What the mayor of one of those cities is saying about newly confirmed arrests. Good morning and thanks for joining us. Im laura garcia. And im marcus washington. We begin with that breaking news. Those officers from antioch and pittsburgh taken into custody this morning. Nbc bay areas bob redell joining us now. I know the Legal Proceedings are just now getting under way and get us uptodate with whats going on there. Some of those officers were scheduled to go to federal court in oakland 30 minutes ago. We are waiting to hear from our own Jodi Fernandez about those appearances. The antioch and Pittsburg Police department. We did reach out to the fbi in San Francisco. They told us that they would provide information at a press conference that is scheduled for 3 30 this afternoon in the city. Jodi did speak to the attorney of one of the officers that was arrested and his client it was a forcible arrest as the fbi used flashbangs and bullhorns and he called that, quote, completely unnecessary, says his clients would have surrendered if asked. In the course of the investigation in the past the feds did seize the officers cell phones and they stumbled against racist and homophobic texts between dozens of antioch cops. A judge is now trying to decide if those texts violated the states Racial Justice act. A homicide case can be jeopardized by those officers. The Antioch Police chief said he himself is the target of a racist meme and he resigned as a result of the scandal. Within the past our mayor of antioch released a statement, quote, today is a dark day in our citys history as people trusted to uphold the law allegely breached that trust and were arrested by the fbi. As our city absorbs this tragic news we must come together as one. Todays actions are the beginning of the end of a long and arduous process. To those that have accused me and others of being antipolice for seeking to reform the Antioch Police department, todays arrests are demonstrative of the issues that have plagued the Antioch Police department for decades. Seeking to reform the Antioch Police department is not antipolice. It is pro our residents and pro officers that have served and continue to serve with honor. Again, some, if not all of the officers who were arrested this morning in the east bay were supposed to appear in federal court in oakland at 10 30 and again the fbi has a News Conference scheduled for 3 30 this afternoon. Reporting live, bob redell, nbc bay area news. A lot to cover. Thank you very much, bob. Police in the east bay have arresteded a man in connection with a driveby shooting. They posted this video online of the shooting and its investigation. It happened on monday afternoon on 23rd street in california avenue. Thats about a block away from richmond high school. Police say the suspect, 21yearold Guillermo Santiso saw the victims walking, made a uturn in the car and shot at the group. One bullet hit the parked car and another in a nearby home. No one was hurt in the shooting. After a shooting of santizos home, officers discovered the gun used in the shooting in his home. He admitted he was a gang member and thought he was shooting at a rival gang. He now faces charges including attempted murder. A San Jose Police officer is in Critical Condition after an ambushstyle shooting. This is the first female officer shot in the line of duty for their department. It happened yesterday morning when officers responded to a family dispute at a home near ray street. A woman called saying her husband was trying to hit her and hed broken down bathroom window. Police say 44yearold gabriel carreiras then shot the officer once in the torso outside of her bulletproof vest and then barricaded himself in the home with his wife. What followed next was an act of undeniable courage that few of us will ever experience. Without hesitation or consideration for himself the officers partner extracted the victim officer from the line of fire to a place of safety where he began to treat her injuries. This is video of that suspect being arrested after that fourhour standoff with police. Carrera was taken to the hospital with unknown injury. Turns out he is a convicted felon on probation in santa clara county. Were keeping our eyes on san diego this midday with a live look at the skyline there which will soon feel the impact of Hurricane Hill ary, and its expected to bring widespread rain and wind, but thats not all. It is churning off the coast of mexico. By early next week the remnants will arrive in the bay area. Kari hall has been keeping track of it all and it could bring lightning as well as rain . Yes. Thats what were expecting by the time it gets here and we went from having a Tropical Storm this morning to now a category 2 hurricane. So it is really gaining strength very quickly and it may become a major hurricane later on today. Its going to continue to make a westnorthwest track at about 14 Miles Per Hour and as we get into the weekend, we are expecting that storm to continue to weaken as it moves into some cooler water off of the coast of baja california, and then become weaker than a Tropical Storm as it moves into san diego later on this weekend, and that will still pack a lot of heavy rain and then it makes the track northward over toward nevada