Reporter this man was sitting at the front of the fully booked flight. He says about 25 minutes after takeoff, a Flight Attendant announced there was an emergency on board. She sounded in a panic, and then she took off down the aisle. Us passengers just looked at each other and instantly had fear within our bodies, didnt know what it was. Reporter stephen says the plane was going down quickly and made several sharp turns. Moments later, he says, he saw the cockpit door open and 44yearold Joseph Emerson walk to the back of the plane without an escort. Only after the plane made an Emergency Landing in portland and the man was arrested did stephen understand what happened. When youre on that plane, youre scared to death. You wake up the next morning and you see one of their own was allowed to walk past you unattended. You get angry thinking about that. Reporter authorities are now holding emerson, an experienced commercial pilot, on 83 counts of attempted murder and Reckless Endangerment charges. Emerson is a Pleasant Hill resident, and neighbors who know him tell us this doesnt make sense. I thought that that couldnt be the joe next door just by his demeanor, how he treats the kids, the family. No indications of anything wrong. Reporter in a Statement Released today, alaska airlines, which owns horizon air, says engine power was never lost and crews were able to secure the plane without incident. Aviation expert doug rice tells us the incident triggered the highest threat Level Airlines have, but also believes the crew did everything right. He says it will take a long investigation to see what went wrong. These things are not instantaneous. They are cumulative. And if we miss these signals all along, then we will look at how we do a better job of vetting and reviewing and addressing these issues to ensure future security. Reporter now, passengers that we spoke to today say they were offered a 300 flight credit by alaska before getting their flight fully refunded. The faa and fbi are now investigating. You dont hear that often. Thats how caltrans is describing the rehab of the southbound lanes of highway 87, a stretch of highway between 85 and 285. It was shut down over the weekend so crews could repave and repair the aging roadway. And the fixes are far from over. Nbc bay areas Damian Trujillo shows us whats next. Reporter caltrans says theyre not done yet. This is a twoyear project. Theyre still going to add another layer of asphalt throughout the entire project. But they say that will not require the complete closure of highway 87. The trek along highway 87 in san jose is a lot smoother than it was a week ago. Thats after caltrans crews spent the entire weekend repaving the southbound lanes. We were able to complete the work that was much needed nine hours ahead of schedule. Reporter caltrans says the highway had reached the end of its current life span. This is the second part of the project. Crews repaved the northbound lanes in september, and commuters tell us theyve noticed the difference. Its better than it was before. Before it was a lot worse. Theres still some areas that need to be improved on, but, you know, its always for the better when theyre improving things. Reporter xavier is a realtor and says his car was paying the price for the daily treks along the old bumpy lanes. Pretty much brandnew. Thats always a nice thing, keeps things smooth. Reporter but some commuters say they saw water ponding along the repaved northbound lanes this morning. Caltrans says thats still something to work on. The entire stretch still needs about an inch of whats called rubberized asphalt to strengthen the surface. That will likely happen in the overnight hours one lane at a time. Then in the spring, crews will raise the barrier between the highway and the light rail tracks, adding protection for drivers and for the trains. So this is a twoyear project. Much more work to do. This is not just a quick bandaid. We want to make sure that area is safe and its a smoother rooid for motorists for many years to come. Reporter drivers say its nice to see where some of their tax dollars are going even if it meant losing the access to the highway for an entire weekend. In the south bay, Damian Trujillo, nbc bay area news. A fire tore through a building in san jose this afternoon. This was on the 1500 block of west san carlos. San Jose Fire Department said crews received a call about noon. When they got there, they discovered this was an abandoned building. Another building nearby was damaged as well. No one was hurt. A man in San Francisco is recovering tonight after he was shot near a b. A. R. T. Station. This was at 16th street and mission. Our nbc chopper was overhead as investigators were on the scene. B. A. R. T. Police tell us the shooting happened this morning on the street level of the station. The victim expected to be okay. B. A. R. T. Police say the suspect got away in a car. No word yet on what led to that shooting and no arrests have been made. The United States is moving