This graph shows the average number of cases in the bay area not quite as high as july, but you can see covid cases are spiking. The far right of your screen is the recent number. Lets begin our Team Coverage with nbc bay areas ian cull with what this means and whats changing. Reporter today Governor Newsom says hes pulling the emergency brake to slow the spread of covid19. In the last two weeks hospitalizations are up 30 . The number of cases has doubled. This is simply the fastest increase california has seen since the beginning of this pandemic. Reporter 41 of the states 51 counties including most of the bay area are pushed back into the most restrictive purple tier. San francisco, san mateo and marin fell to red. Most like santa clara jumping back two full tiers. We have done this before. We can do it again. We really need every Single Person living and working in our county to take this extremely seriously. Reporter the purple tier is where the bay area was in early september. It means Indoor Dining is banned and all gyms, museums, zoos, card rooms, places of worship, they can only operate outside. Shopping malls and Retail Stores must reduce to a max of 25 capacity. Schools that are open can stay open. Schools that have not cannot reopen yet, and there are a few exceptions. The most important thing as a community we can do is help get our children back to school. So we are really asking people, begging you to double down on your efforts. Reporter hospitalizations are expected to go up by thanksgiving weekend. Regional Medical Center in san jose has already seen its Covid Patients go from 18 to 44 in three weeks. The u. S. Has a record 73,000 people currently hospitalized with covid19. Its important to note doctors say locally there is still plenty of hospital bed capacity. In the south bay that includes 35 of beds that are still available. In san jose ian cull, nbc bay area news. Ian, thank you. So we get it. Its a lot of information to digest here. Were essentially doing this again like we did last spring. These six bay area counties are now purple. Santa clara, alameda, contra costa, sonoma, napa counties. The list on the left, businesses that must move everything outdoors. Restaurants, wineries, gyms, museums, zoos, card rooms and churches and other places of worship. On the right side of your screen businesses that can continue to operate indoors retail shops and malls at 25 capacity, hair salons, barbershops, nail salons and other personal Care Services can also stay indoors. Three bay area counties are in the red tier. San mateo, San Francisco and marin county. In the red tier wineries and card rooms must stay outdoors, but more businesses can operate indoors as long as they follow restrictions. Restaurants, movie theaters and places of worship at 25 capacity. Gyms at 10 . Now, remember this is the bare minimum of whats required. Counties can put up even more restrictions in place. San francisco, for example, has already shutdown all Indoor Dining. Now, in livermore a Restaurant Owner tells us dealing the change of covid restrictions has really been tough financially. Customers were dining inside for the last time or until Alameda CountyHealth Officials can document a slow down in coronavirus cases here. He says hes been reinventing his restaurant over and over during this Health Crisis hoping to just stay afloat. It all depends on how long it goes for. Its getting tougher and tougher having to open, close back up, hire people, bring staff on, and now were going to have to cut back again. Just like all the other restaurants the beer barron will continue to serve customers outside and depend heavily on take out. This purple wave is washing across the state. Tonight 41 of our 58 counties are in that purple tier. Thats about 70 of california. 11 counties are in red, four in orange and only two in yellow. With the rising numbers and new restrictions the concern about covid is mounting. This is the longest line in the state. This is down at dodgers stadium tonight. No baseball game. This is the line to get tested. As cases surge l. A. County is keeping test sites open for longer. And here we go again people panic buying. In some stores Paper Products and meats disappearing off the shelves just like they did at the beginning of the pandemic. Nbc bay areas cheryl hurd takes a look at why its happening and why some experts are telling us to settle down. Reporter from your Big Box Store to your local grocer its beginning to look a lot like march. Toilet paper and paper towels are disappearing from store shelves. Seems like people are getting nervous again. Reporter and thats pushing retailers to limit how many items you should put in your basket. In walnut creek i notice the shelves were empty on that particular aisle, and theyre doing you can only buy so much at one time. Reporter panic buying is playing out around the country. A spokesperson for the Washington StateGrocers Association says theres no reason to load up on food or Paper Products. Some may think they need to do that because of the Holiday Season is here. Normally they would have probably waited a few days before thanksgiving. I think a lot of people are trying to get it done now and make sure they have everything they need. Weve got plenty of food in the supply chain, but we need people to buy only what they need right now. Reporter all this comes at a time of covid cases in the country going up while retailers are trying to keep crowds down. And because of that youre going to see lines. Walmart is now counting customers who enter and exit, limiting capacity to 20 . At costco customers with a medical condition were once exempt from wearing a mask. Now they need to wear a face shield. This might be the most pressing issue for most people or at least a lot of people. What does this mean for the holidays . Thanksgiving is ten days a way . Heres what the governor said essentially, thanksgiving is only for your household unless you can do it outdoors. Hard to do outdoor thanksgiving when its so cold outside. If you live in a purple or red tier thanksgiving should be outdoors only, no more than three families. The gathering should be kept short. Thats hard to do for thanksgiving and high risk individuals shad not attend even if the gathering is outdoors. Covid like to interact when people are close like when we take off our mask. All these things which are features of higher risk activities often we see in small private gatherings with people we know and miss. What about making a road trip . Health leaders are encouraging everyone not to travel, dr. Galley says if your family is heading out of town try to stay within a 2 to 3 hour drive from your home. Well, all those restrictions are renewed reality until we get a vaccine. Now for the second time in a week, though, word of a potential vaccine break through. This time its moderna announcing today early results from its phase three trial shows its vaccine is almost 95 effective at preventing infection. Great, but who gets it first . It means hope we are going to beat this thing and were going to beat it sooner rather than later. Reporter one week after pfizer us nounced its vaccine candidate appears to be 90 effective, moderna announced its vaccine appears to be almost 95 effective. 