as we go into early next week. So here is the projected path and where that rain may be falling. A lot of torrential rainfall, possibly some flash flooding from baja california, all of the way up to much of Southern California. By the time it gets closer to the bay area we can see the rain spreads out across the region. We are on the dryer side of this system, but it all depends on the exact track of this tropical system and its remnants as we go into next week. Well talk more about this and what we can see is coming up in the full microclimate forecast. Kari, thank you. New developments this midday on a possible new bump in the road for the driverless taxi. San francisco leaders are asking state regulators to halt taxi service altogether. Ginger Conejero Saab is breaking down all of the new information from the city leaders. Much like those videos that have gone viral on social media there could be an unexpected stop to the expansion of robo taxis in San Francisco. They are filing administrative motions asking the Public Utilities commission to temporarily suspend the approval of waymos unrestricted commercial expansion. San francisco is seeking a stay or asking to keep status quo while it pursues a rehearing of the decision which includes giving the green light for Companies Like cruze and waymo 247. San francisco will, quote, suffer serious harm from expansion with no limitations on geographic area, Service Hours or fleet size. It adds since the launch of driverless operations more than 600 incidents have been reported. Robo taxes interfering with street operations. Heres some of that confusion and congestion that robo taxis have caused on the streets of San Francisco. This shows one briefly stopping in the intersection of Mission Street before driving into a construction zone, there it goes and then pulling over to the wrong side of the road. Just over the weekend, we saw a whole slew of cars blocking traffic in north beach. Originally crews blamed it on an issue and they created a chain reaction. Our Senior Investigative reporter was for some time now and he says the companies themselves is the first to admit that the technology is not perfect. They do, however, say that once one car in their fleet learns something that actually the entire fleet learns it at the same time and they say the only way youll see this technology improve is by having these vehicles on the road. This is all happening as crews start to expand in Southern California. Our sister station spotted a cruze car in downtown san diego. A spokesperson says that cruise has started testing with manually driven vehicles in san diego. Back here in the bay area, San Francisco reportedly plans to argue the Environmental Impact it would have on the city and today no cruise or waymo vehicle has been responsible for the traffic injury or death. Community leaders say theft like the one you see here at a 7eleven on international boulevard is happening far too frequently. Grocery stores are being targeted with frequent breaks in. It will be the best situation because the employee, i cant stop those people. Critics say police dont respond to some minor crimes. Opd opened a neighborhood substation last year and while they say thats helping to improve the situation, they also say it is still not enough. Sgroo developing now, a legal battle involving california senator Dianne Feinstein. The 90yearold senator represented by her daughter is suing the trustees of her late husbands estate. They are accused of what the senator claims is, quote, financial elder abuse. She alleges they failed to pay her millions of dollars. Brian noble is taking a deeper dive into the new legal filing. Dianne feinstein, the 90yearold political icon facing public questions about l filed on her behalf by her daughter katherine aimed at the trftes of her late husbands estate. Despite actively serving in the u. S. Senate, feinsteins daughter acting as her power of attorney. She accuses of trustees of, quote, financial elder abuse. Claiming theyre withholding funds the senator is entitled to. Richard blume died last year. The billionaire establisheded a trust for his wife in his will that was supposed to provide regular payment after he passed. The suit accuses the trustees of not properly funding the trust or providing feinstein with herrien titled income. The suit says the court should, quote, suspend and remove the trustees for breaching their fiduciary duty. Attorneys for the trustees fired back saying in a statement, quote, the trustees have acted eighthicly and appropriately at all times. The same cannot be said for katherine feinstein. This filing is unconscionable. The new legal challenge adds to a growing legal battle between feinstein and her late husbands family. Shes filed two similar lawsuits asking for access to her husbands fortune and shed incurred significant medical expenses as a result of her health issues. Feinsteins health has come under scrutiny after she missed three months of work in the senate while recovering from a bout with shingles. She was briefly hospitalized and at times did not seem to understand the duties in the senate. Just say aye. Okay. Aye. Leading to calls from fellow California Democrats that she should step down. Shes not alone in facing questions