Breaking news were following for you that morning firefighters at the scene of a San Francisco highrise fire, the crews now say injured five people. This started a little bit before 2 00 a. M. On davis court just off the embarcadero near the plaza. This is video that was posted online on citizen app. We know that flames burned several units on the 11th floor and the building was evacuated. Some residents, we understand, have been allowed back inside. The fire has been knocked down. We know at least two people hurt will be okay. Our Cierra Johnson is gathering more information. She will join us with a live report at the bottom of the hour. To our top story in less than 24 hours a new nighttime curfew starts for all counties in californias purple tier which includes all bay area counties except San Francisco, san mateo and marin. This also covers about 95 of the population. So the curfew goes into effect until tomorrow night. Everyone will be told to stay home between 10 00 p. M. And 5 00 a. M. With a few exceptions. The curfew will remain in place for the next month. Bay area restaurants this morning are scrambling a lot more than just eggs. Theyre scrambling to find ways to adjust to the curfew. Today in the bays Sharon Katsuda is live for us in downtown walnut creek. How are the struggling Business Owners coping with all of this . Reporter yes, marcus and laura what timing, the street cleaner is behind us. You can see just behind me theres a lot of Outdoor Dining areas. This weekend it was packed with people getting indoors that had to shut down because were in the purple tier now and starting tomorrow night there is a curfew this is, of course, in response to covid numbers and struggled to maintain something of a nightlife and the curfew will make it even tougher, theaters, bars and restaurants, businesses and customers will have to adapt. On the weekends we were allowed to extend until midnight and we were busy right up until that time. We were happy with that extension while we had it. About to curb some type of spread from the nightlife. I believe so. Reporter they are trying to survive with no Indoor Seating and a curfew from 10 00 p. M. To 5 00 a. M. Starting tomorrow night to december 21st. Those in the red tier dont have to follow the purple tier curfew yet but some of the areas are complaining saying the curfew isnt fair to those areas with smaller populations. Now the few remaining bay area counties that are still in the red tier say they, of course, will comply and as far as Law Enforcement, Law Enforcement says they will focus more on education than citations. Federal immigration officers are apparently making home visits to h 1b visa holders as they adjust to the pandemic. Homeland security agents have been emailing h1b visa holders to set up meetings. The dam is being drained at a rate of about 200 acre feet per day. Could be 3 full by middecember if theres no significant rain. Teams are getting ready it to do a massive earthquake retrofit on that. Thats quite a lot of progress that theyve made up there at anderson dam. In the meantime talking about no significant ran in the forecast there isnt for the next, what, seven days or so, kari . At least and weve been watching our reservoir levels drop as well. Let me show you what it looks like at the rest of our reservoirs though that one has been drained on purpose. The other ones are very low because of the lack of rainfall. Right now our south bay reservoir is only at 33 of historical average so very low water levels and no rain headed our way. It looks like folks are going about 65, the limit, around much of the bay. We look at the green sensors, no major problems. The area where you expect and find the only nongreen is over here coming out of the altamont. Your drive typical until you get to north flynn and then its all clear. Now its a smooth drive getting down the east shore freeway. Yesterday there were a lot of delays in the morning because of lower visibility this morning. We are going to be very chilly as we are starting out with some 30s in parts of the north bay. Its going to be beautiful as we enjoy some seasonable weather for this time in november and its also going to be dry as we get a look at our forecast. Tonight its going to cool off. Were going to be in this dry pattern for the next several days. In fact, even as we start to see these storm systems moving into the pacific northwest, they dry out before they make it to the bay area. So we are going to stay very dry. Nice to get some rain but, of course, this is also the time that some people will be going to visit family. Of course theyre not encouraging the large gatherings. We are going to see some temperatures reaching into the mid60s into early next week, so well be slightly cooler on wednesday. And if youre planning to have thanksgiving dinner outside 61 degrees for a high. Morning temperatures will be very chilly with some low to mid30s in our inland valleys. Looking at San Francisco expect those highs to reach into the low 60s and were going to continue on this weather pattern. Very quiet conditions. Well see if we can get some rain. The department has a simple group of deputies dedicated to following up on complaints. Violators first receive a warning and then moves to citations. San diego county has issued more than 50 cease and desist orders to businesses violating the health orders. New this morning instead of making a reservation to get food you have to get a covid test. Thats a new strategy for one new york restaurant. Starting next week the city winery will conduct a rapid test on every customer before they sit down to eat indoors. We do have slowing in concord, westbound highway 4. Ive circled it on the right side, a crash that cleared within the last five minutes approaching 242 so theres a recovery there. Breaking news to tell you about this morning, flames forcing people from their apartments overnight in downtown San Francisco in a high rise. Cierra johnson is live in the financial district to tell us about what happened there. Cierra, whats going on now . Reporter good morning, marcus. Right now i can tell you several of those engines have left. Only one remains. You saw all of those engines and the engine lights. If we pan up this is what i showed you, that smoke, that charred ash on the front of the building, the gateway apartment. Five people have been injured and two of those injuries were treated on scene by paramedics. We do have video captured early this morning by the citizens app. Thats what crews saw when they arrived on scene. Multiple residents were evacuated during this incident and some of the other residents were asked to shelter in