30,000 participants in the moderna trial and no safety concerns. Todays announce want raising hopes the fda could soon grant emergency use authorization. We project by the end of december there should be Vaccines Available for the higher risk individual category. Reporter ucsf professor of epidemiology dr. George rutherford says the timing of the vaccine is significant in the fight against controversy. Its not as many doses we thought wed have. If you have to iminize with one or another, fine. But instead reporter only adults have been tested so far and how long will the vaccine provide protection . Dr. Rutherford says thats also to be determined but i think the hope theyll last on the order of five years and then maybe you need to get boosted. Reporter the National Academy of medicine recommends Health Care Workers and First Responders get the vaccine first followed by seniors in care facilities and people with underlying conditions. Okay, for years now youve heard us say nbc bay area responds to you. This month, though, youve been responding to us. Yeah, where in a big way. We asked everyone to participate in our Customer Service survey. Consumer investigator chris chmura is here now with the results. Good evening. First thank you to everyone who participated. Were impressed. Together with our nbc and telemundo sister stations around the country more than 1,400 people weighed in on the state of Customer Service. We asked you to share the good and bad experiences. The results were mostly not good. Too close to call. Unlike the race for president with a lot of ballots taking a long time to count. We are done counting and recounting. The result is a landslide. An overwhelming majority of people who responded to our informal survey, three quarters to be exact, tell us Customer Service has gotten worse during the pandemic. Amy in san jose called us early into lockdown after a gym that was closed kept charging her and wouldnt act. I wanted to give the company a chance to kind of do the right thing. Reporter peoples disappointment with Customer Service seems to start as soon as they write in or pick up the phone to complain like Shirley Tucker did. I couldnt get anybody to answer the phone. The recordings kept looping back. Reporter most people told us it took several tries just to connect. 9 said they had to call more than 20 times. We saw that frustration with californias unemployment office. I would call like 200 times. Reporter on the upside we asked if Customer Service phone numbers were easy to find. 58 said yes, but then the wait. Viewers gave us an earful about hold music. Peoples most common hold time was longer than half an hour. And our survey found that people who called for help in spanish waited even longer for those who asked for assistance in english. When people finally got through the first rep rarely got the job done. Our viewers usually had to deal with two, three, or four different people. And get this, 7 of people told us they had to deal with ten or more representatives. Lisa turner got the run around with a botched delivery. I literally wanted to pull my hair out. Reporter it seems the reps on the other end of the line are mixed back. A fifth of people said their reps were knowledgeable but most people thought they were not. Getting to speak with someone is one hurdle. The finish line is actually resolving the issue. Viewers who fixed their problem told us it was usually pretty quick. 24 closed their case within a week. But most nbc and telemundo viewers we heard from told us they never resolved their case or they were ignored. 735 people who chimed in told us they gave up and stopped fighting. Leaving money on the table. 51 of them said they abandoned more than 5,000 because continuing was a waste of time and nerves. It can be stressful. Reporter Christine Churchill is with the Customer Service institute of america. It offers companies Customer Service training, and annually csia awards businesses that deliver. Our result did not entirely surprise churchill. She noted people are more willing to speak about negative experiences than positive ones. And our informal survey seems to support that. Still i dont think consumers are unreasonable about what they want. Reporter churchill notes the pandemic has presented companies challenges. She says businesses are trying to keep up with more diy Technology Like chat box. But she says customers must be careful with automated Customer Services. I think right now every organization is scrambling to get every type of selfservice method up and running. But if you cant support it and do it well dont do it until its ready. Our survey also asked people about the industries and companies in particular that offer the best and worst Customer Service. You can see whos named and read their responses on our website. Jeff, is that going to linger into thanksgiving now we have these new restrictions so we may be eating outside . Do we have to worry about rain for thanksgiving . Right now this current event is going to be a two day event for us. And next week there is the possibility we might get some rain chances around thanksgiving. Its not locked in yet, but there has been that chance floating around. Well go ahead and focus it right now on the incoming storm system and youll see on storm ranger the only one in the bay area, just one of six in the country, that current scan is showing dry weather. This gives us a better scan because its closer to surface so its better able to see whats actually happening down at the ground. Lets take you into the line. And you can see at 7 00 in the morning we will begin to see some showers hereby over guerneville, close to santa rosa. I really think itll begin to pick up once we hit 11 30 in the morning with widespread coverage over the north bay. Moderate and even heavier pockets and also extending down to San Francisco and parts of oakland. Then as we roll through the afternoon and early evening this will be moving down to san jose and also for gilroy, and then once we hit tomorrow night that storm system would be moving out with some lingering instability into wednesday. Rainfall totals the healthiest, of course, where the storm system lasts the longest and thats going to be right here over the north bay. Youll see totals on average a halfinch to close to 1 inch here. Mill valley 0. 64, santa rosa 0. 81. And youll see how those totals drop off with a quarter inch down here for san jose. Snow for the sierra. Were looking at totals that could hit 1 to 2 feet up across the highest levels, so youve got to prepare for winter conditions if youre headed there at all tomorrow. Even into wednesday 21 inches at kingsville, and kirkwood at 18 inches. Where do we go from here . Check out my seven day forecast in San Francisco. I think well have a scattered chance of some showers on wednesday. Well dry it out in the upcoming weekend with 50s to 60 in San Francisco. And for the inland valley forecast we keep this light jacket weather for the afternoon all the way through the next seven days with 60s for highs and spotty chance for showers into next wednesday. The governor added that, yes, all the covid and covid fufeeg is exhausting. Capsule docked at the iss about three hours ago. This is actual video of the astronaut coming out of that capsule.
