Hour to stop the spread of covid19 and ease the strain on overwhelmed hospitals. Several counties. Now under a new stay at home order. And more will join at midnight. We have Team Coverage let s begin with nbc bay area s Sergio Quintana live in San Francisco. Where restaurants and bars. Are closing up a big part of their operations. Here s a look at where the bay area stands in terms of icu bed availability. Very good. Lets check in with rob maeda right now. Rob, you have three of the top stories of the day all wrapped into weather. Yeah, at least one of them for sure, we dont typically associate with december, and that is the red flag warning that is now in effect for all of the north bay, the east bay hills, and the Santa Cruz Mountains from now to about 5 00 tomorrow. Before we get there, before the winds start to pickup towards tomorrow morning we have another chilly night setting up around the bay area outside right now. Its not too bad. We have temperatures in the low 50s. But a little bit farther inland were seeing the numbers cooling off rather quickly now. San jose down to 44 degrees. Notice not much wind. One of the places that will not be in the wind advisory is the santa clara valley. 43 degrees. Mount diab low were seeing wind gusts 45 miles per hour. Livermore, 42 degrees, calm speeds now. Wind speeds should pickup as we head through the morning. We have 30s and 40s to start through the day. One of our weather stories will be the high temperatures, climbing through the 70s. One of the warmer places tomorrow. Santa rosa, mid 70s in reach. Morgan hill. San jose, even San Francisco and oakland could be very close to 70 degrees, but the issue here thats driving it will be the offshore wind, which were beginning to see pickup a little bit now around fairfield. Theyre seeing a north wind at 21 miles per hour. Overnight tonight, most of these winds will be confined to the higher hills. If youre in the valleys of the north bay or east bay, you may not notice much till sunrise. This will be the peak of the event. Sunrise about 7 00 a. M. To about 9 00 a. M. In the morning, top wind gusts across the north bay. Notice how they really start to drop off as we head towards 5 00 in the evening when the red flag warning should expire. Similar for the central bay and south bay. We have top wind gusts around diab low range and Santa Cruz Mountains at sun advise. As we head through the afternoon, if there is any good news about this red flag warning, it should not last all that long as the wind speeds start to drop off. Keep an eye on the forecast wednesday into thursday as we see a system to the north. Chances are we could see another surge of north winds. I think theres going to be two windows for this. One were seeing now, and potentially another one for thursday. But perhaps better news. If you look at this map heading into next weekend for a change, finally some chances for finding some rain getting closer to the bay area, and not really enough yet to put in the sevenday forecast. So as we head towards next weekend, increase in clouds, and i think at least for the north bay, by the time we get toward saturday and sunday, we will see a chance of showers. As you notice, a trend going to the week, two periods of north wind, we have one for tonight into tomorrow. Another thursday. Beginning next weekend, the pattern is trying to shift. Something well take a closer look at coming up at 11 45. Well see what it holds for bay area and northern california. A sign of change coming up in the next half hour. Hopefully better news. Were looking forward to it. Thanks so much, rob. Well see you then. During election announce niemt, Steve Kornacki lent his talent. This time with football. Well explain next. He helped us understand the president ial election from his pet screen, and now nbcs Steve Kornacki is helping us make sense of the nfls playoff picture. Yes, yes, indeed, the election map expert broke down the chances of multiple teams making the postseason. He used the same big board he used to map out election predictions for each state. This is giving me flash backs here. He gave percentages for the teams based on the strength of schedule. As of this week, kornacki gives the 49ers a 23 chance of making the playoffs. The raiders have a 49 chance. That can obviously improve if both teams keep on winning. All right. Anthony flores joining us now for sports. Thats a tough act to follow, anthony. I give the coach all the credit because he prepared me for those situations and we handle it accordingly. To win a game like that in the fourth quarter, a lot of emotions, bigtime roller coaster to say the least. A thank you card might not be a bad idea for the 49ers to send to the rams. Because of l. More news after the break. Its not just parts of the bay area going into lockdown. The Central Valley and Southern California are starting their own stayathome orders tonight. Nbcs Dan Scheneman has the latest. Reporter as the number of confirmed covid19 cases goes up in california, the state is locking down. Regions where the i. C. U. Capacity is falling below 15 , we are now mandating that we are implementing a stayathome order for three weeks. Reporter 33 million californians are under the order. They have been told to stop gathering. There will be no more inperson dining and retail will be reduced. Were coming up on a year of enduring covid and for them to take this away, it feels a little, it feels a little extra. Reporter the lockdown dealing a blow to Small Business owners and their employees. Reporter just hours before the lockdown