place inside of the unit in the building. Right now that fire we know has reached three alarms and has been knocked down but as you can imagine a very, very scary night for folks in this building. I was thinking it wasnt real until i realized it was real. And so we just have the minimum layers on top of us to not get too cold. Everything seems to be under control now. Reporter we have learned from fire official there is were no sprinklers in the building but theyre not required. The fire got a bit of a head start to spread into the other units. Other than this this building is up to code and all of the other safety features did work and back out here were told the two injuries that were sustained by the residents that were treated on scene are in good condition. Crews still working to determine which unit the fire started at and what the cause of the fire was. Another engine just pulled up. Im not sure if they will do more investigation but there is another engine on scene at the gateway apartments. Were live in San Francisco. Cierra johnson for today in the bay. The covid crackdown is coming, affecting all bay area counties except San Francisco, san mateo and marin. How are people feeling about it . Today in the bays kris sanchez has a look at the impact on everyday life for folks. Hi, kris. Reporter i think i speak for everybody the lockdown, the shutdown, the curfew order didnt come as a complete surprise but it is still shocking to find ourselves in this position eight months after living with covid in our midst. Lets talk about what this means for you. The limited stayathome order asks people to stay home between 10 00 at night and 5 00 in the morning and will remain in place through december 21st. The curfew order allows you to go to work if you are an essential work certificate. You can go to the grocery store. You can go out and walk the dog, get a little bit of fresh air and takeout or food from a drivethru. The order does not allow you to gather with people who dont live in your home and asks that you not work or travel unless you are an essential worker or unless that work or travel is essential like going out and seeking medical treatment. We did get mixed reaction this morning. Yeah, its a good idea. They have to do something about this pandemic situation until they find a cure with a vaccine. Its going to affect the businesses but its better to be safe and for people to have their lives than somebody be sick and maybe not see them anymore. I dont agree with it. We have rights as americans. I just were being treated like little kids, being conditioned to listen, and i dont feel its right. Reporter that being said, he said he is going to abide by the order in the interests of keeping everybody safe and healthy. We did ask Law Enforcement how theyre going to hand this will and San Jose Police say theyre going to focus on education and not enforcement. Youre not going to get a ticket if youre out and about, they will not stop you just for that reason. Here is an update on where the bay area stands on infections. More than 135,000 confirmed cases and more than 1,900 deaths. The numbers include a new outbreak in golden gate field. About 100 employees there tested positive. Golden gate field says it is cooperating with the Berkeley Health department. The racetrack will remain closed for the rest of the month. Pfizer today says that the fda, theyre asking them for an emergency use authorization on the covid vaccine. Earlier this week the company clarified its vaccine is nearly 9 95 in adults. It has focused on people over age of 18. Kaiser in santa clara is one of the select group of hospitals testing it in young people, ages 16 and 17 and soon it will expand further to kids as young as 12. Now they set the goal to test some 2,000 teens and tweens. Kaiser plans to proindividual an update on the testing later today. And new this morning for you the fda is granting emergency use of eli lillys arthritis drug to combat the covid outbreak. The oral medication would be used in conjunction with remdesivir, this is to treat patients. The approval was based on a trial that showed a oneday reduction in Recovery Time for those treated with the combination. Well, its a big undertaking to help those struggling in the bay to make it amid a pandemic. Sacred Heart Community service continues its series of thanksgiving Food Distribution events in san jose today. Volunteers are expected to help out an estimated 4,000 people this holiday season. The president , who lost the election is running out of options in his attempts to stop joe biden from coming into the white house. The latest and most controversial is hes invited republicans from michigans legislators to talk with him at the white house. Now to be clear, we dont know why the invitation was made or what theyre going to discuss, but it is the legislature that appoints the electors who then actually vote for the president. The president s lawyers have not given up on trying to block votes from being certified. In a very strange press conference at gop headquarters in washington they advanced a theory that communists, black lives matter and the long dead dictator hugo chavez were part of a plot to change trump votes into biden reports. Reporters demanded even a scrap of proof and got this. Your question is fundamentally flawed when youre asking where is the evidence. You clearly dont understand the legal process. What we have asked for in the court is to not have the certification of false results. And so to say, hold on a minute, we have evidence that we will present to the court, we havent had the opportunity yet to present that to the court. Were giving you an overview and a preview of what weve discovered but no court yet has had that opportunity. So to sum up, the new claim from the president s lawyers is Shadowy Group involving venezuelans rigged the election in big cities democrats controlled to make the vote lean democratic which is already does. They did this to elect biden but in the process lost democrat seats in the house and failed to gain a majority in the senate. Im reluctant to use Tucker Carlson to make any sort of point but even Tucker Carlson is not buying this. But you never said any evidence despite a lot of requests, not a page. Now that new report finds since the start of the pandemic the edd has sent out close to 40 million pieces of mail with full Social Security numbers after they were first advised to stop the practice last year. State auditors are still looking into evidence of widespread fraud at the edd, and its possible at least some of it is tied to Social Security lifted from unreceived items. The edd is not commenting.