more military assets to the middle east as israel intensifies strikes into gaza. Today Governor Newsom announced the state surpassed its zero emission truck sales goal. He says we are two years ahead of schedule. People who rely on Ferry Service from parts of the east bay are looking for new ways to get around, at least for now. Starting today, the main street alameda Ferry Terminal is closed for repairs and earthquake retrofitting. S. F. Bay ferry says the Major Construction project will last for the rest of the year and will include replacing the bridge, ramps, and the foundation, water and electrical upgrades are also planned. Ferry riders say it is about time. Ive been taking the ferry for over like for 12 years on and off, and that ferry needed that Ferry Terminal needed a lot of work. Reporter the short hop service from alameda to oakland will also be suspended, but during the closure, service will still be available to San Francisco via the alameda sea plane lagoon Ferry Terminal. Alameda Ferry Terminal upgrades should be completed by the first of next year. More than 7 million californians are at risk of flooding, and many dont even realize it. Now state and federal agencies have created flood awareness week. They want people to know that theyre making changes after last years extreme weather by positioning more flood materials in highrisk areas and buying additional supplies. They say californians can also do their part by following three steps. First, be aware of your risk. Know when your home is in a danger zone. Second, be prepared. Always have an emergency evacuation kit ready. Finally, take action. Subscribe to your local emergency provider and Pay Attention to the National Weather service. You know, with our changing climate, what were looking at is potentially more atmospheric rivers, which could lead to more of those extreme flooding events. So thats kind of really the hook on all that. This year has been kind of slow going to get that rainfall. We did have a little bit of rainfall this weekend. It was the first rain drops weve seen so far this season. And take a look at the satellite radar picture. On the current view, we cleared out. But as this loops around right there, you can see some of that rainfall we had yesterday. Again, just kind of nice to get a Little Something here across the bay area. Totals overall really the highest through the north bay. A lot in the lower elevations, between a quarter to a half inch. Santa rosa 0. 48. Orinda, 0. 45. As you went to the south, those numbers were a lot less. San jose, 0. 11. And redwood city, 0. 01. We are going to get two different systems off to the north. Neither one of these looks to bring us some big rainfall at this point because the main storm track is going to stay just to the north of us. But i do think by friday we could see it dip a little bit closer here, and that would allow us a slight chance of some showers as we head through fridays forecast. Ill get you closer looks of that coming up in a minute and a half. Lets move it right into tomorrow mornings forecast. With mostly clear skies to start, we are going to begin down here on the colder side. So have that jacket out tomorrow. We get a little bit of a breeze, and it certainly could feel like the upper 40s. Dont want you to get caught off guard. To the trivalley, were down to 52. For the south bay, 53. Through the east bay, San Francisco, and the north bay, also plenty of those low to mid50s. Temperatures through tomorrow really stay just about the same. Down here across the south bay, were primarily in the upper 70s. But a couple of spots right around morgan hill could get to that 80degree mark. Right near the bay, weve got 71 in oakland. Walnut creek, 78. 79 here in antioch. Peninsula, we have that sunshine coming your way. Relatively light winds and 74 in redwood city. Cooler weather and 60s as you get closer to the coastline. Right here through the northern peninsula and San Francisco, we have 64 in the marina and 69 in the mission. Well find more of these 70s up here through the north bay. By all accounts, some beautiful weather coming in tomorrow. 75 here in napa. We talked about that chance of some showers kind of trying to return here once we hit fridays forecast. I think for friday early in the morning and the overnight hours, around 3 30 in the morning, we see some showers offshore. Then eventually wed get into a chance here through friday afternoon and evening. Totals with this one, just trace amounts to about a quarter of an inch the way it looks right now with potentially some higher amounts right there off to the north. So on the sevenday forecast, numbers again dropping off once that gets here on friday. Were down to 61 in San Francisco with that spotty shower chance. So far dry this weekend. The winery cut the ribbon this morning, revealing its new aerial tram. You can once again ride it over the vineyards to the tasting room, and as you soar more than 100 feet over the winery, you may notice some peculiar changes.