began, they enjoyed one last trip to the playground. I thought we were done shutting down the playground. Reporter a state dealing with a growing number of infections and increasing frustration. Dan scheneman, nbc news. Well, what triggered the stayathome order is the low number of available i. C. U. Beds across the state. Lets focus on the month of november. Big changes real quick in the month of november. On the first we had 2,456 beds. A week later, 2271. The week after that its dropping down to 2165. Down to just above 2,000. And by the 29th, 2,000 beds, that is a major drop. And tonight it is even fewer than that available. To put it mildly, Holiday Shopping looks a whole lot different this year. Even before tonights stayathome order went into effect across much of the bay area, businesses were operating under capacity restraints. Now more shoppers are being forced to turn online and businesses are missing out on the busiest time of the year. In the east bay, some businesses saw a lastminute rush today. Others saw a dropoff. A sign customers are being extra careful because of the surge in cases. Now, despite it all, many people are just trying to remain positive. Definitely done the most Online Shopping that ive ever done, but were out here today shopping at some of our Favorite Local spots. I kind of feel like i need to be optimistic. And with the christmas season, people still need to shop. I think as long as we can communicate to people that they can shop and be safe. The new restrictions will be in place until january 4th. We are days away from finding out if the fda will grant approval for the pfizer vaccine. But getting those vaccines from manufacturers to clinic is an operation that never done on this scale. Nbcs vici nguyen gives us a behind the scenes look at the innovation and challenges of getting these vaccines to millions of americans. Reporter happening right now, tens of millions of vaccines for multiple drug makers are being produced with the hope theyll be approved by the fda. The plan, to reach 300 million americans with one or two shots in the arm. The challenge, as many as four vaccines could be approved over the next few months, and each requires different storage and dosage methods. Do you have to be prepared for every single vaccine to walk through your door . Yes, absolutely. Im not going to turn any of them down. Reporter debbie simon son is vp of pharmacy for the largest hospital in louisiana where they held a drivethru flu clinic for vaccinations. She is training hospitals. Dry ice needs to be 94 degrees fahrenheit, colder than antarctica ca in winter. Just using the dry ice is complicated. You have to have special gloves. You need a scooper for the dry ice, and you also have to have goggles. Every day we are running exercises, scenarios. Reporter pfizer executive tanya said the Company Created a special container just for this vaccine with a familiar shape. Tell me about the pizza box. So the pizza box is actually a personal size pizza box where the vials are going to be nested. Reporter those boxes will go in a special shipper with dry ice that can only be opened twice a day for two minutes to transfer vaccines out. To support distribution, u. P. S. Has built an entire freezer farm with units that go to minus 112 fahrenheit. After pfizer, modernas vaccine is likely to be next. Astrazeneca and Johnson Johnsons are expected to follow. We got a rare behind the scenes look into how those two are being made at this lab in baltimore. Im putting on all this protective gear to make sure when we head into the lab i dont contaminate any part of the vaccinemaking process. Emergent biosolutions makes the ingredients for the vaccines in four still rooms like this. Whats that reactor and what part of it becomes part of the vaccine . Yeah, so this large scale reactor is essentially a scale that afford us the opportunity to make as many doses as possible. There is ainu trent rich broth. We grow the cells in that broth. Reporter they hope to produce hundreds of millions of doses. These vaccines are going to end up in my children, the children of these individuals working in the room and that means the world to us. Reporter in upstate new york, corning glass is forging millions of vaccine vials. The company says the glass can withstand ultra cold temperatures and is up to ten times stronger than conventional glass. To make sure vaccines arent damaged as they travel around the world, Modality Solutions puts vaccine containers through tests like these. Vibrations that mimic bumpy roads, extreme temperatures, dangerous drops, and changes in air pressure that simulate air travel. And while that precious cargo is in transit, fedex is using new bluetooth enabled sensors to see the vaccines in real time. We have a team of agents that do nothing but monitor these critical shipments 24 7, 365. Think of them as guardian angels. Reporter it takes an army of logistics on an unprecedented scale to fight this pandemic. How confident are you youll be ready when the vaccines are released . Im ready today. Vici nguyen reporting. Were Small Businesses shut out, were getting a look at who got a big chunk of that 2 trillion stimulus package this past summer. Our Investigative Team got some answers thanks to a lawsuit filed by several news organizations, including nbc. Senior investigator steven stock follows the money. Reporter the biggest part of this stimulus package went to help Small Businesses survive this pandemic. Its called the p. P. P. , short for paycheck protection program. More than 522 million of your tax dollars