In a Mental Health crisis. Were breaking down this new survey and uncovering some key findings. And an iconic San Francisco restaurant isnt closing, its celebrating 115 years in business. President biden leaving sfo as his twoday bay area visit has come to an end. About 20 minutes ago, air force one took off from sfo. You see it there. Next stop is phoenix, arizona, where the president will deliver a speech on democracy and a tribute to his old friend, the late senator john mccain. Today President Biden spent much of the afternoon at two private fundraisers in San Francisco. The first was held at the sea cliff home of former democratic president ial rival. One of the attendees of that event described it as a small affair with about 16 people in attendance. Local attorney said the president spent most of his time talking about National Policy and efforts to avoid that loomling Government Shutdown. Hes been working on this Government Shutdown. We all know what the Government Shutdown is all about. Its about five or six nut cakes, and thats exactly what they are on the right side of congress that want to do not want to give money to ukraine. Before todays fundraisers, President Biden held his only public event of the twoday trip, a meeting of the council of advisers on science and technology at the fairmount hotel. You see them there. The main subject, ai, artificial intelligence. Mr. Biden talked about the importance of developing ai and creating guardrails for its use. Also tonight, a key showdown for republicans which will shape the immediate future of the president ial race. Its the second gop debate. Seven candidates are at the Ronald Reagan president ial library as we speak down in simi valley. And for the second time, former president trump, the republican frontrunner, has chosen not to attend the debate. This debate comes with less than four months before the Iowa Caucuses formally launch the president ial nomination process. I spoke with Kristen Welker, moderator of nbcs meet the press about the importance for these candidates to stand out tonight. We are getting to the point where these candidates do have to have that breakout moment if they want to be the one to take on trump. Because right now he is only solidified his lead since the first debate. Just to reiterate, he didnt show up at the first debate. And his poll numbers are just increasing. So these candidates have a really tough task. Well have to see if any of them can make a difference, or if theyre just running for second place. Yep, thats kristen right there. That begins at 8 00 streaming on nbc news now. Some other headlines tonight. Californias new 911 texting system is supposed to save lives. It allows you to text if you cant call 911. Sounds like a good plan, a good solution. But there is a major problem. Our Investigative Unit discovered that when you text 911, the technology cannot geolocate you as quickly and as accurately as when you call 911. And location is the most important piece of information a dispatcher needs to get responders to you quickly. State official says theyre aware of this problem, and the new texting system is not supposed to replace calling. But when calling is not an option, like for people who need to call for help silently, this is a dangerous drawback. The Deaf Community is yelling no, this doesnt work. You need to fix this. We need to fix this problem now because people are dying and have lack of access. Candice nguyen from our Investigative Unit is with us. Youve been covering the 911 issues for months. How did you come across this problem . Did the state reach out to us or discover it through a back channel . We discovered it through a back channel. While working on the other stories, i happened to meet this bay area woman who you just saw there. She was actually featured on forbes for a solution she is working on after she almost lost her father. Her father is deaf. He had a medical emergency. Almost passed away, and he did not call 911 because he didnt think he had access to 911 as a deaf man. So in her journey of trying to solve this problem for her dad, she found out that our text to 911 system doesnt work as well as our calling system. Sure. I spoke with her, and thats what prompted our investigation. Okay. The Deaf Community, this is a huge impact or possible challenge for. Who else could this impact . Not just the Deaf Community. Think about Domestic Violence situation. Thats what i said. Its easier for safety to text. Think about a situation where maybe calling and making noises can put you in more danger. And in some really scary situations, maybe you can only send a single text for help, and then you need to put your phone away. Sure. In that situation, our current text to 911 system doesnt have enough data going through to low ate that person. Thats scary thinking seems to be a technology issue. Can our bright minds in the Silicon Valley come up with something quick and fix this . They are. The state says they have a solution that there is this geo Location Service they have a contract with. But we found not every 911 sender is actually using it. The woman you just saw a minute ago, there she created an app. So how it works is it uses wifi phone data to geolocate you and streams information to then send 911. What she is doing differently is she is rolling out her