around her age. Gop leader Mitch Mcconnell recently froze during a press conference leading to concerns about his health. Its a pitiful thing to watch. Theyre really good people, both sides of the aisle. Really, really good people and have had stellar careers in Public Service really deteriorate to the point where theyre just a shell of what they formerly were, but the voters know that. Brian nobles reporting there. Developing now, a federal agency is investigating the deadly car crash of a Northern Virginia man who was in a tesla. A bakery owner was killed last month when his tesla slammed into a tractor trailer that pulled out in front of his car. The national Highway Safety administration is looking into if the teslas autopilot feature was turned on at the time. The sheriffs search warrants said witnesses did not see the tesla hit the brakes before the crash and shows that deputies collected the tesla owe or data recorder. The tragedy has left a hole in the entire community. The loss is profound. The gap is devastating. Federal agency currently investigating 44 tesla crashes where 23 people died over the last eight years to determine if autopilot was a factor. We all know trying to make it in the bay can be difficult, but one new study finds san jose is among the best cities anywhere to raise a family. U. S. News and world report ranked san jose second when it comes to the most desirable for family, and san jose is the only California City to make the top 25. The metrics include cost of living, salary, quality of education and crime rate. Huntsville, alabama, grabbing that top spot. And if you cant afford it, house prices coupled with Interest Rates making it unaffordable housing that much more unaffordable. Tough to raise your family here. Some call it a perfect financial storm. The overall costs of buying a home when you put it all together, the Mortgage Rates and the actual price of the home and all of that, those costses are now the highest in nearly 40 years. A perfect storm. Those who own a home dont want to sell it because they want to keep their 2 or 3 mortgage which means fewer homes and that drives up prices as well. Bloomberg estimateses a person trying to buy a medium home in california, they would need to have an income of 208,000 a year once they saved up 21,000 and condos, a little less. The question is when might Mortgage Rates come on down. The fed doesnt raise Interest Rates and its action has a big effect and when we look at the justreleased note, the feeling is theyll do it again, raise rates, particularly as we continue to see numbers showing a strong economy, but stubborn inflation. We also have to rethink what we think of as normal Mortgage Rates. Starting in 2009, a decade of slow, Economic Growth was followed by a global pandemic. That led to 2 , 3 , 4 Mortgage Rates that we were used to, but hard to call that normal. One thing a lot of people love here and we pay for its is the weather. Its been nice and well see wideranging temperatures over the bay area and it just depends on where you are and in the inland areas and it will be slightly cooler as we go into the next few hours and upper 80s and low 90s and were monitoring with the high fire danger as we have breezy conditions away from the coastline and for the weekend well be talking a lot about tropical moisture coming in and the impacts it can have on our weather. So heres a look at our high temperatures for today, not bad at all, 71 in San Francisco and napa reaching 83 degrees and we are still in the mid to upper 90s as we head toward the trivalley and fairfield and 98 for a high today and well see a lot more fog in San Francisco and along the coastline tomorrow to help cool the rest of the bay area off and heres a look at those high temperatures on friday, reaching 84 in dublin and 80 in martinez and oakland headed for 75 degrees and it will be just slightly warmer on saturday, but overall still fairly mild and just a little bit above of what we would typically see for this time of year. As you look at the sevenday forecast, still under the threat of rain and were watching the north bay this afternoon as weve seen quite a bit of showers and even some lightning raise our fire danger. If we do get ground to ground lightning and it hits dry vegetation that could spark new fires and there are quite a few going on across the state due to the lightning. Then well also be watching this, hilary on the models and what it could show in terms of where the rain can fall going into the weekend and the peak intensity as it moves into baja, california and then as it moves into cooler water approaching Southern California. The rain spread out and Southern California is on track to get heavy rain, as well as monday and as it move across the region, we could see some lightning as well as some heavy downpours and the bay area looks like it could see a little bit of rain and look at how much were talking about here. Some of the estimates show that we could see anywhere from 3 to 7 inches of rainfall especially across the mountains in Southern California. Here, locally, were looking at a quarter inch of rain or less and that could come along with lightning strikes. The track could change how much rain and storms we see and the weekend is looking good.
