She said its time to roll back some of the key restrictions for that department. Today the mayor held a News Conference with key city and Community Leaders to offer support for a Ballot Initiative that would loosen restrictions for the San Francisco police department. If approved, the initiative would allow sfpd to install security cameras and have greater access to existing public cameras. The measure would also authorize the use of drones, ease limits on the Police Pursuit policy and allow the use of ai for crime fighting. Our compassion has been taken for weakness, as if anything goes in San Francisco. Well, no longer does anything go, despite the lack of the kinds of tools we need. We are still doing the job. Mayor breeds political challengers were quick to criticize her proposal. District supervisor asha saf yeed says they need to work within the Current System and build coalitions. Another mayoral candidate daniel lurie agrees with her but says she should have backed them years ago. Share sheng thao vowed to a crowd to double Public Safety efforts. She also said homelessness, Economic Opportunities and creating cleaner neighborhoods are also High Priorities for her. She touted her investments in Police Academies and violence prevention efforts. Thao said her goals are to boost the police force to improve response time, recruit more 911 dispatchers and utilize new technology to help solve crime. The mayor is taking responsibility for the millions of dollars in state funding the city lost to address crime after a failed grant application. Critics gathered today ahead of the speech to blast her address saying shes done little to address the issues. Im here to tell you we will get through this together. We will rise. We will come out together on the other side stronger and safer and a more united oakland because oakland, our challenges, they remain great. But remember our people remain greater. Nhat is taking care of our crime. And none of that shows effective policy. Shes completely unaccountable. Shes completely absent. She has failed us. The leadership has failed us, a and the people of oakland demand more. One pressing issue the mayor didnt discuss during todays speech is the ongoing search for a Permanent Police chief. The city has now gone nine months without a chief. Thao previously blamed infighting and politics for slowing the search for the citys next top cop. Here is an innovative idea to help solve our homeless crisis, churches, mosques and synagogues are stepping forward to offer their land for cottage communities aimed at housing the unsheltered. This is happening in Contra Costa County. A Church Parking lot in walnut cream will be among the first cottage communities sites. Six pre manufactured homes will be placed there by this spring. The city of antioch has now identified 33 churchowned sites whereas many as 1,000 small homes could be built. The mayor says once the Planning Commission approves it, hes ready to give the plan the green light. This policy will bring a solution in which our nonprofit and our faithbased communities can come together to help the city find solutions for these people to go to. That really could do make a huge dent on the problem of affordable housing. They are ranging from about 450 square feet to about 1200 square feet, we have one, two and three bedroom units. The Housing Organization called Hope Solutions is spearheading this effort. They say theres 1100 acres of socalled faithbased land in Contra Costa County that could be used to house the homeless. Tay also note a new law just signed by the governor will allow those Housing Developments to be fasttracked. A prominent bay area philanthropist is offering his land to house the homeless for a price thats hard to beat. Within the past 30 minutes, the San Jose CityCouncil Voted to accept the offer and use the land to develop tiny home communities. Nbcs ian cull explains. Reporter billionaire philanthropist called him after seeing a press conference on one of the citys socalled quick build interim housing sites. Sobrato says he wants the land to be used for the same kind of housetion for at least the next five years. What i think is really exciting about this model is it gets private Property Owners in on the solution to the homelessness. Reporter this newly proposed site is located in an Industrial Area that sits close to a bus line and is right near the 85 and 101 interchange. If its built, the city would offer the 150 units to the unhoused within a mile and a half of the property. Homeless seniors and veterans would also get first priority. This is an emergency and san jose has taken the lead in demonstrating their ability and interest in treating it like the emergency that it is. Reporter dignity moves is the nonprofit tasked with helping build out the site. Were told this would look different than the other quick build developments. The homes would be solar powered with two beds and theyll be mobile so once the lease is up after five years they conditions transported somewhere else if needed. The beauty of relocatable is it opens up all sorts of possibilities while the next thing is being planned. It also helps with neighborhood resistance. Its only here for five years. Then they take up and move to another