solutions slowly because she says its so important that the Deaf Community trust new technology because no matter how good a solution may be, if they dont trust it, they might not use it. Okay. Final question for you. Why dont we roll this out statewide . Why is this piece by piece doing this . Text to 911 is statewide. She says if you just roll it out statewide, some people in the Deaf Community may not feel that it was made for them, and well see some of the errors that were seeing right now, where they find out oh, it really cant find me. And if they dont trust the system, if they dont trust the technology, they wont use it. And you want to make sure you get it right before you roll it out. Okay, all good points. Thank you. There is growing anger tonight from the family of a Security Guard who was killed while trying to stop shoplifters a the home depot in pleasanton. A lot of frustration directed towards the embattled District Attorney of alameda county. The man and woman accused in the killing of blake mows were back in court today. Benicia knapps, the alleged shooter and David Guillory pleaded note guilty. Knapp faces several charges including murder and enhancements for use of a firearm and being armed with a deadly weapon. But blake mows mom says there is another enhancement charge the District Attorney pamela price did not add. Death and discharge of a gun is an enhancement, its 25 to life. With intent and planning and a death and discharge of a gun is exactly how he died. A twoinch hole in his heart. Most parents have joined the recall against pamela price. They dont think that she is doing enough to advocate for crime victims. The d. A. Did not respond to our requests for comment today. A new state program meant to address serious Mental Health issues and the homeless crisis starts next week. Care court allows families to file a petition in civil court if they believed a loved one is suffering from an untreated psychotic disorder. A judge can then order a care plan for that person for up to a year. San francisco is one of seven counties that are required to launch the program by this sunday. They would also get state funding in return. Here is something that caught our attention about this, our Mental Health crisis. Not just homeless people, but people with jobs who own homes. An overwhelming majority of californians say this country has a Mental Health crisis. This is a new statewide survey. E glaring number here, 87 of people responded to this poll said our country does have a crisis. Joining us now is deja thomas, one of the researchers on the survey. Nice to have you on the program. 87 . Does that number surprise you . Yes, thanks for having me. Honestly, yes. I do think that number is surprising. Its not something we see often. And whats interesting about this finding is across the board among partisans, demographics and regional groups, more than eight in ten are saying there is a Mental Health crisis in the u. S. Today. Yes. Its not often we all bring on something. But this seems to be pretty overwhelming on both sides of the coin. California is acknowledging we do have a Mental Health problem and crisis. But about half the adults rate themselves as excellent or very good in terms of Mental Health. So really, theyre kind of pointing the finger at other people. What are the differences among the groups now that responded . So the interesting thing about a question like this is that, yes, a lot of people are saying there is a crisis, but its not me. But when you look at the demographic breakdowns, you notice we notice there are a lot of variations. For example, among racial ethnic groups, African Americans and latinos are more likely to say they have a poor Mental Health compared to less among other racial groups who say this. So there are definitely some differences in experience going on here among different demographic groups. And as weve seen also in the asian community, its more of a stigma to say you have Mental Health issues. What did the survey reveal about california going in the right direction or the wrong direction . What did we as californians think about that . So this month our survey found that over 5 and ten, the majority say the state is going in a wrong direction, and i do want to note there was a 12point deline from when we asked this, 12point increase, excuse me, from when we asked this a year ago. There is a lot of pessimism in our survey this month, if anyone wants to take a look at the report with two and three expecting bad Economic Times ahead. Majorities saying they have unfavorable impressions of both democratic and republican parties, and also many feeling less comfortable making major purchases. For example. So all this to say thats kind of where were landing right now. And there is a lot coming in from different areas that i think is building. Sure. In california, the survey might also reflect a National Consensus as well. Last question for you. How do these numbers help find solutions for the problems . We can talk about whats wrong or what concerns are, but does your survey project on some solutions . Not so much. I think a lot of our survey is aimed at letting lawmakers and our leaders in the state let people know across california are feeling. We do ask questions about policy. And generally thats where you start to see more