Talking crime. Were laying out the latest plans. Its one of the last unrestricted views of the golden gate bridge, but soon boating may be blocking it. We investigate the Community Fight in the marina green. Good evening. This is nbc bay area news tonight. Im raj mathai. It is not emotional night here at home as we have differing opinions playing out in our own backyard. Well get to all those stories in just a minute. But first that major warmup. Were about to hit the 90s for certain cities across the bay area. This is a live look now in walnut creek. Its cool out there, but thats going to change tomorrow. Lets bring in our chief meteorologist jeff ranieri. Youve been talking about this warmup. So how hot, and whats the timeline here . Well, you know, when it comes to this heat, what were really tracking is this area of High Pressure because where that area of High Pressure goes, were going to find that hot air. This is going to be centered right on top of the bay area. Im seeing a twoday event. Then we should get out of this. Really the crux of all of this and why i do think were going to get into some near recordsetting heat is when that area of High Pressure moves on top of california, specifically the bay area, we get some hot, dry, sinking air. So as that air compresses, it creates some additional friction, and that heats up the air. Thats why i think at the coastline, we are also going to get into some of this hot weather. Those areas in orange, those are the spots that are going to be under this heat advisory as we head through the next two days. Were looking at 80s to 90s, some low humidity, 20 to 30 . I think spots going to have to watch it the most is near the bay. A lot of folks dont have airconditioning. Those are some areas i also see some 80s and 90s, including the peninsula, San Francisco, oakland, and right there in berkeley. As we look the at the calendar, were midoctober. Is this kind of the laugh hurrah of heat for the year . Im really is hesitant to say this is going to be the last time were going to get this warm. When we look at those temperatures for tomorrow, were expected to get up into the 50s and 60s for the morning. Then once we hit about 3 00 in the afternoon, i do see some low 90s up into the inland valleys. Concord and los gatos. Were not at 105 to 110, but it is going to bring us 10 to 20 degrees above the averages. Climate logically speaking, october 15th is usually when we reach that peak of our chance of 100s. So we are kind of trending downward on when we can get these 100s. Sure. But if we dont get rainfall in here in the next couple of weeks, we may see some more hot weather in november. You know, we are in el nino. A lot of folks think were going to get some bigtime rainfall. We still havent gotten any rain. Five different atmospheric rivers have all went up towards seattle and canada, missing up. That also happened in 2015 and 2016. Is this going to be a repeat . Thats what im watching out for. The growing war between israel and hamas. President biden is on his way to israel as we speak. The president boarded air force one this afternoon. He was invited by israeli Prime Minister benjamin netanyahu. Mr. Biden vowing to support israel but also determined to get aid to the people of gaza caught in this crossfire. This is all unfolding as we try to determine the truth about that deadly blast at a hospital in gaza. The blast killed at least 200 people. Hamas says it was an israeli attack. Netanyahu denying that. In israel, the families of hostages taken in hamas initial attack growing more desperate. The hostages include some americans, and pressure is mounting from around the world for the safe release of those hostages. Back here in the bay area, youre seeing it. More rallies. This is a propalestinian candlelight vigil for the people in gaza. Its happening right now at San Franciscos dolores park. You see a lot of people gathering. People calling for a ceasefire to the violence. We need a ceasefire because gaza doesnt have the infrastructure to be able to attend to the very basic needs of just providing people the right to continue living, to be live. More broadly, we need to end the genocide of the palestinian people. We cant just return to normal postceasefire. We need a ceasefire, but we also need to end the occupation and end apartheid rule in palestine. We also spoke with israels consul general in San Francisco. We asked him if a ceasefire was possible in the near future. Id like to underline that this is evil versus good. This is an isislike organization that we told you, they told you, and now theyre doing exactly what they told you theyd do, is hellbent on destroying israel. Now, what are the options that we have . Were there two sides on september 12th . Were there two sides when the fighting against isis was going on . So they started this war that we did not provoke, and now we are going to finish it, and were going to end it on our terms. Consul general of israel there. We also asked him if anyone from the bay area is going to israel to fight. He says there are several israelis who have been called back to their units in the Israeli Special force, and others are planning on going to help any way they can. We also spoke to a berkeley woman who served as a sergeant with the Israeli Special forces. She asked us not to show her face or reveal her name for security purposes. She served on an elite team, she says, tasked with using drones to protect soldiers and gather intelligence in the west bank. She returned