location. Reporter while the rent is essentially free, the project isnt. Its estimated to cost about 18 million overall. But the mayor says thats even cheaper than other sites the city developed and will provide the unhoused with something critical, a room of their own. At the end of the day what all these sites have in common, they give someone an individual room with a door that locks and that sense of stability and privacy. Reporter in san jose, ian cull, nbc bay area news. That could be very effective. Up next, return or resign. A south bay neighbor is trying to figure out how to help a deer caught in a trap. Animal control and other rescue groups say theres not much they can do. As nbc bay areas dayan trujillo tells us, its 2409 going over well with the neighbors. Reporter right now one little fawn has the full attention of its neighbors. They graze up and down the hills of the santa clara valley. Now a local fawn appears to have fallen into a metal trap, and its been limping around for a couple weeks. This video was shared by neighbors near mt. Hamilton road who say they feel like they have to help. Well, i was really sad for the poor thing that was struggling trying to get loose. Reporter county animal control went out to the neighborhood to assess the injury, but say the fawn was too fast despite being slowed by what ap appears to be an illegal trap. Its usually used for smaller animals like raccoons or possums, again not in the state of florida, theyre illegal here because they are inhumane. Its really difficult. The fawns are so fast. If theyre older than a week or two old, their ear little rockets and difficult to catch. Reporter tim has spent the last 1 years rescuing injured deer. After animal control said theres not much they can do, they decided to make their own plan, including buying a net gun that shoots a net at an object thats within 1520 feet away. Right now were trying to catch it and release it. It shouldnt be used, that type of trap, if it is that type of trap. Im worried about if theres more out there. We have lots of neighbors and sometimes the dogs get out. Reporter while a deer rescue may not sound like the biggest cause, its certainly a noble cause and a goal thats rallied a neighborhood on behalf of a little creature in name of big help. Damian trujillo, nbc bay area news. Lets switch gears and talk about our weather and get ready for a change. This is a live look in San Francisco. That looks like a painting, like an ansel adams painting. I was going to say, turn it black and white. Fog in the city and in the south bay it looks like it clears down. Were on the verge of a bigtime warmup. Were looking at 80s coming back to San Francisco, even parts of the coastline. Yes, some summerlike heat is going to be returning. Let me show you whats happening on the satellite radar picture. Look at this. This is about the fifth time over the past two months weve seen these atmospheric rivers develop and head off to the north. We are getting this yet again as this one is going up towards canada and then right over seattle. So no chance thats going to move in for us because we have this area of High Pressure thats going to go right on top of california. Thats really whats going to bring us some compressional heating. Any time you get High Pressure, you get dry, descending air. That gets those air molecules fired up and helps us to heat up even farther. Hot weather coming in tomorrow and also on thursday. Then we have this cooler system to the south. We think thats going to help to moderate temperatures and basically cool us off as we roll through friday and saturday. As we head through tomorrow mornings forecast, well start off with a little patchy fog. Its going to seem deceiving with the heat on the way. Temperatures in the 50s to low 60s as you step out the door. Pretty comfortable tomorrow morning. 59 in the east bay, and 57 in San Francisco with, again, patchy fog. As we head through the afternoon, because of the area of High Pressure that i showed you, it will warm temperatures another 48 degrees. Look at this. For october were back in the 90s. 92 in los gatos, 94 in morgan hill. Thats 1520 degrees above average for parts of the bay area. 94 in danville, 89 in hayward. Beach weather in Half Moon Bay at 75. Be careful if youre heading to the beach because the ocean is going to be very dangerous. Some rough surf, seas, tenplus feet. Enjoy the cool air, not advised to go in the water. 89 in redwood city. Up towards San Francisco, 80s in downtown tomorrow, 78 in the outer sunset. 93 in napa. The trend not expected to last long. You see cooler weather by the weekend and into the 70s. We should stay in the 70s in our inland valleys next week. Thats going to come in with the system. The chances of getting rain next week, it looks like its taking a dryer path. What we want to see is the storm path over the pacific. Theres a slight chance we could see the move more towards the pacific. For right now only looking at slight shower chances sunday and monday and the cooler 60s in San Francisco, and well go from 97 on thursday down to 75 on saturday. Twoday event for you. Jessica, i know you like it hot. Maybe you got some days off coming. I dont. Maybe shell just cough, cough, and take tomorrow off. Thank you, jess.