went to help more than 5 million businesses nationwide. From robert a. Boss man construction in san jose to Shoe Palace Corporation in morgan hill to United Mechanical in san jose. 24 Different Companies in the bay area got a 10 million loan each from the Small Business administration to help them pay workers and stay in business. The maximum single amount distributed under the s. B. A. Program given to about 5,000 companies nationwide. The smallest amount given, 1. What this tells us is a little more detail on exactly how much each company got. Reporter mark goldline is Senior Vice President of policy at the committee for a responsible federal budget, or cfrb, based in washington, d. C. We werent trying to pick winners and losers based on which industries are best for the economy or which are most important for the recovery. Reporter for the most part the recipients fell into a few specific categories. Construction companies, medical practices and restaurants. Restaurant chains such as black angus steakhouses, Lazy Dog Restaurants and king seafood here in california, all got the 10 million maximum p. P. P. Loan. It shouldnt be surprised to think at all restaurants are big recipients for two reasons. First of all, there are tons and tons of restaurants that are independently owned. But secondly, theyve been the most affected. Reporter local art institutions and universities also got large loans, like the San Francisco opera association. Kqed, inc. , and the San Francisco symphony, as well as the ballet association, golden gate and the museum of modern art. We can argue whether we should have been having such a universal reach, but this is the goal of the program. Reporter whether or not all this money is enough to keep Small Businesses open is currently the debate going on in washington about whether to pass yet another massive spending bill. Im stephen stock, nbc bay area news. Okay. We have been looking for it and looking for it, but it has not come. Rob maeda joining us to tell us, rob, will we ever get any rain . Its december. It does seem that way, right, around the bay area . If you add it up, the north bay missing out on 6 to 7 inches of rain since just october 1st, and the south bay, some sites actually about 5 of average. That would include san jose and actually the trivalley, too, and livermore. So we do need the rain because now its setting up the fire danger concern we have with the offshore winds picking up. In san jose thats a pretty view of the moon rise. Chilly 43 degrees in san jose. Other locations around walnut creek in the low 40s. Not too much wind down around concord and walnut creek. Higher up at mount diab low were seeing gusts at 42 miles an hour. San francisco 52 degrees. By sunrise well see the northeast winds picking up i think briefly, too, around San Francisco and marin. Thats typical for december. Whats not typical are the high temperatures where most of the bay area should be close to 70 degrees. That is the side effect of these offshore breezes that dries the air out, warms it up as the air descends from the Higher Elevations down to the lower like youre seeing in santa rosa. 75 in the forecast tomorrow there sneer sonoma and santa rosa. 70 in san jose. And even bay side, San Francisco and oakland looking pretty warm. Other big numbers to watch will be the coast during the day tomorrow. Buildings swell off the coast. 7 to 8 feet, later tomorrow a swell of 15 to 18 feet means breakers there on the coast late monday into tuesday, could be as high as 25 feet. Good enough for a high surf warning. So lets talk about the wind. North bay right now seeing some gusts over 40 miles per hour. Peak opportunity for those top wind speeds to mix down to some lower elevations. Should be around sunrise, and as the wind speeds start to back off as we head towards 5 00 in the evening. Similar time line for the south bay as you can see there, 7 00 we have the gusty winds not so much around the santa clara valley, but the higher hills. By 5 00 the wind speeds come down. The net effect of those winds, the other component to the fire danger, look how dry conditions will be around 3 00 in the afternoon. Especially the north bay and locations seeing humidity in the teen and 10 range. Thursday we might see north wind picking up again, but notice how the storm track is starting to get closer to the bay area. So perhaps a little bit of good news that the map for california isnt completely dry now as we get towards the early part of next week. We see some rain chances trying to come back to the north bay, and the twoweek outlook now at least brings that green line a little further south. Well been watching this through fall. Weve been seeing much below average chances for rainfall for northern california, so there are signs there that might start to shift a little bit late next weekend. For now unfortunately tracking two periods of north winds. One were seeing tomorrow morning especially the north bay hills. I think we get another one thursday. More clouds next week and we hope some rain chances another 7 to 10 days. Who would have thought here in december where we should see storms every two to three days, were hoping for our first real storm showing up around the 15th of the month. Thats just the way things are going so far this year with fire danger, and not enough rain here even in december. Back to you. Its just crazy. Rob, thank you very much. Well be right back. Whoa doesnt need a vacation these days . But what about the next best thing . Living and working full time from a resort destination. Not bad.
