looks. Seattle and portland going to see anywhere from a half to 1 1 2 inches. Thats now about the sixth storm system they have seen so far this season thats just nailed them. But the problem were getting into is the way this storm is going to drop down, its eventually going to move over the land tomorrow. So its going to lose a lot of its steam. Theres just not going to be a whole lot left. So definitely some colder air, the clouds tomorrow, and then a spotty chance of some showers. I can show you better on the shower chance and again tonight it looks impressive to the north. But here we go. Tomorrow morning, it starts to break up here over chico. Then by tomorrow afternoon, theres the cloud cover and just a slight chance of some spotty showers. Now, were going to get into a Second Chance as we head into fridays forecast. But i got to tell you this is also not looking very good here for us. That batch of rain offshore looks like it would be staying offshore and moving to the south. So totals wednesday and friday, only some spotty chances. You got to go to the north and east to get in on higher totals. With some of that precipitation over the sierra, it does look like well get into some winter conditions, and the day for that is tomorrow. If youre headed up to the sierra, interstate 80 and highway 50, expect a dusting of snowfall. Some winter conditions here, 1 to about 2 inches. Meanwhile, with no big rain chances coming our way tomorrow, its still going to feel like fall outside. Weve got the cloud cover. Weve got temperatures starting off in the low 50s, so have the jacket. 51 for the south bay. Over to San Francisco, down to 53. For the north bay, 49. Temperatures tomorrow with that system starting to move across northern california, well drop it a good 10 degrees. I think this is going to be nice and refreshing for an october day. 69 down here across san jose. Lets take it over to the east bay. 68 vallejo. 69 pleasanton. 67 in san mateo. Likely the jacket all day long through the bay area. 59 in the marina. Up across the north bay, 67 in napa. 66 in mill valley. On the sevenday forecast, again, a slight chance of a shower wednesday and friday. Well see some wind pick up friday. That will increase the fire danger out of the northnortheast 15 to 35 miles per hour. 60s here in San Francisco. And across the inland valleys. What i want you to notice is by saturday morning, were down to 43 degrees. Were going to get into some colder mornings. Low to mid40s as we head into next week. So still like to get some stronger storms in here, but at least we got the colder part coming our way. That time of year. Thanks so much. Coming up, ready to go if an emergency strikes.