disagreement. Thats all i can say about that unfortunately for a survey standpoint. No problem. At least you bring light to this issue. It officially launched in july of last year. That survey found more than half of californians across the board said they have not heard anything about 988. About 60 say they would likely call the hotline if they or a loved one were experiencing Mental Health crisis. But again, more than half havent heard of it. The hotline is availab 24 7. The legendary johns grill in San Francisco is marking 115 years in business. How about that . It survived, and its thrived. Johns grill has remained a foundation in the citys culture. Just a couple blocks from union square, the legendary restaurant opened two years after the 06 earthquake. Since then its become an iconic spot for tourists and locals, best known for the free election lunch hosted by former mayor willie brown. Its also made famous in the novel the maltese falcon. Detective sam spade makes a stop there and orders the chops and potatoes, and now its driving in the current days. Lets bring in the owner of johns grill. Nice to have you on the program. So this is a family business. Whats the history . Who opened it and why . So the restaurant has had two owners previous to my family. My grandfather and my grandfather bought it in the 50s. He was a waiter here in San Francisco, and he was able to acquire it with tip money. He worked very, very hard to be the owner of a restaurant coming from greece. And im the Third Generation now thats taken over the helm of johns grill. Hey, john, whats your secret here . How are you able to survive and stay open . Because so many of your colleagues and other restaurants arent able to do that, as you know. Yeah, were very lucky. Were very fortunate. We own the building. There was a lot of foresight by my grandparents early on, and thats really been our saving grace. Were a familyowned business. We show a lot of love to all of our guests, and we appreciate everybody that comes and joins us every day. We have a Wonderful Convention in town. Its bustling. We have gusts that come in, one, two, three, four days in a row to join us. And thats really whats been keeping us going. Its awesome to see the passion and dedication you and your family put into it. How disheartening is it to see all the negative headlines of San Francisco in terms of crime and homelessness . Yeah, it hurts. But being a native san franciscan, were very resilient. We love this city. Its the best city in the country. We love San Francisco. And were actually throwing a big event here on october 4th from 11 30 to 2 30. Celebrate our 115th year in business. And its free to the community. And thats how much we love our community. Youre looking at controlled explosions deep inside the anderson dam in morgan hill. Its part of a major project to protect the reservoir against earthquakes. Today they hit the Halfway Point in building a tunnel which is central to this project. Amazing to look at there. The tunnel will be completed in a couple of years. Then crews will start retrofitting the dam. The retrofit will help the dam better control the flow of water, especially in the face of torrential rains. The state and feds ordered the retrofit to make the dam more resistant to earthquakes. Valley water estimates the whole project will be finished by 2032. So its going to take a while. By the way, the Anderson Reservoir provides water to millions of people in the south bay. This is a live look now in san jose. Jeff ranieri is with us. Its interesting to see the time change here soon, because its getting darker sooner. It felt like it almost happened too fast. It happened overnight. And the other thing that usually signals of course is the chance of rain that could be coming our way when we start to get darker earlier with fall. And we do have some updated rain chances coming in that microclimate forecast. Lets get you a look. And the wide pattern out here in the pacific does have a couple different storm systems that are lining up. Eventually, it now looks like through this weekend we are going to see that chance of some rainfall return. But lets get into it tomorrow morning. Were going to begin with temperatures in the 50s. A little bit of patchy fog. Then as we head through the afternoon, not too high for tomorrow. Were going to be right up here to 81 in san jose. 84 in concord. Also low 80s martinez and napa. Downtown San Francisco at 71. So everything changes for us once we head into saturday. The storm system that weve been tracking now looks like its going to hang out little longer. Rain chances saturday and sunday. And the way its going to sit off the coastline looks like it could pull in enough moisture to bring us those rain chance. Not only in the bay area, but through california. For most of the bay, were good for about trace amounts to a quarter inch. But notice the south bay in the yellow color, thats where we could get into a quarter to half inch with some scattered rain and chance of thunderstorms. So again, some spotty rain chances coming into this weekend. Look at this temperature drop, from 84 tomorrow down to 70 on saturday. Back up a little bit as we head through next week. So its not going to be wet all weekend long. But certainly feeling like fall out there. We like this fall weather. Thank you, jeff.
