capital. president biden poised to sign the bill if house approves it. larry, how do the close votes in house of representatives match up with public opinion? >> well, it's so interesting, both in house and senate, as you know, terry, just about even, couple of votes more for democrats in the house, even steven in the senate. but public opinion for this massive america rescue plan as president biden calls it, overwhelmingly in favor of it. 72% of the public favors this according to "new york times" poll that was taken just a few days ago. and if you break it down to democrats, independents, republicans, sure democrats are overwhelmingly, way overwhelmingly, but independents, about the same amount, 3/4, and even republicans, 43%. which makes it so difficult to understand, particularly why it was so hard for republicans in both chambers to give to any great extent when it comes to this massive bill. >> given the virtual split in the house and senate. senate down the middle, house close. what can we expect on major bills under consideration down the road, new voting rights, immigration reform coming back into the headlines, infrastructure as well. going to be going along the same lines? split and maybe kamala harris pushing it over in the senate? >> i'm afraid in most cases, a lot of democratic hand wringing. most cases the republicans can use the filibuster as way of staving off any of the massive programs. certainly going to happen with voting rights, likely as well with immigration reform. two sides are massively different ideas in each case. when it gets to infrastructure, you may in fact get republicans and democrats to find a way to accommodate one another simply because infrastructure plan, over $1 trillion in making right now with biden folks, provides hundreds of thousands of jobs around the country, every elected official can pat him or herself on the back and say i brought it home, baby. but everything else, chambers are so divided between republicans and democrats, and truthfully, internally, trump republicans, moderate or conservative republicans, and moderate and progressive democrats. going to be difficult to see anything coming before 2022 elections when perhaps we see something more definitive. >> seems the democrats know the time is now, got the white house, house and senate, however narrowly, they got it and they're making big move first, like trump with the tax cuts his first couple of years and obama with obama care his first couple of years. got it done in the time they had chance to do it. >> that's correct. and it's the only time. give biden and democrats credit in knowing that if we act, got to act right now. can't make nice, leave it go a few months, we've got to do it now when there's possibility of a little bit of a honeymoon, when the other side usually gives president's party some leeway to work things out. in this case of course the honeymoon lasted about ten seconds and democrats have only been able to squeeze it through courtesy of kamala harris breaking tie and using reconciliation, that unusual way related to budget mat version of this when it comes to immigration or voting rights, and for that reason, i think we're likely to see awful lot of stalemate in months to come. each side will point fingers at other and question is how will the public react. can tell you this right now, given that 72% of the public like the democratic plan, joe biden's approval rating is about 60%, really high, if this continues until 2022, for the moment looks like republicans are going to have much more to account for than the democrats. >> indeed, ten-second honeymoon is over. thank you very much. during an event in hayward today, congressman swalwell briefly addressed
