Police are asking drivers to avoid this area. Today was the Great American shakeout. A day to remind everyone to prepare for the next major quake. But the day started with a significant glitch by the agency that is responsible for helping us prepare for next big shake. Bizarre middle of the night test of the early earthquake warning system. Did you wake up from it too . I did. This has many asking if the tool is really ready for the next big quake. Nbc bay area is now going to get to the shakeout in just a bit. I want to talk about this bizarre thing that happened overnight. What exactly happened . Yeah, you woke up. I woke up. So many of us did. 1 Million People got. Warning. The my shake alert going out at 3 19 this morning. Jolting those people awake. It looked like. This i woke up to catch the end of it. My phone was blaring. A mans voice saying this is the test. The shake alert system are the only tools currently that we have the ability to warn us about the next quake. But the overnight error shows the system is far from perfect. The alert went to peoples phones at 10 19 universal time coordinated instead of when it was intended. The great shakeout is supposed to be at 10 19. The my shake says it was a configuration glitch. We realize a lot of people were woken up because of it. Changes were made to make sure this never happens again. Okay. So lets talk about the great shakeout now. A lot of people, a lot of offices, schools took part today. We were invited to the second grade classroom at an Elementary School in clam bell for todays shakeout. Thank you for having me out. So many kids were doing the same thing at the same time. An estimated 10 million californians participated. Students all listened well and got under the desks and held on as they were supposed to in the event of a real quake. They would get up later and they evacuated outside. The Campbell Union School District reviewed its quake plan including the system it has for quickly reuniting students with their parents. If there is something bad happening, like an earthquake, then we know what to do immediately. Theyre really excited to be on tv. It is funny. When we were filming that, one kid said, dude, get under a desk. Im like, it its okay. Just a test. I have to be here to film this. But anyway, coming up tonight at 6 00, well talk more about that alert that you and i both got in the middle of the night and people dont want to lose confidence in if the system because of this error. Definitely a lot of learning today from the students, adults, my shake app. Absolutely. And more coming up at 6 00. Looking forward to it. Thank you. Heading over to our investigative reporter, she does have an update about one of her 911 reports this is a little different. Thats right. A little different. We have been reporting on oaklands 911 issues for quite a while. Now im looking to the citys nonemergency calling system. We spoke with an oakland hub that said the 911 and nonemergency line failed her. This is important, the nonemergency line is supposed to be a source of hope so callers dont clog up the 911 system. They have the time to take a life and death situation calls. But we investigate this because nonemergency system isnt working, things get worse. And that story is coming up. All right. 11 00 p. M. . Yeah. Looking forward to it. Thanks so much. All right. Lets go ahead and take you to the city of martinez now. There is continued concern about the refining company. The City Council Issued a proclamation. It is urging the let finery to following emission standards improve their safety record. Residents heard alarms again last night. Jodie martinez is in the what happened last night . First of all, that City Council Meeting was packed last night as city leaders urged the refinery to be a Good Neighbor and follow the emissions standard set by the bay area air Quality Management district. There have been several incidents, many incidents over the last year including one that left cars and property covered with metal laiden dust. There is a lot of flaring incidents. Now the management from the refinery is also at that meeting last night. They say they have been learning from the incidents. They apologize. Last night alarms sounded again last night. 10 30 last night, alarms sounded at the refinery. Neighbors shared the video. They got no information. We did reach out to the refinery today. They say that alarms did go off. They checked operations. And they didnt find anything wrong. Theyre chocking them up to false alarms. Of course, the community is not buying it. The dust, false alarms, a lot of incidents the past months. What are residents telling you today . Oh, theyre very upset. They say theyre living on pins and needles. Constantly wondering and worrying that are a relief a dangerous release could happen. They say they do not trust that this refinery will notify them if something bad, a release happens that is dangerous. They dont trust that refinery will notify them in a timely manner. I appreciate the preview. Were getting your full story later on this evening. Thats right. Heads up drivers in the south bay, southbound highway 87 will be fully closed this weekend for pavement repair work. Caltrans is closing the southbound lanes starting tomorrow night at 9 00. It is expected to reopen by 5 00 monday morning. To get around the closure, drivers are told to take 280 to south 101 or southbound 17. Both connect to 85. You remember last month caltrans closed the northbound lane for the same repair work. Now to our making it in the bay series. Today were getting a double whammy of news that is not making it any easier. Mortgage rates are higher now and the average mortgage payment is at a staggering amount. Lets go and bring in our business and tech reporter. Once again, i have expensive news. Yeah. Mortgage rates along with Interest Rates which have been raising, dont try to combat inflation, have been going up as well. It wasnt that long ago that the typical Mortgage Rate around these parts, around the country was about 3. 5 . Now as of this week, it is 8 . For the First Time Since the year 2000. Were talking decades long. And with that and already high prices come some really staggering Monthly Payment thats people who are looking to buy houses are facing. According to redfinn, this is what you have to make an income per year, north bay and south bare, topping 400,000 in Household Income . Why . Because the typical mortgage payment for those two cities monthly mortgage payments is 10,000. Wow. Okay. You talked to a realtor today. What are they telling you . What do they think . Its interesting. Were starting to see for the first time in a while more inventory hit the market. Thats good news if youre in the market to buy. But, a lot of buyers are intimidated because theyre thinking not only the down payment that we are facing in trying to get into the home, its 20 . But then what you are facing each month. But a lot sellers are saying theyre absolutely not through with the deals because no matter where they move, their Mortgage Rate goes from 3 to all of a sudden 8 . So its really this sort of stand still and paralysis because both of these figures, monthly figures and Mortgage Rates are going up. They dont show any time coming down soon because the fed is stale saying we have not beaten inflation down as far as we want it to go. So we may even see another Interest Rate hike or two in the near future. Okay. Got it. So were still in the stand still. And the numbers are scary. Yeah. And people who are putting homes on the market are seeing multiple offers. There are some buyers who have enough money to do this. But as far as really regenerating the housing market, which was such a big part of our economy forever, its really slowed down to a crawl because of the nervousness about putting all that money forward. And then facing that monthly rate once you do get into a home. Is it going to stay for a while . It looks like it will. Buyers have to change the mindset. Our parents bought houses for 14, 15 and they were used to that. Thats how it was in the 80s and 90s. The current generation is going to have to get used to rates at 7 , 8 , 9 . Once this he do that, maybe theyll jump back in. The rates are higher quite a about it from a year ago. I remember. Thank you so much. You bet. All right.