to the bay area before last weekends hamas attacks, but know wants to return to israel. Im not yet in the reserve system. But if they called me right now in the middle of this phone call, i would get on that flight and do what needed to be done. I know, have a sense of survivors guilt. Another headline that we are following at this hour, the mayors of San Francisco and oakland laying out a new vision to fight crime. But will their solutions actually work . Today oakland mayor sheng thao vowing to double her crimefighting efforts during her state of the city speech. There is growing criticism that mayor thao and other city leaders lack the leadership needed to solve issues. Among the mayors promises, to fix the 911 response times. That includes switching out the ouated dispatch program and hiring more dispatchers. Earlier this year, our Investigative Unit found that oakland has the second worst 911 response res in the state. Mayor thao also promising to boost the police force and adding more license plate readers and speed cameras just approved by the governor. Here to tell you we will get through this together. We will rise. We will come out together on the other side stronger and safer and a more united oakland because oakland, our challenges, they remain great. But remember our people remain greater. In San Francisco now, mayor breed is pushing to give sfpd more power. She wants voters to sign off on this. Mayor breeds ballot proposal includes several key changes. It includes easing restrictions on when officers can participate in car chases. It would also allow police to install and use surveillance cameras and use drones to track and catch suspects. This is not something that we wanted to push for because San Francisco believes in Second Chances and opportunities, and we will work with you on that. But these lines have been crossed time and time again. Our compassion has been taken for weakness, as if anything goes in San Francisco. Well, no longer. Joining us now is michael leininger, a retired Police Detective in san jose and currently a Public Safety consultant. Nice to have you back on the program. We appreciate your perspective with all this. So the mayor is saying more freedom for sfpd. Is this just big talk before an election year, or does mayor breeds plan have some real teeth to it . I think the plan has some real teeth in it. Its unfortunate that it took this long for San Francisco to come to the realization that these things need to be done. There are some concerns with some of her requests. But i believe its absolutely necessary, and the one thing that i did not hear either mayor say was to request mutual aid. Both the resolutions are longterm resolutions. For example, in oakland, a police academy, before you get that officer on the street alone, its a year from the time that theyre hired, and they still have to get the academies going. Theres a substantial failure rate. I just think these things needed to have been addressed and active years ago. I mean better now than never, but i think this is woefully late in the game. You know how this works. Politics are involved. A few years ago, mayor breed backed that proposal to redirect 120 million away from sfpd to essentially defund the police. Whats the number one way to fight crime in San Francisco . Is it just bolster the police force . I believe they do have to work with the san franc police commission, and they have literally handcuffed the San Francisco police depen for years. They need to look at more contemporary policing standards. They need to ber the police, support the police, andhey do actively need to pursue additional cameras, public cameras, and get access to those cameras. Theyve been used very successfully in the uk for decades. Theyre great Crime Fighting tools. These goals can be met, but both cities are far, far behind. Is oakland in the same boat, or are there different circumstances playing out in oakland compared to San Francisco . Theyre in similar boats, but oakland is in far more dire straits with regards to the rate of crime and the level of violence of the crime in oakland. You know, youve had disconnects with mayors and the Police Departments for years, and in fact, in june of 2021, then councilwoman sheng tihao voted against Additional Police academies. It affects morale. It affects the ability to hire Law Enforcement officers this. Is a much more of a longterm goal or project than they are actually projecting. Again, oakland and San Francisco both need mutual aid, and they need it asap. Then they can implement these other tools that theyve described, but, you know, without Additional Resources and immediately have these at your disposal, there are be no shortterm change, and youll see the continued escalation in all those crime areas. Its just so frustrating. I think people listening to this in San Francisco and oakland and perhaps even in san jose. Really quick, final question. You talk about its not going to change overnight. But with these implemented changes, are we two years away, four years away to see some tangible difference on the streets . I think were two to four years away. I think its a minimum of two years. You know, there is a National Epidemic with Law Enforcement. Theres a failure. Theres an inability to hire, recruit and retrain officers. Michael leininger, always a good, valuable resource for us. Not in my backyard or, in this case, not in my front yard. Theres a plan to clean up a toxic mess along the famed marina green, but neighbors say