People in one san pablo neighborhood are being asked to stay inside while firefighters clean up a possible hazmat situation. This is at stanton avenue and giant road. So this is what we know at this point. A family called 911 to report old chemicals. It is not clear what those chemicals are. Firefighters say they are volatile. Theyre asking people to stay indoors, keep clear of this area while they work. Bay area mail carriers are on heightened alert after four of them were held up by thieves within just one week. A robber threatened one postal worker with a weapon last thursday on till the ton avenue in cupertino. A special key to open banks of mailboxes. The same day there was an attempted robbery of a mail carrier in san jose. Investigators are also looking into two other similar attacks last week in San Francisco and san pablo. The vast majority of these robberies weve been investigating these last couple of years, theyve been targeting the keys. Marianne favro is tweeting out a picture of the get away car. Still very few details of a reported kidnapping in oakland. Police were called to east 15th street not far from franklin elementary. Officers learned a victim was forced into a car and the driver took off at high speed. The departments special victims unit is looking for witnesses. A new motion filed in the case of david depap. He broke into former House SpeakerNancy Pelosis home and assaulting her husband. His defense team wants access to the pelosis home as part of their independent investigation but the u. S. Attorneys on this case say this would be a serious invasion of the familys privacy and potentially their safety. Legal analysts say people accused of crimes are sometimes granted access to the crime scene, but in this case he is accused of breaking into former House SpeakerNancy Pelosis home, attacking her husband paul pelosi, and this case is unusual because state court usually handle issues involving assault and burglary. The u. S. District judge on this case doesnt have much guidance for how federal courts handle these issues. The defense has a right to due process and equal access to the evidence, but at the same time, they dont have an unfettered right. She also addressed frustration about encampments writing we are working to address these encampments but we are under a federal injunction that limits our ability to move tents, even when people refuse shelter. How much does it cost to keep a family from homelessness . In the south bay it could be a few thousand dollars according to a new study. Nbc in the bays ian cole joins us. I get that energy from you because you have been so busy today. Youve been speaking with researchers, advocates. Youve been looking at the studies. What does it show . The study found its a Cost Effective way of taxpayer dollars. Two notre dame professors has one program run by destination homes. It gives money to families behind on rent or utility bills and about to become homeless. Sometimes its just 2,000. It found those who received onetime emergency Financial Assistance are 73 less likely to become homeless within a year. I spoke with a professor David Phillips who is part of notre dames lab for economic opportunity. Prevention programs have often been criticized in the past as not being Cost Effective. The concern about them is its hard to know who is exactly homeless. We do find there are enough people who would have ended up in a true crisis situation that paying a month or two of rent be for them is the thing thats the difference between something really tragic, becoming homeless, and not. In their research, ian, how did they identify who is about to become homeless . Thats a good question. They go through county data, talk to nonprofits in the south bay and coordinate with them, especially destination home where we talked about before. The study tracks 578 families from july 2019 through 2020 and talked with chad vahorkez who is a chief Program Officer for destination home. The average onetime amount given to families is around 6 to 7,000 because of inflation and rising rents but its such a small number compared to the alternative. Whereas, if they were to fall into homelessness, start living in cars, shelters, moving in, doubling, tripling up, then you start to see costs around 30 to 40,000 per year to get somebody back housed. Thats not talking about the trauma and disruption to the family. This really validates this program. Its been in place since 2017. Theyve helped 14,000 people in that time and said that he believes this could be a model used around the bay area and around the country but they always need more funding. Of course. All about the funding. Theyre really helping a lot of people. Ian, thank you. So this month marks the start of gender History Month in San Francisco, and today city leaders and Community Members gathered at city hall, you see right here, to raise the transgender flag. Last year San Francisco did declare august transgender History Month, the first of its kind in the country. August was chosen to honor the august 1966 comptons cafeteria riots. They marked the beginning of Transgender Activism in the city. I think that one of the things we can do most or best is probably be as loud and as proud as we can be here. We have to demonstrate to the rest of the world what trans excellence looks like and we have to teach our history. San franciscos also home to the nations first transgender district dedicated to the transgender, nonbinary and inter sex community. Anchor brewery is officially closed. A silicon based brewery wants to help. This is fox tail fermentation project, small brewery and pub on Second Street in san jose. The owners served plenty much anchor and they want to help the employees. They are calling solidarity brew. All of the money will go to the former workers and staffers. Whether or not you flock to drinking anchor beer all the time isnt the point. Its something thats meant a lot for a lot of people for a long time and its a community. Scott stopped by the brewery earlier today. Scott, you know, a lot of employees want to keep that brewery. Im wondering how long will this whole process take . I think its g to take a while, audrey. Who knows how its going to turn out. This is such an interesting labor story. It is. Like she said, a Community Story where breweries want to get together amtd do what they do best which is sell beer. Theyre creating one, taking all the proceeds and saying to that community that worked at anchor brewing for so many years, hey, were with you, we want be to help you to keep technically i guess a competitor around but someone they see as part of the whole brewing community. Its neat to see and thats what they are working on right now is just preparing this solidarity ale so that eventually customers can go and drink it and contribute. Pretty cool. A lot of effort being put into this. This is a small brewery. Right. Im wondering, can they get others involved . That is the plan, yes. This is really a community effort. They need to get others involved because they can only sell so much beer and theres a lot of money needed to take over the brewery. What they want to do is convince other breweries, small breweries, micro breweries, whatever it is, they will even give them a recipe, a keg of what theyre creating. Say, here, sell this. The most profitable way to sell beer is by the tapin a brewery and so they want people to show up and buy and drink and get going and help the cause. Yeah, so their whole point is to try to bring other breweries into the whole game. If you dont have a brewery, how can i help . Im just one person. Any of us over 21 can help. You can imagine how, which is, yeah, to go and they say that the solidarity ale will be ready to go probably come september. Once it gets out there, well let you all know.