it would ruin the citys last unspoiled waterfront view. Our Investigative Unit has been reporting on this story. Those who live near Gashouse Cove have been fighting to clean it up for decades. This is right near the marina green in fort mason. The area contains toxic residue left by Gas Manufacturing plants in the 19th century. The city recently reached a 190 million deal with pg e to partially clean up this cove. Youre looking at it right there with all the boats. That cleanup will involve moving Gashouse Coves harbor to a new harbor. You see our animation on the map here. That new harbor, right where that red circle is, would be built along the famed marina green. About 200 boats would be docked in front of marina green as a result. And, yep, people arent happy. I heard they want to put a new harbor in front of the marina green. It kind of broke my heart. Lets face it. San francisco is not the most popular city in the country right now, and this is a really beloved spot. Its a bad time for us to be giving something away that san fernando san franciscans care about and love. Joining us now is jaxon van derbeken. This is interesting. Let me get this straight. Were taking boats from one part of the bay, moving it over a couple of blocks in front of the marina green, and people arent happy. Is anyone happy with this solution . Well, one of the problems is that this deal to clean or partly clean up this site had to be made in secret as part of legal negotiations over a lawsuit thats been going on for two decades between the city and pg e. Once this plan to move the boats over to marina green from the nearby Gashouse Cove came to light, the neighbors just squawked. I can see why here. I can see all sides of the story. So were looking at Gashouse Cove right there. Whats going to happen after they clean it up . Obviously that marina and those boats will go. But then what happens to that part of the water . Reporter well, first they have to do what could only be considered a partial cleanup. Theyre only going to dredge part of the site. The rest theyre going to cover with what they consider clean fill. So basically it would be a shallow lagoontype situation where only small boats like kayaks and paddle boards would be allowed. There would be no keeping of yachts there. They would move all that over to marina green. The neighbors say that while they welcome paddle boarding, et cetera, they just dont truck with the idea of having all these boats lining what had been a promenade for decades, a real shining jewel to the city. It is a jewel for everyone around the bay area to go to marina green, even around the world. Is this a done deal . What happens now . Could this be changed or fought through the courts . Reporter well, thats an interesting question. Right now the recreation and Parks Commission is about to hear this week about taking a critical step of doing environmental study. This clearly has to be vetted by various environmental boards and commissions. Its a done deal in the sense that pg e and the city have signed off on the settlement of the litigation that was filed over the cleanup, and now the question is whats going to happen . Should the city board of supervisor step in, or will this get through the parks and recreation commission, and will it make it through all these screening bodies . This is going to be a bitter fight. I know youll be on the story. Thanks for being with us tonight. Lets move on now. A prominent bay area philanthropist, a billionaire, is offering his land to house the homeless for a price thats really hard to beat, one buck. One dollar per year. The offer is coming from billionaire john sabra doe. Hes offering a fiveyear lease on two acres of land in south san jose. Here it is right near the 85 101 interchange. The plan is to create prefab tiny homes that can easily be installed on this land but also be transported to another site once that fiveyear lease ends. The nonprofit dignity moves would be tasked with building those homes. The beauty of relocatable is that it opens up all sorts of possibilities in terms of land we can take advantage of while the next thing is being planned. It also helps us with neighborhood resistance because its only here for five years, and then they pick up and move to another location. 1 a year. The city has the 150 units built on that site would be offered first to any unhoused person within a mile and a half of that site. Homeless seniors and veterans would also get highpriority access to those tiny homes. Lets take a look now outside. We saw some fog in San Francisco in the south bay and san jose, clear and cool. Lets move it into that microclimate forecast, and ill show you whats steering the rainfall off to the north. Its this hot area of High Pressure hanging out tomorrow and thursday. So that is whats going to move temperatures near records. For the morning tomorrow, we will have some relief. Overall it will start on the cool side with 50s and 60s. Look at the afternoon. Four to eight degrees hotter. 94 concord. The 91 san jose. When it comes to records, i do think we could set a new record in santa rosa, up to 93. Maybe one in concord at 94. Close to some records in oakland at 85. We will see those numbers drop. Look at the weekend. Were going to go down to 75 degrees and a slight chance of showers sunday and monday. At least it looks on the cooler side compared to where well be tomorrow. So two days, well be done with this. We like it. Then nice and cool on the weekend. Thank you, jeff.
